[Hurriyet Daily News] A 16-year-old boy has rubbed out by police after he failed to stop his car despite a warning in The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire.... 's tense southeastern province of Mardin.
The incident came shortly after an attack on a police shuttle carrying 25 officers in Mardin's Kiziltepe district on Aug. 28, which injured nine coppers and 23 civilians.
Police officers shot 16-year-old Mazlum Turan at a checkpoint set up after the Kiziltepe attack, after he did not stop the car he was driving, which also contained two children, despite police issuing a stop warning.
Turan reportedly fled the checkpoint, established around 500 meters from where the attack took place, late at night as he was driving without a driving license.
Police shot at the car, wounding Turan but not hitting the two children also in the car. The two children were then evacuated from the car, after which Turan was taken to a hospital, where he departed this vale of tears.
Relatives of Turan said he made his living by selling live chickens and had expeditiously departed at a goodly pace because he did not have a driving license.
An investigation has been opened into the incident.

[ENGLISH.ALARABIYA.NET] Authorities in Egypt incarcerated Drop the heater, Studs, or you're hist'try! a 16-year-old boy who managed to hack into a number of Egyptian bank accounts over the past year, the Arabic language website of Al Arabiya News Channel reported on Saturday.
The boy, a resident of the governorate of Kafr el-Sheikh, located around 130 kilometers north of the capital Cairo, obtained the details of credit cards and bank accounts in Egypt and abroad, which he used to buy electronic devices online - mainly mobile phones.
But his illicit spending spree was foiled when a bank employee alerted authorities after clients complained of transactions they did not authorize, prompting his arrest.
The boy was nabbed while he met with a middleman who would have delivered the goods he had purchased with the information he hacked out of bank systems, according to the report.
He reportedly confessed to illegally obtaining the information upon confrontation, authorities said.

Mexico is a failed state criminal enterprise. What do we care what they say. The problem will eventually take care of itself. If we keep allowing anchor babies and their parents to squat here, we will become a failed state and there won't be so much interest in coming here (sarc).

[ENGLISH.ALARABIYA.NET] The Italian energy company Eni SpA announced Sunday it has discovered a "supergiant" natural gas field off Egypt, describing it as the "largest-ever" found in the Mediterranean Sea.
The news came a day after Eni CEO Claudio Descalzi met in Cairo with Egyptian President Abdel-Fattah el-Sissi, the Egyptian leader's office said.
Eni said the discovery - made in its Zohr prospect "in the deep waters of Egypt" - could hold a potential 30 trillion cubic feet of gas over an area of 100 square kilometers (38.6 square miles).
"Zohr is the largest gas discovery ever made in Egypt and in the Mediterranean Sea and could become one of the world's largest natural gas finds," Eni said in a statement. "The discovery, after its full development, will be able to ensure satisfying Egypt's natural gas demand for decades."
Or Europe's for a while...
Descalzi was quoted by Eni as saying that the discovery reconfirms that "Egypt still has great potential" energy-wise. He said "important synergies with the existing infrastructures can be exploited, allowing us a fast production startup."
Eni has been in Egypt since 1954 through its subsidiary IEOC. It's the main hydrocarbon producer in Egypt, with a daily equity production of 200,000 barrels of oil equivalent, the company said.

[Afri Times] President Jacob Zuma inaugurated on Sunday the first unit of a massive new coal-fired power plant in South Africa, hailing it as a step away from the country's energy woes. $3.4B USD with a 'B' [USD vs. Rand] from the World Bank, where do we sign ?
The Medupi power station, situated north of Johannesburg, is to produce 4,800 megawatts of electricity by 2019, when it is expected to be operating at full capacity.
South Africa has suffered through rolling blackouts, known as load shedding, as the state-owned utility Eskom has sought to ease pressure on its stable of ageing and poorly-maintained power stations.
South Africa last new gas-fired power plant opened in 2013, while a new coal-burning plant has not come online since 1996.
"Today we open an important and exciting chapter in our country's energy history," Zuma said. What's a few carbon emissions between Kommunis friends eh? "Shortage of energy is a serious impediment to economic growth," he added.
Construction on Medupi began in 2007 and was supposed to be complete five years later. Yet delays have meant that the plant, which South African authorities call the country's largest coal-fired station, will be fully operational some seven years late.
The new plant's first unit began operating in March and its 749 megawatts of electricity should help ease the stress on the country's troubled electrical grid.
Another coal-fired plant is under construction in Kusile, east of Johannesburg, and it is expected to pump out a flow of electricity similar to Medupi, but that project has also been hampered by major delays. Everything takes longer here, legalities, gov't permits and such. "It's too premature to say that it's the end of load shedding with this inauguration," energy specialist Chris Yelland told AFP.
"On Monday, a unit of the Koeberg power plant will be shut down for maintenance for three months," he said, referring to the country's only nuclear station north of Cape Town. Maintenance is it? Something to monitor closely at high altitude ek se.
South Africa's ongoing electricity woes have undermined economic growth, disrupting the manufacturing and mining sectors especially hard.
In May, Statistics South Africa fingered the rolling power cuts for slowing the country's growth to a disappointing 1.3 percent in the first months of 2015. The country's annual production is about 40,000 megawatts.
Eskom generates more than 95 percent of South Africa's electricity and has been weakened by years of underinvestment, ageing coal-fired infrastructure and governance problems.The building of the coal power station has attracted criticism. Critics have alleged that the government pushed the project forward because the African National Congress held a 25% share of the venture and stood to make a profit of close to 1 billion rand on the deal. Backers of the project argued that the plant is needed. Some critics say that effective management of coal supplies was needed, not another coal station.

The African Development Bank lent $500 million for the project in 2008. In 2010, the World Bank agreed to lend South Africa $3.75 billion to assist with several energy projects, with $3.05 billion allocated for completion of the Medupi power station. The approval of the World Bank loan drew criticism for supporting increased global emissions of greenhouse gases.
[ALMANAR.LB] South Sudan rebels on Sunday accused the army of violating a ceasefire, just hours after it came into effect, by bombarding their positions along the White Nile river.
"A military convoy -- two barges, seven gunboats -- has been moving from Bor to Panijar. Whenever they see our positions on the banks, they shell," said rebel front man Dickson Gatluak.
"The cessation of hostilities started at midnight on Saturday but the government has broken it. They are not committed to it," he added.
The front man added that the rebels would on Monday report the situation to the regional eight-nation IGAD bloc which helped broker the pact.
Neither the South Sudanese government nor the army were immediately available for comment.
President Salva Kiir on Wednesday signed a peace accord, already signed by the rebel chief Riek Machar.
The ceasefire aimed at ending a brutal civil war in South Sudan came into effect on Saturday evening, hours after fresh festivities between government forces and rebels, which sparked concern for the hard-won peace deal.
The truce brokered by the IGAD bloc, along with the United Nations ...boodling on the grand scale... , African Union ...a union consisting of 53 African states, most run by dictators of one flavor or another. The only all-African state not in the AU is Morocco. Established in 2002, the AU is the successor to the Organisation of African Unity (OAU), which was even less successful... , China, Britannia, Norway and the United States, came into effect at 2100 GMT (midnight in South Sudan's capital Juba).
On Saturday, South Sudan's army and rebels accused each other of sparking fresh fighting in the preceding 24 hours in the north-east.

Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face... in which women can stand for office and vote.
The 16 female voters for the council elections were registrated in the governorates of Farasan Island, Al-Darb and Dhamad in Jazan region. Upon exiting 15 of the 16 indicated they would be voting for Hillary Clinton.
Shaha Muhammad Asiri, chairperson of the women's election circuit in Al-Darb, said only five female voters registered during the past days due to difficult conditions and lack of awareness on elections among women.
In Farasan Island, female voters registration center registered six voters and Dhamad governorate registered four female voters.
Official voter registration began on August 22, and candidate registration began on August 30. Both days mark women's first participation in Saudi Arabia, leading up to elections in December.
The elections will be the first opportunity for women to vote, made possible by a 2011 order by the now deceased King Abdullah that granted women opportunities for political participation.

[DAWN] PAKISTANIS live from crisis to crisis, hardly learning any lessons. They remain in denial of challenges recognised only after enormous suffering. Reluctantly, they seek solutions but select those that spawn more problems. They have a court system that's grossly incompetent to deal with even normal crime. They instituted a military court system and now they're bitching and moaning about the damage that comes with them. But they haven't changed the court system, nor in fact any part of the criminal justice system.
For many years, Pakistan’s security apparatus boasted of holding militants loyal to it amongst its strategic assets. After undergoing extreme violence, the rest of the country accepted the ‘assets’ were killers. It took longer to convince the security leadership. It finally dawned on all stakeholders that action had to be taken against scores of terror groups spread across the country. Army operations carried out in response resulted in the de-escalation of violence, but in a manner that weakened the democratic transition.
The fight against terrorism in Pakistan has taken a toll on civil-military ties. To avoid confrontation, the government often gives in to the military’s demands. Parliament too passed a constitutional amendment, temporarily allowing military courts to try civilians linked to terrorism. The amendment was challenged in the Supreme Court by members of civil society. After a much-awaited judgement, the petitions were predictably dismissed. Perhaps it is difficult to imagine any judiciary in Pakistan assuming it can override a powerful military’s desires.
At the same time, there was an unrealistic expectation that the courts would bend the law to take on the task of taming the security apparatus. Instead, the verdict delivered by the majority of judges appeared to justify the views of those who cautioned against depending on Pakistan’s courts to bolster democracy and human rights.
The judgement shows lack of consensus in Pakistan about some basic issues. The disagreements and opposing trends seen in the 10 legal opinions, delivered by a full court of 17 judges, reflect confusion. Some opinions retain a rigid, retrogressive approach to democracy and political progress; others are open to change. This also represents the national picture. Those craving to move forward are constantly pulled back.
Most importantly, the judgement was a reminder of the several compromises that have been made by Pakistan’s judiciary over the years. At many times, this has been at the expense of promoting democracy and the rule of law.
The SC had consistently held it could not sit on judgement on constitutional amendments passed by military dictators or parliament as the law-giver. Often, it was tempted to follow the Supreme Court of India to arrogate to itself the role of defining the basic structure of the Constitution and retain the power to review constitutional amendments, but so far it had resisted. Those challenging the 21st Amendment unanimously opposed military courts trying civilians, but remained divided on granting the SC the power to identify a basic structure of the Constitution that could never be touched.

[DAWN] The prime suspect involved in a road-rage shooting incident with former captain of Pakistain cricket team, Wasim Akram, has submitted a written apology to the cricket legend.
In his letter, Major (retd) Amirul Rehman, has tendered his unconditional apology over what he says was a "sad incident" which arose out of road rage and added that he and his family were a great fan of Wasim Akram.
Major (r) Amir said that he faced opposition from his family members in favour of Akram. He called the former left arm all-rounder -- also known as the Sultan of Swing -- a national hero and pride of the country and added that the whole incident was a misunderstanding.
The suspect also sought a personal audience with the cricket legend.
On August 6, Wasim Akram's Mercedes was shot at on Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... 's Karsaz Road while the former cricket star was on his way to the National Stadium Karachi to conduct a training session for young bowlers.
The shooting incident took place after Akram got into a minor car accident.
Following the mishap the former cricket captain had asked the driver to pull over. A heated discussion had ensued and the suspect, who was sitting in the back seat, came out of the car and fired a shot which hit Akram's vehicle.
