[Dawn] Pakistain on Thursday accused Afghanistan of overreacting after Kabul cancelled a military visit to protest against cross-border firing, in the latest sign of worsening relations.
"We believe that Afghanistan overreacted to a small incident," foreign ministry front man Aizaz Ahmed Chaudhry told AFP.
The Mighty Pak Army invited 11 Afghan officers to take part in a military exercise in the southwestern city of Quetta, but the Afghan government called their visit off because of "unacceptable Pak artillery shelling".
The governor of the eastern Afghan province of Kunar, Fazlulah Wahidi, told AFP that up to 50 rockets fired from Pakistain damaged property on Monday and Tuesday.
The Pak foreign ministry said its "disciplined and responsible" troops had responded to what it called "some intrusions from the Afghan side".
The front man said the army visit had been designed to increase "mutual cooperation and confidence, and we believe such activities should continue in the larger interest of peace in the region".

[Shabelle] the prime minister of the federal republic of Somalia today held a meeting which ended in a stalemate in its first stage. The meeting between the prime minister and leaders of the Raskamboni Militia was held at Tawakal hotel and it is reported that the meeting did not yield any positive results.
It is reported that the Raskamboni brigade did not allow the government to participate in the formation of an administration and labeled the government as visitors. The militia leaders said that members of the group together with their counterparts from Gedo region were able to form a government without the government participation
On the other hand it is reported that the prime minister argued that the formation of a government was to be made by the government because it represented the whole population living in the regions which fall under this administration.
The Raskamboni representatives said that the constitution ruling was wrong and they were not ready to follow what was written.
Top reprensentative from Amisom and AU are said to be at the venue and are following as the meeting paused in a stalemate .

[An Nahar] Supporters of runaway Salafist leader Abu Iyadh, wanted over a deadly attack on the U.S. embassy last September, threatened Thursday to topple Tunisia's government led by moderate Islamist party Ennahda.
"To the leaders of Ennahda, if he remains restrain your sick one, otherwise he will be the target of our war to bring him down," said a post on the Facebook page of jihadist group Ansar al-Sharia ...a Yemeni Islamist militia which claims it is not part of al-Qaeda, even though it works about the same and for the same ends... , referring to Ennahda Prime Minister Ali Larayedh.
It called on the party "to catch up... or else you will not hear our response, you will see it with your own eyes."
Larayedh, the former interior minister who was appointed premier earlier this month after a political crisis sparked by the liquidation of a leftist politician brought down the previous government, has been a thorn in the side of the Salafists ...Salafists are ostentatiously devout Moslems who figure the ostentation of their piety gives them the right to tell others how to do it and to kill those who don't listen to them...
Before forming the new government Larayedh repeatedly denounced Abu Iyadh, and told French paper Le Monde that Ansar al-Sharia's leader was directly involved in violence and arms trafficking that was undermining Tunisia's security.
He previously said that Abu Iyadh's group was linked to al-Qaeda in the Islamic Maghreb (AQIM), after festivities in December between armed Islamists and security forces near the Algerian border left a policeman dead.
The Tunisian government has warned in recent months of jihadist groups linked to the terror network's north African affiliate infiltrating Tunisia's borders and trafficking weapons, notably to northern Mali.
During a brief visit to the country on Tuesday, General Carter Ham, head of U.S. Africa Command (AFRICOM), warned that AQIM was seeking to establish a base in Tunisia.

[AAWSAT.NET] An Egyptian court on Wednesday overturned a controversial decision by President Mohamed Mursi to sack former Prosecutor General Abdel Meguid Mahmud, ordering his reinstatement.
Mursi had sacked Mahmud in November last year as part of a contentious decree in which he granted himself sweeping powers and placed his decisions beyond judicial review. Although Mursi later withdrew this presidential decree following immense public pressure, the decisions taken under it--including Mahmud's sacking--were protected under the constitution that came into force in December. Mahmud was replaced by the current prosecutor general, Talaat Abdullah.
Judge Sana Khalil announced, "The court ruled that the president's decision to sack Judge Abdel Meguid Mahmud is void and orders the minister of Justice to reinstate him."
Commenting on the decision, chairman of the Egyptian Judges Club, Ahmed Al-Zind, described this as "a victory, not just for the judiciary, but the Egyptian people."
Speaking exclusively to Asharq Al-Awsat, Zind stressed that Mahmud's sacking by President Mursi had been illegal, describing it as an "insult" to all Egyptians.
He emphasized that the decision by the court of appeal to reinstate the prosecutor general demonstrates that Egypt is not being governed according to "dreams, delusions and personal whims, nor by a ruling gang or clique."
As for rivals playing down the importance of this decision, Zind stressed that those taking this approach are "unimportant." He added, "This is not a battle, nor are they a match for the judiciary."
He said, "We know that this judgment is not the end of the road, but it has found a special place in the heart of every Egyptian. Every Egyptian takes joy and satisfaction [in this decision] in the midst of many things that have changed and gotten worse. This judgment demonstrates that the Egyptian judiciary does not bend and is not afraid to make the right decision."
He added, "This judgment has also demonstrated, to the entire world, that the proud Egyptian judiciary remains in good health."
As for what will happen now in Egypt, with two prosecutors general present on the judicial scene, Zind told Asharq Al-Awsat, "The judiciary said, very clearly, that the decision to sack the prosecutor general [Mahmud] has been annulled, while the presidential decree appointing a second prosecutor general has also been annulled. Therefore, everything based on [the presidential decree] is no longer in effect."
Zind also criticized the new Egyptian constitution, which President Mursi signed into law in December, saying, "A constitution that has been drafted overnight and that includes special articles to benefit special figures, such as Abdel Meguid Mahmud or [Vice-President of the Supreme Constitutional Court] Tahani Al-Gabali ... is not a real constitution."
He added, "A constitution that has been drafted to deal with a specific issue or to settle scores is not a real constitution, and this constitution will be annulled, God willing."
Zind concluded his remarks by stressing that those attempting to discredit this judicial decision are playing a dangerous game, and called on the media to ignore their concerns.
He said, "Our joy at this decision distracts us from all the other frivolous technical issues, and even if they challenge this ruling, it will remain."

[Bangla Daily Star] War crimes accused Salauddin Quader Chowdhury's counsel Ahsanul Haque Hena yesterday went to court with police protection and completed cross-examination of the 22nd prosecution witness in the case.
The BNP leader's counsel was brought to the tribunal this way as he had earlier sought police protection to get the court on hartal ... a peculiarly Bangla combination of a general strike and a riot, used by both major political groups in lieu of actual governance ... days.
Defence counsels not showing up at the international crimes tribunals during hartal days had almost become a norm and the court had to on several occasions adjourn proceedings for this.
On Wednesday, the tribunal had suggested that the prosecutor contact a police commissioner so that Ahsanul Haque Hena could be brought to court from his Gulshan home with police protection.
Yesterday, Ahsanul cross-examined Anil Baran Dhar, 68, who had narrated the Mighty Pak Army's atrocities in which his family and relatives had been killed and he was maimed.
On March 19, Anil in his deposition had told the International Crimes Tribunal-1 that SQ Chowdhury was there when the Mighty Pak Army sprayed bullets on him, his father and uncles at their house in Raozan of Chittagong on April 13, 1971.
The witness said he was hit in the back and left arm. Later, his arm had to be amputated from the elbow.
Anil during the cross-examination said he filed a case in 1972 with Raozan Police Station accusing 16 people including SQ Chowdhury and his father Fazlul Quader Chowdhury.
He said he could not remember whether charge sheet was submitted against SQ Chowdhury and his father.
In reply to a question, the witness said the Mighty Pak Army first went to Raozan on April 13, 1971.
Ahsanul Haque suggested that he along with his parents and uncles went to India after March 7, 1971, and no such incident actually took place.
"It's not true," Anil said.
The defence counsel suggested that he was injured in road accident in India, which resulted in the amputation of his arm.
The witness said it was not true.
The defence counsel yesterday also asked several questions on the topography of the witness's village.
After the cross-examination was completed, the tribunal adjourned the proceedings until April 1.

A senior North Korean official has assured Chinese tour operators that there will be no war on the Korean Peninsula. The assurance came at a time when the North is ratcheting up its belligerent rhetoric.
Visiting Xian in Shaanxi Province in mid-March, Kim To-jun of the North's General Bureau of Tourism, told Chinese tour operators, "Don't worry. There'll be no war on the Korean Peninsula, so send as many tourists as possible."
The regime is expected to resume package tours in July via non-stop flights between Xian and Pyongyang. The route opened in July 2011 and the package tours started a year later.
So exactly what do you see on the package tour?
A source speculated, "It seems that the North is trying to make money by assuring Chinese people that there is no danger of war, while the threats against South Korea are mostly for domestic political purposes.

Normally this statement wouldn't make sense since, given North Korea's rhetoric, a third party WMD attack on the US might trigger massive nuclear retaliation against the Norks.
By definition this would be a chain of events the Norks could not influence.
The Nork's statement makes sense however if they believe that the US would not retaliate under any circumstances and if they expected the Chinese to share this premise.
9/11 triggered military action by the US, but not retaliation ("Enduring Freedom" not "Infinite Justice") so the Nork's premise isn't irrational, unfortunately.
[An Nahar] Defense Secretary Chuck Hagel said Thursday that the United States was "prepared to deal with any eventuality" from North Korea and warned that danger from Pyongyang was on the rise.
"We will unequivocally defend -- we are unequivocally committed -- to that alliance with South Korea as well as our other allies in that region of the world," Hagel told news hounds.
"We will be prepared -- we have to be prepared -- to deal with any eventuality," Hagel said after the United States flew two nuclear-capable B-2 stealth bombers on a mission over South Korea.
"We must make clear that these provocations by the North are taken by us very seriously and we'll respond to that," Hagel said.
Tensions have risen sharply with North Korea, which in recent months launched a long-range rocket, tested its third nuclear bomb and threatened to attack U.S. bases in the Pacific as well as the U.S. mainland.
"I think their very provocative actions and belligerent tone has ratcheted up the danger," Hagel said.
The B-2 overflights were considered a major step as the United States rarely publicly announces such tests, which anger Pyongyang.
Hagel denied he United States was acting provocatively. General Martin Dempsey, the top U.S. military officer, said that the decision to send the B-2s was more about South Korea and Japan.
"Those exercises are mostly to assure our allies that they can count on us to be prepared and to help them deter conflict," Hagel said.
U.S. policymakers have expressed concern ...meaning the brow was mildly wrinkled, the eyebrows drawn slightly together, and a thoughtful expression assumed, not that anything was actually done or indeed that any thought was actually expended... that South Korea or Japan might seek nuclear weapons of their own in response to North Korean threats, a prospect that most analysts believe remains distant.
Dempsey said that despite North Korea's rhetoric, its military's movements have been "consistent with historic patterns" during training exercises.

I know jung-un is an expert in sub warfare, conclusively proving that hogies > grinders, but from a pure agit-prop his gun picture the other day does meet the macho check. Compare to the official President "I do skeet" Obama release. Then there is Jawn f'n Ketchup who nobody takes seriously, balls bouncing off his head. Our chief diplomat built his career on our soldiers being double bad and war is a sad thing - what sort of negotiating power is that other than signing checks. Even back in the late 80s [that's even when the Trunks were in the WH], I figured the politicians wouldn't let us pre-deploy to our wartime positions fearing it would 'provoke' the Norks. We'd get permission to unass Camp Casey when the SCUDs would start impacting [probably HE mixed with chemical]. Given there were only two exits to one main north-south two lane road outside the gate, likely congested with a lot of fleeing locals, it wasn't going to be pretty. The topographical cul-de-sac that is Casey meant that on a non-emergency basis to get the division elements out the gates required over 24 hours of a controlled mounted road march. Even if you knocked down the fences for more egress access, it still left you on that two lane road with everyone else.
Should it hit the fan, the US has less than 24 hours to unleash a nuclear response, otherwise she's all over. The US 2nd Infantry Division, supporting elements, civilian employees, contractors, and all dependents are a write-off.

North Korea isn't a big country, and the important bits are still within thirty miles of the border north of Seoul. They've had fifty years to zero in all possible firing positions along that arc. Can one hope that there's *some* sort of plan to deal with the barrage?
I still don't understand why South Korea wasn't on Iron Dome like white on rice as soon as it proved its worth last year. A crash implementation over the winter might have saved 10,000 civilians any minute now...

Germany will reportedly request the placement of Hezbollah on the EU's list of terrorist groups if suspicions are confirmed that the organization was behind the bus bombing in Bulgaria last year. What's stopping them?
According to Spiegel Online, after talks with representatives of the American Jewish Committee and security experts, German Interior Minister Hans-Peter Friedrich said he favored banning the group in Europe.
In early February, Tsvetan Tsvetanov, then Bulgaria's Minister of Interior, made an official statement saying the probe on the attack that killed five Israeli tourists and a Bulgarian bus driver gives grounds to believe it was organized and carried out by Hezbollah's military wing.
Bulgaria's caretaker government has declared that will not initiate the technical procedure for listing Hezbollah as a terrorist organization in the European Union.
Only two EU countries currently label Hezbollah a terrorist organization--the UK and the Netherlands. The UK blacklists only the military wing of the Shiite organization.
Blacklisting the organization could allow regional authorities to clamp down on financial flows to the group and open the way for freezing assets linked to Hezbollah in Europe.

The father of Eric Harroun talked to ABC15 a day after his son was arrested and charged with conspiring to use a weapon of mass destruction.
Darryl Harroun spoke from the yard of his Phoenix home, saying that his son is no terrorist.
"They treat Eric like a hero over there," he said. "He was trying to save lives." Whose, exactly?
Eric Harroun was seen in a YouTube video along with Syrian rebels seemingly claiming victory for a downed chopper.
According to the FBI, Harroun has been fighting against the Syrian government since January. He did not hide his actions and posted several pictures on Facebook.
"He was working with the same rebels that Obama was going to fund," said Darryl Harroun. It's different when Champ does it...
The FBI alleges that Eric Harroun aligned himself with a group that has links to al-Qaida in the fight against Bashar al-Assad's regime.
"It is funny really to me," said his father. "Anyone who knows Eric knows he is 100 percent American."
Darryl also said that his son was quietly working for the CIA and even turned over a terrorist.
"I don't understand what these charges are about," he said. Then you should consult with a lawyer...
Erric Harroun is not being charged with providing material to support a terrorist group, but conspiring to use a weapon of mass destruction outside the United States. The law applies to all U.S. nationals and makes no exception for anyone who may be fighting a hostile regime.
A Pakistani court on Friday extended by 15 days the pre-arrest bail period of Pervez Musharraf in a series of cases in some of which he was a proclaimed offender, but barred the former military ruler from leaving the country.
A single member bench of the Sindh High Court accepted 69-year-old Musharraf's request for extension of bail, which was granted before he arrived back in the country.
The court, however, ordered the former president not to leave the country without taking its permission. The pre-arrest bail serves to prevent his arrest for past charges.
While coming out of the court complex, Musharraf was shoed by a lawyer. Angry scenes were witnessed and people, including groups of lawyers, shouted slogans against him.
Footage on TV showed the shoe flying through the air and landing in a group of people in front of Musharraf.
The shoe hurled allegedly by advocate Tajammul Lodhi in the corridor did not hit Musharraf and he was escorted safely out of the court by security personnel. Lodhi was detained and taken to an undisclosed location, the Geo TV reported.
This was not the first time that a shoe was hurled at Musharraf. In 2011, a man tried to hurl his shoe at him when the Pakistani leader was addressing a gathering in Britain.
Baghdad Municipality asked local Iranian companies to participate in the rebuilding of the city, Fars news agency reported.
Baghdad mayor's administrative and technical assistant Naim Kabi met with Economic Counsellor of Iran's embassy, Bagher Juwayni, and the sides discussed possibility of Iranian companies participating in rebuilding the city's infrastructure.
Naim Kabi noted at the meeting that that the Municipality soon plans to implement new development project that would require world's leading companies to participate. Speaking of Iranian companies, Kabi noted that those would in particular be useful in the housing sector.
It was also noted at the meeting that the delegation from Iran's Mashhad city will be visiting Baghdad soon, not only to expand relations but also to review the development plan.

France will uphold the EU embargo on weapon deliveries for Syrian rebels after all, changing course from just two weeks ago, according to comments Thursday by President Francois Hollande, dpa reported.
"Just kidding, you guys!"
France would have to be convinced that the weapons would not fall into the hands of terrorists, Hollande said in an interview with France 2.
"At the moment, we do not have this guarantee," Hollande said.
Well someone's common sense tingled...
Just two weeks ago, France and Britain did not exclude the possibility of weapon deliveries for the Syrian opposition. If necessary, they were prepared to go it alone with the deliveries to opponents of Syrian strongman Bashar al-Assad.
Many EU countries and the United States are worried that such deliveries will put weapons of war into the hands of Islamist militants who would use them for terrorist attacks in Europe or nearby Israel.

[An Nahar] Syrian opposition chief Ahmed Moaz al-Khatib, who surprised everyone by resigning his post, will complete his six-month term before stepping down, a U.S. official said Thursday.
Khatib, a former imam, was only elected to head the Syrian opposition coalition in November after significant pressure from Washington to get the rebels to unify and be more inclusive.
He resigned from his post on Sunday, five days after the controversial election in Istanbul of interim prime minister Ghassan Hitto, who some opposition leaders have complained was imposed on them by other nations.
But Khatib headed the Syrian opposition delegation that took over Syria's seat at an Arab League ...an organization of Arabic-speaking states with 22 member countries and four observers. The League tries to achieve Arab consensus on issues, which usually leaves them doing nothing but a bit of grimacing and mustache cursing... summit in Doha this week, and there were doubts over whether he would indeed step down.
"Our understanding is that he has now said that he will fulfill his responsibilities. He was named president for six months," State Department spokeswoman Victoria Nuland said.
Khatib was now in discussions with "Hitto and various other members of the opposition remain in dialogue with each other about the best way forward," she told journalists.
A six-month term would likely expire for Khatib some time in May.
"We are emphasizing to all of them to remain unified, remain effective and to keep their eye on the ball, which is to help the Syrian people... achieve their aspirations in the future," Nuland said.
"What's important to us is that they continue working together on a better future for Syria."
Stylish and intellectual in appearance, Khatib with his salt-and-pepper beard and Western suits -- but never a tie -- has taken risks to impose his convictions, albeit with calm determination.
In February, he surprised both his allies and the Assad regime by offering to open talks with the Damascus ...Capital of the last remaining Baathist regime in the world... government, subject to conditions including the release of 160,000 detainees.
The Syrian regime rejected conditional talks as some of Khatib's detractors in the opposition labeled his offer traitorous and incoherent.
Khatib rejected such accusations.
"I cannot accept that those who talk about negotiations are accused of treason," he said.
"Some have told me that men of politics do not talk this way... I say to them: I am just a revolutionary."

[An Nahar] The kidnappers of Hussein Kamel Jaafar, who have taken him to the town of Yabroud in Syria, have asked for a one-million-dollar ransom, the state-run National News Agency reported on Thursday.
Meanwhile, sources denied to LBCI television that Arsal Municipality head Ali al-Hujairi had headed to the Syrian town of Yabroud to negotiate with the kidnappers, noting that there are "nonstop efforts" to release the abductee.
NNA said the demand for ransom came during a phone conversation between the Jaafar clan and the man whose kidnapping led to a wave of sectarian abductions that started last Sunday.
Yabroud is a Syrian town located in Reef Damascus and lies near Lebanon's eastern border.
Later Thursday, the Jaafar clan released Khaled Ahmed al-Hujairi in the area of Sahlat al-May in Hermel after kidnapping him in Shaat in the Bekaa valley's north.
Al-Hujairi, who hails from the northeastern town of Arsal, contacted the Internal Security Forces Intelligence Branch which sent patrols to the area and took him to Hermel's police station.
NNA said gunmen in a black GMC had abducted al-Hujairi while he was riding his pickup truck.
