BREAKING: Shots fired; Inova Fairfax Hospital on lockdown
[Wash Times] Fairfax County Police are investigating an active shooter situation early Tuesday morning at Inova Fairfax Hospital in Virginia after a prisoner being treated there escaped with his guard's gun.
Perp's name is reported to be 'Wossen Assaye.' Foto at right.
WTOP said the shooting occurred at 3 a.m. at the hospital in Falls Church. It's not clear if anyone was hurt, but shots were fired, CBS reported.

Fairfax County Police said they are searching for an escaped prisoner wearing a hospital gown, no shoes and armed with a gun. Police said the prisoner, Wossen Assaye, is 6-foot-tall and 170 pounds, and is considered "armed and dangerous."

The prisoner was in the custody of a private security guard and escaped with the guard's gun, Fairfax County Police said.

Entrances to the hospital and nearby intersections to the hospital at 3300 Gallows Road are blocked. All hospital employees are directed by police to go to Falls Church High School where a shuttle bus will take them to the hospital. The hospital still remains on lockdown.

Two smugglers killed in drugs ambush in Qatrun
[Libya Herald] Two members of a Libyan Tebu group of smugglers were killed yesterday and their leader seriously maimed in a gun-fight in Qatrun between them and another band of smugglers, also Tebu, from Chad. They are said to have been fighting over possession of a consignment of drugs in the possession of the Libyan group.

According to reports, the Chadians, said to be from the Ounianga Lakes district in northeastern Chad, ambushed the Libyan group and seized the drugs. The two men who were killed are believed to be the sons of the maimed leader of the group. It, allegedly, has carried out a number of criminal attacks in the area over the past year.

For its part, the Chadian group is now being pursued.

Drug trafficking is a major issue in the Tibesti region, and beyond, and said to be far more profitable than people smuggling. A drugs trail, from Morocco to Egypt, via the Sahel states, southern Libya and the Siwa oasis, developed in the early 1990s and has involved both Tebus and Tuaregs as the smugglers. Corrupt local officials and army personnel are also said to be linked in what has become a highly lucrative business.

Another LNA raid on Zuwara: report
[Libya Herald] Two people were reported injured today in a Libyan National Army (LNA) air raid on the Amazigh town of Zuwara, some 60 kilometres from the Tunisian border. According to the front man for the town's security room, a Counter-Crime Agency building was the hit. He said the two injured people were agency staff and that there was some damage to the building.

Unconfirmed reports also claimed there were LNA Arclight airstrikes on Al-Qala near Yefren and a number of buildings under construction west of Ghariyan.

There have been a number of air strike on Zuwara in the past three months, the most deadly being that on 2 December when at eight people were said to have been killed. Last week, LNA aircraft hit Zuwara airport for the first time, although no serious damage was reported.

Zuwara, the hometown of continuing General National Congress president, Nuri Abu Sahmain, is allied with Libya Dawn

It is made up of the Libya Shield militia (Misrata and Moslem Brotherhood), Libya Revolutionaries Operations Room (Moslem Brotherhood), and Tripoli Brigade (close to Abdul Hakim Belhaj, head of Al-Watan party). Financing and moral support come from Turkey and Qatar...
(LD), but this is seen as more connected to Zuwara's hostility to Zintan than any deep support for LD.

Two injured in Derna bomb blast
[Libya Herald] It is reported that three people -- two members of staff and a student -- were seriously injured in Derna when a bomb went kaboom! this morning at the town's Higher Careers Institute. Others suffered light injuries. The premises are said to have been badly damaged.

The institute itself acts as a professions training centre for university graduates.

The two staff have been named as Hussein Bufaraj Gatash and Abdussalam Al-Shaari, and the student as Abdulhamid Al-Shami.

This is the second attack on the institute in five days. It was reported attacked Wednesday

The reason for the attacks in the Islamic State

They're very devout, committing every atrocity they can find in the Koran and inventing a few more. Muhammadu Buhari leads in Nigeria
Opposition candidate Muhammadu Buhari is on the verge of a historic victory over Nigerian President Goodluck Jonathan, with most votes counted.

Gen Buhari, a former military ruler, is ahead by almost three million votes, with results still to come from just three states. Analysts say it is hard to see how Mr Jonathan can overcome this lead.

The opposition has never won a presidential election in Nigeria, Africa's most populous state.

Observers have generally praised the election but there have been allegations of fraud, which could lead to protests and violence. More than 800 people were killed in protests after Mr Jonathan beat Gen Buhari in the previous election.
Those were just exuberant protests. But let a single Jonathan supporter pick up a stone...

A deputy, a relative, an ideologue: key Houthi leaders reportedly killed
[Al Arabi] The Iran-backed Houthi rebels seeking to seize Yemen from its fragile internationally-recognized government suffered a blow on Thursday, as three of its top military commanders were reportedly early victims of an aerial offensive by Operation Decisive Storm.

The deadly strikes led by the Royal Saudi Air Force were responding to a plea made Wednesday by beleaguered President Abd-Rabbo Mansour Hadi, who was holed up in the port city of Aden - the government's last stronghold -- as Houthi militias closed in on the city.

The three leaders killed were named as Abdul Khaliq al-Houthi, Yousef al-Madani and Yussef al-Fishi.

The International Organization for Migration said 45 internally displaced people had been killed and 65 maimed at the Al-Mazrak camp in Hajja province.

IOM front man Joel Millman told AFP that the organization had 75 staff on hand assisting the victims.

Earlier Doctors Without Borders (MSF) said 15 dead bodies and 30 maimed were taken to a hospital where it operates near the Al-Mazrak camp.

"It was an air strike," said MSF's Middle East programme manager Pablo Marco.

The Al-Mazrak camp has since 2009 been housing Yemenis displaced by the conflict between northern Houthis and the central government.

Marco said 500 new families had arrived at the camp over the past two days.

A Saudi-led Arab coalition has been pounding rebel positions in Yemen since early Thursday.

It has vowed to keep up the raids until the Iran-backed rebels abandon their insurrection against President Abedrabbo Mansour Hadi, who has fled to Riyadh.

Warplanes carried out a fifth night of air strikes around the capital Sanaa, an AFP correspondent reported.

Positions held by the Houthis and soldiers of the renegade Republican Guard overlooking the presidential palace were believed to have been targeted.

A Republican Guard camp in south Sanaa was also hit, witnesses said.

In the area around Marib, 140 kilometres (90 miles) east of Sanaa, radar facilities and surface-to-air missile batteries were targeted, local officials said.

A Chinese naval flotilla, which had been carrying out anti-piracy escort missions in the Gulf of Aden and Somali waters, was sent to Yemen on Sunday to evacuate Chinese nationals, China's defence ministry said in a statement.

More than 500 Chinese citizens have been evacuated over the past two days, Beijing said.

Al-Assiri denied reports in a section of media that an aerial strike by coalition forces on Monday killed dozens of refugees at a camp in north Yemen.

On the Kingdom's border security, he said: "We are on full alert on the border and repulse any attack by terrorists."

Forest bandit killed in 'gunfight'
[Dhaka Tribune] A suspected forest bandit has been killed in a "shootout" with police at Jhopjhapia canal in Sundarbans under Koyra upazila of Khulna district yesterday.

The dear departed is Al Amin, ringleader of a forest bandit group.

Khulna Police Super Md Habibur Rahman said: "Amin was detained from Amadi Bridge area around 7am Sunday. He confessed about being a forest bandit."

"Acting upon the information given by Amin, police went to recover arms from Jhopjhapia canal along with the detainee around 9pm," he said.

The SP said Amin's associates opened fire targeting the law enforcers when they reached the spot.

In retaliation, police fired back that triggered a "shootout."

Later, Amin was found bullet maimed at the spot while the others expeditiously departed at a goodly pace.

The police officials said duty doctor declared Amin dead when taken to Joygit Mohol Hospital at night.

Police recovered seven firearms and 141 rounds of ammunition from the spot after the shootout.

ICT: Submit war crimes charges against Nasir, Shamsu by Apr 15
[Dhaka Tribune] The International Crimes Tribunal 1 yesterday asked the prosecution to submit by April 15 the formal war crimes charges brought against two siblings -- Nasiruddin Ahmed, a retied army officer, now on the run, and advocate Shamsuddin Ahmed, now in jug -- of Kishoreganj.

Justice M Enayetur Rahim, chairman of the three-member tribunal, passed the order in presence of prosecutor Sultan Mahmud Simon.

After closing the investigation, war crimes investigation officer (IO) M Ataur Rahman on November 25 last year submitted the conclusive report containing 450 pages against war crimes accused Nasiruddin and Shamsuddin to the office of the Chief Prosecutor.

Burdwan blast: 4 JMB militants charged
[Dhaka Tribune] The National Investigation Agency (NIA) of India has formally charged four Bangladeshi nationals belonging to bully boy outfit Jamaat-ul-Mujahideen Bangladesh
The JMB is said to be the youth front of Al Mujahideen, the parent organization that began working toward establishing Bangladesh as an Islamic state in the mid 1990s which remains obscure even today. Other organizations, such as Jama'atul Jihad, JMB, Jagrata Muslim Janata Bangladesh (JMJB), Harkat-ul-Jihad-al-Islami (HUJI), Hizbut Tawhid, Tawhidi Janata, Islami Jubo Shangha, Islami Shangha, Al Falah A'am Unnayan Shanstha and Shahadat-e al Hiqma are believed to be part of the Al Mujahideen network. The JMB at its peak was reported to contain at least 100,000 members, and an alleged 2,000-man suicide brigade, few of whom actually exploded. JMB allegedly received financial assistance from individual donors in Kuwait, UAE, Bahrain, Pakistan, Saudi Arabia and Libya. Reports have claimed that funding of JMB by international NGOs like Kuwait based Society of the Revival of Islamic Heritage (RIHS) and Doulatul Kuwait, Saudi Arabia based Al Haramaine Islamic Institute and Rabita Al Alam Al Islami, Qatar Charitable Society and UAE-based Al Fuzaira and Khairul Ansar Al Khairia. The top leadership of JMB was captured in 2005 and hung in 2007, which pretty much shot their bolt.

"Twenty-one accused, including four Bangladeshi nationals, have been charged for offences relating to terrorist act, conspiracy, recruitment, funding and running terrorist training camps, possession of arms and explosives, offences of forgery, offences relating to foreigners act and passport act," an NIA officer told IANS.

The blast took place in a house in Khagragarh in Burdwan district on October 2, killing two JMB murderous Moslems and injuring another.

Another blogger hacked to death in Bangladesh
[DAWN] A blogger was hacked to death in the Bangladesh capital on Monday, in the latest brutal attack on the country's independent writers, a senior officer said.

two men over the murder which comes just weeks after an American atheist blogger was also hacked to death in Dhaka ─ a crime that triggered international outrage, the officer said.

Islam said the men were arrested immediately after the attack while they were trying to flee the scene.

Police said they were unsure whether the victim, Washiqur Rahman, 27, was also an atheist blogger but another social media writer said that he was known to write "against religious fundamentalism".

"It appeared Rahman used to write using a pen-name Kutshit Hasher Chhana [Ugly Duckling]," Imran Sarker, head of Blogger and Online Activists Network in Bangladesh, told AFP.

"He was a progressive free thinker and was against religious fundamentalism," he said.

Police have also arrested a suspect over the killing, in February, of American atheist writer and blogger Avijit Roy.

Prosecution Rests in Boston Bombing Trial
[AnNahar] The prosecution rested its case Monday in the trial of Dzhokhar Tsarnaev, the ethnic Chechen facing the death penalty for his role in the Boston Marathon bombings.

Prosecutors yielded to the defense after summoning 92 witnesses to the stand over the past weeks as they built a case against the 21-year-old as an active and willing participant in the bombings that destroyed crowds gathered near the finish line of the famous race on April 15, 2013.

Three people were killed and 264 others maimed in the blasts, the worst in the United States since the September 11, 2001 attacks on the World Trade Center and the Pentagon.

The prosecution's final witness was forensic expert Henry Nields, who recounted in gruesome detail the injuries suffered by the youngest victim, eight-year-old Martin Richard, who was torn apart by the pressure-cooker bomb that Tsarnaev placed in the crowd near the finish line.

The child's clothing was shown to jurors, some of whom were unable to hold back tears.

They also were shown photographs of the Richard family, standing on the race's sidelines in front of Tsarnaev. Another showed Martin Richard lying on the ground.

From the start of the trial, the defense has acknowledged Tsarnaev's role in the bombing, but has advanced the idea that he was under the influence of his older brother Tamerlan, 26, who was killed three days after the bombings in a shoot-out with police.

The younger Tsarnaev was unreadable on Monday, as he has been throughout the trial, his head down as witnesses testified or occasionally talking with his lawyer, Judy Clarke.

Mentally ill British man pleads guilty to US terrorism charges
[Ynet] A mentally ill British man pleaded guilty on Monday to US terrorism charges and conspiring with radical London holy man Abu Hamza al-Masri to set up a jihadist training camp in Oregon in 1999.

Haroon Aswat, 40, entered his plea in Manhattan federal court as part of an agreement with government prosecutors. Defense lawyer Peter Quijano had disclosed the outline of the deal in the court earlier this month, saying it would resolve the case ahead of a June 1 trial date. Under questioning from US District Judge Katherine Forrest before pleading guilty, the soft-spoken Aswat said he had suffered from symptoms of schizophrenia for the last 20 years and was currently being treated for the disorder. He was diagnosed with paranoid schizophrenia in 2008 while being held at a high-security psychiatric hospital in England, according to court documents.

Five militants killed, four kidnapped drivers freed
[DAWN] QUETTA: Security forces killed five suspected forces of Evil and recovered four kidnapped drivers in a gunbattle in Mastung district, about 70km from here, on Sunday.

Official sources said that Frontier Corps personnel moved into the mountainous region of Kirdgap in Kalat division on information about the presence there of those who had allegedly kidnapped four drivers and torched five oil tankers in the area a few days ago.

The tankers were carrying fuel for the Saindak copper project where a Chinese company has been working for several years.

An FC front man claimed that forces of Evil opened fire on paramilitary troops when they started combing the Kirdgap area for the kidnapped drivers. The troops retaliated and a heavy exchange of fire continued for hours.

"Five suspected forces of Evil were killed and six others injured in the gunbattle," the front man said.

He said troops got the four drivers released and seized a huge quantity of weapons and ammunition.

All hideouts located in the area were destroyed, the front man said, adding that the dear departed belonged to a banned bully boy organization.

Security forces had killed four suspected forces of Evil in Mangocher area of Kalat division on Saturday.

The Inspector General of Frontier Corps, Maj Gen Sher Afgan, said such targeted operations against elements involved in attacks on security forces and national installations would continue.

[IraqiNews.com] The Ministry of Defense announced Sunday, that the Iraqi joint forces advanced towards Tikrit, while 26 bad boyz were potted during violent festivities in the city.

The ministry said in a statement obtained by IraqiNews, "A joint force, consisting of anti-terrorism units and local police elements advanced towards the city of Tikrit," pointing out that,"The force has cleansed the roads in the southern axis in al-Awjah area and the western axis in al-Dayoum area from ISIS myrmidons."

"The security forces have managed to kill 26 bully boyz during festivities with a number of holy warriors in the areas of Ain-Farras, Tikrit Hospital, al-Oujah al-Jadida," the statement also added.

137 villages and areas liberated in Tikrit

[IraqiNews.com] Commander of the federal police forces Raed Shakir Jawdat announced, that 137 villages, districts and areas have been liberated from the control of the ISIS group, emphasizing that the military operations are still ongoing in Tikrit, pointing out that no air strikes have been carried out by the US-led international coalition in the city.

Jaedwdat said in an interview IraqiNews.com, "Our forces managed to destroy the terrorists' infrastructure, kill a lot of jacket wallahs, and cleanse many roads from improvised bombs," pointing out that, "137 villages, districts, areas and neighborhoods have been liberated in Iraq since the operations began."

Jawdat continued,"The federal police works with the Volunteer Fighters and there is no withdrawal," noting that, "We are dealing professionally with intelligence when we direct our strikes against the enemy's whereabouts through the cooperation with the leadership of the Army Aviation and Iraqi Air Force."

Security forces control doctors’ houses around Tikrit General Hospital

[IraqiNews.com] A security source in Salahuddin province announced on Monday, that the security forces gained control of the houses of doctors surrounding Tikrit General Hospital south of the city.

The source said in an interview for IraqiNews.com, "Security forces of the federal police and the army backed by the Volunteer Fighters (al-Hashd al-Sha'bi) militia managed today to gain control over the houses of doctors that surround Tikrit General Hospital, south of the city," indicating that, " This area is adjacent to the compound of the presidential palaces and Salahuddin province building."

The source, who asked to remain anonymous, added, "The security forces secured the area around Tikrit General Hospital, and are currently searching for booby-traps and bombs."

ISF raise Iraqi flag over Tikrit hospital

Security forces repel ISIS attack on Alas oilfields in Tikrit

[IraqiNews.com] A security source in Salahuddin province announced on Monday, that the security forces were able to repel an ISIS attack that targeted Alas oilfields northeast of Tikrit, which left a number of ISIS elements dead.

The source said in an interview for IraqiNews.com, "The security forces managed this afternoon to repel an attack by ISIS elements that targeted Alas oilfields northeast of the city of Tikrit," pointing to "the death of more than 10 ISIS members."

"Security leaders ordered the transfer of Baiji oil police regiment to Ajil to boost the military existence in the fields."

Civil Defense, Central Prison liberated from ISIL in Tikrit

[IraqiNews.com] A security source reported that the Directorates of Civil Defense and Central Prison were liberated from the ISIL control.

“The joint Forces and the volunteers of public mobilization liberated the Directorates of Civil Defense and Central Prison from the ISIL control in Salah-il-Din, which are not far 300 meters from Salah-il-Din Council building”, the security source reported to IraqiNews.com.

ISF liberate governmental complex in Tikrit

[IraqiNews.com] The Iraqi Security Forces and volunteers liberated the building of Salah-il-Din Provincial Council in central Tikrit city, security source reported to IraqiNews.com.

The source told IraqiNews.com "The ISF and volunteers entered the governmental complex located at the Presidential Palaces and raised the Iraqi flag over the building."

Iraqi forces retake control of Tikrit Grand Mosque

The UN mission in Iraq, known as UNAMI, announced Ban's arrival on its Twitter account, but gave no details on the talks. He met with Iraqi President Fuad Masum, Foreign Minister Ibrahim Al-Jaafari and Parliament Speaker Salim Al-Jubouri. Ban is also scheduled to meet Prime Minister Haider Al-Abadi.

The attack and the visit come as Iraqi government forces, backed by Arclight airstrikes from the US-led international coalition, are battling IS bully boyz to recapture the city of Tikrit, north of Baghdad.

US drone kills two Iran troops in Iraq
[ARABNEWS] Two Iranian Revolutionary Guardsmen were killed by a US drone in the Iraqi city of Tikrit, Iranian state media said Monday, in a report that was denied by the Pentagon.

The official IRNA news agency said the two had been posted to Iraq as advisers in the war against IS group and that they died in the drone strike on March 23.

Pictures of the two men, named as Ali Yazdani and Hadi Jafari, were posted on Iranian news websites after their funerals on home soil.Iran has said it is supporting ally Iraq and will protect its places against IS. However,

the US Department of Defense said in a statement that it had not conducted air strikes in the Tikrit area on the date the men were said to have been killed.

"Coalition forces initiated air strikes near Tikrit on March 25, two days after the alleged incident occurred and no air strikes were conducted in or near Tikrit on March 23," said Major Omar Villarreal, a front man for US Central Command.

"We have no information to corroborate claims that coalition air strikes killed two IRGC members," he added, referring to Iran's Islamic Revolutionary Guard Corps.

Iranian-backed militia groups have for weeks been heavily involved in fighting in Tikrit.

Iranian media have reported the deaths of military personnel, including several generals, killed in Iraq and Syria after Tehran sent them in support of Baghdad's government and of Bashir al-Assad in conflicts against IS and other rebels. Iran denies its troops are fighting on the ground in Iraq and Syria, but Tehran has said it has military advisers in both countries.

Other Iranians have joined militia groups as volunteers. The Revolutionary Guard, however, is integral to the fighting in Iraq.

Maj. Gen. Qassem Suleimani, who leads the Quds Force, the Guard's foreign wing, has been pictured on social media near the frontline in Tikrit and other battlegrounds, where he is said to be coordinating militia groups. Brig. Gen. Hamid Taghavi, also a member of the Guard, was killed in the Iraqi city of Samarra north of Baghdad in December while advising Iraqi troops.

Philippine troops 'killed' 139 rebels in monthlong offensive
[ARABNEWS] A monthlong Philippine offensive against hard-line rebels ended Monday after 139 insurgents were killed, 12 others were captured and bomb-making strongholds were seized by troops, the military chief said.

Ten soldiers were killed and 30 others were wounded in the ground and air strikes in the marshy boundary of Maguindanao and North Cotabato provinces in the southern Philippines. The clashes displaced 120,000 villagers at the height of fighting, and about 30,000 have returned home as the clashes eased, Gen. Gregorio Pio Catapang told a news conference.

In a final gunbattle Sunday, four soldiers and 16 insurgents were killed, including a rebel commander, the military said.

Government forces launched the assaults Feb. 25 against the BIFM after its fighters attacked villages and were implicated in the killings in January of 44 police anti-terror commandos in the outskirts of Maguindanao’s Mamasapano town.

“After the relentless operations against the (rebels), we have achieved our objectives, including the neutralization of more than 50 percent of their ranks, the capture of their bomb factories and the seizure of their enclaves or safe havens,” Catapang said.

The military’s account could not be independently verified. Catapang cited intelligence and accounts from troops and villagers for the rebel death toll.

Catapang said a smaller number of troops would continue to hunt the rest of the rebels, specifically Abdul Basit Usman, alleged to be a bomb maker and trainer with links to the Indonesian-based Jemaah Islamiyah terrorist network and a suspect in several deadly bomb attacks in the south.

Washington has offered a $1 million award for Usman’s capture and prosecution.

The huge police casualties in Mamasapano — the government’s biggest single-day combat loss in recent memory — sparked public outrage and calls for retaliatory strikes against the insurgents. The deaths also stalled a peace deal the government signed last year with the largestrebel group in the south, the MILF, some fighters of which became entangled in the clashes that killed the commandos.

After the offensive, government troops will help construct roads, bridges, schools and hospitals in the area of fighting — far-flung communities where poverty, landlessness and neglect have fostered the decades-long rebellion in the south of the nation.

O desperately wants a piece of paper, any "official" paper, consisting of a signed agreement with Iran that signifies that Iran will put some limits of some sort on its nuclear weapons program.

He is negotiating an agreement with a country that makes a model of a US aircraft carrier and films it being blown up, calls the US "the great Satan," repeatedly calling for the total destruction of Israel, and has no intention of honoring any agreement it signs.

O, along with his little dog Kerry will make any concessions and take any humiliation dished out from Iran to obtain this worthless piece of paper.

This negotiation on Iran's part is just front of a many front effort at hegemony and influence in the ME.

Iran is making inroads into Iraq by working with the Iraqi govt to fight ISIS.

Iran has been giving support and aid to the Assad regime in Syria, including air resupply. They also have IRGC ground forces in Syria.

Iran also supports Hezb'Allah in their fight with Israel.

Iran also has a major part in the war in Yemen, using proxies to go after the Bab el Mandeb, a major choke point to the south approach to the Suez Canal.

Iran also looks to the Straits of Hormuz, another choke point for world oil transport, like the Bab el Mandeb.

Iran has been busy.

The Saudis have been very concerned about Iranian moves against them. So for years Saudi has helped to bankroll Pakistani nuclear weapons programs, and they will or are being equipped with nuclear weapons and delivery systems.

So with this face-off between Saudi and its allies, and Iran on the other, with Putin and China on the side with their own agendas for mischief, O's desperate paper could become a death warrant for thousands or millions of people in the ME that could die in a nuclear exchange.

Just like Neville Chamberlain's Peace in Our Time scrap of worthless paper signed by Hitler, O's legacy in his desperate agreement with Iran could become one of death and destruction.

Appeasement never works.

Four years after the start of the uprising against Syrian president Bashar al-Assad, the Army's 5th Special Forces Group is getting ready to establish a multinational special operations task force in Jordan to train and equip Syrian rebel forces that the United States deems "moderate" -- which means allied with neither the Islamic State nor al Qaeda's local affiliate, al-Nusra Front.

But daunting challenges lie ahead for 5th Group. They include finding and vetting enough moderate rebels to make a difference on the battlefield; potential friction with the CIA, which has its own rebel training program going on in Jordan; the Obama administration's refusal to let special operations forces fight alongside the rebel forces they have trained; and a confusing chain of command that none of the relevant American military headquarters seem willing or able to explain.

To complicate matters further, the general in charge of the training mission in Jordan is considered one of the special operations community's most capable senior officers, but as things stand he is scheduled to rotate out of the country just as the training effort gets underway.

The stakes are enormously high for Washington and its allies. The Obama administration has publicly vowed to keep U.S. forces out of the line of fire in the campaign against the Islamic State in Syria and Iraq, in part to guard against the prospect of more American fatalities in a conflict the U.S. public had overwhelmingly turned against in recent years. The White House is instead hoping that members of some of the military's most secretive and elite units can rebuild the shattered Iraqi army and stand up a force of tribal militias willing to fight the Islamic State, while simultaneously helping to train and equip a new rebel force in Syria. Failure in either location is likely to embolden the United States' enemies in the region -- Iran, the Assad regime, the Islamic State, and al-Nusra Front -- and seriously damage American prestige.
