Five members of paedo gang handed life sentences
FIVE members of a sadistic paedophile sex ring have been handed life sentences for exploiting young girls.

The men, including two sets of brothers, were convicted of a string of brutal crimes against their victims.

A five-month trial at the Old Bailey heard the Oxford-based gang sexually exploited girls as young as 11. They were found guilty of a catalogue of offences against the vulnerable underage girls, including rape, trafficking and organising prostitution, last month.

Andrew Akhtar Dogar, 32, and William Anjum Dogar, 31, were told they had been found guilty of "exceptionally grave crimes" as they were jailed for a minimum of 17 years.

Co-defendant Nigel Kamar Jamil, 27, was jailed for life with a minimum term of 12 years. The judge Peter Rook told him: "I accept that you were a follower rather than a leader, the leadership role was played by the Dogar brothers."

[Independent] Troop reinforcements and armour have been brought to army bases near cities ahead of protests this weekend aimed at forcing the Islamist president out, security officials have said.

Clashes between supporters and opponents of President Mohammed Morsi erupted, killing at least one person in the coastal city of Mansoura.

The troop movements accompanied speculation over the army's role in the crisis leading up to Sunday's protests. Islamists accuse activists of paving the way for a coup, a charge that the opposition vehemently denies.

#1  I'm building (Yes , It's slow) A solar panel system, I know it's more expensive, but solar panels DON'T wear out. My Grandchildren can enjoy free electricity, for life.

And since I'm paying for it as I build, it's relatively cheap, NO mortgage, so NO possibility of losing the House. (AND no expense paying for it)

I have 5 Panels so far, that's enough to start.

It shuld be producing electricity when Electricity is too expensive. (I can foresee the day)

"The bureaucrats and higher officials sitting on the upper decks of the ship have no idea that the ship is sinking. They are unaware of the water that has entered the lower ranks of the ship," Altaf said. He said that when the Titanic was sinking, the higher officials on the upper parts of the ship continued to indulge in their lavish lives of eating and drinking, whilst the lower parts of the ship were being destroyed. However,
a poor excuse is better than no excuse at all...
he said that sooner or later, the upper portion was destroyed as well, killing everyone that was onboard.

The MQM chief then gave an example of misleading information when the radio in West Pakistain stated that Pak armed forces were victorious on all fronts against the Indian forces in East Pakistain, while in reality, 93,000 Pak soldiers were laying down their arms before Indian forces at that time. "I hope they don't forget what I am saying today, terming it merely a story," he said. Altaf said that statements such as these were misleading the people, like they had been misled in the past. [Ynet] Jerusalem District Court convicted city resident Assam Mashahra in a plea agreement of contact with a foreign agent and conspiracy to deliver information to the enemy.

The indictment indicates that in June 2012 Mashahra traveled to Beirut, where he met with Hezbollah several times. In meetings, one of the organization's computer instructors showed him how to work with encryption software and messaging to keep in touch with them after his return to Israel.

Mexican Amusement Park Offers Fake Border Crossing Attraction
An unusual amusement park attraction in the central Mexican state of Hidalgo offers visitors the thrills and chills of an illegal border crossing. The attraction takes visitors through a fake United States-Mexico border, complete with fake smugglers and fake border patrol agents.

The aim is to dissuade would be migrants from making the trip. The coyote, or smuggler, leading this simulated illegal border crossing used the name Simon and wore a face mask. Before setting off, he addressed his charges that evening, about 40 students from a private school in Mexico City.

"Tonight we're going to talk about migration," Simon said in Spanish. "But for us it isn't just something rhetorical, but rather the opposite. Because we have endured, we have suffered, of hunger, thirst, injustice, heat, cold, we have suffered from everything."

Then, under the cover of night, Simon herded them into the woods, toward the fake frontera.

The actual U.S.-Mexico border is nearly 800 miles away from the Parque EcoAlberto. The park is part of the indigenous HñaHñu community. Tourist can enjoy other recreational attractions like hot springs and rappelling, in addition to the recently added fake border crossing.

But for those who want to simulate the experience of fleeing across the border, without the real danger, the latter attraction is for you. For three hours, tourist groups endure sirens, dogs, chases and the fake border patrol yelling threats.

Maribel Garcia works as an administrator for the park. She says the purpose of the Night Walk is simple.

"Our objective is to stop the immigration that exists amongst our citizens, principally from the state of Mexico to the U.S.," Garcia said in Spanish.

Garcia says traditionally this region subsisted on agriculture, but that wasn't bringing the community what it needed.

"Because we didn't have sewer systems, light, telephone, roads," she said.

So people went north. The HñaHñu community has lost about 80 percent of its population to the U.S., Garcia estimates, mainly to Arizona and Nevada. Garcia says it was the HñaHñu youth returning home after crossing the real border who thought up this tourist attraction as a way to create income for the community and encourage others to stay in Mexico.

Raids Ongoing in Abra amid Reports that Asir Did Not Leave Sidon
[An Nahar] Army raids are ongoing in Abra neighborhood of the southern city of Sidon to look for gunnies who supported Salafist holy man Sheikh Ahmed al-Asir in his festivities with the military institution, amid reports that the Imam of the Bilal bin Rabah mosque might have never left the city.

MTV reported on Wednesday that cautious calm is prevailing in Sidon, except for the sound of detonating bombs left in the battlefield.

It added that people coming to inspect their houses are prevented from approaching the area, as the army "has not yet finished its search for explosives and gunnies."

"Army patrols are roaming Abra and its surroundings and a checkpoint erected in the area is inspecting all vehicles passing in the neighborhood," MTV noted.

"Investigation so far revealed that al-Asir is using an international number and that he is still in Sidon," MTV announced.

They elaborated: "A female neighbor of the holy man told Sherlocks that he (al-Asir) came to the building around 6:00 pm Sunday and accompanied her to the basement where a group of people were hiding."

"Al-Asir stayed with us for an hour and then he left," she remarked.

"The siege around the zone was not completed yet on Sunday night, and there is a possibility that the holy man left the block along with 25-40 people during these hours," the security sources explained.

They said, however, that "he might have never left the southern city and its surroundings."

"Despite Paleostinians denying that al-Asir has entered (the refugee camp of) Ain el-Helweh, and promising not hide him, we still have doubts that he might be there or in one of the city's mosques," they said.

"And at Sunday night, he might have been transferred to another city."

Al-Asir is being tracked through monitoring phone lines that were in his possession and other lines that he might have access to, the sources informed LBCI.

"We are also keeping an eye on his Facebook and Twitter accounts."

Nigeria Charges Hizbullah-linked Men with Terrorism
[An Nahar] Nigeria on Wednesday charged three Lebanese allegedly linked to Hizbullah with "terrorism related offenses."

Five Lebanese were implicated last month after a huge cache of arms and ammunition was found in their premises in the northern city of Kano and the capital Abuja.

Three of them -- Mustapha Fawaz, aged 49, Abdallah Thahini, 48 and Talal Ahmad Roda, 51 -- were hit with a six-count charge of terrorism, while a fourth suspect was freed and the fifth was said to be on the run.

The three were also said to hold Nigerian citizenship.

Court papers said they "professed to belong to Hizbullah's military wing, an international terrorist organization, and you thereby committed an offense..."

The trio were accused of conspiracy "to receive training in preparation to engage in the commission of a terrorist act."

The suspects were also alleged to have "directly rendered support to a terrorist group" by providing in their premises "weapons for terrorist activities."

They were accused of permitting "a meeting connected with act of terrorism to be held" at their premises, an upscale supermarket and amusement resort in Abuja.

Thahini was said to be the coordinator of Hizbullah in Nigeria as well as a conduit to transfer funds for its operation.

New foreign-backed Syria radio vows 'free and independent' voice
[Al Ahram] A European-backed Syrian radio station launched in Gay Paree on Wednesday vowing to be a "free and independent" voice in reporting on the country's conflict.


Radio Rozana, supported by European governments and rights groups, will see five Gay Paree-based journalists work with 30 correspondents across Syria to counter what critics say is the one-sided reporting of the country's state media.

"The goal is to give Syrians a voice inside the country and to support those who are suffering every day," the station's editor-in-chief Lina Chawaf told news hounds in Gay Paree.

"We will cover the news, but with a focus on social and humanitarian aspects," she said. "We hope we are up to it, because Syria really needs independent and professional media."

Radio Rozana -- whose name in Arabic means "the window that lets the light in" -- will transmit three hours of programmes by satellite into the country every afternoon, with the loop repeated the next morning.

The transmissions are being backed by publicly funded Radio Netherlands, with other support coming from rights groups like Reporters Without Borders and the governments of Denmark and La Belle France.

Sidon Ulemas Accuse Hizbullah of Taking Part in City's Clashes alongside Army
[An Nahar] The Ulemas of Sidon accused on Wednesday Hizbullah fighters of taking part in the festivities that took place in the southern city on Sunday and Monday.

They questioned during a presser "the role the fighters were playing alongside the army in the Abra festivities."

They added: "The violation of the people's rights by Hizbullah undermines the authority of the army."

They voiced their support for the army, while condemning any assault against it.

The Sidon festivities broke out when supporters of Salafist holy man Sheikh Ahmed al-Asir attacked the army.

Earlier on Wednesday, the Mufti of Sidon Sheikh Salim Sousan rejected on Wednesday the assault that target the army in the southern city, calling on the state to treat people equally.

"The army is the sole guarantee for the country's unity and stability," Sousan, who read the statement, said.

The statement denounced the attack against the army, urging officials to impose the law on all citizens as the country is passing through a critical stage.

El-Dereiny will be detained for four days pending investigations.

Raheel, how would you characterize the image of Islam to the Western world? What stereotypes are fair and which are hurtful?

That all Moslems are alike is the first stereotype. Even in Canada, where I live, there are Moslems from sixty parts of the world. We are diverse like every other community. I don't speak for the entire Moslem world. I speak for myself and a group of progressive, liberal, freedom-loving Moslems who are part of my organization. Our thinking is perhaps different from the mainstream or the majority, but we are growing in number.

In Canada, you have had significant involvement with the Jewish community. How did that come about and how do you work with the Jewish community?

In another part of my life, I've always been an interfaith advocate. So for 25 years I have believed that dialogue and discussion with members of other faith communities brings about a lot of understanding. Since we came to Canada as a minority, I felt it was very important that people know about us and that we know about them. I have supported the right of Israel to exist as a country and that has befriended me with many people who are Jewish. Islam is "Judaism light."

You have taken on issues, in particular the building of the mosque at Ground Zero in New York. You were among those opposed it. Why?

From the beginning, I didn't feel comfortable about it and didn't think it was the right spot and the right move. There was something political about it. A mosque is supposed to be community and the community in Manhattan where this has happened at Ground Zero was not in favor of having a mosque there. It's not the mosque they were against -- just the idea of having it on that spot. If they wanted to build a mosque 10 miles away, that's OK. I went back to the time of the Prophet and I remember that there was a story about when a mosque was built and the community there did not want it. The Prophet said, "This is not right thing to do." Taking that example, I felt this, too, was not the right thing to do. It would have been a knife in the side of those people who had died there. It was not a compassionate act. It was financial and political and more importantly, where were the financials coming from? Later, it was discovered that there were some shady dealings and there were all sorts of murky things attached to the people who were going to build the mosque. I still don't think it's the right spot for a mosque.

Riots in China's Xinjiang region kill 27: Xinhua
[GOOGLE] Riots in China's ethnically divided Xinjiang region on Wednesday left 27 people dead, according to state media which said police opened fire on "knife-wielding mobs".

It was the deadliest spasm of violence to hit the troubled western region since 2009. Xinjiang is about twice the size of Turkey and is home to around 10 million members of the mostly Moslem Uighur ethnic minority.

Police shot at "mobs" who had attacked cop shoppes, a local government building and a construction site, the Xinhua news agency said, citing local officials.

"Seventeen people had been killed... before police opened fire and rubbed out 10 rioters," it said. The mobs were also "stabbing at people and setting fire to police cars", the report said.

Nine police or security guards and eight non-combatants were killed before police opened fire, the report said, adding that three other people were taken to hospital with injuries.

The festivities occurred early Wednesday in the Lukqun township of Shanshan County, Xinhua said, about 100 kilometres (60 miles) from the desert city of Turpan and about 250 kilometres from the regional capital Urumqi.

The reason for the violence was not immediately clear, and police in Turpan refused to comment when contacted by AFP.

Residents of Shanshan County contacted by telephone said that police -- some armed with guns -- had been stationed at crossroads, and were blocking entrances to areas near where the festivities occurred.

"There are police on every road, every crossroad has been blocked," a woman who answered the phone at a restaurant in the county said, without providing her name.

A market worker who identified herself as a member of the Uighur minority and gave her surname as Ta said police carrying tasers had been stationed outside government offices, cop shoppes and courts in the county.

Many of Xinjiang's Uighur community complain of religious and cultural repression by Chinese authorities, and the region is regularly hit by unrest.

Chinese authorities have often blamed festivities in the region on "terrorists", but initial state-media reports did not mention terrorism.

A verified Twitter account run by state-broadcaster CCTV called the violence a "riot", saying it was correcting an earlier message which described it as an "insurgent attack".

Dilshat Rexit, a front man for the World Uyghur Congress, an exile group branded by Beijing as "separatist", said "continued repression and provocation is the cause of conflict". His comment came in a statement sent to AFP after news of the violence emerged.

Egypt prosecution orders arrest of six new suspects in Shia lynchings case
[Al Ahram] South Giza prosecution ordered Wednesday the arrest of six new suspects in connection to the lynching of five Shias in Zawyat Abu Musalam village, following other arrests related to the same incident.

Investigations into the incident have led to the arrest of 22 suspects. Among the charges suspects face are murder, arson, attempted murder, resisting arrest and sabotage.

A mob of hundreds gathered Sunday in Zawyat Abu Musalam, a Giza village, outside a house where a number of Shias met. The mob ransacked and torched the house, before beating and dragging a number of Shias.

The attack left five Egyptian Shias dead and several injured, heightening fears of sectarian strife in Egypt.

There is no concern for life or the rights of the unborn child, the father, or the family (if there is one). Abortion has become birth control after conception. NO I have not seen a politician, any politician, who actually has had the courage to stand up and tell truth that even if we could return to pre Industrial Revolution carbon dioxide levels, the warming of the planet would still continue.

People who live in Alaska see the glaciers disappearing with their own eyes. People who work at Prudhoe Bay and offshore in the Beaufort Sea see the ice caps melting and the pack ice receding further north almost every year.

Do any of these people believe that building a multibillion dollar wind farm in Florida will somehow cool the entire arctic regions of the world? I doubt it. But they will believe their increased tax and energy bills.
Because they will also see them with their own eyes.

And then they will probably go out and re-elect Obama sycophant Lisa Murkowski to the senate.

#15  So Hupuque, the US will mine the coal, send it via ship to China (which generates vast amounts of CO2), who will burn it, producing CO2 and lots of other pollutants. So unless Obama puts export limits on coal, I dont see how shutting down coal burning plants in the US will produce a worldwide reduction in CO2.

A total of 11 individuals have been killed in separate drug and gang related incidents in Tamaulipas state since Tuesday, according to Mexican news accounts.

Four unidentified individuals were killed in a gunfight with a Mexican Army detachment in Reynosa Wednesday morning, according to a news report which appeared in the online edition of Milenio news daily.

According to the report, the gunfight took place at about 0900 hrs in Ampliacion Rodriguez colony and then spread on Bulevar Acapulco to Petrolera colony near a school, and finally concluded at around 1015 hrs.

Armed suspects were traveling aboard a Chevrolet Silverado pickup truck, and had apparently fired on a Mexican Army road patrol. Army return fire killed three. One of the dead was identified as Javier Antonio Cardenas Lopez, 30, from Sinaloa state. In the pickup truck, soldiers seized three rifles, 38 weapons magazines, six grenades and estrellas metalicas or metal stars, which are used to puncture vehicle tires.

One unidentified Mexican Army fusilero was killed and another was wounded. Five other unidentified civilians were wounded in the crossfire, three of them requiring medical attention.

In San Fernando municipality, a total of five armed suspects were killed in a firefight Tuesday night with a Mexican Army unit.

According to a news account posted on Milenio's website, the gunfight took place at around 2015 hrs near ejido Guadalupe Victoria and El Rancho La Isla, where armed suspects traveling aboard an H3 Hummer fired their weapons on the army patrol.

The dead ranged in age between 16 and 40, and were not identified in the news report. Five rifles, one grenade launcher, 28 weapons magazines and an undisclosed number of grenades were seized following the firefight.

San Fernando municipality is roughly halfway between Matamoros and Ciudad Victoria, the state capital of Tamaulipas, and in the past has been the scene of some of the bloodiest incidents in the drug war.

Meanwhile, two days ago the body of a Mexican journalist was found dead in Reynosa along with an unidentified female, according to a Proceso wire report which appeared on the website Yancuic.com.

The partially buried body of El Ciudadano columinist Mario Ricardo Chavez Jorge was found near ejido Santa Clara. The female companion found with him had been decapitated.

Monday, a total of 52 migrants were rescued from a safe house in Reynosa by a security group, according to Mexican news accounts.

A news report which appeared in the online edition of El Siglo de Durango news daily said that a Base de Operacones Mixtas (BOM) of Policia Federal and state police stopped two suspects traveling aboard a Dodge Avenger sedan. The suspects revealed the location of the safehouse where the migrants were detained..

The news account did not disclose the location of the safe house. Of the 52, 48 were from Guatemala and two each were from El Salvador and Mexico.

The suspects were identified as Pablo Avellaneda Torres and Luis Angel Perez Sanabria.

US growth rate revised down to 1.8%
[BBC.CO.UK] The US economy grew by less than previously estimated in the first quarter of the year, the Commerce Department has said.

Gross domestic product - which measures annual economic output - grew at an annualised pace of 1.8%, down from an earlier estimate of a 2.4% rise.

Weak business investment, a slowdown in consumer spending and falling exports led to the downward revision.

In the final quarter of 2012, the annualised growth rate had been 0.4%.

The revised figure surprised analysts, who had expected it to remain unchanged at 2.4%.

US stocks rose as analysts said the revised figures could alter the Federal Reserve's intention to slow down its $85bn-a-month bond purchases, which was based on its anticipation that the economy will strengthen.

A huge swath of the population has no savings a another huge chuck has less that six months living expenses banked or liquid. If the govt checks stopped or were cut back becasue of the cost of borrowing, the free fall would be catastrophic. The IG said an operation to arrest the culprits was underway with the help of the army and local jirga members. He said that helicopters were also being used in the operation.

They said that some local had informed the law enforcement agencies about the presence of a few suspects in the jungle. Another search operation to capture the culprits is already underway on Nang Parbat and its surrounding areas. Members of the Force Command of Northern Areas and top civil officials are present in Diamir to monitor the search operation.

Torture continues under Brotherhood rule: NGO
[Al Ahram] Marking the UN's International Day in Support of Victims of Torture, the Egyptian El-Nadeem Centre for the Rehabilitation of Torture Victims released a statement detailing the number of torture victims since President Mohamed Morsi's inauguration.

The report stated that between 30 June 2012, the day Morsi was declared president, and 31 December 2012, the press documented 77 torture cases and 56 deaths connected with torture, while from January of this year until 31 May, 282 torture cases were documented, along with 161 deaths.

The El-Nadeem Centre itself received between 30 June and 31 December of last year a total of 121 torture cases.

Males ranged in age between six and 52 years old, while female cases were aged between eight and 53 years old.

Many of the cases were from Cairo and Giza, in addition to 33 people from northern Egypt, three from the Suez Canal region and two from southern Egypt, the report stated.

The torture cases took place during arrests in private homes, during arrests in the street, in cop shoppes, in the offices of the National Security apparatus, in prisons, in Central Security Forces camps, at the presidential palace and at the Moslem Brüderbund headquarters in Moqattam.

"Of the total number of torture cases, only six were perpetrated by citizens, while the others are either by the state or members of the ruling Moslem Brüderbund," member of El-Nadeem Aida Seif El-Dawla told Ahram Online.

According to the report, the causes of deaths ranged from gunshots in festivities (49 in

Port Said and 10 during festivities at the presidential palace) to ambushes, illtreatment, and cases of suspected extreme torture in cop shoppes all over Egypt, including Cairo's Misr El-Qadima, Helwan south of the capital, Giza, Qena in northern Egypt, Sidi Gaber in Alexandria, Nabooru in Daqahliya governorate, Tahta in Sohag, Marsa Matrouh, Warraq, Wadi Natroun, and prisons in Miniya, Shebeen El-Koum, Tanta, Mansoura, and Al-Wadi Al-Gadid.

The report included detailed testimonies of victims of torture, as well as a full list of their names and ages.

One of the alleged victims reported his sexual torture at the hands of the Central Security Forces.

"[Police] came in asking me about weapons. I want the weapons that are with you. [I said] 'I don't have anyway, and as you know I'm not involved in anything since I got married.' 'No, you have weapons and when you know we're coming, you hide them with your wife.' And then he tore my wife's gown. I couldn't bear to see that, so I hit him on his chest and swore at him," read the victim's statement in the report.

"The soldiers held me down and hit me in the face with their rifle butts...they took off all my clothes. Then an officer called 'Tarek' went into my kitchen and got a hose and a knife and cut the hose in half. The Central Security Forces held me down and laid me on my stomach; one of them sat on my arms, and the other pinned my face down. Two officers were beating me with the hose, and a curtain rod."

"The officer said, 'I'm going to break your dignity in front of your wife so that you can't look her in the eye anymore. I'm Mustapha El-Qady, and no one can save you from me,' and he tried to put the rod in...I bled...but he didn't manage to put it in...I couldn't break loose of their hold on me. The men were searching my wife, and she was screaming. The neighbours who came in got beaten."

by Moslem Brüderbund members during festivities between supporters and opponents of the government at the presidential palace and the Brotherhood headquarters in Moqattam.

Clashes between opponents and supporters of President Morsi have taken place several times since Morsi took power. In two incidents, torture was reported, including festivities that took place at the presidential palace early December 2012 and at the Moslem Brüderbund headquarters in March of this year.

One of the testimonies of those detained at the Brotherhood headquarters by the president's supporters read:

"In spite of all the torture, I was the luckiest. I was the least beaten. The rest had to stretch their legs on a chair and were beaten with a tree branch on their knees till they broke, so they won't come near this area again, as they told them. Regarding the children, and there were many, they beat them with wooden sticks on their hands. A ten-year-old boy was beaten by one of them and when another man told him 'enough, he will die in your hands,' he increased the beating. It ended by whipping on the back."

The report described torture in Egypt as a "systematic policy" that continues under the rule of President Morsi.

"Systematic torture is continuing and Morsi's regime governs with the same policies as the SCAF (Supreme Council of the Armed Forces) and Mubarak's regime before him," the statement read.

Morsi Warns Egypt could be 'Paralyzed' as Clashes Rage
[An Nahar] Islamist President Mohamed Morsi warned on Wednesday that political divisions in Egypt "threaten to paralyze" the country, as at least one person was killed and scores were hurt in festivities between his supporters and opponents.

In a televised speech to mark his turbulent first year in power, "Egypt faces many challenges. The polarization has reached a stage that could threaten our democratic experience and paralyze the nation."

Just hours before he spoke, Islamists had been holding a rally in his support in the Nile Delta city of Mansura when opponents began throwing rubbish at them and fighting erupted, a security official said.

In addition to the one person killed, another 237 were hurt, the health ministry said.

Two of the injured were taken to the intensive care unit of Mansura International Hospital with live bullet wounds, medics there said.

The festivities come amid widespread tension ahead of planned anti-Morsi rallies on Sunday, at which the opposition will again demand that he step down and that early elections be called.

Organizers of a campaign dubbed Tamarod (rebellion in Arabic) say they have collected more than 15 million signatures in support of a snap presidential election.

And with Islamist parties having called for their own rallies to support the president on Friday, there are fears of more unrest.

Gatherings for and against the president were being held around the country on Wednesday, but confrontations only erupted in Mansura, a security official said.

"For the revolution to reach its goals, there must be reforms at the root," he said.

Morsi repeated his call for dialogue with the opposition, amid deep tension and anxiety ahead of the Sunday protests to call on him to step down.

Boko Haram planned to take over North East --Senate report

The Commander of the Multi-National Joint Task Force (MNJTF) Brigadier General Austin Edokpayi had told the Joint Committee that 37 deaths were recorded during the face-off between Boko Haram and the MNJTF in Baga.

He gave the statistics to include 25 Boko Hara members, six civilians and another six civilian bodies found in the river.

The report indicated: "The corpse count of one hundred and eighty five (185) was exaggerated but there may be more than thirty seven (37) deaths. This is possible as there is no documentary evidence from either the natives or the military to ascertain figures quoted. Although the National Emergency Management Agency in the company of some community youths counted thirty two (32) graves seven days after the incidence, yet it is difficult to ascertain the actual number of casualties."

The Joint Committee opined that the operation to flush out Boko Haram from the Baga Community was carried out between 8.30 and 9.00 p.m. on April 16, high casualty figures was possible because the faceless myrmidons engaged in sporadic shootings and use of Improvised Explosive devices(IEDs).

The report further indicated: "The quantum of destruction of houses, vehicles and cycle of violences were exaggerated. There was an actual physical count of one hundred and fifteen houses burnt as against the figure of two thousand (2,000) houses given by the governor and three thousand and fifty nine (3,059) houses by the District Head.

"The burnt houses most of which are clustered together may be as a result of exchange of gun fire between the Military and the Boko Haram members, use of IEDs and other explosives by the Boko Haram members.

The failure of the District Head and his Council to transmit the requested list of names of casualties and actual number of destroyed Houses and other properties for over twenty one days could be seen as lack of proper evidence of claims made."

In order to enhance the manpower capacity of the Military, the Joint Committee recommends that The President and Commander in Chief should direct the armed Forces especially the Army to carry out urgent recruitment of soldiers and officers since it appears the insurgency has overstretched the services.

President Obama, in his statement hailing the Supreme Court's decision to overturn the Defense of Marriage Act, promised that he wouldn't try to force religious institutions to conduct gay marriages.

"On an issue as sensitive as this, knowing that Americans hold a wide range of views based on deeply held beliefs, maintaining our nation's commitment to religious freedom is also vital," Obama said. "How religious institutions define and consecrate marriage has always been up to those institutions. Nothing about this decision -- which applies only to civil marriages -- changes that."

Here's guessing that the Roman Catholics and other religious groups that are in the midst of fighting the contraception mandate are skeptical of that pledge.

Army Captures Boko-Haram Leaders, Recovers Weapons In Borno, Yobe

The Director of Defence Information, Brigadier General Chris Olukolade disclosed this in a statement issued in Abuja on Tuesday.

In the statement, Mr Olukolade gave the report of a nine-member Defence Headquarters Operational Assessment Team, sent by the Chief of Defence Staff, Admiral Ola Ibrahim, to the two states.

He said the team visited troop locations in various parts of Borno and Yobe.

"The commanding officer narrated the conduct of the operation to rid the (Sambisa) forest of the gunnies who had made the location their sanctuary," he said.

The front man quoted the commanding officer as saying that some notorious leaders of the gunnies had been captured while some materials recovered in their camp had provided useful intelligence for subsequent operations. He did not name the captured Boko Haram leaders.

"The team was shown the various weapons, including rockets and locally fabricated weapon accessories captured in the forest," he said.

He said items recovered included a large number of Improvised Explosive Devices- making materials, laptops, mobile communication equipment used for shooting and posting online videos, as well as locally made rockets and rocket launchers.

"Also, seized vehicles of different brands were shown to the team.

"Several vehicles destroyed by the gunnies as well as their tailoring equipment apparently used in producing fake uniforms were also shown to the team,'' he said.

He said the commanding officer told the team that the unit suffered casualties in men and equipment.

The defence spokesperson said troops were currently engaged in night and day patrols of the area to dominate the forest and apprehend any terrorist who might be lurking around. He said the Chief of Defence Staff expressed satisfaction with the high level of successes so far recorded in the operation.

The Baloch Liberation Army (BLA) had claimed the responsibility of the attack. The decision to suspend the officials was taken in a high-level meeting on Wednesday. Balochistan Inspector General Mustaq Ahmed Shukira presented the Ziarat Residency attack's initial report to Chief Minister Dr Malik Baloch. The CM declared the incident a result of negligence by the administration, and suspended all those responsible. The chief minister said that the incumbent provincial government would certainly protect national assets and "will never tolerate any negligence". According to sources, investigation into the attack would continue, and the government would take stern action against all those found guilty of negligence.

Looming protests aimed at removing Egypt's president raise question of legitimacy
[FOXNEWS] In abstract terms, Sunday's planned protests aimed at forcing out Islamist President Mohammed Morsi would seem to violate a basic principle of democracy: If a fair vote is conducted, even if the majority is slim or the turnout modest, all must respect the results. Otherwise it's political chaos.

Morsi's Islamist supporters have been angrily making that argument for weeks, accusing loyalists of the ousted autocrat Hosni Mubarak

Nigeria Ups Charges Of 3 Suspected Hezbollah Men
[Jpost] Three Lebanese men captured in Nigeria with a massive weapons cache branded terrorists, will face serious charges.

Nigeria's security agency issued last week new terrorism charges against three Lebanese men suspected of membership in Hezbollah who were captured with a massive weapons cache.

The Nigerian media outlet Vanguard reported on Saturday that a legal representative for Nigeria's State Security Service, Clifford Osagie, termed Hezbollah's military wing a terrorist entity.

Nigeria's military said in May that the weapons were to be used in attacks on American and Israeli targets.

Osagie said, "We have proofs that the applicants belong to the military wing of Hezbollah which is a terrorist organization and in the coming days, this country will know more about them."

The remark by Osagie appears to be the first explicit government acknowledgment of Hezbollah's military wing as a terrorist group.

Bahrain, the US, Canada, the United Kingdom, New Zealand, the Netherlands and Australia have either fully sanctioned Hezbollah for terrorism or outlawed its military wing.

The three suspected Hezbollah operatives, Mustapha Roda Darwish Fawaz, Talal Roda and Abdulla Tahini, cited in the Vanguard report, are charged with importing arms. The weapons cache included antitank weapons, rocket-propelled guns, anti-tank/antipersonnel mines, seventeen AK-47s with more than 11,000 bullets, and dynamite.

The unrest in Turkey is forcing Prime Minister Tayyip Erdogan to expend his political capital at home, possibly leading to a more relaxed foreign policy.

The demonstrations, which began in May, continue to reverberate as authorities arrested 20 in a raid in Ankara on Tuesday.

Erdogan's efforts to quash the protests and have his supporters hold rallies across the country could mean, contrary to what some analysts are saying, that he may double down not only at home, but also abroad.

Some of the first foreign policy consequences of the government's crackdown were felt on Tuesday, when the EU postponed a round of membership talks with Ankara to October.

The Istanbul-based Hurriyet Daily News attributed the delay to Europe's disapproval of the clampdown. Though Turkish admission to the EU has long come up against resistance among some member states, the current protests have bolstered these voices.

The report by the BBC on Monday that Turkey is intimidating its journalists will not improve matters.

And on the US front, despite President Barack Obama

's close relationship with Erdogan, it seems that these protests could sour how American decision-makers view the Turkish leader.

To Turkey's south, the Syrian civil war rages and despite strong rhetoric from Erdogan and some support for fellow Sunnis fighting in the opposition, Ankara has not taken military action against the Assad regime.

Soner Cagaptay, director of the Turkish Research Program at the Washington Institute for Near East Policy, told The Jerusalem Post that Turkey now has "an opposition movement that transcends the parliament, taking its organized voice to the streets." It will be able to challenge Ankara's Syria policy, he said.

Cagaptay expanded on this point: "Currently many Turks want Assad to go, but many of them also do not support Ankara's Syria policy which they think has exposed Turkey to the fallout of the Syrian war.

Accordingly, the new street opposition is likely to check Ankara's Syria policy.

"This suggests that Turkey is going to compete with the United States to lead from behind in Syria," he added.

Mustafa Akyol, a columnist for Hurriyet and the author of the book, Islam without Extremes: A Mohammedan Case for Liberty, agreed, telling the Post the protests will further restrict Ankara's room for maneuver in Syria by focusing the attention of the government on domestic troubles rather than foreign policy.

"A Turkish intervention in Syria, which was already unlikely, is now unimaginable," he said.

However,

despite analysis that Turkey has lost much of its ability to act in Syria and other areas, the country still is more likely to act in critical regions, according to Anat Lapidot-Firilla, a Turkish expert and senior research fellow at the Van Leer Institute in Jerusalem.

Lapidot-Firilla points out three exceptions to what she calls Turkey's strategic retreat.

First, she said, Turkey is unlikely to stop its involvement in the Kurdish autonomous region in Iraq. Second, and related to the first point, Turkey will continue to press ahead at full speed with its plans to secure the flow of natural gas, which is badly needed for its industry and its goal of becoming an energy hub.

Lastly, Turkey's election campaign is starting and therefore Erdogan will most likely continue the country's activity related to the Paleostinians and the Gazoo Strip, as it can always be used to distract the public from domestic troubles.

"Gazoo is a treasure" for the Turkish regime, she said.

But on Syria, a bark but no bite policy may continue. For example last month, Erdgoan said Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

Burak Bekdil, a columnist for Hurriyet, told the Post Erdogan may now ramp up the rhetoric again to score some political points.

The trouble for Erdogan, said Bekdil, is that he is not sure how he can do this without risking a Syrian response, or one from one of its allies -- Iran, Russia, or China.

If Erdogan dares to take a bold action to back up his rhetoric, "he will have limited options," said Bekdil.

Egypt's Watan Party spearheads fresh reconciliation intitiative
[Al Ahram] Egypt's Salafist Watan Party has spearheaded a new national reconciliation initiative aimed at reuniting polarised political forces, as Egypt braces for what some forecast to be a second revolution later this month.

The move, which comes a few days in advance of the mass anti-government protests scheduled for 30 June, aims to tackle the country's "worsening" economic and social malaise.

Nine political parties, mostly Islamists, along with some twelve Islamist-leaning movements, have thrown their weight behind the initiative. These include the Moslem Brüderbund's Freedom and Justice Party and the Al-Gamaa Al-Islamiya's Building and Development Party.

Pleitgen then asks the commander of the snipers unit who his enemy is. "They are mostly Islamists from al-Qaeda and Jabhat al-Nusra; mostly foreigners from the Emirates, Afghanistan and Pakistain, but also Syrians and Paleostinians," says the commander.

#1  I had a ring side seat to that one. It was not in central Tripoli, it was further in the outskirts, I was in the Hadbah district and the fighting was further out than Hadbah.

Apparently two groups got into it. Early accounts say the group from Zintan oil field security guards complaining about not being paid. They were demonstrating at their employers offices in Tripoli when shots were fired. The Army shows up to separate the two groups, the NPS shows up to separate the two groups and then the NPS and the Army start shooting at each other.

He said: "These patriotic youths that have sacrificed their lives without arms in the manhunt for Boko Haram bully boyz are doing the right thing in the right direction in ending the Boko Haram insurgency Borno, Yobe, Adamawa states," noting that the destruction of lives and property occasioned by the Boko Haram insurgency is alarming.

Mallum said: ''Our involvement in the manhunt of these killers was based on the belief that we would be able to identify bully boyz faster and easier than the soldiers on patrol in their vehicles," adding that there are nooks crannies which could not be accessed by JTF patrol vehicles, while the suspects use the same routes to escape arrests.

"We organised ourselves into different groups, took positions and conducted searches on vehicles at strategic locations of Maiduguri."

20 Syrians hurt in Beirut stabbing attack
[Bangla Daily Star] At least 20 Syrians were maimed in a stabbing attack yesterdaywhen their vehicle was targeted by a group of unknown attackers in eastern Beirut, a police source told AFP.

"Three cars with tinted windows intercepted a minibus carrying 25 Syrians in the Jisr al-Wati neighbourhood. Eight men attacked the passengers with knives, injuring 20 of them," the source said.

Police surrounded the site of the incident, and an AFP photographer at the scene saw blood on the seats of the mini-bus and on discarded t-shirts inside the vehicle and on the street.

The National News Agency said the group was headed to a studio to record Syrian folklore music.

The incident comes as the conflict in neighbouring Syria raises tensions in Leb, with the violence regularly spilling over the border.

Egypt Military Source: Rocket Explodes In Central Sinai
[Ynet] Paleostinian news agency Maan reported on Tuesday that an Egyptian military source said a rocket had landed in a desert area of central Sinai earlier in the day. According to the source, the rocket has a range of 50 km and it fell east of the Suez Canal without causing damage or casualties.

The source did not rule out the possibility that the rocket was launched as part of the training of gangs in the Sinai.

One Dead, 237 Wounded as Morsi Supporters, Foes Clash in Egypt
[An Nahar] At least one person was killed and 237 were hurt in festivities between supporters and opponents of Mohamed Morsi Wednesday, the health ministry said, as Egypt's Islamist president prepared to address the nation on his first year in power.

Islamists had been holding a pro-Morsi rally in the Nile Delta city of Mansura when opponents began throwing rubbish at them and fighting erupted, a security official said.

Two people were taken to the intensive care unit with live bullet wounds, said the Mansura International Hospital, where the patients are being treated.

A front man for the Moslem Brüderbund, Gehad al-Haddad, said one person was killed in the festivities.

The festivities come amid widespread tension ahead of planned anti-Morsi rallies on Sunday to coincide with the president's first year in office.

Pro- and anti-Morsi gatherings are being held around the country, but confrontations have only erupted in Mansura, a security official said.

Morsi is to speak at 1930 GMT, to highlight his achievements.

South African officials have said Obama's visit will go ahead despite the nationwide concern about the 94 year-old Mandela's poor health.

Obama also will stop in Tanzania before heading home.

Obama will not be visiting Kenya, the birthplace of his father. The president's plans have disappointed many Kenyans. But Kenya's president and deputy president are both facing trial at the International Criminal Court

French defence lawyer Patrick Klugman said "the (Islamist) associations have had ample opportunity to study the file; it is part of their strategy to prevent the case from ever being resolved."

Like other lawyers defending the women, he argued there was nothing sexual about their protest. "You cannot pervert the message of Femen. Their breasts were visible to the public but they were carrying a message you can't ignore. Stop looking at their breasts... and listen to them," Klugman told the court.

But the septuagenarian influential holy man -- listed on UN sanctions lists as aged 78 -- is more of a spiritual figurehead than an active commander, and his split alone is likely to have little if any impact on the operational capacity of the Shabaab.

A wily but outspoken strategist, Aweys was a top leader of the Islamic Courts Union, a radical group that ruled Somalia in 2006 before being tossed by Æthiopian troops who stormed Somalia in a US-backed invasion. A respected former army colonel who fought in the 1977-78 Æthiopia-Somali war, he later commanded the Al-Itihaad al-Islamiya and Hizb al-Islam forces, before allying his gunnies with the Shabaab three years ago in a common fight to overthrow the government.

Aweys, who has recently been based in the southern port of Barawe, one of the few towns left in Shabaab hands, reportedly fled after festivities broke out between troops loyal to him and those of Godane, the main Shabaab leader.

Aweys has reportedly been aligned with a rival-Shabaab faction led by Afghan-trained leader Mukhtar Robow. Washington has offered multi-million dollar bounties for several top leaders, including $7 million for Godane and $5 million for Robow, but has offered no reward for Aweys. However,

Anti-Muslim US bloggers barred from Britain
[Pak Daily Times] Two US political bloggers who founded an anti-Mohammedan group have been banned from entering Britannia following reports they were to attend a march by the far-right English Defence League (EDL), the government said on Wednesday.

Pamela Geller and Robert Spencer, who set up Stop Islamization of America and operate the website Jihad Watch, have been forbidden from entering Britannia on the grounds their presence would "not be conducive to the public good".

In response to the decision, Spencer said on the Jihad Watch website: "The nation that gave the world the Magna Carta is dead."

The EDL is planning a march on Saturday, ending in the Woolwich district of London, where a British soldier was brutally murdered last month. Geller and Spencer had been expected to attend.

Snowden was in hiding on Wednesday at an airport in Moscow awaiting a ruling on his request for asylum from the South American country's leftist government. The United States wants him extradited to face charges that he stole and leaked details of secret U.S. government surveillance programs.

It's the serial number of a banknote that a South Korean man reproduced more than 50,000 times over a period exceeding eight years until he was tossed in the jug early this month.

Known only by his surname, Kim, the counterfeiter produced and used some 250 million won ($215,000) "worth" of the fake 5,000-won ($4.30) bills since March 2005, according to police and the Bank of Korea. That's the largest amount of funny money produced by any individual and the longest period over which any one serial number is known to have been continuously counterfeited.
"I've made a mint with this funny money scheme."
The central bank said Tuesday it is rewarding the shopkeeper who reported Mr. Kim with a 2 million-won prize. It will also reward the police officers who caught him and the precinct they work out of with a 3 million-won prize.
Mr. Kim lost; the cops won.
The counterfeiter majored in computer graphics at college, according to a Yonhap news report, and was so skillful that it was hard for people on the street to tell the dubious dinero from genuine article.

The latest central bank data show there were 2.2 fake banknotes per million in circulation as of the end of 2012. This is pretty low compared with per-million figures 42.8 for euro notes and 133 for U.K. pound bills in 2011.

"Counterfeiting attempts are declining here after we strengthened antiforgery features such as color-shifting ink and holograms on banknotes," said an official at the BOK's currency-issuance department.

That's true for the 5,000-won notes, but not for the highest denomination in the country, the 50,000-won note, which is increasingly a favorite among illegitimate minters.
Note: If you try to counterfeit money, the bill will come due eventually.
The number of fake 50,000 won bills that were detected last year almost tripled to 329. Counterfeit 10,000-won and 5,000 won notes declined 11% and 20%, respectively, last year.
You could say that this run of bogus 5,000's declined in the accuse-ative.
"Just take a little extra care, and you can easily tell fake bills" from the genuine articles, the BOK official said.

Police Use Tear Gas to Disperse 2,000 Protesters in Ankara
[An Nahar] Turkish riot police fired tear gas and water cannon early on Wednesday to disperse some 2,000 protesters in the capital Ankara, making 16 arrests.

Protesters had gathered overnight in the Dikmen district of the capital and attempted to erect barricades to block traffic on a main artery.

Local television pictures showed demonstrators chanting against the release of a police officer who stands accused of fatally wounding a 26-year-old protester during the country's recent unrest.

Protests initially sparked by a brutal police action against a local conservation battle to save Istanbul's Gezi Park snowballed into nationwide demonstrations against the Islamic-rooted government, leaving four dead and nearly 8,000 injured.

Institute: N. Korea Tunnel Work At Nuke Test Site
[Ynet] Satellite photos show signs of new tunnel work at North Korea's underground nuclear test site, a US research institute said Tuesday.

The US-Korea Institute at Johns Hopkins School of Advanced International Studies said in an analysis that it does not appear to indicate another underground blast is imminent at the Punggye-ri site in the country's northeast. But it suggests North Korea has continued to work on its nuclear weapons program despite a recent easing of the tensions that followed its atomic test in February.

SHC judge injured; 10 killed in Karachi blast
[Pak Daily Times] KARACHI: A kaboom on a Sindh High Court judge on Wednesday killed at least ten people and injured 15, including the judge, police said.

The intended target of the forces of Evil was senior Sindh High Court judge Justice Maqbool Baqar, who was on his way to the court along with an escort of four Rangers personnel on two cycle of violences and two police vehicles. The convoy was near Burns Road when the powerful bomb went kaboom!. However,
there is a theory which states that if ever anybody discovers exactly what the Universe is for and why it is here, it will instantly disappear and be replaced by something even more bizarre and inexplicable. There is another theory which states that this has already happened...
Justice Baqar did not suffer any major wound. The blast also damaged Rangers' motorbikes, police vehicles, walls and windowpanes of a nearby building.

Rescue teams rushed to the blast site and shifted the injured to the Civil Hospital Bloody Karachi

, where at least ten people, including two Rangers personnel, six coppers and the driver of the judge's car died. The 15 injured people were admitted for treatment. Justice Baqar was later shifted to the Aga Khan Hospital, where doctors termed his condition out of danger. According to the hospital, his condition is satisfactory as he had only received minor injuries. Sindh Chief Minister Syed Qaim Ali Shah visited Justice Baqar and confirmed that his condition was satisfactory.

A large number of law enforcers, including Rangers and police, reached the blast site and cordoned off the area to avoid any untoward incident. The Bomb Disposal Squad (BDS) was also summoned to the blast site to collect evidences and determine the nature of the kaboom. According to initial report of the BDS, the bomb was rigged to a cycle of violence which was parked along a footpath outside the Hanfia Masjid. The BDS experts said an improvised bomb (IED) was used in the blast. They added that the bomb weighed around six to eight kilogrammes and contained nuts, bolts and ball bearings.

A police statement said that IGP Shahid Nadeem Baloch has also instructed that the scene of the crime be secured for the collection of all the available evidences. The IGP further directed that with the collaboration of the Forensic Division of Sindh Police all the available evidences be collected from the scene and the process of investigation be made result-oriented.

Baqar has a reputation for honesty and has also served as a judge in special anti-terrorism courts set up to hand down quick judgements in terror cases. TTP front man Ehsanullah Ehsan claimed the responsibility of the attack, saying they detonated the bomb remotely. "We attacked the judge in Karachi as he was taking decisions against shariah and he was harmful for mujahideen,'' he said. Ehsan further said that the judge was targeted for what he said were "anti-Taliban and anti-mujahideen decisions", and that the group would continue to target judiciary.

Arab Bank Asks US Supreme Court To Cancel Sanctions In Terror Financing Suit
[Jpost] Bank allegedly transferred Saudi, Hezbollah money to Hamas, always the voice of sweet reason, leadership, families of Hamas prisoners and "deaders."

Arab Bank announced on Tuesday it had appealed to the US Supreme Court to overrule sanctions imposed on it by a lower court in a historic terror-financing case.

The bank's appeal, filed on Monday, argues that the Second Circuit Court of Appeals in New York "erred when it failed to vacate severe sanctions imposed by Eastern District Court Judge Nina Gershon that trample on international comity and the Bank's due process rights."

The allegations in the Linde v. Arab Bank case involve the transfer of large amounts of money to Hamas leadership and institutions and families of Hamas prisoners and "martyr" -- jacket wallahs -- via Soddy Arabia

In April, Gershon denied the Amman-based Arab Bank's summary judgment motion and ruled that the blockbuster terrorism financing case should go to trial, making it the case which currently has the highest chance of going to trial against a major bank in US history.

The appeal also argues that the claims related to the Alien Tort Statute claims must be dismissed according to court precedent in the Kiobel case based on the idea that the court has no jurisdiction.

Overall, Arab Bank claims it was unfair for Gershon to impose evidentiary sanctions on it for failing to produce certain documents, when it did produce more than 200,000 pages of documents, and that producing the documents sought would have brought criminal sanctions against it in many countries where it operates.

Arab Bank said the sanctions included the judge telling "the jury to infer that the bank knowingly and purposefully supported terrorist acts and precluding it from introducing evidence to refute that inference -- even though the bank's state of mind is central to this case and it took great care to ensure that it did no business with terrorists."

It indicated that these sanctions were so severe that they could influence the outcome of the trial.

The bank also noted that some similar cases have been dismissed in the past, and that in the Gill case against the bank, the court dismissed the case, holding that "Hamas is not the defendant; the bank is. And the evidence does not prove that the bank acted with an improper state of mind or proximately caused plaintiff's injury."

Gary Osen, one of the lead lawyers for the plaintiffs in the matter responded to the appeal, said that "at its core, Arab Bank's argument is that protecting the privacy interests of dead Hamas leaders and suicide bombers justifies its defiance of multiple court orders requiring the bank to turn over their account records. It's hard to imagine any court elevating the bank secrecy interest of these killers over the fundamental legal rights of their American victims."

He added that 97-98 percent of certiorari petitions (a special appeal procedure in which the US Supreme Court can reject hearing an issue without holding full arguments) like Arab Bank's get rejected and that the bank's appeal probably had less of a chance than most and was a tactic to delay trial.

The lawsuit alleges that Arab Bank laundered Saudi payments to the families of suicide bombers and other funds intended for Paleostinian terrorist groups through its Madison Avenue branch in New York City, which is no longer in operation.

The Saudi funds were then allegedly rerouted to local branches of Arab Bank in the West Bank and the Gazoo Strip, and paid out to the personal accounts of hundreds of faceless myrmidons and their families, as well as to Hamas front organizations and other Paleostinian terrorist groups.

Arab Bank claims there is a lack of proof that the funds have gone to terrorists, that the funds contributed directly and sufficiently to terrorist attacks and that the bank had any knowledge of any possible connection to terrorist attacks.

Czech television station TV Nova said it was given the video by a person calling herself Orna Moshe. It was also posted on a Facebook page that was set up under that name on Sunday.

Kurds Surprise with Iraq Council Win
[An Nahar] A Kurdish bloc won the most seats in one of two provinces that held delayed elections last week, surprisingly beating out the governor's Sunni Arab party, results published on Wednesday showed.

The Taakhi and Taayish list, a pro-Kurdish grouping, fell short of a majority, but won 11 of a possible 39 seats in Nineveh in Thursday's elections, according to results released by Iraq's election commission.

It beat out the Mutahidoon list of Governor Atheel al-Nujaifi, brother of federal parliament speaker Osama al-Nujaifi. It won eight seats in the province, which is majority Sunni Arab, though with a substantial Kurdish minority.

But Mutahidoon won the most seats in the western province of Anbar, taking eight of a possible 30 seats.

The elections took place two months after polls were held in 12 other provinces in the center and south of the country.

Officials cited security concerns when they announced the postponement for Anbar and Nineveh, although some saw the delay by Shiite-led authorities as politically motivated, and it was widely criticized by diplomats.

The elections are seen as a key gauge of the popularity of Prime Minister Nuri al-Maliki, who has been charged by his critics with consolidating power, ahead of parliamentary polls next year.

Gunmen and bombers using fake NATO identification attacked an entrance to the Afghan presidential palace and a nearby building known to house a CIA base in one of the most brazen assaults in Kabul since Karzai narrowly escaped liquidation in April 2008. Tentative steps towards talks were wrecked last week when a new Taliban office in Qatar provoked anger from Afghanistan and the US when it stylised itself as the embassy of a government-in-exile.

Karzai refused to send representatives to Qatar and pulled out of separate talks on a security agreement with the US that would allow Washington to keep some troops in Afghanistan after 2014. Washington launched an intense diplomatic effort to pacify Karzai, with telephone calls and dispatching US special envoy to Afghanistan and Pakistain, James Dobbins, for face to face talks. "Both presidents talked about the security agreement between Afghanistan and the US, the grinding of the peace processor and Taliban Qatar office," Karzai's office said in statement after the call with Obama.
