Afghanistan rebukes Pak envoy over Pulwama attack remarks
[DAWN] Afghanistan’s Foreign Ministry summoned the Pak ambassador on Wednesday over his remarks that Afghan peace talks could be affected if India resorted to violence after last week’s attack on Indian paramilitary police in held-Kashmire.

In a statement issued after the meeting with Ambassador Zahid Nasrullah, the Foreign Ministry said it deemed his comments to be "in contradiction with Pakistain’s commitments with regards to realising peace in Afghanistan".

Nasrullah said on Tuesday that any attack by India would "affect the stability of the entire region and impact the momentum" of the Afghan peace effort.

At the same time, a former deputy Afghan defence minister said on Tuesday that Nasrullah’s remarks would anger local government officials, saying it played into fears that the country’s long-running civil war is a proxy for rivalries by regional powers.

The Afghan statement said the government "once again calls on Pakistain to act upon its commitments with regards to Afghanistan, particularly those in relation to peace and refrain from making irrelevant statements that do not help solve any problem".

Understaffed AFRICOM Cutting Hundreds More Troops
[RADIOSHABELLE] U.S. Africa Command has begun cutting up to 10 percent of its forces from the continent in response to U.S. security challenges elsewhere, the top U.S. commander for Africa told news hounds at the Munich Security Conference.

There are approximately 6,000 U.S. troops and 1,000 DoD civilians or contractors based throughout Africa, who are primarily tasked with training and exercising with partner African forces, said AFRICOM commander U.S. Marine Corps Gen. Thomas Waldhauser.

AFRICOM has been chronically under resourced despite a host of terror groups on the continent. Over the last two years, the U.S. has increased its efforts against the Islamic State

They're very devout, committing every atrocity they can find in the Koran and inventing a few more. , particularly in Somalia and Libya. However security gaps remain, highlighted by the 2012 fatal attacks on the U.S. consulate in Benghazi and again during the failed 2017 raid in Niger.

But AFRICOM will not be growing. Instead it has been tasked to cut its forces in order to shift resources to prepare for potential future conflicts against Russia or China.

"We all realize, you know, Africa, with regards to the prioritization of our national interests ... there’s no doubt about the fact that that it’s, you know, it’s not number one on the list," Waldhauser said.

Afghan asylum-seeker offers to pay Elin Ersson's fine
[DW] An Afghan migrant in Germany is willing to pay a fine imposed on activist Elin Ersson. The Swedish activist was charged with violating aviation law after keeping a plane from departing with an Afghan deportee on board.

In July 2018, Swedish activist Elin Ersson stopped a plane from taking off with an Afghan asylum-seeker on board. On Monday, a Gothenburg court fined Ersson 3,000 kronor (€285, $325) for violating Swedish air safety regulations. Her case highlighted controversy surrounding European asylum policy and deportation law.

Arif Talash, an Afghan asylum-seeker living in Germany, told DW on Thursday that he would be willing to pay Ersson's fine.

"I heard about Elin Ersson's story on social media, and I deeply admire and appreciate her efforts," he said.

Talash, 29, is part of a Frankfurt-based group of activists who support asylum-seekers while raising awareness about the dangers faced by deportees returning to Afghanistan. They also advise refugees on their legal rights and provide guidance in asylum cases.

Talash said he encouraged Ersson to continue doing more for asylum-seekers. "I am ready to pay the fine imposed on Elin Ersson on her behalf," he added.

HERO OR CRIMINAL?
Ersson livestreamed her protest preventing a Ottoman Turkish Airlines flight from leaving Gothenburg airport with an Afghan asylum-seeker on board.

"I'm not going to sit down until this person is off the plane, because he will most likely get killed," she said in the video.

She succeeded in getting the man off the plane, and the protest video went viral. Ersson became a hero in activist circles ‐ but she also faced heavy criticism.

It turned out that the young Afghan asylum-seeker Ersson was attempting to rescue, Ismail K, wasn't on board the plane. He was deported from Stockholm a few days after her protest.

And the Afghan deportee she had succeeded in removing from the flight had been previously charged with assault. He was also deported from Sweden a few weeks later.

Nevertheless, Ersson's actions inspired many people. She was invited to international conferences and became an outspoken voice for the rights of asylum-seekers in Europe.

Talash said that Ersson inspired his group of activists with her "brave and valuable support of human rights

Ersson avoided a jail sentence for her protest. It remains unclear if she will end up paying the fine, as her lawyer has issued an appeal.

30-Foot Border Wall Begins Construction In California
[Daily Caller] Several days after President Donald Trump declared a national emergency, construction began on the fifth border wall project of his administration.

The U.S. Customs and Border Protection announced Tuesday that work has started on replacing 14 miles of a steel-mesh fence along the U.S.-Mexico border near San Diego, The Associated Press reported. The fence is being replaced with 30-foot high steel bollards. It is actually the second layer of barrier to be put up in the area, with the first layer nearly complete.

SLSCO Ltd., a company located in Galveston, Texas, scored the $101 million contract in December 2018. The Trump administration has already awarded around $1 billion in contracts to cover 97 miles of the southern border, with the project in San Diego being one of the latest.

Trump touted the construction Wednesday of a border wall in New Mexico.

Father of Alabama ‘ISIS Bride' Files Lawsuit to Overturn Decision to Block Her Return
[EpochTimes] The father of the ISIS bride who left her Alabama home to travel to Syria has filed a lawsuit challenging the decision by the U.S. secretary of state and President Trump to block her return.

Hoda Muthana, 24, is alleged to have been a prominent online agitator for ISIS, marrying three members of the terrorist organization after she traveled to Syria in 2014.

Tracked down by media in a refugee camp a few days ago, now with an 18-month-old son, she expressed her wish to return to the United States, stirring controversy.

On Feb. 20 the United States said she won’t be allowed back into the country.

A civil complaint filed by her father Ahmed Ali Muthana on Feb. 21, claims that his daughter’s right to citizenship cannot be unilaterally revoked‐citizenship that does not exist, according to an earlier statement by Mike Pompeo.

According to the Guardian, Hoda Muthana was the only woman to travel from America out of the estimated 1,500 people in the same camp (estimated to hold nearly 40,000) who traveled from Western nations, predominantly Europe.

She left the country in 2014 to join ISIS, the Islamist terrorist group.

Her father is being represented by the Constitutional Law Center for Muslims in America (CLCMA), funded by the Muslim Legal Fund of America.
She later called for Muslims who live in the United States to launch terror attacks. In one missive posted on Twitter in 2015, she wrote: "Go on drive-bys and spill all of their blood, or rent a big truck and drive all over them. Veterans, Patriot, Memorial etc. Day parades ... go on drive by’s + spill all of their blood or rent a big truck n drive all over them. Kill them."

Her father is being represented by the Constitutional Law Center for Muslims in America (CLCMA), funded by the Muslim Legal Fund of America.

#3  She isn't a citizen. She was born here but two diplomat parents. According to US law children born here of diplomats do not get the same citizenship award as someone born of non-diplomats. She doesn't have a US passport so it is suspect how she traveled to a foreign country.

#4  Actually this exception only applies to children born to diplomats with an active accreditation in the respective country, because these persons are not subject to U.S. law. If a diplomat is no longer accredited and continues to live in the country as a regular person subject to U.S. law, this exception does no longer apply.

So this approach is probably not going to work if her parents were no longer accredited diplomats when she was born. The courts will demand that the U.S. let her in to face due process.

Pakistan army: Will respond with 'full force' if India attacks
[Aljazeera] The Pakistani army has said it is prepared to defend against any attack by India, and would respond with "full force" if that happens, a spokesman said a day after Prime Minister Imran Khan authorised the military to begin preparations for a possible attack.

"We have no intention to initiate war, but we will respond with full force to full spectrum threat, that would surprise you," said Major General Asif Ghafoor on Friday, amid heightened tensions between the two nuclear-armed neighbours.

"We do not wish to go to war. If it is imposed on us, we have the right to respond," he told a news conference in the garrison city of Rawalpindi.

India vowed a "jaw-breaking response" to a suicide bombing in the disputed Kashmir region last week claimed by Pakistan-based Jaish-e-Mohammed (JeM) armed group.

Pakistan's Imran Khan rattles saber at India over Pulwama attack
[Al Jazeera] The Pak government has authorised its military to "respond decisively and comprehensively to any aggression or misadventure" by neighbouring India, as tensions soar between the nuclear-armed rivals.

announced the order in a government statement released after a meeting of his National Security Committee on Thursday.

It said Pakistain was "not involved in any way, means or form" in the attack, which it said was "conceived, planned and executed indigenously".

In the statement, Pakistain reiterated its offer to help investigate the attack and to take action against anyone found to be using the Pak soil for attacks on India.

Pakistain also offered to hold a "dialogue" with India on all issues, including terrorism. Earlier, it had demanded India provide evidence for its claims that it supports Kashmiri rebel groups.

JUD, FIF BANNED
In February last year, former president Mamnoon Hussain had promulgated an ordinance amending the Anti-Terrorism Act with regards to proscription of terrorist individuals and organizations to include entities listed by the UN Security Council. The move had resulted in the declaration of JuD and FIF as proscribed groups.

However,

the two Hafiz Saeed-linked organizations had slipped off the national list of proscribed organizations after the presidential ordinance lapsed.

This time, the two organizations have been notified as proscribed organizations by the PTI-led government itself, through the Ministry of Interior.

Before the government's official ban, the two organizations had been under watch by the Ministry of Interior under Section 11-D-(1), read with Schedule-II of the Anti-Terrorism Act.

PULWAMA UNDER DISCUSSION
The members of the meeting noted and established that "the state of Pakistain is not involved in any way, means or form in the said incident" and that it was "conceived, planned and executed indigenously".

The statement asserted that Pakistain had made a sincere offer to investigate the incident and stands ready to enter into dialogue on the issue of terrorism and other disputed matters.

"We expect India to positively respond to the offers," it added.

It further stated that Pakistain "shall take action against anyone found using our soil [for terrorism]".

However,
it was a brave man who first ate an oyster...
it called on the need for India to undertake "deep introspection to realise why [the] people of Indian-Indian Kashmiree have lost [the] fear of death".

"The violence by Indian forces in Indian-Indian Kashmiree is highly counterproductive. The global community needs to play its part in resolving the long pending Kashmire issue in accordance with UN resolutions and aspirations of the Kashmiris," the statement stressed, urging action on the part of the international community.

Simultaneously, the NSC also gave formal authorisation to the armed forces "to respond decisively and comprehensively to any aggression or misadventure by India".

RE-ESTABLISHING STATE'S MONOPOLY OVER VIOLENCE
The statement also quoted the prime minister as saying that "this is a new Pakistain and we are determined to demonstrate to our people that the State is capable of protecting them and believes that monopoly of violence stays with State".

"This will not come with commitment alone. We recognise that terrorism and extremism are top issues in the region and the whole region including Pakistain have suffered," the blurb stated.

It went on to highlight that Pakistain has endured casualties surpassing 70,000 in number, besides heavy losses to the national exchequer.

"That is why the National Action Plan conceived and issued in 2014, outlined concrete sequenced measures with consensus of all political parties and institutions of Pakistain," it further stated.

[IsraelTimes] Israeli army says troops see Hamas, always the voice of sweet reason, sending kids as young as 8 to front lines of violent demonstrations.

Israeli security forces have recently noticed Hamas sending children as young as eight years old to the front lines of protests along the Gazoo-Israel border, the Israel Defense Forces said on Thursday.

They have also lately heard unidentified operatives on loudspeakers promising children at the border NIS 300 ($83) if they get injured, the army said, confirming a previous unsourced report on the Kan public broadcaster.

A Hamas official in Gazoo did not respond to a request for comment about whether the terror group sent children as young as eight to the front lines of the demonstrations. He also did not answer whether it had promised kids money for sustaining injuries.

Hazem Qassim, a Hamas front man, said in April 2018 the terror group had made payouts of $200 and $500 to Paleostinians moderately and critically maimed in the protests, respectively. However,
a good lie finds more believers than a bad truth...
Qassim did not clarify at the time whether Hamas would continue to make payments to injured Paleostinians.

Since they started last year, some 3,000 children have been injured in the protests, an official in the Hamas-run Health Ministry said in a phone call.

Over the past week, many Paleostinian children have been maimed in festivities at night with Israeli security forces, the official added.

On February 10, groups of young Paleostinians returned to clashing with the IDF at night in the border region after months of inactivity.

The groups operating at night have burned tires, set off bombs, shined lasers at Israeli soldiers across the border to blind them, and attempted to breach the security fence.

PA to cut civil servant salaries after Israeli tax freeze over terror stipends
[IsraelTimes] Cuts won’t apply to ’pensioners and families of deaders, maimed or prisoners,’ PA finance chief Shukri Bishara says.

The Paleostinian finance minister on Thursday announced salary cuts for civil servants, days after Israel said it would withhold tens of millions of dollars in tax transfers to the Paleostinian Authority.

said Wednesday he would not accept any funds from Israel unless it provides the full tax sums it owes the PA.

The PA, which is already running a deficit, will "pay the salaries of civil servants in time, but they will be reduced," said PA finance minister Shukri Bishara after a meeting with EU representatives in Ramallah.

The cuts will not apply to salaries "paid to pensioners and families of deaders, maimed or prisoners," he added, adding that wages below NIS 2,000 ($550) would also not be affected.

Many Paleostinians view prisoners and those killed while carrying out terror attacks as heroes in their conflict with Israel. Paleostinian leaders often venerate them as deaders.

Under a 1994 agreement, Israel collects around $190 million each month in customs duties levied on goods destined for Paleostinian markets that transit through Israeli ports.

The money it then transfers to the PA is the authority’s most important source of revenue.

The Paleostinians want EU countries to pressure the Israeli government to rescind its decision, said Mahmoud al-Aloul, deputy of Abbas’s Fatah party.

Paleostinian leaders will take steps to "boycott Israeli goods," he said, adding they had already prepared "a list of Israeli products that have local (Paleostinian) equivalents."

#1  Making sure their salvage, and search and rescue skills are up to date in case anything jumps off.

Interesting to see if their new sub-launched cruise missiles work. That's a bit of a game-changer. I wonder if this is why the US is buying Irom Dome tech from the Israelis.

With IS depleted and Kurdish-led militia poised to seize the group’s last holdout in eastern Syria, Western capitals are trying to work out what to do with battle-hardened foreign jihadist fighters and their wives and children.

The UN children’s agency, Unicef, said all children have "the right to a name, an identity and a nationality" according to international laws and governments had a responsibility to adopt safeguards that prevent a child from being born stateless.

"But where this occurs, those children need legal-aid and support to ensure no child is denied their right to citizenship," Unicef said in an email.

There is no reliable estimate for the number of stateless people globally although the UN estimates it could be 12 million and wants to end statelessness by 2024 as it can leave people with no access to basic rights like education and health.
