Police officers following a drug investigation Monday was a gang member with a litany of felonies and other convictions to his name, police said Tuesday.

Three Chicago Police officers were treated for non-life threatening wounds after being shot by Lamar Harris, 29, on the West Side Monday night. Harris was fatally shot by the officers he attacked, police said.

Harris is documented gang member who has been convicted seven times, including five felonies and two misdemeanors, according to Chicago Police. He has been enjugged

Lamar is a little old to have only 43 total arrests. Maybe he worked as a squeegee man for a while...
His latest felony conviction came in 2012, when he was charged with aggravated, unlawful use of a weapon and resisting an officer causing injury.

The officers were on a narcotics patrol when they chased Harris into a dark gangway and were fired on in the 3700 block of West Polk Street, police said. An officer returned fire and killed the alleged shooter. But one officer was shot in the back, one in the foot and one in the chest, the latter possibly in his bullet-proof vest, the Tribune reported.

"Every day the dedicated men and women of the Chicago Police Department put themselves in danger so the rest of us can be safe," Mayor Rahm Emanuel said in a statement.

The shootings were a reminder "of the dangers that our police face, and the bravery that they routinely display as three of our officers were shot in line of duty, the mayor said, adding that the thoughts and prayers of our entire city are with the officers and their families during this difficult time."

Police released a statement just after midnight Tuesday:

"On Monday, March 14, 2016, at approximately 9:40 p.m., 11th District (Harrison) Officers were investigating possible narcotics activity on the 3700 block of W. Polk where they observed two suspicious individuals. As officers approached on foot to gather additional information, one of the subjects, a male, expeditiously departed at a goodly pace. A foot pursuit ensued during which the offender ran through a dimly lit courtyard flanked by two buildings. At some point, the offender fired shots at pursuing officers. At least one officer involved in the pursuit was able to return fire fatally striking the offender. A weapon was recovered on scene. Three officers sustained gunshot wounds and were transported to Stroger Hospital with non-life threatening injuries.

#4  One of California's better ballot propositions was called the Three Strikes law, as in three felonies and you get life in prison without possibility of parole. Judges and politicians hate it but it kinda puts a chill into the bad guys. Sounds like Illinois should try it.

As bman noted, weather has been consistent, and this is a regularly used rail line (not just Amtrak) so any gradual damage or wear would have been spotted.

So guessing newbie/seasonal help or good idea fairy giving shortcuts.

Rail is pretty much straight. Amtrak stop in Dodge City 20 miles to the east of Cimarron.

Nearly every NYPD cop hates Mayor de Blasio
[NYPOST] The vast majority of NYPD cops hate Mayor de Blasio, according to a police-union survey.

An overwhelming 96 percent of the 6,000 cops who responded to the poll have unfavorable opinions of Hizzoner, with 88 percent holding "very unfavorable" opinions of him, the Patrolmen’s Benevolent Association survey found.

As for specific complaints against the mayor, 97 percent said de Blasio has created an environment where criminals feel emboldened, while 95 percent said he has established an environment that is combative to police.

When asked what they liked "most" about de Blasio, 66 percent responded, "nothing."

Eight-five percent of cops gave City Council Speaker Melissa Mark-Viverito an unfavorable rating, and 96 percent are dissatisfied with the City Council in general.

Top cop Bratton, however, received higher ratings, with 66 percent of cops approving of his performance, the survey says.

UNICEF: Zimbabwe Faces Food, Malnutrition Crisis
[VOA] GENEVA--The U.N. children’s fund warned Tuesday that Zimbabwe is facing a food and malnutrition crisis brought on by thuggery fascism socialism communism all of the above an El Nino-induced drought.

UNICEF said nearly 33,000 children in the country are suffering from severe acute malnutrition and are in urgent need of therapeutic treatment.

Zimbabwe has suffered through two consecutive seasons of failed rains, with disastrous consequences for harvests and family food reserves. UNICEF said food shortages have sent hunger and malnutrition levels spiraling upward. It said livestock has been dying because water sources have dried up.

A recent assessment found the share of hungry families in the country had more than doubled to 37 percent in the past eight months; nearly 2.8 million people in rural Zimbabwe will need food assistance, half of them children.

South African court rules failure to detain Omar al-Bashir was 'disgraceful'
The South African appeal court has accused the government of “disgraceful conduct” in allowing Sudanese president Omar al-Bashir to leave the country despite an arrest warrant from the International Criminal Court (ICC).

Bashir was not arrested while attending an African Union summit in Johannesburg in 2015 as the South African government claimed he had immunity as the head of a member state. When an emergency order was obtained from the High Court during the summit ordering Bashir’s arrest, government lawyers admitted he had flown out of the country just a few hours earlier.

The government subsequently filed a plea against the arrest order at the Supreme Court of Appeal (SCA).

“The assurances that he was still in the country given to the (High) Court at the commencement and during the course of argument were false,” the SCA judges said. “It was disgraceful conduct.”

SCA ruled on Tuesday that the failure to arrest Bashir was unlawful and dismissed the government’s appeal.

South Africa is a signatory of the Hague-based ICC, which wants Bashir arrested for alleged war crimes related to the conflict in the Darfur region of Sudan.

The South African Litigation Centre (SALC) welcomed the court ruling, saying it meant Bashir must be arrested if he returned to South Africa.

“The government should seek to uphold the rule of law instead of shielding suspected war criminals and the Supreme Court of Appeal has made this clear today,” SALC director Kaajal Ramjathan-Keogh said.

The decision by South Africa not to arrest Bashir sparked international condemnation, which was met with a threat from Pretoria to withdraw its membership with the ICC.

The Sudanese leader has evaded justice since his indictment in 2009 for alleged crimes in the Darfur conflict in which 300,000 people were killed and two million forced to flee their homes.

Nigeria's NNPC 'failed to pay' $16bn in oil revenues
[BBC] Nigeria's state-owned oil company has failed to pay the government $16bn (£11bn) in a suspected fraud, according to an official audit.

The Nigerian National Petroleum Corporation (NNPC) provided no explanation for the missing funds, the auditor general told MPs.

Oil revenue accounts for two-thirds of the government's funding.
The other reason why the soldiers were so ill-equipped that they went on strike.
President Muhammadu Buhari has promised to crack down on corruption since coming to office last May.

Vasco da Gama fleet ship sank near Oman in 1503
Archaeologists say they've discovered the site where a ship, which was part of Portuguese explorer Vasco da Gama's fleet, sank off the coast of modern-day Oman in 1503.

They say debris discovered off Oman's al-Hallaniyah Island includes an incredibly rare silver coin called an Indio, of which only one other is known to exist. They believe the wreckage likely comes from a ship called the Esmeralda, which sank in a violent storm in May 1503, killing all onboard.

The archaeologists announced their findings in an article published by The International Journal of Nautical Archaeology.

Ayoub al-Busaidi, the supervisor of marine archaeology at the Oman Ministry of Heritage and Culture, told The Associated Press on Tuesday that the discovery also shows the long history of his country in international trade.

Artillery and small arms battles continue between Russian backed rebels and Ukrainian military forces around Yasinovataya and Donetsk on Tuesday, according to Russian language news accounts.

A news report which appeared in tsensor.net.ua reported that rebel forces fired on Ukrainian forces around Avdeivka, this despite a local ceasefire agreed to by the rebels.

Tuesday, the area around the water filtration plant operated by the Ukrainians in Avdievka, was supposedly silent due to a visit from monitoring teams with the Organization for Security and Cooperation (OSCE) to survey the problems.

Eight days ago Ukrainian forces moved into a neutral zone and began to fire on rebel positions, according to rebel reports, and on checkpoints on the only road that connects Gorlovka with Donetsk city. Since that time, both sides have been battling it out, exchanging mortar, small arms fire and heavy weapons fire, including tank and infantry fighting vehicle gunfire.

Rebel forces have dug in along the junction of H20 and E50, which is just south of Gorlovka, and have vowed no to budge from their positions.

The fighting has endangered operation of the water filtering plant. Ukainians say rebels have fired on the plant, while rebel officials say the Ukrainians have been firing on the plant.

According to rebel and Ukrainian reports, the water filtering plant went back into operation just two hours before fighting was renewed in the area. The water plant services Donetsk city and other nearby communities.

Casualties are said to be heavy for both sides, except that neither side officially has admitted to casualties. On Tuesday, according to the Donetsk ministry of defense news release, two rebel soldiers were killed in fighting. That report confirms what this writer has read, and has reported from unofficial reports on Russian language blogs.

Ukrainian official reports are that two Ukrainian soldiers were wounded in the fighting as well.

Fighting along the line of contact

The latest Ukrainian media reports are that rebel have been firing mortars on Ukrainian positions mostly in southern Donetsk, near Mariupol, Shirokino and Novotroitsk. Rebel reports in the region say Urkainian forces fired on a village at Kominternovo, without stating specifically if rebel troops were in the area.

Rebel military officials said on Tuesday that Ukrainian forces have violated the ceasefire 56 times along the line of contact in Donetsk. Most of the firing was concentrated around Yasinovataya, but some reports are that Ukrainian artillery has struck rebel positions in western sectors of Donetsk city and at Spartak.

Rebel reports also say that Ukrainian artillery fire hitting positions at Yasinovataya are emanating from artillery units of the 59th Independent Motorized Rifle Brigade (MRB), the Ukrainian 93rd Brigade and the Ukrainian 56th Brigade.

Prior rebel reports were that the Ukrainian has reinforced the Ukrainian 58th MRB effort against rebel forces at Yasinovataya with a battalion from the Ukrainian 25th Airmobile Brigade, along with a six gun, 122mm artillery battery. The artillery battery, according to rebel reports was to begin hitting rebel positions on Tuesday, but may have been delayed due to the local ceasefire.

Rebel say that Ukrainian forces struck the village of Zaistevo on Tuesday using 82mm mortars. The mortar team firing was located in nearby Zhovanka, from which Ukrainian forces also fired small arms and grenades.

Five rape accused remanded in custody
[DAWN] MUZAFFARABAD: A judicial magistrate on Monday remanded five men, accused of raping and poisoning a woman, in police custody until March 23.

According to SHO City Police Station Pervez Hameed, the five men raped a 19-year-old woman on March 8 on the outskirts of Muzaffarabad.

The SHO said that preliminary investigations indicated that the victim knew one of the accused, who had asked her out on March 8.

"He picked her up in a Suzuki van with four other men and drove her to Rawani, outside Muzaffarabad, where the men raped her one by one," the SHO said.

The victim was then poisoned and dumped near her house in Tariqabad. She was taken to the Sheikh Khalifa bin Zayed Al Nahyan Hospital by her father, who also called the police and lodged an FIR.

"We will ascertain details of the case after the victim recovers," SHO Hameed said, adding that the victim comes from a poor family and works to support her family.

The accused men were booked under the Zina Act, Section 10 (4) and Sections 324 and 334 of the Azad Penal Code, which deal with attempting to murder and poisoning someone.

Assembly on Monday over the formation of Zakat committees and alleged distribution of most of their funds to its workers.

During the question hour, several opposition politicians objected to the induction of JI workers in the Zakat committees as chairmen and members at district and ward levels.

The matter was raised by PPP MPA Sahibzada Sanaullah, raised objections about the distribution of Zakat, mostly among JI workers in Upper Dir district.

He said under the rules, the chairmen of Zakat committees should be financially stable persons so that irregularities in the distribution of Zakat funds could be checked but on the contrary, most of such bodies in Upper Dir were headed by the poor people affiliated with the JI.

The politician asked how such committee chairmen would distribute Zakat among other poor people when they too deserved it.

"Is there any schedule for the distribution of Zakat distribution or it is distributed to the people only during elections?"

Mr. Sanaullah alleged that the JI had handed out Zakat funds to the people during Upper and Lower Dir by-elections last year.

"They (JI) purchased votes using the Zakat money," he said.

It is a tremendously challenging and stressful job with the fate of the Jewish people riding in the balance. And in return, the prime minister of Israel gets to take home NIS 17,645.73 a month.

For the first time since taking office, and in response to a number of inquiries, Prime Minister Benjamin Netanyahu made public on his Twitter account on Tuesday his monthly salary slip, showing that he grossed NIS 47,485.29 in February.

Of that, he paid NIS 21,572 in income tax, NIS 2,652 to the National Insurance Institute, and NIS 2,054 in health insurance. Another NIS 12,440 was deducted for use of a business car, in his case a specially outfitted armored vehicle.
