When Hillary Clinton started her career at the State Department, she was required to sign a "Classified Information Nondisclosure Agreement," otherwise known as an SF-312, vowing to give back classified materials when she left the agency. Clinton signed that form in January 2009.
But if you look at the copy of the document that the State Department released, you will find something very jarring: No one from the State Department signed it.
Beneath Clinton’s signature, there is a box labeled "Acceptance" with the message: "The Undersigned Accepted This Agreement On Behalf of the United States Government."
That box is left completely blank, with no signature and no date next to it. Since a person cannot sign a contract with herself, a case can be made that the document was never executed, according to citizen researcher Larry Kawa, who brought this evidence to the attention of Breitbart News.
I don't think that sort of legalism is going to stop the FBI. That no one countersigned the form means that there's a conspiracy -- both Hillary and the person who should have signed. Who is that person, by the way? Even if the MSM won't provide us with a name, I'll bet the FBI can figure it out.

I suspect DoS Security Requirements are much like DoD. Per DoD Manual 5105.21, the Special Security Manager or SSO or his/her representative the Special Security Representative (SSR) or Contract Special Security Representative (CSSR).

The fact that the Congress is not holding marathon sessions and pounding their fists on their desks demanding indictments is telling.
It's quite likely the use of 'personal email' for gov't business is rampant within the beltway. A pox on them all.
Little wonder the confidence level and approval ratings of the congress are lower than whale kak. The Trump phenomenon is not a phenomenon, it is an awakening.

One set of rules for thee, another set of rules for me. We get to access all of your information at anytime for any reason regardless of what that dead piece of paper says. Just ask the FBI director. However, we're above you. We rule. You are not to question us. And you wonder why people are at the point of literally wanting to burn the place down?

You don't fire until you see the whites of their eyes. It's the lesson old Speaker of the House Tip O'Neill preached during Watergate, when more radical Dems in the House wanted to impeach Nixon. O'Neill restrained them, counseling that you had to let a scandal ripen. He was right, of course. If I were running the House today (hah) I'd instruct my committee chairs to let the FBI do their work -- and I'd be working every leak and source I had to find out what the FBI knows.

I'd also be documenting and lining up every person previously punished (like Petraeus) for the same infractions, for the post-announcement hearings of "no indictment", and let Lynch know it's gonna happen in broad daylight

Effectively, a "no indictment" guts the secrecy laws as all prosecuted in the future will claim selective prosecution. I think the IC and FBI won't allow that to happen

Hillary was victimized by bad management at the Dept of State.
They sent her email w classified info as well as not fully training her in how to classify/unclassify and of course didn't even sign the security clearance.
Hillary should promise to never appoint anyone as incompetent as the person running the Dept of State during her time as Secretary
