Business as Usual: Russia Exhausts Its Reserve Fund

The Russian Ministry of Finance released an official statement, on January 10, 2018, confirming that all the money previously channeled into the Reserve Fund, as well as the interest it produced during the last 12 months, had been credited to the federal budget. So the Fund will be formally dissolved and closed on February 1, 2018 (Minfin.ru, January 10, 2018). This announcement was nothing new, since it was long ago predicted that all the assets from the Reserve Fund would be sold in 2017 to cover the state’s budget shortages. Moreover, Finance Minister Anton Siluanov told journalists last December that the government used 660 billion rubles ($11.7 billion) from the National Welfare Fund because the 1.5 trillion rubles ($30 billion) that remained in the Reserve Fund was insufficient to balance the books (TASS, December 26, 2017). Many experts pointed to this as a milestone in the Russian economy’s downward spiral (Rucompromat.com, accessed January 16, 2018). But as other observers have noted, the Russian authorities still possess enough financial reserves to balance the country’s finances this year (Echo Moskvy, January 2, 2018).

What looks concerning, however, is the Ministry’s move to abolish the Reserve Fund as such. Until last year, the National Welfare Fund had never been used for balancing the budget before. Its value changed with fluctuations in the ruble exchange rate. And some portion of it was invested in infrastructure projects—therefore, only 62 percent of it may be immediately mobilized (Rosbalt, January 1, 2018). The only steady decrease occurred between September 2017 and January 2018 (by $10.2 billion, or 13.5 percent). But since the taboo on using the Welfare Fund has now been lifted, new claims on its funds could materialize, not only from budget lobbyists but also from state-owned corporations. In October 2014, Rosneft’s director-general, Igor Sechin, unsuccessfully petitioned the government for 2.4 trillion from the Fund (RBC, October 28, 2014).

Going forward (2018–2020), the perspective for Russia’s reserve fund will likely resemble 2012–2014. Global oil prices seem to have largely stabilized, which is a comfortable situation for Russian leaders. From 2018, oil exports could add up to $20 billion per year to Russia’s reserves, while entirely eliminating the budget deficit. That said, a new international financial meltdown or another foreign policy “adventure” could easily lead Russia into a new crisis, with reserves once again being depleted.

Russia’s problem lies not in any difficulty with amassing reserves; the problem is with managing them. Russian authorities are able to exchange the reserves into dollars, euros or pounds, and to secure them by buying either US or European government bonds. What they lack is a mechanism similar to the one used by Norway’s Government Pension Fund Global—in this case, the majority of the fund is invested in shares rather than bonds (65.9 versus 31.6 percent), while the holdings are highly diversified (around 9,000 companies in 77 countries) and secured (with up to 18,000 futures and credit default swap deals). For Norway, this produced an average return of 9.2 percent per annum for 2013–2017, on a fund that amounts to $1 trillion (Nbim.no, accessed January 16, 2018). Yet, there are no similar policies on the horizon for Russia’s reserve fund.

Baltimore Police commissioner Kevin Davis fired by Mayor Pugh, citing rising crime
yet Marilyn Mosby still has a job
Mayor Catherine Pugh fired police commissioner Kevin Davis on Friday, citing the need to get a handle on Baltimore’s record levels of violence.

Deputy Commissioner Darryl D. DeSousa, the top commander in the police department’s patrol bureau, will take Davis’ place, effectively immediately. Pugh said his appointment will be eventually made permanent.

After 2017 ended with a historic 343 homicides, the mayor said she decided a change of police leadership was necessary.

"As I have made clear, reducing violence and restoring the confidence of our citizens in their police officers is my highest priority," Pugh said in a statement. "The fact is, we are not achieving the pace of progress that our residents have every right to expect in the weeks since we ended what was nearly a record year for homicides in the city of Baltimore."

Davis could not immediately be reached for comment.

DeSousa, at a morning news conference with Pugh, said he "has a lot of respect" for Davis and wishes him well. He also said he knows city residents are "frustrated and they want answers and they want change, and it’s going to happen."

Hence very little surprise at the commissioner being fired, and all the cops getting arrested.

UNRWA to receive an additional $1 million?
The Middle East Forum (MEF), an organization promoting American interests through activist, intellectual, and philanthropic efforts, has offered UNRWA $1 million - in exchange for the fulfillment of several conditions.

In a statement, MEF President Professor Daniel Pipes said, "Despite UNRWA's long record of misbehavior: incitement against Israel, supporting violent attacks on Jews, and corruption, we are prepared to help UNRWA, conditional on it making some reforms."

"We are delighted to contribute in solidarity if UNRWA takes steps to end the Palestine refugee problem.

"The Forum's contribution requires UNRWA to end the automatic registering in perpetuity of (1) the descendants of refugees, (2) those who hold a nationality, and (3) those who live in their purported homeland, the West Bank and Gaza.

"Making these technical changes puts it in line with all other refugee agencies and reduces the number of Palestine refugees from 5.3 million to around 20,000. Our one-million-dollar donation will go a long way to meet the humanitarian considerations of this small and diminishing number."

Intelligence report exposing extensive FISA abuse could lead to the removal of senior government officials. Jail time?
A review of a classified document outlining what is described as extensive Foreign Intelligence Surveillance Act abuse was made available to all House members Thursday and the revelations could lead to the removal of senior officials in the FBI and Department of Justice, several sources with knowledge of the document stated. These sources say the report is "explosive," stating they would not be surprised if it leads to the end of Robert Mueller’s Special Counsel investigation into President Trump and his associates.

The House Intelligence Committee passed the motion along party lines Thursday to make the classified report alleging extensive ’FISA Abuse’ related to the controversial dossier available to all House members. The report contains information regarding the dossier that alleges President Trump and members of his team colluded with the Russians in the 2016 presidential election. Some members of the House viewed the document in a secure room Thursday.

Rep. Peter King, R-N.Y., offered the motion on Thursday to make the Republican majority-authored report available to the members.

"The document shows a troubling course of conduct and we need to make the document available, so the public can see it," said a senior government official, who spoke on condition of anonymity due to the sensitivity of the document. "Once the public sees it, we can hold the people involved accountable in a number of ways."

The government official said that after reading the document "some of these people should no longer be in the government."

The document also apparently outlines "several problematic" issues with how FISA warrants were "packaged, and used" state several sources with knowledge of the report.
Over the past year, whistleblowers in the law enforcement and intelligence community have revealed to Congress what they believe to be extensive abuse with regard to FISA surveillance, as previously reported.

The dossier was used in part as evidence for a warrant to surveil members of the Trump campaign, according to a story published this month. Former British spy Christopher Steele, who compiled the dossier in 2016, was hired by embattled research firm Fusion GPS. The firm’s founder is Glenn Simpson, a former Wall Street Journal reporter who has already testified before Congress in relation to the dossier. In October, The Washington Post revealed for the first time that it was the Hillary Clinton campaign and the DNC that financed Fusion GPS.
Congressional members are hopeful that the classified information will be declassified and released to the public.
"We probably will get this stuff released by the end of the month," stated a congressional member, who asked not to be named.

But the government official, who viewed the document said "it will be tough for a lot of people to see this and especially the media, which has been attempting to deemphasize the dossier. It’s going to punch a hole in their collusion narrative."

The House vote to make the report available to all members is a major step in exposing the long-guarded classified documents obtained by the House Intelligence Committee over the past year. It allows members of the House to view the report and could quickly lead to a motion to declassify the report for the public, numerous House members told this reporter.

"It’s a (House Intelligence) committee document that deals with the assessment on the Department of Justice, FBI and the oversight work that is being conducted by the committee," said a congressional source, which spoke on condition that they not be named.

Rep Mark Meadows saw the memo and said the following: " I viewed the classified report from House Intel relating to the FBI, FISA abuses, the infamous Russian dossier, and so-called "Russian collusion." What I saw is absolutely shocking."

Will the memo blow-up the faked Mueller Trump Russian collusion allegation/investigation and point it in the direction that it belongs--towards the Dems?--smack dab in the camp of Hillary, the apparatchiks and the Dems.

There are others like Susan Collins (Maine) or Johnson (Wisconsin), but they are not in bomb proof Red State seats. But all of those first listed can be replaced without risking a loss, and replaced with solid conservatives.

A little more than a year into President Donald Trump’s term and much remains the same. Liberals still claim he is the modern incarnation of Hitler or Satan. Never-Trumpers continue to wait for the Administration to implode. Even so, if you look beneath the surface of rhetoric and denial, it quickly becomes clear the President Trump has become the "un-Obama", acting "to reduce government employment, deregulate, sanction radical expansion of fossil-fuel production, question the economic effects of globalization on Americans between the coasts, address deindustrialization, recalibrate the tax code, rein in the EPA, secure the border, reduce illegal immigration, or question transnational organizations."

According to the National Review, Obama was the first modern president to figure out how to prevent the national economy from growing 3% in a single year. He did so through "the efforts of a 24/7 redistributionist agenda of tax increases, federalizing health care, massive new debt, layers of more regulation, zero-interest rates, neo-socialist regulatory appointments, expansionary eligibility for entitlements, and constant anti-free-market jawboning that created a psychological atmosphere conducive to real retrenchment, mental holding patterns, and legitimate fears over discernable success." Add to that the militarization of agencies like the IRS and the DOJ, not to mention the EPA. Is it any wonder so many look at the Feds with suspicion and fear these days?

Trump Reportedly Told Stormy Daniels to Spank Him with an Issue of Forbes
There are new details about the president’s alleged relationship with adult-film star Stormy Daniels. According to a report by Mother Jones, Daniels once claimed that the president made her spank him with an issue of Forbes magazine.

The information came from an email exchange between two campaign consultants who worked with Daniels back in 2009, when she was considering running for Senator of Louisiana (one of her potential campaign slogans was "Stormy Daniels: Screwing people honestly.")

When one consultant, Andrea Dubé, expressed surprise that Donald Trump was listed as one of Daniel’s possible campaign contributors, the other consultant replied:

"Yep. She says one time he made her sit with him for three hours watching "shark week." Another time he had her spank him with a Forbes magazine."
Had it been 0bumhole, it would probably have been an old issue of Sesame Street.
None of Daniels’ reps have commented on the story, nor has Trump’s lawyer, Michael Cohen.

As for Trump, it is unclear how he feels about spanking, but his feelings about sharks are clear.

Time to update libel laws. The 14th Amendment has been grossly abused by SCOTUS to implement the failed Equal Rights Amendment. However, if they really want 'equal' rights there should never be two standards of libel, one for public and another for private citizens. There should only be one.

[AP via Right Scoop] The other week we wrote about how Israel had found a solution to the Muslim terror tunnels coming from the Gaza, and now we know what it is:

AP ‐ Israeli military officials on Thursday touted the secretive project as a major deterrent against what Israel has seen as a strategic threat since the last war against Hamas exposed the extent of the tunnels. Israel has made uncovering the tunnels from Gaza a priority and in recent months has demolished at least three through a combination of intelligence, infantry operations and hi-tech sensors.

Israel began construction of a 40-mile long underground wall last summer, aiming to prevent Palestinian militants from burrowing toward Israeli communities along the border.

The barrier ‐ hundreds of feet below ground, studded with sensors and topped by a 26-foot metal fence ‐ has an estimated price tag of $700 million and is on track for its slated completion in mid-2019, a senior Israeli military official said Thursday. Thus far, crews working 24 hours a day, six days a week have completed 4 kilometers (2.5 miles) of the 64-kilometer (40-mile) border barrier.

Wary of tipping off enemies, Israeli military officials were reticent to discuss particulars concerning the barrier’s tunnel detection capabilities, or precisely how far into the earth the wall goes.

"It’s deep enough," a senior Israeli military official said. Cranes hoisted 25-meter-long rebar cages into the air, and the official said "several get welded together" to form the concrete wall’s reinforced spine.

I used Google Maps to measure the border of the Gaza strip in terms of straight lines, and the entire border is roughly 30-40 miles long. So in effect Israel is building a wall around Gaza. You just can’t see it and we have no idea how deep it goes. But I’m quite certain it will go deeper than the terror tunnels would go.

In fact I think Israel might have their 40-mile underground wall built before we even get started on ours that is above ground and no doubt easier to construct. Trump will be so jealous!

Officials fear China compromised US covert communications, report says
[FOX] U.S. intelligence officials remain concerned that China has compromised the methods that the CIA uses to communicate with overseas informants, dampening agents’ enthusiasm after the Monday arrest of a former CIA officer for allegedly retaining classified information, The Washington Post reported.

Between 18 and 20 key CIA sources in China went dark from 2010 to 2012, in what US officials described as one of the worst intelligence failures in decades, according to the New York Times.

Investigators are examining the possibility that China compromised the informants by intercepting their communications with CIA handlers, the Post reported.

Among their considerations: Covert U.S. communications with informants have been intercepted by other countries with less sophisticated hacking capabilities than China, according to The New York Times.

Avoid the Intel Spectre type 2 patch
[theRegisterUK] Techies are scratching their heads after Red Hat pulled a CPU microcode update that was supposed to mitigate variant two of the Spectre design flaw in Intel and AMD processors.

This U-turn follows VMware, Lenovo, and other vendors, stalling on rolling out microcode patches after Intel admitted its firmware caused systems to fall over. It says it is working on better microcode.

In a note to IT departments, Red Hat confirmed the latest version of its microcode_ctl package will not contain any solution for CVE-2017-5715, aka Spectre variant two, a processor security blunder we previously detailed here.

That's because the Spectre workaround in the microcode was causing systems to become unbootable.

In order to mitigate “Spectre” CVE-2017-5715 fully, Red Hat strongly recommends that customers contact their hardware provider for the latest microprocessor firmware updates.

Red Hat Security is currently recommending that subscribers contact their CPU OEM vendor to download the latest microcode/firmware for their processor.

The latest microcode_ctl and linux-firmware packages from Red Hat do not include resolutions to the CVE-2017-5715 (variant 2) exploit. Red Hat is no longer providing microcode to address Spectre, variant 2, due to instabilities introduced that are causing customer systems to not boot.

The latest microcode_ctl and linux-firmware packages are reverting these unstable microprocessor firmware changes to versions that were known to be stable and well tested, released prior to the Spectre/Meltdown embargo lift date on Jan 3rd. Customers are advised to contact their silicon vendor to get the latest microcode for their particular processor.

A senior techie who spoke to us on condition of anonymity said it was “now a bit harder to see what we need to do to protect our systems.”

“Do we need hardware vendor patches, BIOS patches or what? Then manually add Intel Raw firmware patches to the OS? A real mess if you ask me,” our contact added.

Transparency for Fusion and the FBI Democrats vote to keep documents secret but Congress will see them.
[WSJ] The chance that Americans will learn what really happened between the FBI and Fusion GPS is growing with Thursday’s vote by the House Intelligence Committee to give every House Member access to key information. Soon the House should move to declassify all documents in the case that don’t jeopardize intelligence sources and methods so the public can get the complete story.

Intelligence Chairman Devin Nunes also moved Thursday to release to the public his committee’s interview with Fusion GPS co-founder Glenn Simpson. Every Democrat joined Republicans in voting for that public disclosure. Yet every Democrat voted against letting the rest of the House see a memo that will list the facts about the FBI’s use of FISA warrants to surveil members of the Trump campaign in 2016. Strange. What are Democrats afraid of?

Ranking Democrat Adam Schiff has been a loud voice for accountability regarding the Trump-Russia probe, but his outrage evaporates regarding the role that Fusion GPS and its Democratic financiers may have played in persuading the FBI to seek a warrant to eavesdrop on American civilians. What were the FBI’s reasons and the evidence it used to seek such an extraordinary writ?

All of this is relevant to the House’s recent vote to extend Section 702 that allows law enforcement to monitor foreigners. Mr. Nunes provided two closed briefings to Republicans last week as they prepared to renew Section 702, and he assured Members that he’d seen no evidence that government had abused 702 powers. But he also said he had seen evidence that law enforcement misused powers involving the surveillance of U.S. citizens as part of the FBI’s investigation into the Trump campaign.

Thus the vote to let all Members see a memo describing relevant classified documents at intelligence agencies. The Constitution and Congress impose strict rules on government surveillance of U.S. citizens, and the FISA court relies on the integrity of law enforcement when granting warrants. If a senior Member of the House is attesting to abuse, all of Congress should see the evidence before deciding how to respond.

FBI sources are telling the media that this will endanger national security. But all Members have top-secret clearance and can view any classified information that the House Intelligence Committee grants access to. They must adhere to nondisclosure agreements and are subject to the same criminal penalties for leaking classified information as FBI officials. Recall that former director James Comey leaked by his own admission.

Once the Members have a chance to see the details, the full House can also move to declassify as much as possible and "read in" the American people. The FBI played an extraordinary and troubling role in the 2016 election, and access to the facts of what happened shouldn’t be limited to FBI leakers, their media protectors and partisans in Congress.
Per Hannity: Congressman Jordan reviewed the classified memos on the FISA warrant abuse. Jordan said "when it's released to all of Congress and the American People, heads are going to roll in the DOJ and FBI." Now we know why that POS Rep. Adam Schiff doesn't want them released !

Mosul (IraqiNews.com) A mass grave containing the relics of 23 people, mostly police agents, was found in southern Mosul, a security source wasere quoted saying on Thursday.

The source told Baghdad Today that “local police in Mosul found a mass grave with 23 corpses, mainly belonging to local police”.

“Police found the grave at the village of al-Athba, al-Shura, 40 km south of Mosul,” according to the source, who added that the relics were handed over to forensic authorities.

10K said to be in graves near Raqqa

A senior Syrian medical official says members of the ISIL Takfiri terrorist group have executed 10,000 people and buried their bodies in mass graves across the country’s northern city of Raqqah.

Syrian Forensic Medicine General Director Zaher Hajo told Arabic-language and al-Watan daily that his colleagues had confirmed the presence of 4,000 bodies in one single grave.

Hajo went on to say that Syrian Health Minister Nizar Yazigi has ordered the formation of a committee in order to collect the remains of the victims and transfer them to the military hospital in the northwestern city of Aleppo.

He stated that identification of the victims, using their teeth and bones, will start next week, stressing that he will chair the committee.

Hajo said the mass graves have been found in areas now controlled by the so-called Syrian Democratic Forces (SDF) – a US-backed group of Kurdish and Arab forces.

The SDF said on October 20, 2017 that it had “liberated” Raqqah after driving out ISIL terrorists from the city, which served as ISIL’s de facto capital in the war-ravaged Arab country.

The US-backed forces later said the political future of the city and the province of the same name would be determined “within the framework of a decentralized, federal, democratic Syria.”

They don’t aspire to be like their self-appointed betters.

Some Americans just don’t need much; they don’t think there’s anything wrong with wanting to have a 1,500-square-foot house, watch football and go to church on Sunday. They don’t want to leave their hometowns to come to Silicon Valley or Washington, DC, or Manhattan. They place great value on community and living near family and carrying out family traditions.

That’s not hate, that’s not stupidity, that’s not racism ‐ it’s their own version of the American dream.

He injured three guards at a prison in northern La Belle France last week with a pair of scissors and a razor blade after hearing he could be extradited to the US.

If convicted in the US, he could face a maximum sentence of life in prison.

Nuclear review repudiates Obama policy
A leaked draft of the latest Nuclear Posture Review reveals that President Trump is preparing to boost U.S. nuclear weapons by developing new arms and modernizing older weapons and delivery platforms.

The draft review states that President Obama’s policy of cutting nuclear forces and reducing reliance on strategic weapons did not lead to cutbacks by Russia, China or North Korea. Instead, those nations have aggressively built up nuclear forces, potentially tipping the nuclear balance in ways that could upset the U.S. strategy to deter a nuclear war.

Mr. Obama outlined his nuclear policy in a landmark speech in 2009 in Prague, proclaiming he would seek a "world without nuclear weapons."

The last review, under the Obama administration in 2010, contained the flawed assessment that the threat from Russian nuclear forces had receded so dramatically that the United States could reduce its arsenal to levels even lower than those outlined under the 2010 U.S.-Russia New START accord. The treaty calls for limiting U.S. and Russian nuclear warhead levels to 1,550 deployed warheads by this February.

But instead of cutbacks, Russia under President Vladimir Putin has embarked on a major buildup of nuclear forces, including new missiles, launchers, submarines and bombers. Moscow also has adopted a military doctrine that places a greater emphasis on using nuclear arms in conflict.

Mulvaney requests no money to run consumer watchdog
Fauxcahontas's pet bank is getting dismantled
Mick Mulvaney, the acting head of an Obama-era consumer regulator, requested a peculiar amount to run his agency on Thursday: $0.

The Consumer Financial Protection Bureau, which was created in 2010 as part of the Dodd-Frank regulatory overhaul, will rely on a $177.1 million emergency fund to keep the lights on during the next quarter, Mulvaney wrote in a letter to the Federal Reserve that was posted on Thursday.

The agency would only need $145 million for the next three months, he added.

"Simply put, I have been assured that the funds currently in the Bureau Fund are sufficient for the Bureau to carry out its statutory mandate for the next fiscal quarter while striving to be efficient, effective, and accountable," Mulvaney wrote.

In October, Mulvaney's predecessor Richard Cordray requested $217 million for the quarter, according to letters posted on the agency's Web site.

Last January, Cordray had asked for $145.7 million.

The CFPB has accumulated a budget surplus, intended for emergencies, for several years, although it's not clear how large it's been in the past, according to one agency insider.

There are no restriction on how the CFPB can use money from the surplus funds, and it shouldn't affect spending, the person said. Mulvaney, who had called the CFPB a "sick, sad" joke prior to his appointment by Trump late last year, has sought to transform the agency, which regulates loans, credit cards and other consumer financial products.

Opponents of Mulvaney say that he was appointed illegally, and that the move is way to hobble the regulator.

"Not only do we have an acting director trying to destroy his agency, he's there illegally," Ilann Maazel, an attorney representing a credit union that's suing Trump over the appointment, told The Post." It's a totally intolerable situation."

In his letter, Mulvaney framed the $0 request as a prudent fiscal concern.

"While this approximately $145 million may not make much of a dent in the deficit, the men and women at the Bureau are proud to do their part to be responsible stewards of taxpayer dollars," he said.

How defunding Planned Parenthood could wipe out transgender healthcare
[Guardian] Unbeknown to many, Planned Parenthood is one of the largest sources in the US of transgender healthcare. The embattled provider offers hormone replacement therapy, which helps a person’s body appear more masculine or feminine, at dozens of its locations, and a growing share of its staff are trained to perform routine sexual health exams for trans patients.

"They are one of the most important providers of trans healthcare in the country," said Harper Jean Tobin, the director of policy for the National Center for Transgender Equality, adding that their clinics are some of the few transgender healthcare providers located outside major cities. "Many of their clinics are the only places for miles around that trans people can go to for hormone therapy, HIV tests, and pap smears, and not face discrimination."

With Congress on the brink of attempting to defund Planned Parenthood because of its role as an abortion provider, those services could easily be caught in the crossfire. Each year, Planned Parenthood is reimbursed hundreds of millions of dollars for family planning services it provides at little or no cost to low-income Americans. If Congress were to freeze Planned Parenthood out of those funding streams, it could force an unknown number of health centers to close. Health providers have long warned that this would have a detrimental impact on women’s health. But, Tobin said, the cuts could be particularly "disastrous" for trans people.

Refugee yoot banished from east German town after knife attack
[TheLocal.de] The town of Cottbus in Brandenburg has taken the unusual step of telling a resident to pack his bags and leave, after he was reportedly involved in an assault at a shopping centre.

Mayor of Cottbus, Holger Kelch, decided on Tuesday that the teenage asylum seeker and his father would have to move away from the town and the surrounding district, according to the German Press Agency (DPA). Kelch came to the decision after consulting with local police and immigration authorities.

The 15 year old was allegedly one of three teenagers involved in an assault on a 51-year-old man at a shopping centre in the town centre on Friday.

According to police, the three youths accosted the man and his wife as they tried to enter a shopping centre. The youths, aged 14, 15 and 17, allegedly demanded that they enter the building first and said that the woman needed to show them "respect."

When the couple refused to cooperate with their demands, the 14-year-old reportedly attacked the man with a knife. A passerby was able to intervene and the three youths fled. The man did not sustain serious injuries.

City authorities have now decided to banish the 15-year-old from the city as he had already been classified as "dangerous" in December of last year. The city has handed him a "negative residency permit", an order which local authorities are allowed to hand to asylum seekers.

"It is the first time that we have made use of the negative residency permit," a city official told the Lausitzer Rundschau. "The integration of the youth has failed."

Refugee associations have previously criticized the negative residency permit as an infringement on the basic right to freedom of movement.

Last year it was implemented in the towns of Salzgitter, Delmenhorst and Wilhelmshaven for all refugees, after the towns said they had reached their capacity for integrating new arrivals.

The other two suspects in the Cottbus knife attack have now also been added to the list of "dangerous" people and will be warned of legal consequences should they be suspected of breaking the law again.

Police are now investigating all three of the juveniles on suspicion of attempted grievous bodily harm. They have also increased patrols of the city centre in response to the assault.

(ISIS) terrorist, Denis Cuspert (AKA "Abu Talha al-Almani" and "Deso Dogg") was reportedly killed on Wednesday in the eastern countryside of the Deir Ezzor Governorote.

Citing pro-ISIS media, the Site Intel Group reported that Cuspert was killed during festivities with the US-backed Syrian Democratic Forces (SDF) in the eastern Deir Ezzor town of Gharanej.

No further details have been released.

Cuspert has been reported dead on several occasions in the past, including in October of 2015.

Yemeni Army gains yardage in al-Jouf
The Yemeni army continued to make progress for a second day on Thursday in ongoing battles with Houthi militia in the Burt Al-Anan area of Al-Jouf governorate.

Brig. Gen. Heikal Hantaf said Yemeni Armed Forces liberated the Afi, Al-Qaeef and Al-Tamr regions, as well as taking the “strategic” Habash mountain, according to a statement on the Yemeni Armed Forces website.

Brig. Gen. Hantaf added that the Yemeni forces are continuing their advance in their bid to liberate the rest of the area. He also said the Houthis have suffered heavy losses and that many of the rebels had fled.

The U.S. government-commissioned report by a panel of the National Academies of Sciences, Engineering and Medicine made multiple recommendations, including significantly lowering drunken driving thresholds. It calls for lowering the blood-alcohol concentration threshold from 0.08 to 0.05. All states have 0.08 thresholds. A Utah law passed last year that lowers the state’s threshold to 0.05 doesn’t go into effect until Dec. 30.

McCain Associate Who Handled Dossier Asks Judge To Seal Deposition
[Daily Caller] An associate of Arizona Sen. John McCain’s who handled the dossier is asking a federal judge to block the release of a videotape and transcript of a deposition he recently gave in a lawsuit related to the salacious document.

David Kramer, a former State Department official and former director at the McCain Institute for International Leadership, filed a motion in federal court in Florida asking a judge for a protective order to block the public release of his deposition.

Kramer was deposed last month by lawyers for a Russian businessman suing BuzzFeed News for publishing the dossier. The lawyers for the businessman, Aleksej Gubarev, are interested in Kramer because he is one of just a few people known to have handled the dossier after it was completed by former British spy Christopher Steele and before its Jan. 10, 2017 publication.

Suicide bomber killed by own explosives before reaching to his target
[Khaama (Afghanistan)] A jacket wallah was killed in an kaboom triggered by his own explosives and before reaching to his target in eastern Nangrhar province of Afghanistan.

The provincial government in a statement said the incident took place late on Wednesday evening in the vicinity of Jalalabad city, the historic provincial capital of Nangarhar
The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The capital is Jalalabad. The province was the fief of Younus Khalis after the Soviets departed and one of his sons is the current provincial Taliban commander. Nangarhar is Haqqani country..
The statement further added that the suicide bomber’s explosives went off in the 6th police district of the city, leaving himself dead along with another individual.

According to the governor’s office, the other individual killed in the kaboom has been identified as Maghfoor.

Dianne Feinstein flips her position on shutdown for second time in one day: 'People will die'
Sen. Dianne Feinstein, D-Calif., cautioned Thursday that "people die, accidents happen" when the government shuts down, as it is poised to partially shut down Friday night if Congress doesn’t pass a government spending bill. It was her second shift in position on the bill in just one day.

"Shutting down the government is a very serious thing. People die, accidents happen," Feinstein told CNN. "You don’t know. Necessary functions can cease. There is no specific list you can look at and make a judgment: ’Well everything is going to be just fine.’ You can’t make that judgment. So, I think it’s a last resort. And I’m really hopeful we don’t get to it."

Feinstein told CNN she hadn’t yet decided whether she will vote for the short-term spending bill unveiled by congressional Republicans earlier this week. The stopgap measure funds the government until Feb. 16 and reauthorizes the Children’s Health Insurance Program for six years.

"I don’t know how I would vote right now on a CR, OK?" the California Democrat said.

But Feinstein’s uncertainty about whether she’ll back the legislation stands in contrast to a statement her office issued earlier Thursday stating Feinstein is opposed to the bill.

"I said in December that I wouldn’t vote for a CR without the Dream Act, and I won’t do so now," she said in a statement.

That itself was a change from how Feinstein sounded on Wednesday, when she said she would vote for a continuing resolution if it was necessary.

The government spending bill from Republican leadership does not include a measure to address Dreamers, as Senate Democrats had pushed for it to.

Democrats have signaled they have enough votes to block the short-term spending bill from passing, making the possibility of partial government shutdown more likely.

Suspected Afghan Taliban member indicted in Germany
[Ynet] German authorities have filed terrorism and murder charges against a suspected member of Afghanistan's Taliban
...the Pashtun equivalent of men...
whom they accuse of participating in the killing of an Afghan police officer.

Federal prosecutors said Thursday they filed the indictment against the 20-year-old Afghan national, identified only as Omaid N. in line with German privacy rules, at the Munich state court.

He is charged with membership in a terrorist organization, war crimes and violation of war weapons control laws.

Prosecutors say the suspect joined the Taliban in 2013, underwent training, recruited new members and led a weapons transport. He is also accused of beating an Afghan police officer then shooting him with a Kalashnikov.

The five holy warriors, who are originally from Lamu and Malindi, are said to have been taken into custody towards the end of last year.

Reports indicated that Ali is seeking asylum from the government amid several attempts by al-Shabaab to kill him.

Animosity and hatred has been rife within al-Shabaab with intelligence reports indicating that Kenyans in the group are the most affected.

At stake is that local Somali fighters, who consider Kenyans as moles for the security agents, have isolated the Kenyan imported muscle.

Noor mulling to set deadline for uprising if talks with govt fails
[Khaama (Afghanistan)] The chief executive of Jamiat-e-Islami Ata Mohammad Noor says he will set a deadline for the widespread uprising if the ongoing talks between Jamiat-e-Islami and the Afghan government fails over the deadlock regarding the Balkh provincial political leadership.

Speaking during a gathering in Mazar-e-Sharif city, Noor warned the government that he and his supporters launch a widespread uprising and civil movements if the talks end without positive outcomes.

Noor harshly criticized the government officials for their failure in ensuring security, preventing expansion of ISIS activities, and corruption.

Insisting that he is standing to ensure political and social justice and ensure the rights of the people, Noor said a deadline will be set for the uprising in coordination with the Jamiat-e-Islami leader if the talks fail.

Tensions remain high between Jamiat-e-Islami and the government after President Mohammad Ashraf Ghani approved the resignation of Ata Mohammad Noor as the Balkh governor.

Noor says he had submitted his resignation as a guarantee to the government that he will step down if the demands of Jamiat-e-Islami are met by the government.

However, he says the government has approved his resignation as negotiations were underway insisting that none of the conditions and demands of the party have been met.

A significant drop in the number of victims of terrorism in Iraq in 2017
A report published by the Jane's Center for Research on Terrorism and Rebellion said that last year Iraq and Syria witnessed a significant drop in the number of victims of terrorism.

Despite the ongoing violence in the two countries, the death toll from attacks by terrorist organizations has been reduced in the form of an encouraging organization, the report said.

In Iraq, 3,778 people were killed in the terrorist attacks of 2017 against 8437 in 2016, a decrease of 60%.

In Syria, the number of victims of terrorism declined by 44% during the same period, with 3,641 people killed in terrorism and insurgency in 2017 compared to 6,477 in 2016.

The report pointed out that despite the decrease in the number of deaths in Syria and Iraq, the pace of terrorism and insurgency in these countries is still high and unparalleled in the world.

A new wave of African Americans is escaping the incessant racism and prejudice in the United States. From Senegal and Ghana to The Gambia, communities are emerging in defiance of conventional wisdom that Africa is a continent everyone is trying to leave.

It is estimated that between 3,000 and 5,000 African Americans live in Accra, the Ghanaian capital. They are teachers in small towns in the west or entrepreneurs in the capital and say they that even though living in Ghana is not always easy, they feel free and safe.
No phones, running water, or indoor plumbing.... does take some getting used to.
Take Muhammida el-Muhajir, a digital marketer from New York City, who left her job to move to Accra.

She says she moved, because despite her education and experience, she was always made to feel like a second-class citizen. Moving was an opportunity to fulfil her potential and avoid being targeted by racial violence.

She told Al Jazeera her story:

On life as a second-class citizen in the US... "I grew up in Philadelphia and then New York. I went to Howard, which is a historically black university. I tell people that Ghana is like Howard in real life. It felt like a microcosm of the world. At university, they tell us the world isn't black, but there are places where this is the real world. Howard prepares you for a world where black people are in charge, which is a completely different experience compared to people who have gone to predominantly white universities."

Yemen’s Rocketry Force fired ballistic missile on a Saudi air defense camp in Najran, the third such launch since the start of 2018.

Al-Massirah TV quoted a source in the Rocketry Force as saying that a short-range ballistic missile had accurately hit the Saudi air defense cap in Najran, inflicting losses upon Saudi-led forces.

Key Zim opposition leader Roy Bennett killed in helo crash
[CBS] LBUQUERQUE, N.M. -- Authorities in New Mexico say key Zimbabwean opposition leader Roy Bennett has been killed in a helicopter crash.

State Police Lt. Elizabeth Armijo confirmed Bennett's death Thursday, a day after a helicopter carrying him and five others went down in Raton, which is about 175 miles northeast of Albuquerque.

Obert Gutu, spokesman for the MDC-T opposition party, said the loss of Bennett, a white man who spoke fluent Shona and drew the wrath of former President Robert Mugabe, was tragic. Gutu says Bennett's wife, Heather, also died.

The crash killed five and injured a sixth person aboard. The helicopter went down about 6 p.m. Wednesday near the Colorado state line.

Armijo said no additional information was immediately available about the circumstances of the crash.

The National Transportation Safety Board will investigate.

7 Taliban die in Ghazni Wednesday
Ghazni police claimed on Wednesday that at least seven Taliban insurgents were killed after insurgents attacked security check posts in the province.

According to Ghazni police Taliban attacked security check posts around 02:30 a.m local time in Gero district but were driven back by security forces.

According to police, the clash lasted until 06:00 a.m.

Police claimed that nine other insurgents were wounded in the clash and a large quantity of weapons were seized by the security forces.

Ghazni police said that the bodies of three Taliban fighters were found on the battle ground. However, the Taliban has not yet commented on this.

No information was provided as to whether there were casualties among security forces.

Serbia Arrests Lebanese for Forging Documents in Drug Smuggling Case

The arrests at a Belgrade hotel followed a nine-month investigation led jointly with Australian authorities, an interior ministry statement said.

Investigators launched a probe in April 2017, after the drugs were seized in the port of Sydney in a container arriving from China, the ministry said.

The Australians are suspected of being part of an "organized criminal group" and the Lebanese of "forging documents," it said.

The suspects arrived in Belgrade to hand over the money, the ministry said without elaborating on the intended beneficiary.

During the operation police seized 638,020 euros ($778,000) as well as cash in other currencies including Australian dollars, Japanese yens and the Czech crowns, along with a pistol.

Serbia lies on the so-called Balkan route used by traffickers to smuggle drugs, weapons and people towards western Europe.

“A bomb went off, today, targeting police troops in al-Terfaya region, at the outskirts of Jalawla, northeastern Diyala,” Walhan al-Karwi, member of Jalawla municipal council, told Alghad Press.

Diyala (IraqiNews.com) A civilian was killed, while a police conscript was injured in an armed attack, northeast of Diyala, a security source from the province said on Thursday.

“A civilian and a conscript from customs police, who are from Jalawla region, were attacked by unidentified gunmen on the main road of Baqubah-Khanaqeen, northeastern Diyala,” the source told Alghad Press.

The attack, according to the source, “left the civilian killed and the conscript profoundly wounded.”

The victim was taken to forensic medicine department, while the injured was transferred to hospital.

ISIS Bad Guys abduct 2 men near Baqubah

Diyala (IraqiNew.com) Islamic State militants kidnapped two young men from a village in the north of Diyala province, a local official was quoted saying on Thursday.

Mohamed Deif, mayor of al-Udhaim (63 km north of Baqubah), told Alsumaria News that the group kidnapped the pair late Wednesday from al-Safedj village, east of the region, and took them to an unknown destination.

According to Deif, “Islamic State is still present at some pockets surrounding al-Udhaim, especially those extending along the Hamreen Mountains”.

Some local officials had previously been quoted saying that Islamic State resorted to kidnapping and ransoms in the province as means to offset drained financial resources.

3 die in two separate small arms attack near Baqubah

Diyala (Iraqinews.com) – Three people were killed on Wednesday in two separate armed attacks in northeastern Diyala, a security source was quoted as saying.

Speaking to Alghad Press, the source said, “Unidentified gunmen shot two people dead outside a hospital in Miqdadiyah, about 30 km northeast of Baquba, the capital of Diyala.”

“Also, an employee at the Roads and Bridges Department breathed his last after unknown gunmen opened fire at him at a village on the outskirts of Miqdadiyah,” the source added.

[FOXNEWS] Republicans are slamming Democratic Sen. Cory Booker for "mansplaining" to Department of Homeland Security Secretary Kirstjen Nielsen in a sharp and one-sided exchange Wednesday before a Senate committee.

The New Jersey politician blasted Nielsen's "silence and amnesia" after failing to get the response he sought on her recollection of statements President Trump made in a meeting last week. Booker's hostile tone prompted Republican National Committee Rapid Response Director Michael Ahrens to invoke the millennial term for males talking down to women.

"Picture it," Ahrens said in a news release. "A male Republican senator spends his entire 10 minutes ’mansplaining’ the female DHS secretary about immigration policy, throws around the term ’conscientious stupidity,’ yells at her the only time she tries to speak, and concludes his diatribe without even asking her to respond."

During the Senate Judiciary Committee hearing Wednesday, Nielsen said she did not recall the president describing some African and Latin American nations as "s***hole" countries.

Booker was not satisfied.

DHS boss hit with 's--load' of questions about President Trump's language

"The commander-in-chief, in an Oval Office meeting, referred to people from African countries and Haitians with the most vile and vulgar language," Booker said, raising his voice at Nielsen. "Your silence and amnesia is complicity."

He added that Trump’s language proves that "ignorance and bigotry aligned with power is a dangerous force in our country."

Booker also quoted Martin Luther King Jr., saying that "nothing in all the world is more dangerous than sincere ignorance and conscientious stupidity."

The RNC, though, slammed "Derogatory Cory," and suggested that because Booker is a Democrat, he was not being criticized for how he spoke to a woman.

"Because the party affiliations were reversed, Derogatory Cory got nothing but praise from the selectively-outraged base he was clearly performing for yesterday," Ahrens said.

Booker’s office did not immediately respond to Fox News’ request for comment.

Bulgarian trial begins over deadly 2012 terror bombing of Israelis
[IsraelTimes] 2 men with alleged links to Hezbollah tried in absentia for blowing up a tourist bus taking Israelis to a Black Sea resort

Two men allegedly linked to Leb’s Hezbollah terror group went on trial in absentia in Bulgaria on Wednesday over a deadly kaboom on Israeli tourists in July 2012.

The kaboom outside Burgas airport’s terminal building tore through a tourist bus bound for the popular beach resorts of the nearby Black Sea.

Five Israelis, the vehicle’s Bulgarian driver and the man alleged to have planted the device, Franco-Lebanese national Mohamad Hassan El-Husseini, were killed.

It remains unclear whether Husseini intended to die in the blast or if the device went off by accident.

Bulgarian prosecutors filed charges in mid-2016 against his two alleged accomplices, whose whereabouts remain unknown despite an Interpol warrant.

The two men were identified as Lebanese-Australian Meliad Farah and Lebanese-Canadian Hassan El Hajj Hassan, who prosecutors said had links to the Lebanese Shiite terror movement Hezbollah.

"They will be tried in absentia for a terrorist attack and manslaughter of several people as well as for a range of other crimes such as document fraud and preparations for an act of terrorism," prosecutor Krasimir Trenchev told journalists.

The attack, which was the deadliest hit against Israelis abroad since 2004, also left around 35 people injured.

The wives and children of French jihadists captured in Syria have filed a legal complaint against French authorities for refusing to repatriate them, their lawyers announced Wednesday.

The question of what to do with some 40 captured jihadists ‐ men and women, accompanied by around 20 children, who were living under the Islamic State group ‐ has been hotly debated in recent weeks.

The French government said on January 4 that those detained in Kurdish-held areas of Syria ‐ the vast majority of the cases ‐ should be left there so long as they can be guaranteed a fair trial.

But their lawyers argue that La Belle France has a duty to repatriate its citizens. The complaint by six families against La Belle France involves women and kiddies held in Syrian Kurdistan.

"These women who went out there are the object of legal proceedings in La Belle France," lawyers Marie Dose, William Bourdon, Martin Pradel and Marc Bailly said in a statement.

"They accept that they must face up to their criminal responsibilities as soon as they arrive on French territory."

By leaving them there, French authorities are "additionally exposing these mothers and children to obvious risks ‐ notably in terms of their health, in a war zone."

The families have filed a legal complaint against French authorities for arbitrary detention and abuse of authority, the statement said.

Their lawyers argued that Syrian Kurdistan is not a legally recognized state and so "these women and kiddies are being held in unauthorized detention."

The vast majority of jihadists detained in La Belle France are being held by Kurdish forces in Syria, according to a source close to the case.

The lawyers had yet to specify how many families were involved in the suit.

But they are not believed to involve the most prominent Frenchwoman in Kurdish detention, the notorious Islamic State propagandist Emilie Konig, a 33-year-old Moslem convert from Brittany.

Konig, who features on UN and US blacklists of dangerous turbans, was captured last month and is being held in a Kurdish camp with her three young children along with several other French women.

Her lawyer Bruno Vinay has said previously she has requested to be brought to trial at home in La Belle France.

Someone is touting a mobile, PC spyware platform called Dark Caracal to governments
[TheRegisterUK] Hundreds of gigabytes already slurped, say EFF and Lookout

An investigation by the Electronic Frontier Foundation and security biz Lookout has uncovered Dark Caracal, a surveillance-toolkit-for-hire that has been used to suck huge amounts of data from Android mobiles and Windows desktop PCs around the world.

Dark Caracal [PDF] appears to be controlled from the Lebanon General Directorate of General Security in Beirut – an intelligence agency – and has slurped hundreds of gigabytes of information from devices. It shares its backend infrastructure with another state-sponsored surveillance campaign, Operation Manul, which the EFF claims was operated by the Kazakhstan government last year.

Crucially, it appears someone is renting out the Dark Caracal spyware platform to nation-state snoops.

"This is definitely one group using the same infrastructure," Eva Galperin, the EFF's director of cybersecurity, told The Register on Wednesday. "We think there's a third party selling this to governments."

Dark Caracal has, we're told, been used to siphon off information from thousands of targets in over 21 countries – from private documents, call records, audio recordings, and text messages to contact information, and photos from military, government, and business targets, as well as activists and journalists.

After the EFF published its dossier on the Operation Manul cyber-snooping program in 2016, Lookout went looking through its database of collected malware samples to hunt down the spyware responsible. Lookout found the code nasty, a custom-made piece of Android evilware dubbed Pallas, which appears to be a component of the Dark Caracal toolkit.

In other words, Pallas is used to hijack targets' smartphones, and is distributed and controlled via the Dark Caracal platform rented out to governments.

The primary way to pick up Pallas on your gadget is by installing infected applications – such as WhatsApp and Signal ripoffs – from non-official software souks. Pallas doesn't exploit zero-days to take over a device, but instead relies on users being tricked into installing booby-trapped apps, and granting the malicious software a large variety of permissions. Once in place, it can thus surreptitiously record audio from the phone's microphone, reveal the gizmo's location to snoops, and leak all the data the handset contains to its masters.

In addition, the Dark Caracal platform offers another surveillance tool: a previously unseen sample of FinFisher, the spyware package sold to governments to surveil citizens. It's not known if this was legitimately purchased, or a demo version that was adapted.

On the desktop side, Dark Caracal provides a Delphi-coded Bandook trojan, previously identified in Operation Manul, that commandeers Windows systems. Essentially, marks are tricked into installing and running infected programs signed with a legitimate security certificate. Once up and running, the software nasty downloads more malware from command-and-control servers. The code pest can also be stashed in Microsoft Word documents, and executed using macros – so beware, Office admins.

The EFF and Lookout are trying to find out who exactly is running and using the Dark Caracal network. An update is expected in the summer, once attribution can be made with some certainty.

#2  Yep, I get the funny feeling that with all of this malware and hacking applications, pretty soon a wise nation state will start conducting business with typewriters, carbon paper manifold, and paper instead of email. The good old days of the courier chained to a briefcase are returning.

Because you cannot trust anyone in the tech industry, China has embedded spyware in every electronic gizmo made over there, and the Russians have put spyware into their virus protection software, who knows what kind of surveillance software is running on Facebook and the other social media.

I do know that Google and Facebook gave over billions of bits of information on all of its users to the Zerobama administration to use in their political campaigning for the empty suit's second POTUS run.

Can't trust anyone that votes or donates to a liberal cause that works in the tech industry, they are all more interested in the control of our lives and bringing Big Brother to fruition than anything.
