In Kentucky: Estimated $72 Million in Medicaid Payments Made to Ineligible Beneficiaries
[Free Beacon] An estimated $72 million in Medicaid payments were made to potentially ineligible beneficiaries in Kentucky, according to an audit from the agency's inspector general.

The audit found the state agency in Kentucky did not always determine eligibility status for Medicaid benefits in line with federal and state requirements and that the agency did not keep paperwork noting it verified citizenship status.

In order to receive Medicaid benefits, the state must verify citizenship or nationality status and have documentary evidence. The state can conduct this verification process through the Social Security Administration.

The audit found the state determined eligibility status for Medicaid benefits without having such documentation and could not show that they received a citizenship verification response from the Social Security Administration.

"The state agency did not always meet Federal and State requirements when making eligibility determinations because of both human and system errors," the report states. "The state agency did not always perform, or maintain documentation that it had performed, identity-proofing because of both human and system errors related to processes implemented in response to the ACA that affected eligibility determinations for non-newly eligible Medicaid applicants."

Gunman opens fire at Ohio judge, who takes out gun and fires back
[INDEPENDENT.CO.UK] A judge in Ohio returned fire at a man who "ambushed" him outside his courthouse, officials say. The judge was maimed, and the suspect killed, in an 8am shoot out.

Jefferson County Judge Joseph Bruzzese Jr was heading to work at a courthouse in Steubenville, Ohio, where he had worked for 20 years, when he was attacked by a lone gunman.

The 65-year-old judge was shot in the stomach and chest, and was rushed to the hospital via helicopter. Local news hounds said he was taken into surgery and is in stable, pH balanced condition. Witnesses reported he was able to speak after being shot.

Jefferson County Sheriff Fred Abdalla said the suspect in Monday's shooting waited in a car outside the courthouse for almost an hour before Mr Bruzzese arrived. When he arrived, the suspect got out of the car and began shooting, walking toward Mr Bruzzese until he was nearly in point-blank range.

The sheriff said Mr Bruzzese returned fire. A nearby probation officer who witnessed the incident also began shooting at the suspect.

Man who shot Ohio judge was father of high school football player convicted of rape

[BusinessInsider] The man who shot a judge outside a county courthouse before being bumped off by a probation officer was the father of a Steubenville High School football player who was convicted of rape in 2013, authorities said Monday.

Jefferson County Judge Joseph Bruzzese Jr. was shot at around 8 a.m. near the courthouse in Steubenville, just across the Ohio River from West Virginia's northern panhandle, roughly 30 miles west of Pittsburgh.

Authorities identified the gunman as Nathaniel "Nate" Richmond, the father of Ma'Lik Richmond. Ma'Lik served about 10 months in a juvenile lockup after being convicted with another Steubenville High School football player of raping a 16-year-old girl during an alcohol-fueled party in 2012.

The case brought international attention to the eastern Ohio city of 18,000 and led to allegations of a cover-up to protect the football team.

Ma'Lik Richmond is currently on the Youngstown State football team but isn't allowed to play in any games, the school said earlier this month in responding to criticism surrounding his participation.

[Mail] Thanks to Monday's solar eclipse, disastrous traffic jams have been taking over the country these last few days.

And as folks leave the first coast-to-coast solar eclipse since 1918, the U.S. Department of Transportation estimated that nearly two-thirds of the nation's resident live withing a day's drive of the path of totality.

And with Oregon being the first to see the eclipse, it and neighboring state Washington are experiencing the worst bouts of the traffic jams.

'This is the biggest transportation event that has ever hit Oregon,' Dave Thompson, a spokesman for the Oregon Department of Transportation told AP.

Oregon expected over a million people to be in attendance for the eclipse.

#7  Friends and acquaintances around Carbondale, Illinois (~35K inhabitants with roughly 200K 'eclipse visitors') reported 'madhouse' conditions as far as traffic was concerned. They're not used to traffic jams like their upstate brethren.

Although they said that almost everyone was trying to be courteous and attentive while driving. Not so much in picking up their own trash, though.

The traditional method puts very high selection pressure on the sperm involved, so that only the best make it to the egg. Y sperms are sprinters, so will are more likely to get to the egg first if it is later in the cycle and descended into the uterus, while X sperms are marathoners, and are more likely to get to the egg earlier in the cycle while it is still wandering down the fallopian tube. The turkey baster method puts no pressure on the sperm, increasing the probability that it will be a poorer quality one that wins.

Separately, conceiving after the woman has reached thirty increases the chance of mutations, and after forty significantly so -- the probability of Down Syndrome increasing to 1:200 is only the most well known; the total known risk of genetic abnormalities in women 40+ being 1:38, and for 45+ it is 1:12.

Hundreds confess to eating human flesh in South Africa
Hundreds of people allegedly confessed to eating human flesh given to them by one of four men facing cannibalism charges in South Africa, reports say.

The four accused cannibals -- Nino Mbatha, 32; Lindokuhle Masondo, 32; Sthembiso Sithole, 31, and 30-year-old Lungisani Magubane -- appeared in court on Monday in Estcourt to face charges of murder and conspiracy for allegedly raping, killing, mutilating and then eating the body of a woman, The Witness reports.

One of the suspects allegedly walked into a police station in the central South African town on Friday while holding human body parts, including a leg and a hand, and confessed to being "tired of eating human flesh," according to the newspaper.

Police found more body parts at a home in the Rensburgdrift section of Estcourt, a town in the country’s KwaZulu-Natal province.

Tensions in Togo as anti-Gnassingbe rally turns deadly
[Al Jazeera] Tensions have erupted in Togo after protests against the ruling Gnassingbe family dynasty over the weekend turned deadly.

Two protesters were killed and 12 gendarmes were maimed in Sokode, 338km north of the capital, Lome, when security forces opened fire to break up demonstrations, the security ministry said on Saturday.

Tikpi Atchadam, Togo's opposition leader and president of the PNP party, put the corpse count at seven on Saturday night.

President Faure Gnassingbe has been in power in the West African country since the 2005 death of his father, Gnassingbe Eyadema, who had been at the helm for 38 years.

Chanting "50 years is too long!", thousands erupted into the streets of Lome on Saturday calling for the reinstatement of the constitution limiting terms. Security forces fired tear gas to disperse them.

3 die in fighting in Donetsk


A total of two soldiers from the Ukrainian army and one from the the Russian backed rebel forces were killed in the Sunday evening attack in northern Donetsk, according to Russian language news accounts.

According to a statement posted on the website of the Donetsk ministry of defense webpage the Ukrainians lost two killed in action and another five were wounded in the probe they launched.

Rebel media said that one soldier was killed in the operation.

The Ukrainian ministry of defense denied the operation even took place, and has said that the news of it originated in social media.

On Monday, Ukrainian said that five of their soldiers were wounded in Donetsk in ongoing shelling.

A report posted on the website of lb.ua said that the rebels fired artillery on Avdievka, Peski and Opytnoye from 1800 hrs to midnight. Rebels used 82mm and 120mm mortars and, according to the report, 16 rounds from a 122mm rocket artillery platform, a BM-21.

One Ukrainian soldier was wounded in Opynoye.

The news report also said that Ukrainian commanders in the area offered the rebels a ceasefire, to which they agreed. But the rebels subsequently violated the ceasefire.

A separate report from lb.ua said that rebel fire hit Avdievka and Zaitsevo Monday evening. Rebel commanders used mortars at first before switching to BMP-2 and small arms fire.

Another report said that rebel fire damaged nine buildings in Zaitsevo Monday afternoon, while intending to hit residential buildings. All the buildings damaged were agricultural or other non residential buildings.

Rebel mortar fire was reported at 0500 hrs Monday in Lugansk, around Troiskoye.

Rebel media said that Ukrainian artillery fire hit Gorlovka Monday afternoon, which is directly adjacent to Zaitsevo, causing nearby fields to burn.

North Korea warns Australia that supporting Trump is a 'suicidal act'
[Guardian] North Korea has warned Australia it has committed a "suicidal act" by committing its troops to help the US in any conflict over Pyongyang’s nuclear program and by joining military exercises with US and South Korean forces.

The official KCNA news agency noted that the Australian prime minister, Malcolm Turnbull, had recently vowed his country’s military would fight alongside the US if the latter was attacked by North Korea.

The prime minister told 3AW last week that Australia and the US were joined at the hip on defence matters, and "if there is an attack on the US, the Anzus treaty would be invoked" and Australia would come to the aid of the United States.

In response to the warning from North Korea, Turnbull hit back on Monday night, issuing a short statement saying: "North Korea has shown it has no regard for the welfare of its own population, no regard for the security and good relations with its neighbours and no regard for international law."

In a rare show of tension between the military and Erdogan, Ottoman Turkish media reported that Lieutenant General Zekai Aksakalli had wanted to resign from the armed forces after he was moved from special forces chief to a less significant position.

He was praised for ordering Sergeant Omer Halisdemir to kill one of the suspected ringleaders, Brigadier General Semih Terzi, on the night of July 15.

By shooting Terzi dead outside special forces headquarters in Ankara, Halisdemir broke the putschists' chain of command although he was subsequently killed by the plotters.

Eighteen suspects went on trial in February accused of deliberately killing Halisdemir, who has since become a national hero with public places including parks named after him.

The demotion came after a shake-up of the armed forces as Turkey replaced its land, air and naval commanders of the military during the August 2 meeting.

Never Trump'r Mark Cuban offers to serve as Trump's 'entrepreneurial czar'
[The Hill] Business mogul and Dallas Mavericks owner Mark Cuban on Friday offered to join President Trump's administration now that two of his economic councils have disbanded.

Cuban told Business Insider that he'd be willing to serve as Trump's "entrepreneurial czar," on the condition that he would have "autonomy" and wouldn't have to serve as a prop for the Trump administration.

"I would put aside my personal feelings about Donald Trump if I were put in a position to help entrepreneurs," Cuban told Business Insider.

"I wouldn't go on a council. I wouldn't do a kiss the ring type Cabinet meting or be a prop. I wouldn't change my positions or apologize for anything I said," Cuban added.

In an email exchange with the news outlet, Cuban said he would "put America first" if given a "Gary Cohn level of autonomy," referring to Trump's National Economic Council director.

It seems unlikely that Trump would make such an offer, as Cuban routinely criticizes the president.

Teenager drowns in River Jhelum while trying to win bet
[DAWN] A teenager from Gujranwala district of Punjab drowned when he dived into the River Jhelum to go across it after his friends allegedly offered him a smartphone and Rs15,000 if he performed the daring act.

Ali Abrar, 19, was swept away by strong currents when he threw himself into the waters at Kuneer Picnic Point on Friday evening.

According to the footage going viral on social media, the boy disappeared in the water moments after diving into the river.

It was reported that Ali Abrar was not interested in jumping into the river, but he did so on the insistence of his friends. The victim’s friends were heard crying and asking for help immediately after he jumped into the river.

Man kills wife, sister in suspected 'honour killing'
[DAWN] A man allegedly bumped off his wife and sister in the name of 'honour' on Monday in the village of Atta Golata in Sindh's Kashmore district, police officials told Dawn.

Station House Officer (SHO) Mohammed Saleem Pathan said the suspect, Nadeem Golato, opened fire on his wife Babra, 20, and sister Ameera, 15, after an altercation and managed to flee the scene.

Egypt's Al-Azhar's grand imam says Islamic inheritance law is 'not up for reinterpretation'
[AlAhram] Ahmed al-Tayeb, the grand imam of al-Azhar, said on Sunday that some Islamic rulings, including the laws of inheritance, are definitive and not up for reinterpretation ‐ an apparent response to Tunisian efforts to eliminate gender inequality in inheritance law in their country.

Al-Tayeb, as head of the highest seat of Sunni Islamic learning, made the comments in a statement late on Sunday, thus joining the debate sparked by the Tunisian president's call for equal inheritance rights for men and women.

Last week, President Beji Caid Essebsi said that his country is seeking to establish equality in matters of inheritance, making Tunisia the first Arab Sunni nation to take such a step.

"Al-Azhar rejects categorically the intervention of any policy or regulations that affect/change the beliefs of the Moslems or the rulings of their Sharia or tamper with them," al-Tayeb said in his statement.

The senior scholar said that some texts that are clear and direct in their meaning cannot be subjected to re-interpretation, such as those verses of the Koran relating to inheritance.

"There is no room for re-interpretation, and it is not accepted by the public or non-specialists, whatever their culture," the statement read.

Such rulings should not be changed, the imam said, adding that such ideas "provoke the Moslem masses who adhere to their religion, and endangers the stability of Moslem societies."

"It must be known to everyone that jurisprudential law is logical, as agreed scientists, and rational," the statement added.

In a statement last week, Sheikh Abbas Shuman, the deputy head of al-Azhar, said equality in inheritance is "unjust for women and is not in line with Islamic Sharia."

He said that "the call for equality in inheritance between genders is unfair because women can already inherit more than men in some instances."

According to Sunni Islam, a daughter inherits half that of a son.

There are some instances, however, where females might inherit more than other male relatives who are part of her extended family.

Last week's statement from Shuman also denounced a call by President Essebsi to amend the Tunisian law to allow for marriage between a non-Moslem man and a Moslem woman.

"Such a marriage would obstruct the stability of marriage," Shuman said, arguing that a non-Moslem husband would not allow his Moslem wife to practice her beliefs as he is not a believer in her religion.

A chicken came home to rest this weekend when a wannabe Bill Ayers tried to blow up a Confederate statue in Houston.

Fortunately, a park ranger stopped him and arrested him.

The news media has egged this on. Trump is Hitler! Confederate statues must go! Nazi speakers must be shut down.

#2  Antifa now enjoys Popular Front status. The painfully Beta news geek on the local affiliate was noted that Antifa was expected to put in a showing at Trump's rally in AZ, and the quote is: "..and Antifa is not afraid to destroy property". Seems pretty clear to me.

Secret Service nearing spending limit for protecting Trump: report
[The Hill] The Secret Service is nearing its spending limit for protecting President Trump and his family, the agency's director told USA Today.

Secret Service Director Randolph Alles said that 1,000 agents have already hit their annual salary and overtime limits. Alles added that he is in discussions with lawmakers to increase the pay caps for agents from $160,000 to $187,000 per year.

The increased spending is due in part to Trump's frequent travel from the White House to his properties along the East Coast. He returned to Washington late Sunday from a "working vacation" at his New Jersey golf club.
