Hey, let's just simplify the tax code and eliminate loopholes.

It's hard to think of any statement that on its surface sounds less controversial. Eliminating loopholes means more revenue. Everyone likes simplification. Efficiency!

So why doesn't it happen?

This fantastic chart from Credit Suisse's Neal Soss is the answer. It shows the top 20 biggest "Tax Expenditures" which cost the government over $900 billion in the 2012 fiscal year.

So you want to simplify the tax code, what are you going to get rid of?

Are you going to eliminate the incentive to provide employers health insurance? Are you going to get rid of charitable deductions or pension contribution deductions? What about dinging the child credit or mortgage interest? Or how about clipping Social Security benefits for retired workers?

You get the point.

Good luck to the politician that votes to eliminates any of these

Police Arrest Suspects in Tel Aviv Bus Blast, Including Israeli Citizen
An Arab with Israeli citizenship and several West Bank Palestinians have been arrested on suspicion of carrying out the bus bombing in the heart of Tel Aviv on Wednesday, the Israeli police and the internal security service, the Shin Bet, announced on Thursday.

The bombing, which injured 21 people, was regarded as a terrorist act and was the first such attack to strike the Mediterranean city in more than six years. It revived traumatic memories of the second Palestinian uprising, rattling the population even as a cease-fire was in the works to end eight days of intense fighting between Israel and Hamas in Gaza.

A Shin Bet statement said that the suspects were rounded up within hours of the explosion. Most of them, it said, were from the Palestinian village of Beit Laqiya in the Ramallah area of the West Bank, and were associated with both Hamas an another militant group, Islamic Jihad. It said the suspects had recruited a resident of Taibe, an Arab village in northern Israel, who was originally from Beit Laqiya but who had become an Israeli citizen through a family unification program.

None of the suspects were immediately identified. The Shin Bet said the group from Beit Laqiya had admitted to preparing the bomb, choosing Tel Aviv as the target and buying cellphones for the remote detonation of the device.

The Shin Bet and the police said that the Israeli man placed the bomb on the bus and then disembarked. He then made contact with the organizers in Beit Laqiya, who activated the bomb by a phone call, they said. The Israeli man fled.

After the blast, the police set up roadblocks and hunted for the bomber with helicopters. There were reports of huge traffic jams along Route 443, a highway that runs through the West Bank close to Beit Laqiya.

Egypt's Morsi grants himself sweeping new powers
Egypt's Islamist president Mohamed Morsi has granted himself sweeping new powers, one day after winning praise for his role in brokering the ceasefire in Gaza.

Mr Morsi has decreed that all decisions he has made since coming into office, and all decisions he will make until a new constitution is passed, will not be subject to appeal or review by any court.

He has also ordered that no court can dissolve the Islamist-dominated constituent assembly which is now drafting a new constitution.

And he gave the body - which was due to issue a draft constitution in December - two extra months to come up with a charter, that will then be put to a referendum.

Mr Morsi's declaration was aimed at "cleansing state institutions" and "destroying the infrastructure of the old regime," the president's spokesman said.

The moves are linked to events in June, when a court dissolved the lower house of parliament, which was dominated by Islamists.

Nobel laureate and former UN atomic energy agency chief Mohamed El Baradei lashed out at the declaration, which would effectively put the president above judicial oversight.

"Morsi today usurped all state powers and appointed himself Egypt's new pharaoh. A major blow to the revolution that could have dire consequences," El Baradei wrote on his Twitter account.

Mr Morsi has also ordered the re-trial of leaders from former strongman Hosni Mubarak's regime.

Madonna not driving Russian minors to homosexuality, court rules
ST PETERSBURG: A Russian court has dismissed a lawsuit that sought millions of dollars in damages from Madonna for allegedly traumatising minors by speaking up for gay rights during a concert in St Petersburg.

The ruling came after a one-day hearing that bordered on the farcical.

During it, plaintiffs claimed Madonna's so-called "propaganda of perversion" would negatively affect Russia's birth rate and erode the nation's defence capability by depriving the country of future soldiers.

At one point, the judge threatened to expel journalists from the courtroom if they laughed too much.

The Moskovsky district court in St Petersburg threw out the Trade Union of Russian Citizens' lawsuit and the 333 million roubles ($10.4 million) it sought from the singer for allegedly exposing youths to "homosexual propaganda".

Madonna did not attend the trial, and her publicist, Liz Rosenberg, said on Thursday the star would not comment on it.

Anti-gay sentiment is strong in Russia, particularly in St Petersburg, where local politicians passed a law in February that made it illegal to promote homosexuality to minors.

Six months later, Madonna criticised the law on Facebook, then stood up for gay rights during a concert in St Petersburg that drew fans as young as 12.

"Who will children grow up to be if they hear about the equal rights of the lesbian lobby and manly love with traditional sexual relations?" one of the plaintiffs, Darya Dedova, testified on Thursday. "The death rate prevails over the birth rate in the West; young guys are becoming gender neutral."

#1  The biggest issue in the use of solar and wind generators is energy storage. Most energy storage on the large grids is now hydro: pump water into a reservoir and release it when needed to peak. The problem is that wind and solar power are often independent of peak power demand. So interfacing them with a synchronized grid is problematic.

The Green Idjits™ never think of this, so when they put the load on the grid, everything works fine until the wind suddenly quits. So the real issue with the technology, aside from its cost, is the lack of economic energy storage.

I have a solar array that feeds a 24 volt DC battery bank. It is great for a household. A generator backs things up if solar cannot keep up. Scaling up is the problem. Too bad governments don't think it through before they spend. At least the O admin and China have something in common....

In Germany they acted in a manner prejudicial to the continued operation of coal plants, just like here.

So their power system is increasingly wind and solar, with natural gas plants operated as peaking plants, which are much less efficient and profitable than baseline plants. With regulated prices they can charge. And finally, they have to buy their natural gas from the "former" SU, at prices indexed to the price of oil.

What's the result? The new selling point, "Solar is more profitable than fossil fuels!" It's just a stepping point to the next lie.

Mashaal: I accept a Palestinian state on '67 borders

Hamas leader Khaled Mashaal declared a position on Palestinian statehood that is nearly identical to that of his Fatah rival, Palestinian Authority President Mahmoud Abbas, in an interview with CNN aired Wednesday.

"I accept a Palestinian state according [to] the 1967 borders, with Jerusalem as the capital, with the right to return," the Hamas leader told Christine Amanpour in Cairo.
In Cairo, where he's safe, as opposed to Gazoo...
Pushed about his party's refusal to recognize Israel, Mashaal said such a declaration could only be made once a Palestinian state has been created.

"After this state is established, it decides its standing toward Israel," the Hamas leader said.
"What's mine is mine, now let's talk about what's yours..."
Mashaal, whose interview appeared to move his positions closer and closer toward the positions of the Fatah-dominated Palestinian Authority

with whom Israel has conducted numerous round of negotiations, also spoke about Hamas's use of violence and terrorism.

Asked if Hamas is willing to renounce violence, he said, "We are ready to resort to a peaceful way, purely peaceful way without blood or weapons."

Such a move, however, would be conditional on the attainment of Palestinian national demands, namely, "the elimination of occupation and the (creation of a) Palestinian state and ending the occupation and the wall."

As such, Mashaal also denied Hamas took part in the terrorist bombing of a public bus in Tel Aviv on Wednesday.

He added, however, that he believed the attack was a response to IAF strikes in Gaza during Operation Pillar of Defense.

"Not Hamas, not others, not other people from, not Hamas. No one can announce except those who committed, not me," Mashaal told CNN when asked if the group claimed responsibility for the attack.

He blamed Prime Minister Binyamin Netanyahu for bringing about the attack, "with his crimes, in killing the kids of Gaza, and the continuity of aggression."

FBI probes Petreaus staff in secret papers - UPI
If she held a valid clearance, General Petraeus could have authorize her to have access to collatoral (secret) material. He could have also authorized the issuance of "theater" level access (theater clearance), up to and including TS. My question would be, for an unclassified publication such as her book "All In", why would she need it? Where is the need-to-know ? What was this little gal up to? I believe we have reached the point where these people need to be returned to to active duty and be made to testify under Article-31 Investigatory procedures.

Shhh, U.S. Leads World In Carbon Emissions Reductions
Over the past six years, the United States has reduced its carbon emissions more than any other nation in the world.

Efforts to curb so-called man-made climate change had little or nothing to do with it. Government mandated "green" energy didn't cause the reductions. Neither did environmentalist pressure. And the U.S. did not go along with the Kyoto Protocol to radically cut CO2 emissions. Instead, the drop came about through market forces and technological advances, according to a report from the International Energy Agency.

Breakthroughs in how natural gas is extracted from underground shale formations were the key factors that led to the reductions, the report said. Natural gas has a low carbon footprint and is widely available in the United States. As a result, entrepreneurs are flocking to extract it from new areas.

"It's good news and good news doesn't get reported as much,” John Griffin, executive director of Associated Petroleum Industries of Michigan, said of the lack of reporting about the CO2 reductions. "The mainstream media doesn't want to report these kinds of things."

Rep. Chuck Moss, R-Birmingham, chair of the House Appropriations Committee, said he was unaware of the extent of the fall-off in carbon emissions.

"You know when I found out we've reduced our carbon emissions more than any other country?" Rep. Moss said. "It was when you just told me. So, maybe that says something about how many people even know about it."

Rep. Aric Nesbitt, R-Lawton, a member of the House Energy and Technology Committee, said market forces played a big role in the reductions.

"It's happened because of the move to natural gas along with the slowing economy," Rep. Nesbitt said. "Those are natural causes. Of course the mainstream media wouldn't cover that story. It doesn't fit their narrative."

But the good news might not last for long.

"I'm expecting the worst," Griffin said. "The administration has been looking at more regulation of hydraulic fracking."

Hydraulic fracking, which basically involves shooting water down oil wells or injecting fluids in shale to extract natural gas, has been practiced since 1949, but only recently have more effective methods of extraction been developed.

Rep. Nesbitt said he thinks it's telling that the U.S. environmental movement has turned against hydraulic fracking and started claiming it's an environmental hazard.

"You know about five years ago the environmental groups were supportive of natural gas technology as a cleaner alternative," Rep. Nesbitt said. "All of a sudden when the price of it went down because of the advances in extraction from shale, they're against it.

"I think the reason they turned against it is because they can't control it," Rep. Nesbitt said. "They always want some kind of central control. So what's their real goal? Is it a reduction in carbon emissions, or is it something else?"

Griffin said everyone talks about the U.S. becoming self-sufficient in energy production but their actions aren't always consistent with that idea. Now that there may be a clean, inexpensive way toward self-sufficiency, there's a movement to block it.

"The real question is, to what extent we use our own natural resources or purchase energy from government-owned resources in places like Mexico, Saudi Arabia, Kuwait?” Griffin said. "The world uses $84 million worth of oil a day. Should the money we spend on energy go to our own stockholders or to sheiks?"

Bombs injure four soldiers and a civilian in southern Thailand
Four soldiers and a civilian bystander were wounded in bomb attacks yesterday in Narathiwat and Pattani provinces.

The attack in Narathiwat targeted a security force escorting teachers. The blast went off about 7:30 a.m. while an 11-man security team was on a routine patrol to protect teachers traveling between their houses and the schools.

In Pattani, two soldiers were slightly injured in a similar roadside bomb attack targeting a security escort for teachers. The bomb went off as a pickup truck carrying six soldiers passed over the planted explosive.

World's oldest digital computer restarted
One of the world's first digital computers to replace the handwritten calculations of human "computors" is getting an official reboot that could lead to a spot in the Guinness Book of Records.

The 61-year-old Harwell Dekatron — about the size and weight of an SUV — was originally hailed as a slow, steady machine capable of delivering error-free calculations while running for 90 hours a week. It has survived to become the oldest original working digital computer following the announcement of its completed restoration by The National Museum of Computing (TNMOC) in the U.K. today (Nov. 20).

"In 1951, the Harwell Dekatron was one of perhaps a dozen computers in the world, and since then, it has led a charmed life surviving intact while its contemporaries were recycled or destroyed," said Kevin Murrell, a trustee at TNMOC.


The computer relies on 480 relays that have more in common with telephone exchanges rather than modern PCs or Macs. Such relays sit inside a collection of racks that also hold 828 flashing Dekatron valves — gas-filled counting tubes used in the early days of computing rather than the transistors of modern electronics.

"The restoration was quite a challenge, requiring work with components like valves, relays and paper tape readers that are rarely seen these days and are certainly not found in modern computers," said Delwyn Holroyd, a volunteer at TNMOC.

Running the computer requires about 1,500 watts of power — roughly equivalent to the power consumption of a modern hairdryer. By comparison, a laptop might use just 50 watts (1,000 watts being the equivalent of a kilowatt).

The computer does not convert calculations to the modern binary computer code consisting of ones and zeroes. Instead, the Dekatron valves each hold 10 gas-filled tubes that can each be activated as part of its decimal counting system.

Clattering paper readers and printers surround the computer to create a sound more like a roomful of typewriters than the quiet, whirring fans of modern computers.

Harwell Dekatron first served in the Harwell Atomic Energy Research Establishment that represented the U.K.'s main center for nuclear research from the end of World War II through the 1990s. But the computer had become redundant by 1957 and ended up as a teaching computer at the Wolverhampton and Staffordshire Technical College until its retirement in 1973.

The computer joins other relics of the early computing age at The National Museum of Computing, such as a rebuilt Colossus computer originally made by the Allies to break Nazi codes during World War II.

Netanyahu Says Israel, U.S. to Jointly Fight Iran Arms Smuggling to Gaza
[An Nahar] Israel and the United States have agreed to work together to prevent the smuggling of weapons from Iran to hard boy groups in the Gazoo Strip, Prime Minister Benjamin Netanyahu said on Wednesday.

"Israel cannot sit idly by as its enemies strengthen themselves with weapons of terror so I agreed with President (Barack) Obama that we will work together -- Israel and the United States -- against the smuggling of weapons to terror organizations, most of which comes from Iran," he said in a televised address.

"I said we'd extract high price from terror organizations. The terror organizations thought we'd refrain from strong action. They were wrong," he said.

Israel, he said, had hit hard boy commanders, had destroyed thousands of rockets and had wrecked Hamas, always the voice of sweet reason, command centers in its relentless aerial bombing campaign which began on November 14 with the assassination of top Hamas military chief, Ahmed Jaabari.

The Israeli army also claimed success in the operation, which killed 155 Paleostinians and seen more than 1,300 rockets fired over the border, killing five Israelis, one of whom was a soldier.

"Following eight days of operations, the IDF (Israeli Defense Forces) has accomplished its pre-determined objective for Operation Pillar of Defense, and has inflicted severe damage to Hamas and its military capabilities," the army said in a statement.

A statement from Jackson's lawyers, including Webb, said, "Mr. Jackson is cooperating with the investigation. We hope to negotiate a fair resolution of the matter but the process could take several months. During that time, we will have no further comment and urge you to give Mr. Jackson the privacy he needs to heal and handle these issues responsibly."

Polish terror suspect 'wanted to create more horror than Breivik'
A Polish academic arrested for planning a terrorist attack on parliament wanted to outdo the horrors of Norwegian mass murderer Anders Breivik, off the record reports suggest.Polish security services got on the trail of Dr. Brunon K. (full name withheld under Polish privacy laws), an assistant professor at Krakow's Agricultural University, in late 2011, as confirmed at a press conference on Monday.

Sources connected with the case have now said Brunon, a confessed nationalist and anti-Semite, came under surveillance after giving a lecture at a college in north east Poland.

"The students were alarmed when he spoke about the need to replace state authorities and take action. Information about this was passed on to the Internal Security Agency (ABW)," the source said. The suspect had allegedly ordered four tonnes of explosives and was intending to ram a vehicle in into the parliament building.

Iran's Leader Stops Lawmakers Grilling President
[An Nahar] Iran's supreme leader has stopped the country's parliament from grilling the president over the nation's plummeting currency and economic crisis, the official IRNA news agency reported Wednesday.

Supreme Leader Ayatollah Ali Khamenei demanded that the parliament drop its plan to grill President Mahmoud Short Round Ahmadinejad, saying such a session would benefit Iran's enemies.

Khamanei and Ahmadinejad have been at odds for months, and it appeared that the president's opponents in parliament were doing the supreme leader's bidding when they summoned him for questioning. Ahmadinejad was hauled before parliament in March, the first time an Iranian president has been questioned by the house.

Instead, IRNA quoted Khamanei as issuing an order to the legislature that said, "We demand that the respected representatives not continue" with the summons.

Khamenei, who has final say on all state matters, said parliament's concern about the economy was positive, but that questioning the president before the body "is what enemy seeks," a reference to the West.

"The country needs tranquility. Authorities also need it to carry out their tasks. People also like peace," Khamenei said.

Parliament speaker Ali Larijani wrote to Khamenei accepting his demand and pledging that politicians would not pursue the summons further.

UN Demands Obama Smash State Marijuana Legalization
In a move likely to further alienate the already unpopular United Nations from the American people, a top official with the global body put his ignorance about the U.S. constitutional system on full display by calling on the Obama administration to lawlessly quash recent marijuana legalization initiatives in Washington State and Colorado. Voters in both states approved the decriminalization of the controversial plant on November 6, nullifying unconstitutional federal statutes and a dubious UN narcotics agreement at the heart of the global “war on drugs.”

While the international organization obviously has no power to enforce its dictates, UN “International Narcotics Control Board” (INCB) boss Raymond Yans said he hoped disgraced U.S. Attorney General Eric Holder would ignore state laws, the U.S. Constitution, and the will of voters by “challenging” the successful referendums. Similarly, a coalition of former federal “drug warriors,” citing UN agreements, called on Obama to speak out against the legalization measures before they were adopted by the electorate. The administration, meanwhile, has suggested that it would continue to enforce unconstitutional federal statutes in those states despite the nullification measures.

“These developments are in violation of the international drug control treaties, and pose a great threat to public health and the well-being of society far beyond those states,” the UN’s Yans alleged. Despite the half-baked assertions, the 50-year-old UN agreement cited by the global drug boss, known as the “Single Convention on Narcotic Drugs,” does not actually purport to require the criminalization of drug possession, according to experts worldwide.

Even if it did, however, the federal government cannot legitimately expand its own powers beyond constitutional limits simply by signing on to UN agreements or making treaties. The U.S. Constitution, of course, does not give the central government any authority to regulate or control any substances. So, like with alcohol prohibition, granting the U.S. government power over drug policy would require a properly ratified constitutional amendment. Otherwise, narcotics issues, under the Tenth Amendment, are constitutionally in the realm of states or the people.

Still, the well-paid Belgian advocate of global governance and planetary prohibition said he was hopeful that Attorney General Holder “will take all the necessary measures” to continue the unconstitutional policy of prohibition in both states. Holder’s Justice Department, of course, was exposed trafficking heavy weaponry to Mexican drug cartels as part of Operation Fast and Furious while laundering narcotics money through the DEA. What measures the UN drug czar might be advocating was not immediately clear, though analysts suspect Yans was calling on the disgraced federal official to ignore the U.S. Constitution — a very serious matter.

Voters approving legalization of marijuana, Yans claimed in an attempt justify his arguments in an interview with the Associated Press, sends “a wrong message to the rest of the nation and it sends a wrong message abroad.” The UN INCB, though, seemed confident that Obama would obey the outlandish dictates of the self-styled international drug czar

#3  The fact that this writer used the word "nullification" in the context of state laws overturning federal ones suggests that he has a really... archaic relationship with constitutional law. Like, Calhoun archaic.

And the federal drug laws have been in effect long enough, and survived court challenges long enough, to enjoy a certain presumption of constitutionality.

That being said, I have no dog in this fight, and frankly, my attitude is Kissingerian: it's a shame they both can't lose.

#4  Weed is available in every highschool in the land and it has been at least since I was in HS in the 80's. The drug war is a miserable failure. Trans-national functionaries don't care about what's right or wrong or what policies are effective. They are only interested in centralized control. They want more laws regulating human affairs, never less.

But ultimately, it is human nature that is the problem, we have a strong appetite for vice and intoxication and an equally strong puritan impulse (to save us from our destructive appetites).

On the vast spectrum of intoxicating substances known to man, weed is less harmful and dangerous than most others (and quite enjoyable - speaking of first-hand experience).

Taliban gunmen target four security personnel in Bannu
[Dawn] Gunmen riding a cycle of violence Wednesday evening rubbed out four security personnel in Jani Khel area of Bannu District, close to the restive Frontier Region of Bannu, police said.

The outlawed orc Pak Taliban grabbed credit for the attack.

District Police Officer Waqar Ahmed confirmed that the Station House Officer (SHO) of Jani Khel cop shoppe was killed along with three other security personnel in the attack.

Ahmed said the police team was heading towards the cop shoppe after routine patrol when it was targeted by two gunnies riding a cycle of violence.

The three other security personnel included two Frontier Constabulary (FC) paramilitary soldier and a coppers, while three more were maimed in the gun attack.

Tehrik-e-Taliban Pakistain (TTP) front man Ehsanullah Ehsan, speaking to Dawn.Com from Qazi's guesthouse an undisclosed location, confirmed that Taliban gunnies had targeted the police vehicle.

He said that earlier the Pak Taliban had also attacked the police mobile van in Martong area of Shangla District with a remote control bomb which had injured four coppers.

IDF statements on hudna ceasefire
After more than 1,500 airstrikes on terror targets in Gaza and more than 1,000 rockets launched toward Israel, Operation Pillar of Defense has come to a close: A ceasefire between Israel and Hamas went into effect at 9 pm Wednesday. In the last-minute burst of fire, Palestinian terrorists fired several bursts of rockets at south Israel, while the IDF responded with airstrikes and artillery fire on Gaza.

Rocket were fired toward Beersheba and the Bnei Shimon Regional Council just seconds before the truce took effect, and some projectiles were launched after the truce took effect.

IDF Spokesman Brigadier-General Yoav Mordechai confirmed that the ceasefire had taken effect at 9 pm in accordance with the political echelon's instructions. "The IDF has stopped firing at the Strip and will open fire only if our forces are put in danger," he said.

The IDF spokesman added that a decision on whether to release the reserve forces would be made on Thursday.

"The operation's goals have been achieved. Hamas suffered a serious blow and is in a great amount of distress. After the organization's leaders come out from their hiding places, they will see the extent of destruction. We understand from intelligence sources that Hamas is in distress."

According to Mordechai, time will tell what the deterrence did to Hamas. "We'll know within weeks or months. The chief of staff is in the south, issuing orders to the forces. We are alert and ready."

Two bombs went kaboom! outside a Shia mosque in Orangi Town, killing two persons and wounding seven others, senior police official Javed Odho said.

He said the first appeared to be a suicide kaboom.

As the security forces and rescue workers were transporting victims of the first attack in Bloody Karachi to hospitals, a second bomb went kaboom! at the same place, wounding several people, including security forces, rescue workers and journalists, senior police officer Omer Khitab said.

The twin bombings came as minority Shia Moslems were celebrating the holy month of Muharram.

The bomb was planted in a cycle of violence destroyed the neighbourhood near Imambargah Hyder-e-Karrar in Orangi Town area, killing at least two people and injuring seven, said a police official about the first blast.

"We have also found a body which might have been of the jacket wallah, although it can not be confirmed yet," said DIG West Bloody Karachi Javed Odho.

The Fajr 5 missiles launched at Tel Aviv "have not been delivered from Iran, but their technology has," Jafari said, adding that the missiles were being "rapidly produced" in Gazoo.

The Fajr 5 rocket can hit targets up to 75 kilometers (46 miles) away, a far greater range than the home-produced Qassam rockets used in the past by Paleostinian gun-hung tough guys in Gazoo to target Israel.

A key backer of Hamas, Iran has stepped up calls for Gazooks to be "armed to defend" themselves and urged the Mohammedan world to retaliate against Israel for its bombardment of the Paleostinian territory that has cost around 135 lives.

Iran's supreme leader Ayatollah Ali Khamenei on Wednesday upped the stakes by criticizing "governments of Islamic, and particularly Arab, countries in the region" for failing to deliver an appropriate response to the Gazoo crisis.

"They should help the oppressed people of Gazoo and also exert efforts to break (Israel's) blockade of the territory," Khamenei said. "Instead, they only utter words, and some have even not verbally condemned the Zionists."

Iran has condemned Israel's air strikes on Gazoo as "organized terrorism," calling on international bodies to try its arch-foe for "war crimes."

[Daily Nation (Kenya)] Islamist fighters in northern Mali grabbed credit Wednesday for the kidnapping of a French sexagenarian, bringing to 13 the number of hostages held in the war-torn region.

La Belle France warned its citizens against travelling to the troubled West African nation, where regional powers backed by La Belle France and the United States are mulling a military intervention to oust Al-Qaeda linked militia.

"With God's blessing, the mujahedin are holding a Frenchie, whose country wants to lead armies against the Mohammedan people," Abdoul Hicham, a top leader with the Movement for Oneness and Jihad in West Africa (MUJAO), told AFP.

He did not specify whether the hostage, who was named as Gilberto Rodriguez Leal, was snatched by his group or Al-Qaeda in the Islamic Maghreb (AQIM).

Central Bank Chief Accuses Banks of Smuggling Money Abroad
[Tolo News] Local Afghan banks are sending vast amounts of money abroad which is causing foreign currency inflation, head of Afghanistan's Central Bank Noorullah Delawari said on Wednesday.

Delawari claimed before Parliament that $4.6 billion was smuggled outside of Afghanistan last year.

"In the past year, $4.6bn was sent to foreign countries illegally. We proposed a law to the Council of Ministers which they approved, but despite the existence of this law, several banks are sending the money to outside," Delawari said, adding that he's investigating the issue.

Several government officials including Finance Minister Hazrat Omer Zakhilwal and Commerce Minister Abdul Hadi Arghandiwal were summoned to the parliament to respond to the recent increase of foreign currency rates against the Afghani.

The Finance Minister said that part of the problem are concerns for post 2014, spread by political experts in local media.

"The economy-related organs are not spreading concerns about post 2014 bankruptcy, but the politicians and the experts are propagating this in media," Zakhilwal told the politicians.

Blast at Pakistan procession kills at least 16
[Daily Nation (Kenya)] A blast during a religious procession on Wednesday left at least 16 people dead and several others injured in the city of Rawalpindi in an attack by a jacket wallah, police and rescue officials said.

It was the third attack in Pakistain on Wednesday when at least 28 people were killed in kabooms and ambushes across the country -- a day before it hosts world leaders in the Developing 8 (D8) summit.

The blast occurred when a procession by minority Shiite Mohammedans was marching towards a mosque in the downtown area of Rawalpindi, which neighbours the capital Islamabad, said police.

"The total number of dead people has now reached 16. Some 32, including nine children, have got injured," Waqas Rehman, a front man for the Rescue 1122 service, told AFP.

Rawalpindi police chief said that the blast occurred when a suicide bomber entered the procession and the security officials were checking him.

"The suicide bomber went kaboom!" when the security officials were checking (his body). We had prior information about the attacks and were fully alert," said Azhar Hameed Khokhar.

Khokhar said that the authorities will run a DNA test of the body parts of the bomber to determine his links.

Another police official, Muhammad Haroon, told AFP that the attack took place when the procession was almost 500 metres from the mosque where it was heading.

Turkey Attacks On The Rise In Brookline
Neighbors are on the offensive in Brookline after what some residents are describing as aggressive turkeys.

“They were attacking the vehicle,” Karen Halvorson said outside her home in the Aspinwall Hill neighborhood.

After getting in her truck, a neighbor came and ran the birds off but it didn’t stop there.

“Then, the turkeys came and started attacking my front door,” she said.

A second run-in came a few weeks ago as she walked nearby.

“I looked back and three of them charged me,” she explained.

She moved to the center of the street to avoid the animals, but it wasn’t enough.

“The turkey flew in my face and scratched my neck,” she said.

Halvorson refuses to give up her walks so she has taken precautions.

“I went down to the hiking store and I got a hiking stick with a big ball on top of it. I walk with it all the time and now I never go without my phone,” she said.

At different spots near the Halvorson house, Karen’s husband cut piles of sticks. Those, too, are for protection.

“At least we can throw a stick at them and run into the house,” said Halvorson.

Complaints to Brookline Police about wild turkeys have doubled in the past two months.

“Some people going to work and they’ve been chased by turkeys,” said Brookline Animal Control Officer Pierre Verrier.

He spends nearly every morning trying to keep the animals away from students at Brookline High School.

“Sometimes I even take a tennis racket to try and shoo them out,” he said.

Verrier says there are basic things you can do to protect yourself. If you see a turkey, move to the other side of the street. Make noise or spray the turkey with water.

Whatever you do, don’t feed them or try to take a picture.

“There was a gentleman who took a picture with a flash and they flew right into his face.”

There are two turkey hunting seasons a year in Massachusetts. But in metropolitan areas, with firearm restrictions, that doesn’t help.

A frustrated Karen Halvorson is now working with Brookline town leaders to organize a meeting about the problem. Neighbors need guidance and an opportunity to vent, she said.

“I can’t believe we’re living this way,” she said. Town Selectman Nancy Daly is helping coordinate the gathering which she said will likely be held December 6. She wants anyone who has had a run-in with a turkey to attend and tell their story.

A similar meeting was held last week in Newton, where aggressive turkey reports are on the rise as well.

The Newton meeting focused on prevention, like making sure there are no loose food scraps near compost piles and keeping lids on all trash bins.

A total of eight individuals were shot to death in an attack at a ranch in Durango state last Sunday, according to Mexican news reports.

According to an article posted on the website of Informador news daily, the attack took place at a ranch owned by the president of Inde municipality, Ernesto Nunez Rodriguez.

According to a news item which appeared on the website of eleconomista.com.mx Wednesday afternoon, Nunez Rodriguez filed a complaint with the Durango state Fiscalia General del Estado (FGE) or attorney general charging Inde municipal police were involved in the shooting and subsequent abduction.

According to a news item posted on the website of Animal Politico website, in a radio interview Saturday with Denise Marker, Nunez Rodriguez said that his sister, whom the article fails to identify, had also identified at least some elements of the municipal police who had participated in the assault.

Nunez Rodriguez said in the program the the municipal police were in the pay of a Sinaloa cartel chief who is a plaza chief in Inde, El Oro, San Bernardo, and Ocampo municipalities. He said, without specifically identifying whom, that the municipality provides protection for the unidentified cartel associated plaza chief.

According to the account of the attack provided by Nunez Rodriguez, armed suspects came to the ranch and started shooting, forcing Ernesto Nunez Rodriguez and three other family members to flee to the cellar of their residence. The residence itself was later shot up and destroyed by fire.

The victims identified included four family members, two ranch employees, and two veterinarians visiting from Zacatecas state.  Of those one was an unidentified pregnant female and a 4 year old girl, both burned to death.

Rene Nunez Garay, 28 years old, and Juan Angel Nuñez Salas, 19, nephew of the mayor, and Luis Antonio Tinoco Chavez, 28 were among the victims who died in the shooting.  All were employed in the cattle business.  One of the veterinarians were identified as Luis Uriel Garcia Talavera, 49, identified as an employee of Zacatecas state Secretaria de Desarrollo Agropecuario (SEDAGRO) or Department of Agricultural Development. The other veterinarian was identified as Jose Guadalupe Ortega Valdez.

According to a new account posted on the website of El Siglo de Durango news daily, between two and five unidentified individuals were kidnapped by the shooters during the course of the attack.

In the same account, Nunez Rodriguez denied reports that gunfire was exchanged.

Inde municipal seat is about 12 kilometers southeast of Santa Maria del Oro, which is on Durango state Highway 45.

South Sudan Army Clash with Rebels Leaves 20 Dead
[An Nahar] South Sudanese troops attacked a rebel base in the latest violence in troubled Jonglei state, killing at least 19 rebels for the loss of one soldier, officials said Wednesday.

Troops launched an attack on a base of rebel commander David Yau Yau on Monday, firing "rocket-propelled grenades and mortar shells," said army front man Philip Aguer.

"On the battleground 15 bodies of militia were killed during the attack, later another four were found in the grass," he added. "We lost one killed in action and four maimed....the militia have been chased away."

After losing out on a seat in April 2010 elections, Yau Yau rebelled against Juba's government, but accepted an amnesty in June 2011, a month before South Sudan won independence from Sudan after decades of civil war.

Yau Yau, a former theology scholar and civil servant who comes from the Murle ethnic group, later returned to rebellion in April.

Local estimates suggest Yau Yau commands between 50 to 300 men, according to the Small Arms Survey, although other analysts suggest that he can draw on as many as 3,000 youth at maximum strength.

The clash, in the Likwangole region of the isolated and swampy state, follows a rebel ambush in August, when at least 24 soldiers were killed.

South Sudan has repeatedly accused former civil war enemies in Khartoum of backing the rebellion, claims Sudan has rejected.

The official news agency Saba quoted a source at the office as saying the reports including the original story on the official Althawra website about decrees to fire military and security chiefs were 'untrue'.

"Such reports were inciting, sabotaging and aimed at inflaming the situation in Yemen," Saba quoted the presidential source as saying.

The original story, which has been removed by Althawra, also talked about republican decrees to sack commander of the first armored division in the next two days.

In its comment on the situation, Althawra said its website was hacked and it had nothing to do with such news which was not in line with its policies and ethics.

Officials at the official newspaper said they will contact the host of the website to identify those who hacked the website.

Earlier today, editor-in-chief of Althawra, Abdulrahman Bajash, resigned, but there were not reports whether the decision was because of the story or not.

Kashmir mute to Kasab's hanging, weary over Afzal Guru's fate

Hardline Hurriyat chairman Syed Ali Shah Geelani issued a press statement but gave a miss to Kasab's hanging. "If SK Shinde still does not know what people of Kashmire want then he has no right to assume the office of Indian home minister," said Geelani in his reaction to the home minister's Tuesday's offer for dialogue. But 82-year-old Geelani avoided any reaction to Kasab's hanging.

Moderate Hurriyat chairman Mirwaiz Umar Farooq chose to be mute over the hanging. Opposition Peoples Democratic Party too declined to comment.

Chief minister Omar Abdullah was the first to react within two hours of the hanging. "Gotta hand it to the governments at the centre and in Mumbai for the mature way they handled this. Shows we can still keep a secret if we need to (sic)," wrote Abdullah on social networking site Twitter.

Omar was angry with the Western media describing Kasab as a gunman. "So Hamas, always the voice of sweet reason, are terrorists but Kasab was a "gunman". Well done American media you really call it like it is 'sarcasm' (sic)," wrote Omar.

The news of hanging did spark a token protest at Maisuma near Lal Chowk where youth burnt tyres and shopkeepers downed shutters for a brief period. Other volatile areas of Srinagar's Lal Chowk, old city and north Kashmire's Sopore remained calm and peaceful till late afternoon.

There was a massive protest by students over Gazoo situation at Kashmire University but students avoided commenting on Kasab's hanging.

While most people reserved their comments on Kasab, Guru's fate and implications of his hanging weighed heavy on peoples mind.

"Will they hang Guru secretly and bury him in a jail? That will be dangerous," said Rayees Qureshi at Srinagar's famous newspaper stall Khan News Agency.

A strong advocate of clemency for Guru, independent politician Abdul Rasheed said, "Right to Live is supreme and should be respected at all costs. That is why we have been constantly appealing for accepting clemency petition of Guru...Kashmiris have a right to know why justice is being delayed in case of fake encounters, custodial killings and other human rights

Military commander, soldiers killed in Marib
[Yemen Post] A high-ranking military commander was killed Thursday in Marib governorate after he was seriously maimed during festivities with rustics who bombed an oil pipeline.

Colonel Ali al-Asadi, commander of the Tank Battalion of the 312 Brigade and a number of soldiers were killed, and another colonel, Saleh al-Bokair, was maimed, military sources affirmed.

The sources affirmed that the gunnies shot an RPG shell on a vehicle carrying troops after a pipeline was attacked, pointing out that the festivities are still ongoing.

A number of Yemeni soldiers were previously killed by rustics in the restive government of Marib after the government directed to use force against those who assault oil pipelines and electricity installations.

Oil pipelines has been attacked on lately of Tuesday, a fourth attack since the begging of November.

Armed rustics, along with al-Qaeda Death Eaters, repeatedly target oil and gas facilities in attempts to blackmail or put pressures on the interim government.

Gas and oil pipelines are frequently attacked in the remote governorate of Marib and other areas amid allegations that remnants of the former regime are behind the attacks.

Elmo Resigns Amid Sex Allegation
[An Nahar] Elmo puppeteer Kevin Clash resigned from "Sesame Street" on Tuesday amid allegations he sexually abused underage boys, bringing an end to a 28-year career in which he turned the furry red monster into one of the most beloved -- and lucrative -- characters on TV and in toy stores.

"Personal matters have diverted attention away from the important work 'Sesame Street' is doing and I cannot allow it to go on any longer," the 52-year-old performer said in a statement. "I am deeply sorry to be leaving and am looking forward to resolving these personal matters privately."

His departure came as a 24-year-old college student, Cecil Singleton, sued Clash for more than $5 million Tuesday, accusing the actor of engaging in sexual behavior with him when he was 15. Singleton charged that Clash made a habit of trolling gay chat lines for underage boys and meeting them for sex.

It was the second such allegation in just over a week. On Nov. 12, a man in his 20s said he had sex with Clash at age 16. A day later, though, the young man recanted, saying their relationship was adult and consensual.

Clash was a young puppeteer at "Sesame Street" in the mid-1980s when he was assigned a little-used puppet now known as Elmo and turned him into a star, creating his high-pitched voice and child-like personality. Clash also served as the show's senior Muppet coordinator and Muppet captain, winning 23 daytime Emmy awards and one prime-time Emmy.

In a statement, Sesame Workshop said that "the controversy surrounding Kevin's personal life has become a distraction that none of us want," and that Clash had concluded "he can no longer be effective in his job."

"This is a sad day for Sesame Street," the company said.

Further Six Inmates Hanged as Rights Groups, Taliban Protest
[Tolo News] Six people, most of them Taliban Death Eaters, were executed on Wednesday following the eight hanged on Tuesday, Attorney General Office said.

The six hanged in prison on Wednesday include Mohammad Haidar son of Mohammad Rahim and a Tajikistan national, Motawakil son of Abdul Wakil from Kabul, and Aziz Ahmad son of Faiz Mohammad from Ghazni province - all convicted organisers of two suicides attacks in Kabul, according to the Attorney General.

The two suicide kabooms referred to are the attack in Ansari Square and another second in Gul Froshee Street which killed five and injured 30 others.

Deputy Attorney General Rahmatullah Nazari said these three in particular had links with Al Qaeda.

"We received the execution decree of these six people and we assigned a delegation to implement the decree. They are from Kabul, Faryab and there is a citizen of Tajikistan," he said.

Another two executed were Abdul Ali and Mohammad Arif, both residents of the Malistan District in Ghazni province. There were convicted of killing two aid workers from the United Nations

A total of 12 individuals including two young females were murdered in ongoing drug and gang related violence in Zacatecas state since last Friday, according to several news accounts which appeared on the website of El Sol de Zacatecas news daily.

  • Three unidentified individuals were found dead last Sunday in Jerez and Ciudad Cuauhtemoc municipalities. Two dead were found on a road in Jerez municipality between Jerez and Fresnillo municipalities. A third corpse was found in Ciudad Cuauhtemoc municipality near the dam at El Cargadero. The body found at El Cargadero was said to be a female.

  • Three unidentified individuals were found dead in Fresnillo municipality in two separate incidents. One man was found dead near Calle Suave Patria in Barrio Alto colony at around 0300 hrs. The victim had been shot several times. Two more dead were found later Monday afternoon near the village of Purisima del Maguey. Both victims had been shot.

  • Two unidentified men were found dead Wednesday morning in Fresnillo municipality. The victims were found near the village of Modelo, on the road to the village of Mesa de Puentes. One of the victims was wearing the uniform of a private security company.

  • Two unidentified young females were found dead in Calera municipality Friday. The victims, aged 19 and 13, were found on the access road to the airport at around 0700 hrs. Both females were shot in the face and were found nude. The news item said the crime was organized crime related.

  • Two men were shot to death and two others were wounded in a shooting at a Fresnillo dance hall early Saturday morning. The shooting took place at the Foro 57 dance hall on Avenida Garcia Salinas, where armed suspects entered the establishment and started shooting at around 0200 hrs. One of the dead were identified as Cesar Mayorga Fierros, 28, of Corrales in Sombrerete municipality. One of the wounded was identified as Mario Adabache Ibarra, 26, from Francisco Villa colony, presumably in Fresnillo.

North Mali clashes kill dozens, some unarmed
[Daily Nation (Kenya)] Dozens of people -- some of them unarmed -- were killed in a remote part of northern Mali as Islamist fighters backed by Al-Qaeda's north African branch routed Tuareg rebels, a security source said Tuesday.

The Malian security source called the killings "a real massacre" and said the bodies of some of those slain in violence that began Friday still dotted the arid village of Menaka, in northeastern Mali's Gao region, just above the Niger border.

"Unarmed people were shot in cold blood," the source said. "There needs to be a genuine international investigation to find out what happened at Menaka."

Other witnesses and fighters confirmed that dozens had been killed.

The latest violence in northern Mali, in the hands of beturbanned fascisti since shortly after a March coup in Bamako, comes amid growing international momentum to reclaim the sparsely populated desert land.

A hodgepodge of Islamist and Tuareg groups, some homegrown, others foreign, have seen alliances rise and falter in the months of chaos.

Starting Friday, local Tuareg rebels who want to establish an independent homeland called Azawad battled with the Islamist group the Movement for Oneness and Jihad in West Africa (MUJAO), which is backed by Al-Qaeda's north African wing, Al-Qaeda in the Islamic Maghreb (AQIM).

The fighting was focused in Ansongo, about 200 kilometres (120 miles) west of Menaka, and in Menaka itself, where the Tuareg rebels had hoped to establish a base from which to launch counter-offensives against the Islamists.

A politician for the Menaka district, Bajan Ag Hamato, said some of his fellow Tuareg had been killed "defending the town against MUJAO", including local political leader Alwabegat Ag Salakatou and six of his entourage.

He said that although they had been labelled as members of the Tuareg rebels' Azawad National Liberation Movement (MNLA), "in reality they were local patriots who wanted to defend their town".

It was not immediately possible to confirm who had been killed in the violence. A security source from Niger said four seriously injured MNLA fighters had been evacuated to Niger's capital Niamey.

The MNLA had previously claimed its fighters killed 65 MUJAO and AQIM members, suffering just one death and 13 injuries on its side, but MUJAO said it killed more than 100 MNLA fighters and took 20 prisoners.

The fighting picked up again Monday as the Islamist groups were bolstered by reinforcements, witnesses told AFP, saying the MNLA were chased from the town.

"Unknown assailants" lobbed Molotov cocktails at the office which overlooks Tahrir, "causing a big fire which rescue services are working to put out," the official said.

Television footage showed the damage caused at the office, with burned lighting equipment hanging from charred walls. No one was injured in the fire, according to security officials.

"April 6 movement" indicates the protester was part of the student protest group. In other words, not part of the Muslim Brotherhood. The part that should have been backed by the Obama administration if it wasn't going to back Mubarak, but didn't.

Gaza terror groups changing tactics to avoid Iron Dome system
Terror groups attempt to break through the intercept system's defenses by firing particularly large volley of rockets at Be'er Sheva, where one of the batteries is deployed.

The terror organizations in the Gazoo Strip have changed their rocket-launch tactics in an attempt to evade the two Iron Dome anti-missile batteries deployed by the Israel Air Force in southern Israel, security sources say. The new tactics include aiming more frequently at areas beyond the Iron Dome protection range.

On Saturday, the terror groups attempted to break through the intercept system's defenses by firing a particularly large volley of rockets at Be'er Sheva, where one of the batteries is deployed. The Defense Ministry, for its part, has accelerated its timetable in order to double the number of available batteries within six months.

The IAF's Air Defense Corps intercepted 15 of the rockets launched from the Gazoo Strip since Thursday. Iron Dome is capable of determining which rockets are liable to hit populated areas, and intercepts those rockets only in order not to waste the expensive intercept missiles on incoming rockets that will land in uninhabited areas.

After the Paleostinian launch teams realized that the intercept systems deployed in the past two weeks around Ashkelon and Be'er Sheva provided near-perfect protection from rockets, they began targeting Ashdod and Ofakim more frequently. And when they did aim at Be'er Sheva on Saturday night, they did not fire one or two rockets, as in the past, but rather a volley of seven rockets almost simultaneously. Iron Dome intercepted five of them successfully, but one penetrated the defense system, exploding in a residential area and killing Yossi Shushan.

IAF officers Sunday spoke of the steep learning curve for Iron Dome, whose operational deployment was greatly accelerated in order to provide protection for communities in the south. They said that when additional batteries were deployed, the system's performance would improve, as adjacent batteries would be able to help one other in the event of particularly large volleys of rockets.

Brig. Gen. Doron Gavish, commander of the IAF's Air Defense Corps, said Sunday that his soldiers had detected all of the rockets launched from Gazoo and had transmitted early warnings to the Home Front Command, which, in turn, alerted residents.

"We said in advance that this wasn't a hermetic system," Gavish said last night, adding that the air defense units were learning on the fly and improving the performance of Iron Dome while operating it.

"This is the first system of its kind anywhere in the world; it is in its first operational test; and we've already intercepted a large number of rockets targeting Israeli communities, saving many civilian lives," Gavish said.

Even before the recent escalation in the south, the Defense Ministry decided to accelerate the production timetable for additional Iron Dome batteries. As a result, the ministry and Rafael Advanced Defense Systems, which manufactures the system, hope to deliver a third battery to the IAF in September, with a fourth scheduled for delivery within the next six months. The air force has already trained additional air defense operators for these batteries.

Two more batteries are scheduled for delivery to the IAF by the end of 2012, bring the total number of operational Iron Dome systems to six.

Most of the budget for the four new batteries is covered by a special allocation of $205 million earmarked for the program by the U.S. administration.

"What kind of political life is this where a parliamentarian is targeted because he has a high chance of being victorious in the upcoming parliamentary elections?" he continued.

"Aren't you covering up the crimes, directly and indirectly, by acting normally after each one is committed?" he asked.

"I believe it is time for us, regardless of our political affiliations, to call for an end to political liquidations," he stressed to the speaker.

The March 14-led opposition announced its boycott of government-linked activity, including the national dialogue and parliament sessions, in light of the liquidation of Internal Security Forces Intelligence Bureau chief Brigadier General Wissam al-Hasan.

Hasan was killed in a massive car boom in Beirut's Ashrafiyeh district on October 19.

The opposition accused Syria of being behind the crime and blamed the government, which is comprised of mainly pro-Syrian allies, of covering up crime.

It is pertinent to highlight here that several major terrorist incidents over the past few years have been carried out by perpetrators clad in army uniforms. These include, among others, the massacres of Shia bus passengers in Kohistan

...a city and an eponymous district in eastern Khyber-Pakthunwa, nestled snug up against Pak Kashmir, with Kohistan and Diamir to the north and Abbottabad to the south...

The army itself fell victim to this ruse when Death Eaters in army uniform attacked the GHQ in October 2009, after which a ban was imposed on the unauthorised sale of military uniforms. By all accounts, the ban has never been enforced.

Impersonating members of the army or law-enforcement agencies is a virtually foolproof tactic of gaining access to at least the outer parameters of high-security areas, not to mention an effective way of intercepting vehicles on the road. It is thus incomprehensible how army uniforms, as well as those of civilian law-enforcement agencies, can be openly sold in markets to which the public has access. Moreover, the particular market depicted in the photograph mentioned above is not in some remote outpost in the tribal areas but in Mardan, the second largest city in Khyber-Pakhtunkhwa

Man shot dead over faulty SIM
[Dawn] A man was rubbed out by a shopkeeper over faulty mobile phone SIM (subscriber identity module) in Hazara Colony on Tuesday, police said.

Shahid Amin, 30, a resident of Hazara Colony, who used to deal in old clothes, purchased the SIM from a nearby grocery shop on Monday.

When he got it activated he noticed that the SIM did not carry the balance, although the shopkeeper had told him that it had 75 rupees credit.

Ijaz Anjum, the elder brother of the victim, told Dawn that after activating the SIM he dialed another number through his mobile to check the SIM but he found it empty.

He said after finding no balance in the SIM, Shahid went to Mohammed Amir, the shopkeeper, the next day to complain but the illegal seller of the SIM asked him to come again. When he went to the shop in the afternoon, he was again asked to come in the evening."

Ijaz Anjum said: "Again in the evening Shahid went to the grocery shop, this time Amir and his brother exchanged hot words and all of a sudden the former took out his pistol and fired at my brother."

He said a man informed him about the incident.

Ijaz said: "I was taking my younger daughter to hospital when a resident of the area informed me that my brother Shahid had been shot and injured and is lying outside the grocery shop. When I reached there I found my brother lying in a pool of blood and was alive."

Government may issue gold bonds
You may soon have options to invest in new financial instruments that are linked to gold, such as a possible gold bond. With savings rates dropping from 35% about five years ago, the government, trying to boost savings and discourage hoarding of gold in physical form as a speculative activity, is planning to soon come out with attractive paper products including gold bonds, riding on India’s craze for gold.

Though the details are yet to emerge experts say that in such instruments, investors may be allowed to invest cash or offer gold against an assured minimum return.

At the time of maturity investors are given the option of receiving gold or cash. The funds raised are likely to be used to build infrastructure projects. The government is expected to offer soverign guarantee to notified companies that can sell such bonds and back it up with hedging in global gold markets to assure minimum returns linked to the metal.

Top government sources told Hindustan Times that a gold instrument proposal was discussed at a recent high-level meeting on efforts to boost savings and investment rates in which the chairman of the Prime Minister’s Economic Advisory Council (PMEAC), C Rangarajan, and finance minister P Chidambaram were present.

“As the recent RBI data showed a declining trend of savings by Indian households including bank deposits, it was suggested in the meeting that in order to attract household savings, paper products that are linked to gold be developed,” a finance ministry official said.

Asked what would be the nature of these instruments, the official said, “We are still in the process of working out options, gold bonds could be one of them.”

In the past, India has never issued gold bonds but banks have gold deposit schemes that have not been very successful.

With gold prices soaring in the last couple of years, officials said there is a good chance that the new schemes would find takers unlike the past gold-linked schemes that were on offer that did not do well because investors preferred stocks that then offered higher returns. Now, with stock markets hit by high interest rates that lowered corporate earnings amid a global economic crisis, gold is treated as a safe haven.

Uncertainty in the stock market coupled with US fiscal cliff fear would favour gold and schemes and instruments linked to gold are likely to succeed,” said senior economist D H Pai Panadikar.

However, a official in the Planning Commission said, “Breaking the trend of India households that are keen to hold gold in physical form to parking funds in instruments that are linked to gold will take time and may not happen immediately.”

India is the largest consumer of gold in world and investment in gold — mostly bought as coins, jewels and bars.

India and China account for nearly 50% of world demand for gold either as jewellery or investments. This year, India imported gold worth $60 billion amid rising prices, while in 2011, it was worth $40 billion, putting pressure on the country’s current account deficit that may in turn depreciate the rupee.

Local shop owner Sarah Hamilton-Parker, tired after years tolling bells sounded by Salvation Army workers for hours on end during the holiday season, took matters into her own hands by reaching out to local authorities to complain about the noise.

"I listen to this for 200 hours a year," Hamilton-Parker told the Portsmouth Herald. "This is my fourth year and I can't take it anymore. I'm so sick of it."

The frustrated business owner explained that, for five weeks out of every year, from morning to night, she hears the bells ringing as Salvation Army workers attempt to raise money for their cause.

She added of the ordeal, "It makes me hate Christmas."

"We are not going to stop at Goma, we will go as far as Bukavu, Kisangani and Kinshasa," M23 front man Vianney Kazarama told a crowd massed at a stadium in Goma a day after the rebels overran the eastern city with little or no resistance from UN or government troops.

Rebels said Wednesday they had also seized the town of Sake, about 20 kilometres (more than 10 miles) northwest of Goma. They vowed to press on southward to Bukavu, the other major city on the border with Rwanda.

Kazarama also demanded that President Joseph Kabila leave power, claiming he was not the legitimate winner of last year's disputed presidential election.

But at talks in Kampala, Kabila and the leaders of neighbouring Rwanda and Uganda insisted that the rebels must immediately pull out of Goma, the main city in the mineral-rich but deeply impoverished east.

UN envoy Roger Meece accused the rebels of carrying out "summary executions" of local leaders in their advance.

Meece told the UN Security Council that the ethnic Tutsi rebels who launched their uprising in April were trying to set up "a formal administrative or governing structure" in the region.

"We have received numerous reports of targeted summary executions of those who stand in their way, including government and traditional leaders who resist or fail to cooperate with an M23 administrative structure," he said.

Meece said that since the fall of Goma there had been demonstrations in several cities against the UN presence and the government.

Nearly 24 hours after a truce had been expected to take hold, and after a day of violence that killed another 18 Paleostinians, Israeli Prime Minister Benjamin Netanyahu's office said he was prepared to give peace a chance.

"The president commended the prime minister for agreeing to the Egyptian ceasefire proposal, which the president recommended the prime minster do, while reiterating that Israel maintains the right to defend itself," the White House said.

Hopes for a truce appeared to have been faint just hours earlier as a blast tore through a bus in Tel Aviv and Israel hit back with deadly raids on Gazoo City and elsewhere in the coastal Paleostinian territory.

The conflict had threatened to take a new turn on Wednesday when the bomb struck the commuter bus in Israel's commercial capital, injuring 17 people and sparking panic.

The blast occurred very close to the Israeli defense ministry and was quickly denounced by Netanyahu's front man, who tweeted: "This was a terrorist attack".

The windows of the bus were blown out and its seats contorted from the force of the kaboom, in scenes reminiscent of the second Paleostinian intifada.

"I am speechless. This is scary," said Sigalit, a 22-year-old waitress working nearby.

Condemnation poured in, with Washington branding it "outrageous," Moscow denouncing it as a "criminal," and La Belle France and Germany calling for an urgent and lasting ceasefire in Gazoo.

Soon after, another six Paleostinians were killed in air strikes on Gazoo City.

One of the strikes hit the tower housing AFP's offices, killing a toddler in a neighboring building, a health ministry front man said. No AFP journalists were inside at the time.

Another air strike shortly afterwards on central Gazoo killed a four-year-old girl, medics said.

The chances of a ceasefire appeared dim only hours earlier, with U.N. chief Ban saying after talks in Egypt with President Mohamed Morsi that there were still "many details to work out".

Israel launched its offensive on November 14 with the assassination of a Hamas, always the voice of sweet reason, military chief, hitting more than 1,500 targets. At least 155 Paleostinians have been killed, and five Israelis have died.

Gazoo faceless myrmidons fired more than 1,500 rockets at the Jewish state, killing three people and injuring dozens, and Israel's vaunted Iron Dome anti-missile system intercepted more than 420 of them.

Sources said that local administration and security forces had imposed ban on cycle of violence riding in Akkakhel area. On Tuesday, forces signalled motorcyclist Faisal but he refused to stop. He was killed on the spot when forces opened firing on him, they said.

In Charsadda, two persons were maimed in a roadside blast on Tuesday.

Sources said that DPO Nisar Ali Marwat, who was apparent target of the attack, remained unhurt in the blast.

They said that Mr Marwat was going to home from office when his official vehicle was targeted with a remote controlled bomb planted at a bicycle near Jahangirabad Chowk.

His nephew Wajahat Ali and driver Tallah Mohammad were maimed in the blast, sources said. The DPO remained unhurt as he was travelling in a private car, however, his official vehicle was destroyed completely. The injured were taken to district headquarters hospital from where they were discharged after providing first aid.

Guatemala's indigenous groups have prepared their own activities, separate from official celebrations, in five cities and six natural sites considered sacred to them. More than half of Guatemala's population of nearly 15 million are from indigenous groups of Mayan descent.

But the end of the world tales mean brisk business for others.

Two Rockets Fired from South at Israel, at Least One Lands in Lebanon
[An Nahar] Two rockets were fired from south Leb towards the Israeli border on Wednesday evening, a Lebanese security official told Agence La Belle France Press.

"Two rockets were fired, one fell in what was clearly Lebanese territory, the other went towards Israel," the official said on condition of anonymity. It was not immediately clear where the second rocket fell.

In Israel, an army spokeswoman said: "There are no rockets on Israeli territory."

The Lebanese National News Agency reported that both rockets landed in Leb, in Ebel al-Kameh and al-Hamames villages near al-Wazzani river, a hundred meters away from the Israeli border.

Inhabitants of the region said they heard one rocket being fired from the Khiyam plain, while the second's source remains unknown.

In the meantime, the army and the UNIFIL have deployed their units in the region where these rockets landed.

This comes after two rockets ready to be fired against Israel were discovered in southern Leb on Monday.

[ZEENEWS.INDIA] Pune: Four years after carrying out the horrifying terror attack in Mumbai in the November of 2008, Pakistani national Ajmal Kasab on Wednesday was remorseful of his act just before he was executed here.

Shortly before he was hanged at 7.30 am, Kasab reportedly told the jailor of Pune's Yerwada Jail that he had no last wish, adding, "Allah ki kasam, dobara aisi galti nahin karunga (I swear by God, I won't commit such a mistake ever again)."

Kasab was buried inside the Yerwada Jail premises at 9.30 am, two hours after he was executed.

Five killed as blast rips through Quetta
[Dawn] A bomb tore through a security forces vehicle escorting schoolchildren home from school on Wednesday, killing four personnel and a woman in the southwestern city of Quetta, police said.

The attack also maimed more than 20 people, officials said.

"The target was an army vehicle which was escorting a school bus carrying children of local army officers from different schools," Quetta city police chief Hamid Shakeel told AFP.

He said four soldiers and a woman were killed when the bomb, planted on a motorcyle, exploded by remote control.

"Twenty-one people were maimed in the blast, including three soldiers. Eighteen are civilians. Six or seven of them are in a serious condition," Shakeel said.

Witnesses said the cycle of violence appeared to have been parked near shops to avoid any suspicion in the Shahbaz Town neighbourhood near some of the most prestigious private schools in Quetta.

"I was returning to my shop after saying prayers in a nearby mosque," said shopkeeper Mohammad Talib, 45.

"Soon after, I heard a huge blast. There was dust and smoke. I saw an army vehicle in flames. Shards of glass were littered on the road. There was panic, people were screaming, others were fleeing the area."

Fruit vendor Abdul Karim, 30, said the army vehicle took the same route every day after school.

"After some time police and FC (Frontier Corps paramilitary) troops arrived. They had gun sex to scare people away. Soon shops were closed and people emptied the area."

Quetta is more than 400 miles (640 kilometres) southwest of Islamabad, where security has been significantly stepped up. The event coincides with the holy month of Muharram, a magnet for sectarian attacks.

There was no immediate claim of responsibility for Wednesday's attack but Quetta and its province Balochistan

Panetta said disrupting and ultimately defeating al Qaeda would remain a key priority even as U.S. forces draw down in Afghanistan over the next two years and renew their focus on the Asia-Pacific region as part of a new military strategy.

He said the key to achieving "the end of al Qaeda" was to finish the job in Afghanistan in a way that ensured the group could never again establish safe havens there.

Panetta said dealing with government corruption in Afghanistan and eliminating beturbanned goon safe havens in Pakistain were crucial to Afghan stability.

"It will require continued commitment by the international community and the United States to help Afghan forces achieve it," he said, adding, "We have come too far and invested too much blood and treasure" not to finish the job.

He said the United States also would have to keep the pressure on al Qaeda in Pakistain, Yemen and Somalia. It would also have to work to prevent the emergence of al Qaeda safe havens elsewhere in the world, using U.S. special operations forces in partnership with local forces, he said.

"To truly end the threat from al Qaeda, military force aimed at killing our enemy alone will never be enough," Panetta added. "The United States must stay involved and invested through diplomacy, development, education and trade in those regions of the world where violent extremism has flourished."

#2  Big deal. People seem to think that 'decimate' meeans to do serious damage. It really means to kill one in ten. Ten percent casualties in 11 years is no big deal.
