[ArmsControlWonk] On September 14, several explosions rocked the Khurais oilfield as well as the Abqaiq refinery, one of Saudi Arabia’s most vital petrochemical installations. Several hours later, the Houthis claimed that they had targeted both facilities with ten drones as part of their "Balance of Deterrence" campaign.

What made this attack different from other recorded Houthi drone attacks was not only the unprecedented amount of material damage caused but also lingering doubt about the nature and the attribution of the attack. First, a video allegedly showing flying objects entering Kuwaiti airspace led to speculation that like a previous "Houthi" drone attack this strike might actually have originated in Iraq or even Iran. While the video remains unverified, the fact that the Kuwaiti government launched a probe into the issue lends some credence to the idea that something might have happened over Kuwait that day. Speculation about the origins of the attack was further fueled by a tweet by Mike Pompeo in which he claimed that there was no evidence the attacks came from Yemen.

Then the question arose whether drones had been used at all, or whether the attack might in fact have been a missile strike. Previous Houthi drone strikes against oil facilities tended to result in quite limited damage which could be an indication that a different weapons system was used this time. Indeed, Aramco came to the conclusion that its facilities were attacked by missiles. Even more curious, several pictures began to emerge on social media purportedly showing the wreckage of a missile in the Saudi desert. While the images appear real, neither the date the photos were taken nor their location can be verified. Social media users quickly claimed the images showed a crashed Iranian-made Soumar cruise missile. The Soumar and its updated version, the Hoveyzeh, are Iran’s attempts at reverse-engineering the Soviet-designed KH-55 cruise missile, several of which the country illegally imported from Ukraine in the early 2000s. Others claimed it was the Quds 1, a recently unveiled Houthi cruise missile often claimed to be a rebranded Soumar.

Election committee blocks left-wing plan to bus Arab voters
[IsraelNationalNews] The Central Elections Committee issued an injunction Sunday night against the left-wing NGO Zazim's initiative to bus 15,000 Arab voters to voting booths on election day, ruling that the initiative is in violation of the election laws.

The injunction came following a petition submitted by the Likud arguing that Zazim, which is heavily funded by the US-based New Israel Fund, is violating the election the laws.

In 2017, the Knesset passed the "V15" law aimed at preventing foreign funded non-party political organizations from interfering in the elections. The law was passed following the efforts of V15, a US-funded group, which actively worked to defeat Prime Minister Netanyahu in the 2015 national elections.

Minnesota synagogue fire doesn't appear to be a hate crime
[IsraelNationalNews] A fire that destroyed a historic synagogue in northeastern Minnesota last week does not appear to have been a hate crime, authorities said Sunday, according to The Associated Press.
"Some people did something"
Matthew James Amiot, 36, of Duluth, was arrested Friday in the fire last week at the Adas Israel Congregation in downtown Duluth.

The city’s police chief, Mike Tusken, said at a news conference on Sunday that he has no reason to believe the fire was a hate crime, although the investigation is ongoing.

Police are recommending that prosecutors charge Amiot, who has no permanent address, with first-degree arson. A criminal complaint is expected to be filed mid-week, he said.

The allegation has not been confirmed, and friends of the alleged victim say she has no recollection of the events. The man telling the story, Max Stier, represented Bill and Hillary Clinton in the 1990s when Bill Clinton was accused of exposing himself to a woman in a hotel room.

I remember, because I put my $$ in a passbook savings account which of course earned less than the banks' lending rate.

When I graduated from HS, the unemployment rate in my metro area was close to 25%. My father was working several jobs. Our thermostat was set to 62 degrees in the winter in a state bordering Canada.

So yeah, I paid VERY close attention to all the ways that an economy, including a capitalist economy, can get seriously f---ed up. And no, it wasn't because of the evil government, it was mainly - in our patch - due to the combined incompetence of idiot management and greedy bolshevik labor unions. I've never believed that anyone, not "entrepreneurs" or managers or anyone else, has any lock on wisdom.

Too complicated. Foreign wars are a test of resolve, especially for Western democracies thousands of miles away. Based on their current military capabilities, without Western intervention, the Iranians can unify the Middle East (ex Israel) under their rule. The only thing that stands in the way is Pax Americana. The invasion of Kuwait came close to not being reversed. The Congressional vote was pretty close. It was approved in the House 250-183 and 52-47 in the Senate. If the expedition hadn't occurred, Iraq would encompass all of the Arab Middle East east of the Suez today.

Iran now faces a president who is unwilling to use force against it - the second in a row over its repeated armed provocations. This is a president who won't even act to evict a leader of a Venezuela that is facing famine and mass unrest. I'd say they're probing their way forward and will push until they meet resistance. No divine intervention expected, although it would obviously be welcome.

Damaged Power Lines Cause Severe Electricity Cut in 11 Provinces
[ToloNews] Officials said the incident happened on Sunday when the two pylons were blown up by explosives.

Electric power imported from Uzbekistan was drastically cut in 11 Afghan provinces, including Kabul, after "anti-government armed Death Eaters destroyed two power pylons in the northern province of Baghlan," according to a statement by the power supply company De Afghanistan Breshna Sherkat (DABS).

"The incident happened approximately at 10 a.m. on Sunday when the two pylons were blown up by explosives," DABS front man Wahidullah Tawhidi said.

A large portion of the electricity is used by factories in Kabul’s industrial parks in the east of the city.

Power transmission lines in Afghanistan have been damaged many times over the past year.

The Taliban militants destroyed three power pylons in Baghlan province, cutting electricity supply to several provinces including Kabul.

Da Afghanistan Breshna Sherkat, the State-run power company said in a statement that the militants destroyed the power pylons in in Balak Mirzad Hasan Tal Village of Baghlan.

The statement further added that the militants detonated improvised explosive devices near the power pylons, cutting electricity supply to Kabul and several other provinces in the South and South-east.

The power company also added that the militants had earlier destroyed power pylons in Dand-e Shahabuddin of Baghlan and Buz Kandahari of Kunduz province.

Meanwhile, the company stated that the technical staff are busy reconnecting the power transmission lines.

Sudan interim constitution will only be amended after peace signed with all rebels
[Sudan Tribune] The Constitutional Declaration will not be amended to include representatives of the gangs in the transitional government before reaching a comprehensive peace agreement, said a leading figure in the Forces for Freedom and Change (FFC) on Sunday.

On 11 September 2019, a Sudanese government and the gangs signed "The Juba Declaration of Confidence Building Measures and the Preparation for Negotiation".

Regarding the demand of the gangs to participate in the transitional administration, the government delegation pledged to give its response in the next meeting.

FFC official Munzir Abul Maali told Sudan Tribune that reopening of the constitutional document is tied to achieving peace with all armed movements and not some of them.

In separate statements, Yasir al-Atta, member of the Sovereign Council, hinted at the possibility of increasing members of the collegial presidential body and the government or maintaining the current number and the replacement of current members by representatives of the armed movements.

Al-Atta further said it was possible to create a new post in the transitional government for a deputy prime minister if it is necessary before to add "We will negotiate with FFC to reach required consensus on all issues".

Article 69 of the Constitutional Document provides that the comprehensive peace agreements signed between the Transitional Authority and the armed movements shall be included in this Constitutional Document in accordance with its provisions.

Russian forces allegedly amassing in southern Idlib for new offensive
[ALMASDARNEWS] The Russian ground forces are amassing in the southern countryside of the Idlib Governorate, the Turkish-backed militants told the Reuters News Agency this past week.

According to the spokesperson for the Turkish-backed National Army, Major Yousef Hammoud, the Russian ground forces and “Iranian militias” are preparing for a new offensive in the southern countryside of the Idlib Governorate; he did not provide any more details.

“The amassing of Iranian militias and Russian ground troops are all signals that something is being prepared for a new offensive,” he said.

However, despite these claims by the Turkish-backed militants, there are no Iranian militias in the southern countryside of the Idlib Governorate.

Furthermore, a source from the Syrian Arab Army said the arrival of Russian troops in southern Idlib has nothing to do with any operation, but rather, their need to fulfill their checkpoint quota near the demilitarized zone.

The Syrian Arab Army, however, is preparing to launch a new offensive against the militants in the Al-Ghaab Plain and northeastern countryside of Latakia.

For the last three weeks, the Syrian Army has been mobilizing their forces at these fronts for the upcoming operations.

The Syrian Army has already begun striking the militant positions in both areas, but they have yet to begin their storming operation.

According to SANA, Sisi made these comments during the National Youth Conference, dubbed "Evaluating the Local and Regional Counter-Terrorism Experience".

The Egyptian President allegedly told the audience that terrorism was used to achieve political goals away from international legitimacy.

In particular, Sisi pointed out how terrorism was used to target and destroy the countries of Syria and Libya.

He emphasized that a conventional war cannot destroy a state, but terrorism can do so.

Sisi said that without the existence of sponsors that adopt and back terrorism, this phenomenon would not have spread and succeeded in such way.

"The phenomenon of international terrorism is a monster that has become out of the control of those who launched it," the Egyptian President concluded.

While Sisi and Assad have not formally met, diplomatic relations between Syria and Egypt have been strong since the Egyptian leader took office.

Egypt has played a major role in advocating and promoting a peaceful solution in Syria, as Sisi has allowed several meetings between the Syrian government and opposition to take place within his country.

Further, the government expelled seven more NGOs from Eastern Sudan in 2012, followed by the International Committee of the Red Cross in 2014 and the NGO Tearfund in 2015. "We have agreed with the armed groups on all sticking points, even the return of NGOs that were expelled by the former regime. Also, we can allow other humanitarian organizations to access to war-affected areas according to the procedures that preserve the country’s security," said al-Ta’ayshi who is from Darfur region.

The Sudanese government and armed groups on Wednesday signed a roadmap for peace in Sudan brokered by the South Sudanese President Salva Kiir who co-signed the deal with the Sudanese parties.

In line with the Juba Declaration, the parties agreed to immediately implement the confidence-building measures, provided in the Constitutional Document, and to establish appropriate mechanisms for this effect as the peace talks will begin on 14 October.

Al-Ta’ayshi called for setting up partnerships with the international and regional community to achieve peace, pointing to the role is being played by the State of South Sudan in this regard.

He confirmed that Juba Declaration parties had agreed in principle to address the root causes of war in Sudan, saying that everyone is confident that it is time for peace.

Further, he hinted at the possibility of amending the constitutional document and the structures of the transitional authority to accommodate the outputs of future peace agreements.

“A Peace agreement without making adjustments to the structures of constitutional institutions will not achieve the peace we expected," he added.

IDP camps in Sulaimani closed as families return home
[Rudaw] Two camps for internally displaced persons (IDPs) in Sulaimani, which were once overwhelmed by families fleeing violence in Kirkuk and other parts of Iraq, are being closed down as the majority of IDPs have now returned home, an official said Saturday.

Barzinja camp, which contains 155 cabins, was completely empty when authorities finally closed its gates this week. Surdash camp, which has 400 cabins, in now on the brink of closure as just a "handful" of IDPs still live there.

"In the beginning, there were 146 Arab displaced families sheltering in Barzinja camp. But the number gradually dropped as some of them returned home while others went to other areas looking for work," Rebin Mahmood, the mayor of Surdash sub-district, told Rudaw.

Other IDPs who had sheltered in the Barzinja camp since October 16, 2017, when Iraqi forces and Iran-backed militias seized Kirkuk from the Kurdish Peshmerga, have also returned to their areas, he said.

"There were just 14 Arab families staying in the camp recently. But we decided to refer them to the Ashti Camp in Arbat so we can shut the door of the camp," he added.

The Kurdistan Region is currently hosting 1,040,365 IDPs and refugees, according to the latest Humanitarian Situation Report on IDPs in the Kurdistan Region published by Joint Crisis Coordination Center. Some 225,955 of these are Syrians fleeing the neighbouring country’s protracted civil war.

The majority of residents sheltering in Sulaimani’s Surdash camp were from Kirkuk and Tuz Khurmatu. Now that many people have returned to their homes, there are now just 40 families living there.

"Only 40 families have opted to stay in the Surdash camp," Mahmood told Rudaw.

"UNICEF and other UN agencies have informed them that the camp is running out of services and living conditions [are declining, so they are] offering to transfer them to the Ashti Camp in Arbat," he said.

"Of the 40 families, 18 of them have said they will live on their own, saying they do not want anything. So we consider the camp as closed."

At the height of ISIS violence, some six million Iraqis were displaced across the country. Displacement was particularly pronounced in the north and west of the country ‐ including the provinces of Anbar, Kirkuk and Saladin. While the majority of Iraq’s IDPs have returned home, some 1.6 million continue to reside in camps.

Many are reluctant to return home because of continuing violence in their home areas, a lack of reconstruction following the destruction of their homes, and little in the way of basic services. Some who voluntarily left the camps to salvage their homes and livelihoods have been forced to come back to the camps, unable to piece together the basics.

A recent report by Human Rights Watch documented a series of forced returns, highlighting both state force misconduct and civilian violence. Allegations against security forces include lying to IDPs about where they are being taken, and the forced return of IDPs to areas where ISIS activity is known to be rife.

The New York-based rights monitor claimed that more than 2,000 IDPs have been expelled from camps in Nineveh to their areas of origin in Saladin, Kirkuk,

Media sources said that Kanyat militia in Tarhouna killed in a mass murder about 50 people, including Haftar's opponents and February revolution figures.

As you may know, Burke’s wife, Anne, has been a justice on the Illinois Supreme Court since she was appointed in 2006. Her term as chief justice runs through October of 2022.

I’ve always found her to be a warm and gracious lady. And in his prime, her husband was ruthless and brilliant old school Chicago Irish pol worthy of respect in a tough business. He carved the great public roasts, and if he got the largest, bloodiest piece, well, he had made sure he was the one with the big knife.

But in January 2018, Ed Burke threw a fundraiser at the couple’s home for Cook County Board President Toni Preckwinkle, who is also chair of the Cook County Democratic Party.

Preckwinkle had hired the Burkes’ son and put him on the Cook County payroll in a $100K job.

Lori Lightfoot used those public relations disasters to launch herself past the befuddled Preckwinkle and into the mayor’s office.

And cleaning it all up, like cartoon janitors with push-brooms in those old "Mr. Peabody and Sherman" cartoons, complete with the ironic tuba music, came the state’s Judicial Inquiry Board, which investigates complaints about judges.

The Judicial Inquiry Board ruled that Anne Burke didn’t violate the rules when Ed threw the Preckwinkle fundraiser at their home. But the board wouldn’t explain its ruling, saying it wasn’t allowed to disclose "specifics regarding its decision, findings or information about it’s deliberations on any matter."

Translation: shuddupyoumouth.

Powerful pro-gov’t force vows to capture SDF-held areas in Deir Ezzor
[ALMASDARNEWS] The powerful pro-government paramilitary unit, al-Baqir Brigade, has vowed to capture the territories controlled by the U.S.-backed Syrian Democratic Forces (SDF) in eastern Deir Ezzor.

In the video, one of the commanders of the al-Baqir Brigade, Fadi al-’Afays, says in the presence of a Russian soldier that his forces are ready to attack and capture these territories from the SDF.

The Syria-based al-Watan publication released a similar report on Sunday that reiterated the claim about the supreme commander of the al-Baqir Brigade, Sheikh Nawaf al-Bashir, heading to Deir Ezzor from Damascus in the coming days.

The al-Baqir Brigade is one of the most powerful factions in the Iranian-backed Local Defense Forces (LDF); they have participated in several operations alongside the Syrian Arab Army (SAA), including the offensives in Aleppo and southern al-Raqqa.

Many of the al-Baqir Brigade’s early operations took place in the Aleppo Governorate; this is due to the large number of al-Baggara (var. al-Baqqara, al-Bakkara) rustics that are currently part of this paramilitary group.

In depth report: Saudi oil facility attacks may have come from Iraq
[ATimes] Missile and drone attacks most likely launched by pro-Iranian militias operating openly in Iraq.

The leading Iraqi analyst based in the United States is Entifadh Qanbar, President and Founder of the Future Foundation. He previously served as Iraq’s deputy military attaché and as the spokesman and adviser for Iraq’s Deputy Prime Minister. He closely follows developments in his home country and has many associates feeding him information that has more than once proved to be accurate. His information about the attack coming from Iraq is backed by prior history and by Pompeo’s clear declaration.

As Qanbar knows, this attack would not be the first time Iran has used Iraq to hit Saudi oil facilities. At least one major previous attack was launched by Iraqi militias and the Iranians from Iraqi territory. Last June the Wall Street Journal carried an important report, based on conclusions reached by US officials, that a May 14 drone attack on Saudi Arabia’s oil industry originated in southern Iraq. According to the Journal, when challenged by the United States, Iraqi officials requested more information and claimed there was no conclusive evidence the attacks originated on their territory.

There are a number of Iranian-guided Shia militias in Iraq that have received drones from Iran. Former senior Iraqi officials in Washington, who are opponents of the current Iraqi government they view as compromised by Iran, believe the likely culprit is Harakat Hezbollah al-Nujaba (Movement of the Party of God’s Nobles). Hezbollah al-Nujaba had been heavily involved in the fighting in Syria and has received from Iran and operated a drone called the Yasir UAV (drone), based on the US Boeing-Insitu ScanEagle.

The statement released by Amnesia Amnesty International pointed out that there had been multiple reports of raids, arrests, festivities and detentions in occupied Kashmir, and said that the "world can only speculate on what grave human rights violations might be taking place [there] right now".

Long Island judge pleads guilty to raiding neighbor’s dirty panties
[NYPOST] A pervy Long Island judge is expected to become a registered sex offender after admitting breaking into a neighbor’s home to steal her dirty panties.

Robert Cicale, 50, had several pairs of worn women’s underwear stuffed into his coat when he was busted fleeing a 23-year-old neighbor’s home in March 2018, prosecutors told Suffolk County District Court on Friday.

The judge ‐ who was suspended from the same court in Suffolk County after his arrest ‐ was initially charged with second-degree burglary.

But he admitted to entering the 23-year-old’s home several times to snatch undies from her hamper and pleaded guilty Friday to a reduced charge of attempted burglary, still a felony, with a Nassau County District Court judge hearing the case, according to Newsday.

Cicale, of East Islip, is expected to get five years of probation and be forced to register as a sex offender when he is sentenced on Nov. 15.

Cicale’s attorney, Michael J. Brown, told Newsday that the former judge had "claimed the credit for his actions."

"He has dealt with his mental illness issues in a proactive manner and is a better person for doing so," Brown said.

District Attorney Timothy Sini insisted in a statement that the proceedings held him "accountable" and "serves justice."

"He violated the law, the public’s trust and the victims’ sense of security," Sini said.

His neighbor was a 23-year-old former intern at the Islip Town attorney’s office, where he used to work, Newsday said. It wasn’t clear whether she had worked directly for him at the time.

SPLM-N Agar forms peace negotiating team, says ready to coordinate with al-Hilu group
[Sudan Tribune] Sudan People’s Liberation Movement-North faction led by Malik Agar has formed its negotiating team and expressed willingness to coordinate with other SPLM-N faction led by Abdel Aziz al-Hilu during the grinding of the peace processor.

The SPLM-N Agar and al-Hilu signed on 11 September the Juba Declaration for peace in Sudan which provides that the negotiations will take place in Juba on 14 October.

Agar further said the cessation of hostilities and humanitarian affairs committee will be chaired by Ismail Jalab.

While another committee for the release of prisoners and confidence-building issues which were agreed to be sent immediately to the capital Khartoum.

The Juba Declaration and the issues it dealt with are an important breakthrough in the grinding of the peace processor, he underscored as the transitional government delegation showed readiness to include all the issues raised by the SRF faction including Kajabar dam and the eastern Sudan issues.

"The Movement appreciates the good spirit that prevailed in the meetings of the Revolutionary Front with the delegation of the Sovereign Council headed by General Mohammed Hamdan Daglo Hemetti, and the meeting with the Prime Minister d. Abdallah Hamdok, and affirms its commitment to everything that has been agreed upon," he stressed.

The separates tracks for Darfur and the Two Areas will be set-up but the gangs need to coordinate the positions on the national issues. Also, it is not clear if the SPLM-N al-Hilu will demand a separate track or will accept to negotiate side by side with the SPLM-N Agar, as the two groups will discuss the conflict in the Two Areas with the government.

For its part, the SPLM Agar said ready to coordinate with the al-Hliu-led group on the issues of the Two Areas between the two factions to reach "an honourable agreement for the people of the Two Areas and Sudan and to address the root causes of war in a just, comprehensive and urgent manner".

Maybe it's a conspiracy by a cabal of frackers to touch off a war with Iran that sets the Iranian and Saudi oil fields on fire thereby causing $100 oil and rescuing frackers from penury. Just as European wars in the 19th and 20th centuries were an American conspiracy, since the US was the biggest beneficiary of those wars.

Back here in meat world, the most likely culprit is Iran. Iranian weapons, millennia-old Iranian territorial ambitions and American reluctance to respond combined with genuine Arab weakness.

We have no interest in initiating another war - not for geopolitical reasons, not for economic reasons, not for domestic political reasons. None. Nada, zip, nichego.

There is a principle in nature, as well as human affairs, that goes variously by the terms "entropy," "chance", "randomness," or "chaos."

Iran is an agent of that principle. Iran's theocratic seeks to expand chaos wherever they can.


IMO, Iranians don't want war or even chaos. What they want is victory and the fruits of victory. These are very, very old-fashioned goals dating back from before recorded history.

Russian mercenaries are helping Haftar in eastern Libya
[Libya Observer] The Daily Beast has examined a tranche of internal communications from deep inside Russian Wagner Group Head Prigozhin’s Libya operation, always referred to simply as "the company."

These files, originally obtained by the Dossier Centre, offer documentary proof that Russia’s military role in Libya is far more extensive than has thus far been reported, the report added.

The report says that the files show that, quite apart from running guns for hire and arranging Facebook propaganda campaigns, Russian operatives lately got into the business of "government-in-a-box" political consultancy for Khalifa Haftar

Palestinians fail in bid to join yet another U.N. agency
[Jpost] Paleostinian efforts to join as many UN organizations and protocols as possible hit a roadblock on Saturday when it failed to gain full admission to the Bern-headquartered Universal Postal Union (UPU).

Membership in the UPU ‐ which coordinates postal policies among nations ‐ is automatic to all UN members, but a non-member state requires the support of two-thirds of the countries to join.

The Paleostinians applied in a blitz last November, when it signed forms to join 10 international protocols and conventions as a way to gain legitimacy and place diplomatic pressure on Israel. The Paleostinian request to join the UPU was sent to all member states in April, and they were given four months to respond ‐ with those not responding counted as abstentions.

On Saturday, the Foreign Ministry obtained the results, showing that the Paleostinians were well short of the two-third approval needed for membership. Fifty-six countries supported the bid, 7 states objected, 23 abstained, and another 106 did not respond, and were therefore counted as abstentions.

Over the years, the Paleostinians gained membership into dozens of international organizations, treaties and protocols in an effort to gain unilateral statehood recognition around the world.
