Chicago murder spike accompanied by decline in arrests
[Wash Times] The historic surge in violent crime seen across the Windy City in 2016 unfolded as the Chicago Police Department drastically reduced the number of times its officers stopped and arrested civilians, new data reveal.

As 2016 comes to a close, Chicago has reportedly witnessed more than 700 murders during the course of the calendar year -- the highest number of homicides on record since the turn of the century.

As violent crime soared, however, police activity did quite the opposite, CBS News reported this week. Data obtained through Freedom of Information Act requests filed on behalf of its "60 Minutes" television program indicates officers across all of Chicago’s 25 police districts reported conducting fewer stops and arrests this year, the network said Thursday.

Specifically, CPD officers have stopped and questioned 80 percent fewer people since 2015 while the number of arrests fell by a third, according to its investigation.

The Chicago Sun-Times reported separately this week that arrests went down 28 percent this year compared to 2015 -- the lowest since 2001, and half of the number reported during all of 2010.

#5  30+ years in all phases of software showed me that women just as well or as poorly as men. However, there are damn few women that want to write code as all the requisite attributes are generally not part of their makeup.

Good coders have to be able to withstand the constant drumbeat of failure inflicted on them by an infallible machine, shrug it off and try again. This is a rare trait in all of humanity but rarer in the female of the species.

They do, however, write great mystery stories.

I also added, "Unless your grandmother is Grace Murray Hopper. She'll understand whatever error message you produce".

People said I was being sexist. Actually I was being age-ist. Of course, the comment about RADM Hopper would still stand.

NYPD allows Sikh and Muslim officers to grow beards
[Al Jazeera] The New York Police Department has relaxed its policies to allow Sikh and Moslem officers to grow beards of 1.27cm long for religious reasons, in a move aimed recruiting more minorities.

Police Commissioner James O'Neill announced the new rule on Wednesday following a graduation ceremony for new police recruits.

Under the revised rules, Sikh officers will also be allowed to wear turbans in place of the traditional police cap, O'Neill said.

Officers would need approval to wear the turban that would have to be navy blue and have the NYPD insignia attached.

"We're making this change to make sure that we allow everybody in New York City that wants to apply and have the opportunity to work in the greatest police department in the nation, to make sure we give them that opportunity," O'Neill was quoted by the New York Times

The apex court has given a thumbs up to the sacking of any Air Force man who keeps a long beard, terming it as a regulation to ensure discipline and uniformity in the armed forces. Led by Chief Justice of India T S Thakur, the bench further added that the regulations are not meant to interfere in the religious rights of an individual, but to ensure discipline.

The force also said that sporting a beard is not universally considered in the religion of Islam and hence it cannot be said that cutting of hair or shaving is prohibited in the Muslim religion.

Matt Drudge suggests U.S. government cyberattack on Drudge Report website
[WASHINGTONTIMES] Matt Drudge wondered aloud Thursday evening whether his popular site was the object of a U.S. government cyberattack.

Via the Twitter account for his Drudge Report, he said his news-aggregation site is the victim of the "biggest DDoS since site’s inception," referring to a Distributed Denial of Service attack.

"Is the US government attacking DRUDGE REPORT?" he asked, adding that there was "VERY suspicious routing [and timing]."

In a later tweet, Mr. Drudge said the "Attacking [was] coming from ’thousands’ of sources. Of course none of them traceable to Fort Meade," referring to the Maryland base that houses the headquarters of United States Cyber Command and the National Security Agency.

Mr. Drudge’s news-aggregation site was one of the highest-profile outlets to take a favorable tack on Donald Trump

Police detail insider help with BB heist
[Dhaka Tribune] Nearly 11 months since the heist, there's no sign if any of the six investigating agencies involved are close to cracking the case.

A top investigator into the electronic theft of $81m from the Bangladesh central bank is turning his attention to some IT technicians from the bank whom he suspects hooked up its transactions system to the public Internet, giving hackers access.

In a series of interviews this month, Mohammad Shah Alam, a Bangladesh police deputy inspector general who is heading investigations in Dhaka, went into some detail about how insiders at Bangladesh Bank may have helped in the execution of one of the world’s biggest cyber-heists last February.

For instance, Alam said he was focusing on why a password token protecting the SWIFT international transactions network at Bangladesh Bank was left inserted in the SWIFT server for months leading up to the heist. It is supposed to be removed and locked in a secure vault after business hours each day.

The failure to remove the token allowed hackers to enter the system when it was not being monitored, first to infect it with malware and then to issue fake transfer orders, he said.

Alam’s comments follow months of assertions by Bangladesh authorities that central bank officials were guilty of nothing more than negligence in the heist, in which hackers moved money out of the bank’s account at the Federal Reserve Bank of New York and sent it to individual accounts in the Philippines.

Rooters could not independently confirm Alam’s claims. He declined to name any of the suspects.

Man burnt to death ‘by in-laws’
[Dhaka Tribune] A husband succumbed to his burn injuries at Rangpur Medical College Hospital on Thursday after his wife and mother-in-law had allegedly set him on fire following a dispute regarding the wife’s extramarital affairs.

Deceased Rony Mohanto, son of Lakhhan Chandra Mohanto of Shahapara area in Badarganj upazila, tied knot to Ashtami Rani, daughter of Dipak Mohanto at adjacent Hajipara village, one year ago, said locals and relatives of Rony.

After several months, Ashtami developed a relation with her former private tutor and most of the time, remained engaged in conversation with him through Facebook Messenger.

Rony and Ashtami would have fights over the issue very often.

A few days ago, Ashtami went to her parents’ house following a dispute with her husband.

On Wednesday night, Rony went to his in-laws house in response to his wife’s phone call to take her back home..

When he reached there, an altercation ensued between Rony and his in-laws, including his wife and mother-in-law Arati Rani.

At one stage of the quarrel, Ashtami and her family members tied up Rony’s hands and legs and set him on fire pouring petrol on his body, alleged family members of Rony.

Locals rushed him to a hospital in a critical condition.

Abdul Hamid Polash, assistant professor of Rangpur Medical College Hospital, said although 27% of his body had received burn injuries, Rony died of the burnt in his respiratory tract.

Babul Chandra, elder brother of the dear departed, said he had submitted a written complaint to Badarganj police in this connection.

Russian President Vladimir Putin has declined to engage in a tit-for-tat after the US expelled 35 Russian diplomats over the hacking scandal. Russia fumes over US sanctions, says it will wait for Trump response
Yesterday was President Obama's thesis, in old-fashioned Marxist analysis, which makes Russia's response the antithesis...
[IsraelTimes] Moscow politicians say retaliatory measures possible, accuse Obama of ’unpredictable, aggressive’ foreign policy meant to hinder plans of incoming administration.

The move puts Trump -- who has expressed open admiration for Russia and Putin, and who has dismissed the hacking allegations -- in the position of having to decide whether to roll back the measures once in office.

Trump has yet to comment but Obama’s sanctions on Russia have garnered some support from the Republican leadership.

Stewart Baker, former general counsel for the National Security Agency and former head of policy at the Homeland Security Department, said the administration’s public response to Russia’s hacking activities was "better than nothing" but "more symbolic than real."

"On its face, this is more than a slap on the wrists but hardly an appropriate response to an unprecedented attack on our electoral system," Baker said.

It looks to me as a matter of we are just expected to take their word for it.

If it a matter of ,"Just take my word for the damn thing." then anyone's word can be eligible. Obama will soon be gone, Trump will assume Power and his word is the the People's word at present. Is Trump's word good?

If no EVIDENCE has to be provided then allow me to suggest that Trump can decide to enforce the Sanctions against Russia.... or NOT to enforce them.The precedent of the American BORDERS under Obama comes to mind.

Tell Putin the Sanctions will not be enforced. Then ignore the Sanctions. Sauce for the Goose, and suck it up DEMs and Rhinos.

First off, it's completely reasonable to suspect a Russian entity is responsible for the recent cyber espionage. Now whether the IC knows it was a shadow-op or sanctioned by Vlad himself is,in a sense, irrellavent. It needs to be presented as speculation. (Sources, methods, and all that rot) Advocating that PE-Trump and Putin become Super-pals and start dividing up the Global spoils is just fucking stupid. Oh and by the way, before digging on congress critters for their lack of partisan loyalty just remember Trump has elevated the term RINO to an unprecedented level.

I should clarify. Trump is a RINO of legendary proportion. Perhaps there is none nor will there ever be another that embodies that moniker more than DJT. Until his campaign, most of his adult life he has been a Democrat. And he's never explained his pivot. He has and continues to hold traditional Republican orthodoxy in contempt. He supports policies on trade, deficit spending,gun control, abortion,entitlements, and on an on that can best be described as Progressive. It's beyond ironic to champion Trump and then berate others for their lack of conservative bona-fides in the same breath. Perhaps, Gall is the most accurate term.

He does not underestimate them, like Obama, he understands Putin runs a powerful nation that has the potential to bring us to our knees in a war neither would win. Son testifies against father in Jhelum honour-killing case
[GEO.TV] JHELUM: An eye-witness for a doctor who was killed by her husband to protect his ’honour’ has emerged. He happens to be her 14-year-old son.

In a statement recorded to the police, the son Ammar said that his father first had gun sex and then shot his mother dead. "I tried to stop him but he did not listen to me," he said.

Police also recovered a pistol used in the crime.

Earlier, Ammar had told police that he asked his father to teach him how to use a pistol. He said that his father taught him to fire shots and one of them accidentally hit his mother.

On Wednesday, Shahbaz allegedly killed his wife Dr Uzma who practised medicine in Germany.

On a recent visit to Pakistain, Shahbaz brought his wife to Jhelum from her family's house in Kharian and killed her. He was planning to flee after the murder, and had also bought a ticket to travel abroad.

The couple had married 16 years ago. This was Dr. Uzma's second marriage; she had divorced her first husband and married Shahbaz, an investigation officer said.

Police is still investigating the matter.

Dr Uzma was laid to rest in Kharian on Wednesday. Police has detained Shahbaz and his friend.

Rodrigo Duterte: I once threw a man from a helicopter
[Al Jazeera] Rodrigo Duterte, the president of the Philippines, has threatened corrupt government officials by saying he would have thrown them off a flying helicopter, warning that he had personally carried out the action before and had no qualms about doing it again.

The former prosecutor and governor said that he once hurled a Chinese man suspected of rape and murder out of a helicopter.

"If you are corrupt, I will fetch you using a helicopter to Manila and I will throw you out. I have done this before. Why would I not do it again?" Duterte said during a speech to victims of a typhoon on Tuesday, a clip of which was posted later on a video feed of the president's office.

George Washington University Drops U.S. History Requirement ‐ for History Majors!
[PJ] A university literally named after George Washington and located in the nation's capital just dropped its requirement for American history, for history majors. In order to graduate with a history degree from George Washington University (GW) in Washington, D.C., you do not have to study American history.

To make matters worse, the department said they made this stunning decision in order to kowtow to current trends and make history more popular. This change comes among other updates to the curriculum: history majors will no longer be required to take foreign language classes, can do an electronic capstone project instead of the traditional thesis, and will not have to study European, North American, or U.S. history.

"I think the main gain for students is that they have a great deal more flexibility than they had before, and they can adapt it to whatever their plans are for the future," Katrin Schultheiss, chair of the history department, told The GW Hatchet. "Whatever they want to do, there's a way to make the history department work for them."

In 2016, GW implemented a new funding formula, allocating money to the various departments based on the number of students enrolled in that major's classes. Each school receives $301 for every student in a class, incentivizing majors like history to offer classes that will be popular.

Indeed, enrollment in history has dropped since 2011, when there were 153 history majors. Only 72 undergraduate students majored in history in 2015, while 83 did so in 2016, the Hatchet reported.
