Residents say Mirza Olang Valley not cleared of militants
Some public uprising forces and residents of Mirza Olang Valley in the northern Sar-e-Pul province on Thursday said the Taliban and Daesh militants are still present in parts of the area.

They said the militants have arrived at the entrance to the valley and that threats have reached a similar level as before the military operation.

Husain, 70, a resident of Sar-e-Pul city, says he took up a gun against the Taliban five months ago.

He said he was the last person to leave a hill in Mirza Olang following the militants attack.

“Taliban and Daesh have advanced towards Qaflatoon area in Mirza Olang Valley and the gate of Mirza Olang has once again changed into a battle line,” he said.

Security officials are not giving any information about the security situation in the valley.

“Taliban is once again present in some parts (of Mirza Olang) and we are concerned about their activities. Government should do something,” said Babur, a resident of Sayyad district of Sar-e-Pul.

“Insecurity has increased in our area and we are concerned about it when travelling through the (Sayyad) district,” said Khalid, a driver.

Meanwhile, Qambar, a resident of Mirza Olang now displaced in Sar-e-Pul city, said he had lived under Taliban and Daesh rule in the valley for three days.

“Taliban came to our house and robbed us of our money and took away everything,” he said.

Qambar said he succeeded to escape from the area with 20 women and 10 children through Kohistanat district to Sar-e-Pul city.

Swedish Soldiers To Fend Off Pirates Near Somalia
[RADIOSHABELLE] Thirty-four Swedish soldiers are heading to east Africa as part of international efforts to prevent attacks from Somali pirates.

The soldiers, from Gothenburg, will be stationed off the coast of Somalia as part of Sweden’s fifth mission to the region.

Two small Swedish combined transport and war ships will be on board the Dutch HNLMS Rotterdam, an amphibious warfare ship of the Royal Netherlands Navy.

It is the second time Sweden’s part of the mission is carried out together with Dutch troops

"In the first place we are there to escort the World Food Programme’s aid deliveries with supplies to Somalia. But we also have the mandate to intervene and stop pirate attacks and armed robberies at sea," Major Thomas Olsson, head of the Swedish troops in Somalia, told the TT news agency.

Libya repatriates 135 Nigerian migrants
[AlAhram] Libyan authorities on Thursday repatriated 135 Nigerian migrants colonists, including women and kiddies, who had made failed attempt
Curses! Foiled again!
s to cross the Mediterranean to Europe, an official said.

"We are organising... the voluntary repatriation of 135 clandestine Nigerian migrants colonists who were rescued offshore by the coastguard," said Hosni Abu Ayanah of the Libyan government agency tackling illegal migration.

The first group of 75 men and 10 women gathered Thursday in downtown Tripoli
...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn...
to board buses with metal grills towards the capital's Mitiga airport.

Others were set to depart from other migrant detention centres.

The Libyan authorities have coordinated with the International Organization for Migration (IOM) to run special flights to repatriate migrants colonists, mostly from sub-Saharan Africa.

Ever since the rule of longtime dictator Moamer Qadaffy, thousands of people have crossed Libya's 5,000-kilometre (3,000-mile) southern border to make perilous bids to reach Europe in often unseaworthy boats.

Following the 2011 NATO
...the North Atlantic Treaty Organization. A collection of multinational and multilingual and multicultural armed forces, all of differing capabilities, working toward a common goal by pulling in different directions...
-backed revolt that toppled and killed Qadaffy, people traffickers have exploited the chaos rocking Libya to transport ever more migrants colonists towards Italia, 300 kilometres away.

Those who fail often end up stuck in Libya in dire conditions and opt to be repatriated.

Egypt confiscates assets of 16 Muslim Brotherhood members: Committee
[AlAhram] An Egyptian governmental committee tasked with appraising and seizing the funds of members of the banned Moslem Brüderbund group announced on Thursday that it confiscated the assets of 16 Brotherhood members, al-Ahram Arabic news website reported.

Among those whose assets were confiscated are the children of Brotherhood spiritual leader Sheikh Youssef El-Qaradawi
...crackpot Egyptian Islamist theologian. He is best known for his program Shariah and Life on Al Jazeera, with an estimated audience of 60 million kindred souls worldwide. He is also well-known for IslamOnline, which occasionally advocates things like slavery and thumping the old lady with a rod no thicker than an inch, and has published more than 120 books, including Islam: The Future Civilization. Joe has long had a prominent role within the intellectual leadership of the Moslem Brüderbund. Some of his views have been controversial in the West, though less so among the rubes of the Mysterious East, and he was refused entry to the United Kingdom in 2008. In 2004, 2,500 Muslim academics from Saudi Arabia, Iraq and from the Palestinian territories condemned Qaradawi, and accused him of giving Islam a bad name....
, who currently resides in Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates...
In July, El-Qaradawi’s daughter and her husband Hossam Khalaf, a leading member of the Islamist Wasat Party, were tossed in the slammer
Please don't kill me!
on charges of planning terrorist attacks on security forces.

Cairo has been demanding that Qatar hand over the 90-year-old El-Qaradawi, who is wanted in connection with various criminal cases related to terrorism and inciting against the government.

The committee also announced the confiscation of the Cairo Portal company for publishing and distribution, which is owned by Abdel-Wahad Ashour and Sherif Ashour, who the committee says are members of the Brotherhood.

Cairo Portal was blocked in Egypt in July but was later restored after being put under new administration.

The committee also announced that it confiscated 37 branches of the popular Alef bookstore in several governorates including Cairo, Giza, Assiut, Ismailia, and Menoufiya.

Alef bookstore's parent company is owned by businessman and economist Omar El-Shenety, whose assets are currently frozen over suspicions that he is a member of the Brotherhood.

The cultural adviser of Alef Emad Adly told al-Ahram Arabic website that the bookstores are still operational and that head of the Egyptian Publishers Union Adel El-Masry issued a statement saying that the chain has no legal or financial problems.

Adly added that confiscation order is to ensure that the bookstore's shareholders are not members of the Brotherhood.

The committee has delegated the state-owned Akhbar al-Youm investment company to manage Alef bookstore.

Akhbar al-Youm will also manage Business News company, which owns and manages Daily News Egypt, the Business Media group for advertising and the Capital Markets institute.

Business News company, which also owns El-Borsa News, was confiscated in December after one of its shareholders, Mostafa Sakr, was officially accused of being a member of the Brotherhood.

The committee also said that it is putting under new administration 11 formerly Brotherhood-owned schools that have been seized in recent years.

Houthis kick out Sanaa hospital patients in favor of their wounded
Behold the face of Single Payer Healthcare
JEDDAH: Houthi militants are expelling civilian patients from hospitals in Sanaa and other provinces, sources told Arab News.

The sick are being removed from their beds to make way for leaders of the so-called Houthi “popular committees” and their families, as well as injured militants coming back from the battlefield.

Sources in Yemen said Houthi militants used weapons to expel patients from all departments of the largest Yemeni armed forces hospitals in Sanaa and Dhamar. They also threatened to kill doctors and nurses if they tried to protest or prevent them from expelling the patients.

Sources also said that Houthi militias are stealing medicines destined for patients in order to sell them to pharmacies.

Local sources in Al-Bayda province said that forces loyal to deposed President Ali Abdullah Saleh had robbed a medical center and forbade staff from offering the most basic services to patients and those in need.

Armed militants in Hajjah prevented local medical centers from receiving cholera patients, the sources said.

Leaders of the “popular committees” are doing this to pressure people in these areas to send their sons to the battlefield, it was claimed.

Meanwhile, an International Red Cross delegation to Marib province heard testimonies regarding human rights violations against civilians that were committed by Houthi militias and forces loyal to Saleh, Sabaa news agency reported Wednesday.

Testimonies were heard from the mothers and wives of detainees in Houthi prisons.

Houthi militias kidnapped their relatives from roads, markets and houses, and some died due to torture in prisons and detention centers, witnesses said.

The militias raided houses without any legal justification, and arrested men, children and women, according to the testimonies.

The militias terrified families, imposed compulsory taxes, conscripted children, blew up buildings and looted homes and stores, witnesses said.

Separately, Reuters reported that the central bank of Yemen floated the national currency, instructing banks to follow the market rate in a move aimed at shoring up a financial system battered by war.

A circular said the Aden bank had ditched the official rate of 250 riyals to the dollar in favor of “the exchange rate prevalent in the market... in accordance with the exchange rate lists issued by the central bank.”

Israeli, Czech special forces complete joint urban-warfare exercise
[Jpost] A joint, two-week-long military exercise between Israeli and Czech special forces in the Negev Desert came to a close on Tuesday.

The IDF’s elite Duvdevan unit and the Czech Armed Force’s 601st Special Forces Group participated in the drill. The exercise was held at Tze’elim Army Base and emphasized urban warfare, including techniques for breaking into structures.

Fighters also focused on improving their individual capabilities, shooting skills and sniping.

According to the IDF, the goal of the joint exercise was to study the skills and practices of each army.

Captain C, a platoon commander in Duvdevan, said the drill and the cooperation with the Czech special forces was a "meaningful and substantial" experience for the unit.

"The forces trained together in a built-up area in the Tze’elim area, with the goal of learning together," he said. "There is no doubt that this was a successful and meaningful drill for both sides."

While it is not the first time that Czech troops have trained in Israel with the IDF, according to Asst.-Cmdr. Sgt. Pavel Vanecek of the Czech army, "the mutual training with the Duvdevan unit was the first opportunity to share combat knowledge and experience in the urban environment with such an elite unit. This bilateral cooperation has been beneficial to both sides and demonstrates a cordial relationship between the countries."

Belgium orders trial for terror suspect Abdeslam over shootout
[AlAhram] Belgium on Thursday ordered Gay Paree terror suspect Salah Abdeslam to stand trial over a shootout in Brussels last year with Belgian and French coppers who had been tracking Europe's most wanted man for four months.

Abdeslam, the sole surviving alleged assailant in the November 2015 Gay Paree massacre, was tossed in the slammer
Don't shoot, coppers! I'm comin' out!
three days after the shootout on March 15 last year in which several officers were maimed.

Judges on Thursday ordered Abdeslam, 27, and his alleged accomplice Sofiane Ayari, 24, to stand trial in Brussels criminal court, the federal prosecutor's office said.

The two will be tried for "attempted murder on several coppers in a terrorist context" and "carrying banned weapons in a terrorist context," the office said in a statement.

A trial date will be set in the next few weeks, it added.

A French woman police officer and Belgian colleagues were maimed at the Forest neighbourhood apartment in which an Algerian Islamist suspect was killed. Abdeslam and Ayari fled.

After finding Abdeslam's fingerprints in the apartment, they arrested him and Ayari during a raid on March 18, 2016 in the gritty Brussels immigrant neighbourhood of Molenbeek, shooting Abdeslam in the leg.

Investigators suspect that Abdeslam's arrest precipitated the attacks in Brussels four days later by jacket wallahs linked to him as they feared they, too, would be captured before they could carry out their plot.

French and Belgian police believe the same cell plotted the Gay Paree bombing and gun attacks, which left 130 people dead, and the Brussels suicide kabooms, which cost the lives of 32 people at Zaventem airport and Malbeek metro station.

The Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
group grabbed credit for both sets of attacks.

Abdeslam was transferred to La Belle France from Belgium in April last year and is likely to face trial there over his alleged role in the Gay Paree attacks.

Abdeslam was neither present nor represented by a lawyer during Thursday's court proceedings, while Ayari, who is being held in Belgium, was represented by his lawyer Laura Severin, she told AFP.

Severin said Ayari, who is of Tunisian origin and is implicated in the Gay Paree attacks, admits being present in Forest on the day of the shootout and "at this point does not contest the charges."

French sources say Abdeslam, a Belgian-born French national, has remain tightlipped during police interrogation in La Belle France.

Abdeslam's exact role in the worst terror attack in French history remains unclear. Prosecutors believe he was in charge of logistics for the attacks, which were planned in Brussels.

He drove the three suicide bombers who blew themselves up outside the Stade de La Belle France to the stadium and then roamed the city before fleeing to Belgium early the next day.

He told Sherlocks in Belgium before his transfer that he had also wanted to blow himself up at the Stade de La Belle France but had changed his mind.

His former Belgian lawyer Sven Mary told a Dutch newspaper that Abdeslam had become even more radicalised since his arrest, saying he had grown a beard and become a "true fundamentalist".

Abdeslam's brother Brahim went kaboom! in a Gay Paree cafe during the November attacks.

Salah Abdeslam is a childhood friend of Mohammed Abrini, who did not set off his suitcase bomb at Zaventem airport with the other two suicide bombers and was captured days later.

Abrini and Abdeslam were filmed at a service station en route to Gay Paree just before the 2015 attacks there. Abrini has since been charged over the Gay Paree massacre.

Belgian media said Abdeslam's and Ayari's trial could open as early as September.

US blacklists Paris and Brussels attacks bomb suspect
[IsraelTimes] The United States adds the suspected jihadist bombmaker said to have supplied the gangs behind the deadly attacks in Gay Paree and Brussels to its terror blacklist.

French and Belgian authorities believe a bad boy known as Ahmad Alkhald provided boom jackets and explosives expertise before the November 13, 2015 attacks on a Gay Paree concert, bars and football crowd that left 130 dead.

He is thought to have fled to Syria, but remained in contact with a gang that later carried out the March 22, 2016 bombings at Brussels airport and a metro station that killed 32 people.

Spain Brings 600 Mediterranean Migrants To Europe in 24 Hours
[BREITBART] Spain’s maritime rescue service has saved more than 600 migrants trying to cross the Mediterranean Sea from Morocco in the past 24 hours, making it one of its busiest days so far this year.

The service said it rescued 16 migrants early Thursday in the Strait of Gibraltar, a narrow passage that separates Spain from Morocco. On Wednesday, its vessels rescued 601 migrants, including two in a canoe and six in a beach paddle boat.

The service said of the 601, 432 migrants were rescued in the Strait and 169 further east in the Mediterranean. Some 550 of the migrants were from Maghreb countries of northwest Africa and the rest from sub-Saharan African countries.

More than 9,000 migrants have reached Spain by sea so far this year, more than the total for all of 2016.

The International Organization for Migration said one reason for the increase could be that the Mediterranean Sea crossing from Libya to Italy is seen as increasingly dangerous, due to lawlessness in Libya and stepped-up patrols by the Libyan coast guard. More migrants also reach Spain during good summer weather.

The CIA recently warned Spain about an ISIS threat to Barcelona's La Rambla
[Washington Examiner] The Barcelona-based newspaper El Periodico reported Thursday that, in the last few months, the CIA warned Spanish authorities of Islamic State plots against Barcelona.

According to El Periodico, the CIA specifically notified Spanish authorities that ISIS might target La Rambla, the Barcelona street where an attacker used a van to murder numerous people Thursday.

While the CIA declined comment to the Washington Examiner, the report of a warning is credible.
So much for "inter-agency intelligence coordination" and the US State Department travel Alerts and Warnings System. A total of 46 countries listed on the Foggy Bottom site dating back to Feb 2016. No mention of Spain.
For a start, as I noted in my piece on the Barcelona attack, ISIS attack cells in Europe are highly skilled at evading detection. This is especially true in ISIS use of encrypted communication platforms and its compartmenting of operations cells (attackers) and logistics cells (those who provide the bombs, safe houses, etc.). These activities make it very difficult for ISIS to detect cells like those that carried out the November 2015 Paris attacks and the March 2016 Brussels attacks. Via its propaganda activities, ISIS is also adept at forcing counter-terrorism agencies to spread their monitoring resources across the spectrum of low-level losers and high-level plotters.

In the U.K., Belgium, France, Germany, and Spain, intelligence authorities have many suspects to consider and limited resources with which to do so. That makes the U.S. intelligence community absolutely instrumental to Europe's security. After all, the resources, capabilities, and breadth of the CIA and NSA's intelligence collection platforms are unequaled. This is especially true in the case of the NSA, which has unique ways of cracking encrypted communications. Hence, for example, the recent disruption of a major ISIS attack plot in Australia.

Trump cites tale of Gen. Pershing's pigs' blood bullets that historians dismiss
[FoxNews] President Trump on Thursday again cited a story about the late U.S. Army Gen. John J. Pershing dipping bullets in pigs' blood to deter Islamic attacks that has been dismissed by historians as apocryphal.

"Study what General Pershing of the United States did to terrorists when caught," the president tweeted. "There was no more Radical Islamic Terror for 35 years!"

Trump's tweet on Thursday followed the attack in Barcelona, Spain, where a car plowed into a crowd, killing and injuring pedestrians.

The general story is one Trump told – and was criticized for – during the presidential race.

Speaking of Pershing's role after the Philippine-American War of 1899-1902, Trump praised the general during a rally in North Charleston, S.C., in February of last year.

"They were having terrorism problems, just like we do," Trump said at the time.

The president went on to say Pershing ordered his men to dip bullets in the blood of pigs, since pork is forbidden in Islam.

"He lined up the 50 people, and they shot 49 of those people," Trump said. "And the 50th person, he said: 'You go back to your people, and you tell them what happened.' And for 25 years, there wasn't a problem. Okay? Twenty-five years, there wasn't a problem."

During the campaign, the fact-checking website Politifact referred to the story as a "dubious legend."

"This story is a fabrication and has long been discredited," Brian McAllister Linn, a Texas A&M University, told Politifact. "I am amazed it is still making the rounds."

While historians dismiss the tale of dipping bullets in pigs' blood, Pershing did tell a story about using pigs to deter terrorist attackers in his memoir.

"The bodies were publicly buried in the same grave with a dead pig," Pershing wrote. "It was not pleasant to have to take such measures, but the prospect of going to hell instead of heaven sometimes deterred the would-be assassins."
I remember reading about Pershing dipping bullets in pigs blood sometime in the last century. Can anyone verify this?
True or false, now absolutely everyone will be talking about it. And the jihadis will wonder if the next American bullet they encounter will send them permanently to Hell instead of Paradise. Master Persuader master class.

#6  I remembered this, or something similar...

Form Wiki -

Moro Rebellion (1899–1913) was an armed conflict between the Moro people and the United States military.

The word "Moro" is a term for ethnic Muslims who lived in the Southern Philippines, an area that includes Mindanao, Jolo and the neighboring Sulu Archipelago.

Tactics

Pershing wrote the following in his autobiography, about the juramentado:[65]‬

These juramentado were materially reduced in number by a practice the army had already adopted, one that the Mohammedans held in abhorrence. The bodies were publicly buried in the same grave with a dead pig. It was not pleasant to take such measures but the prospect of going to hell instead of heaven sometimes deterred the would-be assassins.[66][67][68]

Though Pershing inflicted this treatment upon captured juramentado,[69]‬ regarding it as an unpleasant measure,[70][71] there is no proof that he used other similar tactics.[72]

#7  Back in my yoot, I read a biography of Pershing that said the Moro's were buried with entrails and blood of pigs. The graves were shown to the condemned first then the person was shot. Usually with others as witnesses and they carried the stories back to the other Moros.

#15  Well, there are historians and then there are people who were there. Old man confessed that before hitting the islands in the Pacific, some of them would modify their bullets to make them dum dum rounds. Nothing official, but then again, troops would take their own initiative. So, technically, there is no record of our boys using such round. Historians searching the 'records' wouldn't find it either.

AJK protesters rally to condemn blacklisting of Hizbul Mujahideen by US
[DAWN] A rally to condemn the United States' recent decision to blacklist Hizbul Mujahideen
...Party of Holy Warriors, founded by Muhammad Ahsan Dar in September 1989. One of the Pak sock puppets waging jihad in Indian Kashmir. It was originally organized as the armed wing of Jamaat-e-Islami. In 1990, Dar declared Hizbul as the sword arm of Jamaat. Hizbul murdered many of the pro-independence intelligentsia in Kashmir. After the organization was taken over by Syed Salahuddin, Dar and several other ex-Hizb leaders were assassinated between 2001 and 2003...
as a 'terrorist organization' was held in Muzaffarabad, Azad Jammu and Kashmire (AJK), on Thursday.

The US decision came weeks after Hizbul Mujahideen commander Syed Salahuddin
...the aging, morbidly obese chief of Hizbul Mujaheddin and the titular head of the United Jihad Council in idyllic Kashmire. Originally owned body and theoretical soul by Jamaat-e-Islami he and his organization are currently controlled by Pakistain's ISI. Salahuddin's hobbies include crocheting doilies shaped like the Taj Mahal, combing his enormous beard, and eating....
was designated a global terrorist.

"Hizbul Mujahideen is a not a terrorist organization but stands for the sentiments and aspirations of Kashmiris and is the centre of their hopes," read a banner carried by protesters.

The demonstrators chanted anti-India and pro-freedom slogans while condemning the US decision as they walked from Burhan Wani Chowk to Garhipan Chowk.

"You can withhold our properties and [bank] accounts if there are any [in the US], but you cannot force us to give up our legitimate struggle for freedom," Sheikh Jamilur Rehman, secretary general of United Jihad Council (UJC), said.

Pakistan slams US blacklisting of Kashmir 'terror' group

[AlAhram] Pakistain on Thursday criticised the United States for blacklisting the Kashmiri separatist group Hizb-ul-Mujahideen as a terrorist organization, calling the move "unjustified".

The State Department designation bans US citizens and residents from dealing with the group and any assets found to belong to it in areas under US jurisdiction will be frozen.

"We are disappointed with the US decision in view of the fact that Kashmire is an internationally recognised dispute with UN Security Council resolutions pending implementation for the last 70 years," Nafees Zakariya, Pakistain's foreign ministry front man, told news hounds in the capital Islamabad.

The move was "completely unjustified", he said.

More Gazans now allowed to travel abroad via Israel, but there’s a catch
[IsraelTimes] Residents of the Strip must commit to not return for at least a year; some made to sign form after already crossing into Israel

Tens of Gazooks crossed into Israel on Tuesday, July 25, travel permits in hand. As they prepared to board the weekly bus from the Erez Crossing to Amman, they were presented with an ultimatum: sign a form saying you won’t return home via Israel for at least year, or head back into Gazoo.

With the Rafah crossing between Gazoo and Egypt closed for most of the year, the only way out for residents of the Strip is usually through Israel. Paleostinians generally fly out of Amman to their desired destinations, since they are forbidden from flying out of Tel Aviv and there are no Paleostinian airports.

Israel extends detention of leader of Islamic Movement’s northern branch
[Iran Press TV] An Israeli court has extended the detention of a leader of the Islamic Movement in Israel for allegedly inciting violence last month and involvement in an outlawed organization.

The Rishon Lezion magistrate court on Thursday extended to August 21 the remand of Sheikh Raed Salah, the head of the northern branch of the Islamic Movement, after he was arrested by Israeli police force in the Mahajina neighborhood of Umm al-Fahm city, located 20 kilometers northwest of Jenin, on Tuesday.

UAE promises $15m per month in aid to Hamas
[IsraelTimes] A Hamas, a contraction of the Arabic words for "frothing at the mouth", delegation returns to Gazoo from Egypt after securing a promise to receive $15 million monthly from the United Arab Emirates and other donor countries to support a committee meant to improve conditions in Gazoo.

The Hamas delegation spent six days in Egypt, where it met with associates of Mohammed Dahlan, an exiled Fatah party member currently living in the UAE.

Samir al-Mashharawi, an ally of Dahlan, reports the existence of the $15 million monthly aid deal in an interview with the Egyptian daily al-Youm al-Saba.

Mashharawi says the money will be under the supervision and custody of Egypt.

Dahlan and Hamas agreed during negotiations in Cairo over July to form a joint committee that would work on humanitarian relief and development of the Gazoo Strip.

The committee will be run by Dahlan associate and Fatah politician Majed Abu Shammala.

Mashharawi also says the committee spoke with Egyptian officials about permanently opening the Rafah crossing in the coming weeks.

With Marawi fighting still on, Duterte wants rehab rushed
[NEWSINFO.INQUIRER.NET] With the fighting in Marawi City expected to be over soon, President Duterte has directed government agencies preparing the rehabilitation plans for the war-ravaged city to pick up the pace to ensure these would be ready for implementation.

Malacañang said Mr. Duterte met with the officials of the concerned agencies in Malacañang on Wednesday and sought the completion of the plans. He also stressed the need for the continuous provision of basic needs such as food and clean water to the affected families.

The agencies represented were the Department of Trade and Industry (DTI), Department of Social Welfare and Development (DSWD), Department of National Defense, Housing and Urban Development Coordinating Council, Housing and Land Use Regulatory Board, National Housing Authority (NHA), Local Water Utilities Administration and Home Development Mutual Fund.

Mr. Duterte told the officials that once the fighting between government forces and pro-Islamic State (IS) extremists was over, the recovery efforts for Marawi would be a purely “civilian endeavor,” according to a Malacañang statement.

He also assured them that he would seek the realignment of the budget to provide for the needs of each department in relation to the rebuilding of Marawi.

Ulamas who signed fatwa condemning Maute get threats
[GMANETWORK] Some of the ulamas (Moslem scholars) who signed last Saturday a manifesto condemning the Maute group received threats from the pro-ISIS holy warriors in Marawi City.

Reporting from Marawi, dzBB's Benjie Liwanag said that 20 of the 50 ulamas in Lanao del Sur received the threat on the day they were about to sign the fatwa (manifesto) declaring the Maute group as an enemy of the Maranao people.

Part of the letter from the terrorists--written in Maranao language--reads: "...if you sign the manifesto, you will be considered a 'munafiq' or hypocrite."

Ulama Abdulhamid Umpa Amirpitor told dzBB that despite the threat, all the 50 scholars signed the fatwa.

Also, Amirpitor said that instead of being scared, the ulamas even made the rounds in Lanao del Sur to explain to the people the content of the fatwa.

A fatwa usually explains current issues in light of Islam laws, Amirpitor added.

On August 12, all the mayors and some 50 ulamas of Lanao del Sur province signed a manifesto declaring the Maute group members as enemies.

The manifesto also classifies the group under Daulah Islamiyah or Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
, an international terrorist group.

Dawla Islamiyya (Maute Terrorist Group) and its sympathizers are "enemies of the Meranao (or Maranao) People," part of the manifesto reads.

Daesh-held Raqqah worst place in Syria, United Nations says. Really.
That tears it! I'm cancelling my Labor Day getaway to Raqqa!
[Iran Press TV] The United Nations
...boodling on the grand scale...
has expressed serious concerns over the humanitarian condition in Syria’s northern city of Raqqah, describing the territory still controlled by the ISIS Takfiri
...an adherent of takfir wal hijra, an offshoot of Salafism that regards everybody who doesn't agree with them as apostates who must be killed...
terrorist group as "the worst place" in the conflict-plagued Arab country.

"The worst place probably today in Syria is the part of Raqqah that is still held by ISIS," Jan Egeland, the UN humanitarian adviser for Syria, told news hounds in Geneva on Thursday.

The city of Raqqah, which lies on the northern bank of the Euphrates River, was overrun by ISIS bandidos Lions of Islam in March 2013, and was proclaimed the center for most of the Takfiris’ administrative and control tasks the following year.

It is estimated that some 300,000 civilians are trapped inside Raqqah, including 80,000 displaced from other parts of Syria. Thousands have fled in recent months, and the United Nations Office for the Coordination of Humanitarian Affairs believes about 160,000 people remain in the city.

On June 6, the US-backed murderous Moslems from the so-called Syrian Democratic Forces (SDF) said they had launched an operation aimed at pushing ISIS out of Raqqah.

"They (civilians) are encircled by the SDF fighters and they are used seemingly as human shields by ISIS," Egeland said, noting that "constant air raids" by the US-led coalition purportedly fighting the ISIS Takfiri terrorist group also threaten their lives.

Syria rebels lose key ally with collapse of Islamist faction
[IsraelTimes] Syria’s opposition loses one of its most powerful factions with the collapse of Islamist heavyweight Ahrar al-Sham
...a Syria jihadi group made up of Islamists and salafists, not that there's that much difference, formed into a brigade. They make up the main element of the Islamic Front but they don't profess adoration of al-Qaeda and they've been fighting (mainly for survival) against the Islamic State. Their leadership was wiped out at a single blow by a suicide kaboom at a crowded basement meeting in September, 2014...
, which once walked a fine line between jihadists and more mainstream rebels.

The group has been decimated by deadly fighting, with a former al-Qaeda affiliate emerging the winner in the only Syrian province entirely beyond regime control.

Clashes between the former allies broke out in mid-July when Hayat Tahrir al-Sham (HTS) attacked Ahrar positions across the northwestern province of Idlib.

By the time a ceasefire deal was reached and the guns fell silent, Ahrar had been devastated.

The group was expelled from Idlib city, the lucrative Bab al-Hawa border crossing with The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
and surrounding territory near the frontier including checkpoints and key roads.

Without revenues from commercial products taxed at Bab al-Hawa, Ahrar’s financial resources will likely be slashed.

Its legitimacy as a governing force may also take a hit with HTS’s takeover of institutions like religious courts.
