ISIS ruling aims to settle who can have sex with female slaves
Islamic State hobgoblins theologians have issued an extremely detailed ruling on when "owners" of women enslaved by the extremist group can have sex with them, in an apparent bid to curb what they called violations in the treatment of captured females.

The ruling or fatwa has the force of law and appears to go beyond the Islamic State's previous known utterances on the subject, a leading Islamic State scholar said. It sheds new light on how the group is trying to reinterpret centuries-old teachings to justify the sexual slavery of women in the swaths of Syria and Iraq it controls.

The fatwa was among a huge trove of documents captured by U.S. Special Operations Forces during a raid targeting a top Islamic State official in Syria in May. Reuters has reviewed some of the documents, which have not been previously published.

Among the religious rulings are bans on a father and son having sex with the same female slave; and the owner of a mother and daughter having sex with both. Joint owners of a female captive are similarly enjoined from intercourse because she is viewed as "part of a joint ownership."

The United Nations and human rights groups have accused the Islamic State of the systematic abduction and rape of thousands of women and girls as young as 12, especially members of the Yazidi minority in northern Iraq. Many have been given to fighters as a reward or sold as sex slaves.

Far from trying to conceal the practice, Islamic State has boasted about it and established a department of "war spoils" to manage slavery. Reuters reported on the existence of the department on Monday.

In an April report, Human Rights Watch interviewed 20 female escapees who recounted how Islamic State fighters separated young women and girls from men and boys and older women. They were moved "in an organized and methodical fashion to various places in Iraq and Syria." They were then sold or given as gifts and repeatedly raped or subjected to sexual violence.

DOS AND DON'TS

Fatwa No. 64, dated Jan. 29, 2015, and issued by Islamic State's Committee of Research and Fatwas, appears to codify sexual relations between IS fighters and their female captives for the first time, going further than a pamphlet issued by the group in 2014 on how to treat slaves.

The fatwa starts with a question: "Some of the brothers have committed violations in the matter of the treatment of the female slaves. These violations are not permitted by Sharia law because these rules have not been dealt with in ages. Are there any warnings pertaining to this matter?"

It then lists 15 injunctions, which in some instances go into explicit detail. For example:

"If the owner of a female captive, who has a daughter suitable for intercourse, has sexual relations with the latter, he is not permitted to have intercourse with her mother and she is permanently off limits to him. Should he have intercourse with her mother then he is not permitted to have intercourse with her daughter and she is to be off limits to him."

Islamic State's sexual exploitation of female captives has been well documented, but a leading IS expert at Princeton University, Cole Bunzel, who has reviewed many of the group's writings, said the fatwa went beyond what has previously been published by the militants on how to treat female slaves.

"It reveals the actual concerns of IS slave owners," he said in an email.

Still, he cautioned that not "everything dealt with in the fatwa is indicative of a relevant violation. It doesn't mean father and son were necessarily sharing a girl. They're at least being 'warned' not to. But I bet some of these violations were being committed."

The fatwa also instructs owners of female slaves to "show compassion towards her, be kind to her, not humiliate her, and not assign her work she is unable to perform." An owner should also not sell her to an individual whom he knows will mistreat her.

Professor Abdel Fattah Alawari, dean of Islamic Theology at Al-Azhar University, a 1,000-year-old Egyptian center for Islamic learning, said Islamic State "has nothing to do with Islam" and was deliberately misreading centuries-old verses and sayings that were originally designed to end, rather than encourage, slavery.

"Islam preaches freedom to slaves, not slavery. Slavery was the status quo when Islam came around," he said. "Judaism, Christianity, Greek, Roman, and Persian civilizations all practiced it and took the females of their enemies as sex slaves. So Islam found this abhorrent practice and worked to gradually remove it."

In September 2014 more than 120 Islamic scholars from around the world issued an open letter to IS leader Abu Bakr al-Baghdadi refuting the group's religious arguments to justify many of its actions. The scholars noted that the "reintroduction of slavery is forbidden in Islam."

[Bloomberg] If he declared an outsider presidential bid, the former Democratic candidate could have an outsize effect on the race.

When Jim Webb quit the Democratic presidential race on Oct. 20 amid low poll numbers and a minimal debate presence, the former Virginia senator left open the possibility he'd return for a White House run in a different political guise. Now he appears to be edging closer to making good on it.

On Saturday morning, Webb used Twitter and his Facebook page to attack Democratic front-runner Hillary Clinton for her handling of Libya during her time as secretary of state.

Why are Turkey and Israel mending fences?

and Israel are making peace not because they like each other but because regional balances require it. Why did Turkey and Israel start taking steps to overcome the crisis? What were the motivations? Let me try to explain.

Geostrategic shifts: We need to go back to March 1, 2013. That day, when four officials of the U.S. administration landed on Amman instructed by President Barack Obama
I mean, I do think at a certain point you've made enough money...
to conduct secret talks with Iran, history had already put Tel Aviv and Ankara in the same basket. It became clear that Israel, who sees Iran as the biggest national security threat, and Turkey, who has historically always been in competition with Teheran, would not play against each other.

That's why visiting Israel the same month, Obama made Israel's Prime Minister Binyamin Nethanyahu apologize to Turkey. "Make peace; I am starting an Iran-oriented move in the region; you will need each other," said Obama that day. Iran's rising influence in the region was the most important reason for the reconciliation.

The Syrian crisis: In 2013, when it became clear the crisis would evolve with the rise of Iran, the two capitals started their "invisible" relationship. "Turkey sees us as its forbidden love. The Russian effect: Why did the invisible cooperation become visible? If one of the reasons is the fact that there is no election for some time on Turkey's agenda, another reason is Russia.

The fact that Moscow has upset the regional military balance after Turkey took down a Russian plane on Nov. 24 has encouraged Ankara and Tel Aviv to declare their cooperation to the world. Concerned about Russia's violations, the two capitals most probably thought this would also send a message to Moscow.

Feridun Sinirlioglu: One name on the Turkish side has played a very important role in the process. His is the best-kept secret in Ankara. Sinirlioglu, "the strongest foreign ministry undersecretary of the recent past" according to a former Turkish diplomat, was the biggest architect. In the most active days of Ahmet Davutoglu as foreign minister, a Turkish official told me that Sinirlioglu "was the person Prime Minister Erdogan trusted the most in the Foreign Ministry." Think of his influence under Foreign Minister Mevlut Cavusoglu.

Oil: There is talk of natural gas, which I don't get. To what degree the natural gas reserves discovered five years ago by Israel in Leviathan is feasible when supply is high in the region; the financial problems faced by U.S.' Noble, which has the right over the reserves, the legal discussions in Israel, the effect of Egypt's recent discoveries, etc.

The issue is about oil. Israel is the buyer of the oil that Turkey brings from Northern Iraq bypassing the Baghdad administration.

Washington: The fact that Turkey wants to keep close to the Israeli lobby has speeded reconciliation.

China Gives Itself Right to Mount Anti-Terror Ops Abroad

[AnNahar] China has legalized overseas counter-terror operations by its military, details of a controversial new law showed, as it tries to tie violence linked to mainly Muslim Xinjiang into global concerns about extremism.

Under the counter-terrorism legislation passed at the weekend Beijing "may send personnel outside the border to carry out anti-terror activities" when the "relevant country" agrees, according to the text published by the official Xinhua news agency.

The measure applies to the People's Liberation Army, the People's Armed Police and employees of the country's public security organs, Xinhua said.

In recent years the People's Republic has increasingly moved away from Deng Xiaoping's dictum of "keeping a low profile" in foreign and military affairs.

It is expanding the reach of its armed forces far around the world, seeking to build a "blue water" navy capable of operating in distant seas and commissioning its first aircraft carrier, the Liaoning, in 2012.

In November Beijing announced it would build a logistics hub in the African nation of Djibouti to support its units on United Nations

Britain's report on Muslim Brotherhood contradicts U.S. views on group
[Wash Times] The British government has issued a blistering report on the secretive Muslim Brotherhood, with findings that contradict some favorable U.S. views -- including the Obama administration's -- of the Islamic fundamentalist fraternity.

The investigative paper says the Brotherhood promotes (and sometimes takes a role in) violence; seeks world domination of Shariah, or Islamic, law; and views other religions as illegitimate. Its senior leaders "routinely use virulent anti-Semitic language" and have justified the killings of American and other coalition forces in Iraq and Afghanistan.

To this day, Brotherhood leaders say the U.S. government fabricated the Sept. 11, 2001, attacks and that the war on groups such as al Qaeda "is a pretext to attack Muslims," the British report says.

The report, simply titled the "Muslim Brotherhood Review," appears to be unprecedented in these politically correct times in that a Western government is confronting a Muslim group that is an ideological organizing force but not overtly a transnational terrorist organization.

British Prime Minister David Cameron said the investigation was conducted to determine whether the Brotherhood is contributing to violence in his country and elsewhere by creating an environment for extremists to act.

"The movement is deliberately opaque and habitually secretive," Mr. Cameron said.

Individual Moslems may show splendid qualities, but the influence of the religion paralyses the social development of those who follow it.

Affluenza Felon Found
Mexican authorities have detained so-called "affluenza" teen Ethan Couch and his mother near the popular Mexican Pacific beach resort town of Puerto Vallarta, officials briefed on the matter told CNN.
Hiding out in plain sight? Maybe he is so affluent, he didn't believe they'd find him. Maybe it's all part of his defense!
Couch went missing earlier this month, two years after he made national news when he was sentenced to probation for a drunken driving crash that killed four people. Couch is expected to be turned over to U.S. Marshals, who have spent weeks searching for him.
Last week, a Tarrant County D.A. said if they had a Ten Most Wanted List, Ethan Couch would be on the top of the list.
He is wanted by authorities in Tarrant County, Texas, for allegedly violating probation.
Allegedly? He failed to report on time, left the State without notifying his probation officer, and fled the country. I'm pretty sure he violated his probation on three or four counts, even if it was a two-week vacation in sunny Mexico.
His mother was listed by Texas authorities as a missing person after her son's disappearance, and the authorities said they believed she was assisting her son.

Mosque Linked To Muslim Brotherhood Has Received Millions In Federal Grants
[Daily Caller] A Kansas City mosque owned by an Islamic umbrella organization with deep ties to the U.S. arm of the Muslim Brotherhood has received millions of dollars in federal grants over the past several years, according to a federal spending database.

The Islamic Center of Greater Kansas City has received $2,739,891 from the Department of Agriculture since 2010, a Daily Caller analysis has found. The money largely went to the mosque's Crescent Clinic to provide services through the Women, Infant and Children nutrition program, known as WIC.

The most recent federal payment -- in the amount of $327,436 -- was handed out Oct. 1.

Property records show the mosque is owned by the North American Islamic Trust (NAIT), which acts as a financial holding company for Islamic organizations. It offers sharia-compliant financial products to Muslim investors, operates Islamic schools and owns more than 300 other mosques throughout the U.S.

Two Dead In Bangladesh Militant Hideout Blast
[AnNahar] Two suspected followers of a banned Bangladeshi Islamist outfit were killed Monday in an kaboom outside the capital Dhaka as security forces raided a third Lion of Islam hideout in four days.

The Rapid Action Battalion launched the raid on an abandoned house at Gazipur, 40 kilometers (25 miles) north of Dhaka, just after midnight, said a front man for the elite police unit.

Suspected members of Jamayetul Mujahideen Bangladesh (JMB) hurled bombs towards the raiding party before an kaboom in the building. Two bodies were later recovered.

Bomb, bullets concealed in East Jerusalem falafel stand
[IsraelTimes] Police raids also find submachine gun and stun grenades hidden in yard of home

Jerusalem police on Monday uncovered two pipe bombs, bullet magazines and ammunition at a falafel stand in East Jerusalem, during sweeps to find weapons in the eastern part of the capital.

Sappers removed the items from the eatery, located on Sultan Suleiman street.

The owner of the fast food stand, a resident of the East Jerusalem neighborhood of Wadi al-Joz, was taken away for questioning.

Police said that as part of the ongoing operations against crime and terror, weapons searches were carried out at two places in East Jerusalem.

Paramedics administered first aid to the victim, 21, who suffered a stab wound in his shoulder, and evacuated him to a hospital in the city, police and rescue services said. He was released several hours later.

In a statement the former prime minister said that the army, anti-terrorism squad and the Iraqi air force inflicted a fatal blow to ISIS in Ramadi.

Maliki's remarks contradicted earlier reports that the Shiite militia known as the popular mobilization forces (PMF) did not have a part in the offensive for the Sunni city.

Steve Warren, the spokesperson for the coalition forces in Iraq said on Sunday that they have conducted more than 600 air strikes against ISIS in support of the Iraqi army since July.

The army reported on Monday that it had reached the city center and was in control of the government complex.

Informed sources in Yemen yesterday confirmed that the problem of political prisoners held captive by the rebels will be solved soon, after the relative progress made by the Yemeni consultations in Switzerland earlier this month.

The sources believe that the Houthis will next week release those who are “alive” amongst the four main figures detained by them, the most important of whom is the Yemeni Defense Minister Major- General Mahmoud Salem Subaihi. The sources added that the Houthis will submit to Operation Decisive Storm and begin the implementation of the UN resolution 2216 as part of an operation to “build confidence” according to the term used by the UN’s Special Envoy for Yemen Ismail Ould Cheikh Ahmed in the agenda of the consultations.

In a related matter, Arab coalition forces hastened to support legitimacy in Yemen by destroying a rocket launcher in the centre of Sana’a after intercepting a “Scud” missile fired by the rebels from this launcher. The missile then landed in a citizen’s farm in the city of Najran in southern Saudi Arabia.

The Saudi citizen, Hasan bin Mani’ Al-Yaami, told Asharq Al-Awsat that he was on the farm with friends, and after they heard a noise, they went out to see what had happened and saw the missile that had fallen on the farm, 100m away from where they had been sitting. He added that he immediately informed the security authorities so that they could take necessary action. Al-Yaami confirmed that the rocket did not damage the farm in any way and that agricultural activity continues to take place as usual.

North African al-Qaeda says top figure killed in ambush

The North African affiliate of al-Qaida says one of its leading figures has been killed in an ambush by Algerian soldiers.

Al-Qaida in the Islamic Maghreb, or AQIM, says that Abu al-Hassan Rachid al-Bulaydi, head of the Sharia Committee, was killed on Friday “as a result of an insidious ambush by the apostates,” according to a statement translated by the SITE Intelligence Group.

The statement said he was killed in the Tizi Ouzou region east of Algiers.

The Algerian Defense Ministry said two “dangerous terrorists” had been killed Friday in another part of Tizi Ouzou, and it wasn’t clear whether al-Bulaydi was one of the two.

AQIM leader Abdelmalek Droukdel, is thought to be holed up in the mountainous Tizi Ouzou region. AQIM is blamed for sporadic attacks on soldiers.

IS cell busted in Sialkot, claim officials
LAHORE: The Counter Terrorism Department (CTD) claimed on Monday that it had busted a cell of the militant Islamic State group operating in Sialkot, arrested eight suspects and seized weapons, explosives and laptops, as well as a large number of compact discs containing publicity material.

Investigators claimed that the suspects had taken an oath to “overthrow democracy and introduce Khilafat in Pakistan through armed struggle”. The suspects arrested by CTD belong to different districts of Punjab, but Sialkot served as the base of their operations. They had already established infrastructure in the district to carry out operations across the country.

It was, however, not clear when did the CTD bust the cell. The FIR was lodged on Monday.

Three of the suspects have received “militant training”, according to documents detailing their interrogation.

The operation, the first of its kind in the country, enabled the CTD to break the network and infrastructure of the group anywhere in Pakistan. The CTD has already shifted the suspects to an unspecified “highly secure place”.

Suspects got militant training and vowed to overthrow democracy
Interrogations show that the suspects were trying to extend their network to other parts of Punjab through recruitment.

They have been identified as Jawad Ahmad aka Abu Hafs, Amir Sohail, Ijaz Ahmad, Adnan Babar aka Danu Kabarria, Saeed Ahmad aka Abuzar, Yasir Ali, Hamza Imtiaz, and Waqas Ahmad.

Originally the suspects belonged to Jamaatud Dawa, but later joined the IS.

The arrested members of the IS had been communicating with one another through social media and Skype to avoid arrests.

DISLIKE FOR DEMOC­RACY:

Initial investigations into the case reveal that the suspects were also involved in recruitment and collection of funds for the group.

“The suspects dislike democracy in Pakistan while they hate police and Pakistan Army,” official documents said.

“In order to persuade other people to join their organisation, they would show them some video clips in which the Rangers were seen shooting a young man in Karachi. The prime objective of the IS men was to fan hatred against the country’s law enforcement agencies (LEAs).”

Interrogations have revealed that IS chief Abu-Bakr Baghdadi had appointed Hafiz Saeed Khan as the group’s Emir in ‘Khorasan’ (areas comprising Iran and some parts of Afghanistan) and proposed him as Emir for Pakistan too.

The investigators believe that the suspects also planned to launch attacks against LEAs.

According to CTD investigations, the suspects were indoctrinated and recruited by two brothers — Babar Butt aka Abu Akasha and Nadeem Butt.

“They had sworn allegiance to Khalifa al Baghdadi and joined IS in Daska tehsil of Sialkot district in June this year,” the documents revealed.

The documents say Abu Akasha had facilitated contacts between the suspects and a Pakistan national, Abu Muavia Salfi, who was in charge of Pakistani militants in Syria.

The interrogations show that Waqas aka Rizwan, also member of the IS from Sialkot, had been killed in clashes with the Syrian forces.

Danishi Appeals To Govt To Order Kunduz Operation
[Tolo News] Kunduz acting-governor Hamdullah Danishi on Monday said he has appealed to the National Unity Government (NUG) to issue orders to security forces to launch an overall clearance operation to eliminate Death Eaters in Kunduz.

Danishi said that there is an urgent need for a large-scale operation but that orders have not yet been issued by government for such a move.

"The president has said that an overall operation is seriously necessary and we are preparing for the operation ,"said Danishi.

Meanwhile a number of provincial civil society activists said at a joint presser with the acting-governor and security officials that government must provide residents with security.

"People are asking for a widespread operation and if the operation is not conducted then what will people do. This is a serious demand by the people," said Zabiullah Majidi a civil society activist.
"People are ready to help security forces but people are under siege," said Haidar another civil society activist.

Reports indicate that at the moment security forces are busy with clearance operations in Dasht-e-Archi district but activists say security forces have a long way to go to clear the district of bully boys.

7 wounded in bomb explosion in Bardhere town
Huge roadside bomb explosion targeting a convoy carrying government troops, has wounded at least 7 soldiers in Bardhere town in south of Somalia’s Gedo region, witnesses said.

The explosion went off near Kenyan defense forces’ camp in the town, wounding at least 3 soldiers, said, deputy police boss Guhad. Three of the seven victims reportedly to have been in critical condition, witnesses told Radio Shabelle based in Mogadishu.

Meanwhile, He said that freed aid workers are interrogated in police station in the town.

No group has claimed responsibility for the attack.

Two Philippine soldiers gunned down by Abu Sayyaf
[Mindanao Examiner] Two Philippine soldiers were killed and another wounded in an attack on a marine post by Abu Sayyaf militants before dawn Monday in Sulu province. The insurgents assaulted the post in Talipao town. Marines returned fire for about 15 minutes until the militants fled.

Officials would not say how militants managed to get so close to the marine post undetected. It was the second time in two weeks that the military was attacked on its own turf. Dozens of Abu Sayyaf gunmen under Radulan Sahiron also attacked an army base in Patikul town on December 15 that left at least 5 soldiers injured.

This latest attack came barely a week after the military claimed to have killed 5 Abu Sayyaf militants under Commander Ninok Sapari in a clash in Patikul province. Village officials denied the military report and accused marines of killing an innocent civilian, Datu Kimar Amirul. They allege he was taken by the soldiers to guide them in the village and that he was eventually killed in cold blood.

Two village security guards shot in southern Thailand
[Bangkok Post] Two men on a village security team were wounded in an armed attack in Muang district on Saturday night. While Wijin Boontharik and Anan Boontharik were returning to a village, their vehicle was attacked by militants hidden along the roadside with military-grade weapons. Mr Wijin took a bullet in his right leg while Mr Anan was hit in his ribcage. Their vehicle was riddled with bullet holes.

Iraq Declares Ramadi Liberated from ISIL
[ALMANAR.LB] Iraq declared the city of Ramadi liberated from ISIL terrorist group on Monday and raised the national flag over its government complex after clinching a landmark victory against the "jihadists."

Fighters brandishing rifles danced in the Anbar quiet provincial capital as top commanders paraded through the streets after recapturing the city they lost to ISIL in May.

Pockets of Death Eaters may remain but the army said it no longer faced any resistance and that its main task was to defuse the countless bombs and traps ISIL left behind.

"Ramadi has been liberated and the armed forces of the counter-terrorism service have raised the Iraqi flag above the government complex," Brigadier General Yahya Rasool announced on state television

The former government headquarters in Ramadi was the epicenter of the fighting but Iraqi forces did not rush in when ISIL pulled out because the entire area was rigged.

"ISIL has planted more than 300 bombs on the roads and in the buildings of the government complex," said Brigadier General Majid al-Fatlawi of the army's 8th division.

Several local officials said ISIL used civilians as human shields to escape the battle when it became clear their last stand in Ramadi was doomed.

A senior army commander told AFP that his forces were still sweeping the outskirts of the city for potential pockets of Lion of Islams.

ISIL had an estimated force of around 400 fighters to defend central Ramadi a week ago. It is not clear how many were killed and how many were able to pull back to positions outside the city.

Militia in-fighting does not bode well for Tripoli-based GNA
Tunis, 28 December 2015:

There was further militia infighting in and around Tripoli last night as two of the leading Tripoli-based militias fought it out in the centre and outskirts of the capital.

Fighting broke out between the Tenth Force more popularly known as the Bashir Sadawi brigade led by Fauzi Al-Usta in Ain Zara and forces belonging to First Force of the Central Security Force linked to Hathem Tajuri.

One report says that forces loyal to Tajuri attacked one of the locations in Ain Zara occupied by Sadawi’s forces. The sound of heavy gun fire followed by the sound of ambulance sirens were heard. There are unconfirmed reports of injuries and deaths.

There are reports of road checkpoints being set up by both militias in the area of clashes.

Fighting later spread to central Tripoli in the Sidi Masri and Rixos areas.

It is also reported that the Central Support Forces of Abdulghani Al-Kikli (Ghenewa) led by Naser Khatroush attacked Tajuri’s forces en route to their headquarters in Tajura. Tajuri’s forces retaliated fighting all the way back into town as far as Rixos hotel.

The continued fighting between the various militias within Tripoli does not bode well for the international community and the Government of National Accord and their plans to establish the Faiez Serraj government safely and securely within the capital.

Palestinian anger after man shot dead at Egypt border
[ENGLISH.ALARABIYA.NET] Paleostinians in Gazoo and on social media have expressed outrage over the death of a naked man who was shot as he crossed from the Gazoo Strip into Egypt.

A video has spread online purporting to show the man walking in the Mediterranean surf and crossing the posts and fencing marking the border between the Paleostinian enclave and Egypt.

Egyptian guards open fire, while someone who appears to be part of the Gazook security forces appears to wave and signal to those shooting to stop because the man is mentally unstable.

Officials from Hamas, always the voice of sweet reason,, the Islamist movement that rules the Gazoo Strip, say he suffered from mental illness, though the father of the Gazook man has been quoted as saying he did not.

The video, taken on Thursday, later shows the man's body on the shore. The Egyptian army has so far not commented on the incident.

The hashtag "Why did they kill him?" has since spread on social media and several dozen Gazooks demonstrated on Sunday to demand Egypt return the man's body to his family.

Gazoo has been under an Israeli blockade since 2006, while its sole crossing with Egypt has been largely closed since the summer of 2013, when Egyptian president Mohammed Morsi of the Moslem Brüderbund was tossed.

Cairo accuses Hamas, which is allied with the Moslem Brüderbund, of supporting attacks in Egypt.

The blockade and the closed Egyptian border means 1.8 million Gazooks are effectively trapped inside the small enclave hit by three wars with Israel since 2008.

A news report by Today's Zaman on Sunday said that fighting continues on the western bank of the Euphrates as members of the SDF try to chase the ISIS faceless myrmidons from the area.

The SDF is a coalition of anti-ISIS groups of Assyrian, Arab, Kurdish and Turkmen.

The Kurdish Peoples Protection Units (YPG) group is the largest single gang in this coalition.

(ISIS) has recruited thousands of workers with experience in the oil industry to help the group keep crude pumping from the wells of the ISIS-held oil fields in Syria and Iraq.

The 'Iraq Oil Report' on Monday published a new report providing details on the ISIS oil operations in the region, saying that documents captured in a recent U.S. raid confirmed that the radical group has employed more than 2,000 workers to pump crude from at least 200 wellheads in Syria and Iraq.

ISIS has reportedly offered competitive salaries to its oil workers in order to keep its crude flowing and to maintain its oil revenue despite the Arclight airstrikes by the U.S.-led coalition.

The majority of the workers came from foreign countries, the report said.

According to the records released by the U.S. government, the intensive Arclight airstrikes against ISIS's oil fields and tactical units could not prevent the group from keeping its crude oil flowing.

Experts recruited by ISIS have repeatedly fixed facilities just a few days after being hit by the coalition's Arclight airstrikes. Some of the wells continued producing despite the damage.

The radical group's revenue from oil production reaches $40 million per month. According to 'Iraq Oil Report', ISIS produces about 70,000 barrels per day.

Speaking to ARA News, commander of the Levant Front (main rebel group in Aleppo) Saleh Zein said that festivities broke out between their fighters and ISIS bandidos gunnies north of Aleppo after the latter shelled rebel headquarters with mortars and home-made bombs.

"Daesh [Islamic State] bully boyz attacked our headquarters by heavy shelling. When the festivities broke out, the bully boyz had already infiltrated into several main security centers for our rebels," Zein said, using an Arabic acronym for ISIS.

"We were obliged to evacuate a number of villages in a bid to avoid further losses."

The radical group took over the villages of Doudiyan, Qereh Kobri and Ghazal in the northern countryside of Aleppo near the border with The Sick Man of Europe Turkey

Energy shortage to end by 2018, says Nawaz
Prime Minister Nawaz Sharif on Monday said energy, communications and elimination of terrorism were top priorities of his government.
So says every Pak government. It's an annual goal that they can renew safely every year without fear of it ever being realized...
"We are determined to end energy shortage by early 2018; building network of motorways for connectivity across Pakistan and uprooting terrorism and extremism completely," the prime minister said while addressing an award giving ceremony of the Federation of Pakistan Chambers of Commerce and Industries in Karachi.

Sharif flew to Karachi for a day-long visit during which he also received a briefing at Port Qasim on two under construction coal-fired power plants at a cost of $1.5 billion with a total generation capacity of 1,320MW.

He said huge reserves of coal, being mined at Thar in Sindh, would be used in four power plants being built at Port Qasim, Jamshoro and Sahiwal. In addition, other energy projects have also been undertaken to produce about 10,000 MW of power to resolve energy problem of the country which was imperative to bolster economy including industry and agriculture. Long-term hydel projects like Bhasha and Dassu have also be launched to meet water and power needs.
So much for global warming. Why should I cut so much as one ounce of CO2 from my output when the Paks, the Chinese and the Indians are building coal-fired generating plants like mad?
The prime minister announced that electricity rates for industry would be reduced by Rs3 per unit from January next.

For connectivity, Sharif said construction of motorways has been resumed from where he had left in 1999 when his government had been toppled.

Air Raids Causing Taliban To 'Regroup' Away From Sangin

, the Afghan Special Forces have stepped up air assaults against the Lions of Islam in a bid to eliminate them from Sangin and stop them from advancing on key districts.

Taliban fighters have progressively moved in to a number of areas in the opium-rich province in the past few weeks -- a move that has raised serious concerns among the locals.

On Monday however, Afghan National Army soldiers said that following the launch of air strikes, the Taliban has systematically moved fighters from embattled Sangin district to Lashkargah -- the thriving provincial capital.

Nahr-e-Saraj, Nad-e-Ali and an area of Lashkargah have reportedly become the preferred areas for the Taliban's latest regrouping move.

But battle-weary forces - who have been fighting Lions of Islam on the frontlines for weeks - have asked the government to send in reinforcement troops and additional weapons as heavy festivities continue.

"Enemy forces are deployed around this area. People in the area say that they {Taliban} are shelling at night," an ANA soldier said.

Reports also emerged on Monday that government forces in Musa Qala district are under siege.

"Only the 3rd battalion is deployed there {Musa Qala}," said another ANA officer in Sangin.

Forces on the ground have said that the Taliban is targeting Afghan cops from residential areas.

"Last night Taliban started shelling on us from behind trees," ANA officer in Greshk said.

[DAWN] A rare UN-backed deal between Syria's warring sides saw hundreds of fighters and civilians evacuate three towns on Monday, as bomb kabooms in the regime-held city of Homs killed at least 19 people.

President Bashar al Assad's government has agreed to several ceasefires with rebel groups in the past but Monday's evacuation plan was one of the most elaborate in the nearly five-year war.

"We appreciate the cooperation of all sides, of the Syrian, Turkish and Lebanese governments, and all the sides that have signed on to this humanitarian agreement," UN Humanitarian Coordinator Yaacoub El Hillo told Al Mayadeen TV from the Syrian side of the border with Leb.

It is the first time the neighbouring countries are involved in such an evacuation deal.

[TIME] Indonesian antiterror authorities say they have broken up a plot to attack officials, churches and other targets across Indonesia. A suspected terrorist from China’s remote northwest was arrested last week in Indonesia after the nation's antiterror squad raided a house in Bekasi, on the outskirts of Jakarta.

During the December 24 raid, the police also seized an explosive device in a car and a model of a government building at the house, along with bomb-making materials. It is believed that the suspect, s Uighur man named Alli, was being trained to carry out a suicide bombing.

Police chief Badrodin Haiti said, "He’s a Uighur who was learning Indonesian, and he was a [suicide bomber] in training."

Alli is the 11th terrorist suspect arrested by the antiterror squad after a series of raids in cities across Java days before Christmas. According to the police, the crackdown, which started on Dec. 18 and was based on tips from the FBI and the Australian Federal Police, foiled a plot to attack several cities on the main islands of Java, Sumatra and Kalimantan. Among the targets were senior police officers, high-ranking officials, Christian churches and Shi'ite mosques.

Alli, along with six of the terror suspects arrested days earlier, is allegedly part of a Daesh-affiliated terror ring linked to Bahrun Naim — an Indonesian convict who has gone to Syria to fight with Daesh. The remaining four belong to Jemaah Islamiyah, which is affiliated with al-Qaeda.

Algeria: 109 terrorists killed, 36 nabbed in 2015
Algerian Defence Ministry in a wrap-up of 2015 counter-terrorism operations Sunday indicated that a total of 109 terrorists have been killed and 39 arrested by the national army. The ministry put at 109 the number of terrorists killed in 2015 while the number of captives is 39.

The ministry also announced that the army during the same period seized a significant number of weapons among which 105 Kalachnikov, 21 automatic guns, 237 rifles, 8 rocket launchers, 8 traditional rocket launchers, sizeable quantity of ammunitions as well as 182 artisanal bombs, 132 mines and a presumed shutter gun five rockets.

The army summary report also indicated that up to 57,168.2 kg of Kif have been seized as part of the anti-drogue campaign. The ministry also reported the seizure of 977 metal detector equipments, 1,321.7 grams of gold and 1,079,787 of fuel as part of the fight against illegal trafficking.
All these quoted statistics makes me wonder if the Algerian Defense Ministry has been taking lessons from the U.S. Military Assistance Command, Vietnam...
Algeria has also beefed up its security level at borders with Libya in an attempt to push back incursions of jihadist militants planning terrorist attacks on the Algerian soil.

Algeria according to experts is eyed as the next IS conquest due its oil installations.

Kurd artillery pounds ISIS positions: 11 dead
(IraqiNews.com) Nineveh – On Monday, the Kurdistan Democratic Party announced, that 11 elements of ISIS were killed in an artillery bombardment carried out by the Peshmerga forces north of Mosul (405 km north of Baghdad).

The Kurdistan Democratic Party’s spokesperson in Mosul Saeed Mamouzini said in a statement received by IraqiNews.com, “This morning, the artillery of the Peshmerga forces shelled a convoy of four vehicles belonging to ISIS organization in Tilkaif District (60 km north of Mosul), killing 11 elements of the organization and destructing the four vehicles completely.”

Noteworthy, ISIS organization has imposed its control over the city of Mosul (405 km north of Baghdad) in the tenth of June 2014, while extended its activities to several provinces and regions.

Israel plans over 55,000 new West Bank settler homes

Israel is working to revive and extend plans for new Jewish settler homes in the contentious area of the occupied West Bank known as E1, settler watchdog Peace Now said on Monday. In a report it said was based on government data obtained under a Freedom of Information Act request, the group said the housing ministry was seeking to build 55,548 units in the West Bank - including two new settlements - of which more than 8,300 homes would be in E1.

E1 and the adjacent Maaleh Adumim settlement form an Israeli buffer east of Jerusalem that the Palestinians say would divide the West Bank and badly hurt the possibility of a contiguous Palestinian state.

"The area of Maale Adumim and E1 is one of the most sensitive areas in terms of the chances for two state solution," Peace Now wrote. "For these reasons, whenever an Israeli leader tries to promote the plans in E1, the international community strongly condemns them."

The United States, the United Nations and the European Union oppose all Israeli settlement building but have voiced particular concern about plans for E1.

In 2013, faced with international pressure, Israeli Prime Minister Benjamin Netanyahu vetoed construction of some 1,200 homes there but Peace Now said the housing ministry has hired architects to prepare fresh blueprints.

"This planning, which contradicts any possible commitment to a two-state solution, continues," said Monday's report, although it added that the plans could be years from fruition.

"They must be approved by the minister of defence and then go through the approval process of the planning authority," the English-language report said.

"The continued settlement growth raises honest questions about Israel's long-term intentions and will only make separating from the Palestinians much more difficult," US Secretary of State John Kerry said in a speech in Washington on December 6.

Israel seized the West Bank and east Jerusalem in the 1967 Six-Day War. It later annexed east Jerusalem in a move never recognised by the international community. Today, some 380,000 Israelis live in 135 West Bank settlements, with another 200,000 in east Jerusalem.

The Unraveling of Jacob Zuma
As Jacob Zuma retreats to his rural home in the green hills of KwaZulu-Natal for the holidays, a growing number of South Africans, including some of his own comrades in the ruling African National Congress (ANC), are wishing he would just stay there for good.

The populist Zuma has never been loved by urban, middle class — and in particular, white — South Africans, but for the first time since he took office in 2009 thousands of them took to the streets to showcase their discontent. In Johannesburg, Cape Town, and Pretoria, anti-Zuma demonstrators marched on Dec. 16 as part of a campaign dubbed #ZumaMustFall on social media.

Potentially more significant than the protests is the growing dissent Zuma’s missteps have engendered within the party. A number of ANC veterans have broken ranks to publicly criticize Zuma in recent weeks. Some of these party loyalists had been willing to look the other way on previous excesses, like the house in Nkandla (which recently received a controversial $16 million taxpayer-funded upgrade) but the feeling was that Zuma had “crossed a line” by firing Nhlanhla Nene, a respected finance minister who had pushed back against gross overspending, appointing an unknown backbencher in his place. Days later, and clearly under pressure, Zuma reversed course and announced that Pravin Gordhan, who had previously served as finance minister in 2009-2014, would be returning to the post. But the damage was already done: The episode had sunk the rand, South Africa’s currency, to record lows, shaking investors’ faith in the economy — and the ANC’s faith in Zuma.

While Zuma has always had a reputation for nepotism, members of his own party increasingly view him as reckless, the kind of leader who would play musical chairs with a crucial government position without regard for the consequences. And South Africa can ill afford economic turmoil: GDP is expected to expand just 1.4 percent in 2015 and official unemployment stands at around 25 percent (the real number is closer to 35 percent when discouraged jobseekers, who have simply given up looking for work, are taken into account). Meanwhile, South African farmers are grappling with one of the worst draughts in years, and food prices are expected to rise next year as a result.

But the problem is bigger than just Zuma. Zwelinzima Vavi, a former general secretary of Cosatu, the powerful trade union federation allied with the ANC, argues that “corrupt hyenas” close to the president within the party bear some of the blame.

Local elections, due to be held in 2016, will be a major test for Zuma’s leadership of the ANC. Political analysts say the party could even fall below 50 percent support in several major cities, including the capital of Pretoria. Even so, the party that has led South Africa since the end of apartheid is not going anywhere.

“The ANC is not about to lose power, and Jacob Zuma is aware of that fact, which is why he acts with such brazenness,” said Prince Mashele, who runs the Pretoria-based Center for Politics and Research. “We should not be naïve.”

Russia completes enriched uranium withdrawal from Iran
Russia has completed withdrawing enriched uranium from Iran as part of an agreement between Tehran and the world’s six powers on the Iranian nuclear issue, a Russian diplomatic source familiar with the agreement’s implementation told TASS Dec. 28.

“This procedure has been completed,” the source said.

Russian Deputy Foreign Minister Sergey Ryabkov said earlier that there were plans to complete the withdrawal of enriched uranium from Iran until the end of the year. He said the withdrawal volume amounted to "over 8.5 tons" of uranium low-enriched material.

In exchange, Tehran is expected to receive natural uranium. As Iranian Deputy Foreign Minister Abbas Araqchi said earlier, Iran will get 140 tons of uranium ore from Russia in exchange for enriched uranium.

Head of Iran’s Atomic Energy Organization Ali Akbar Salehi has said “the Islamic Republic of Iran will get 137 tons of the so-called yellow cake [uranium concentrate as the original raw material for enrichment].”

“Meanwhile, nine tons of enriched uranium will be withdrawn into Russia,” he said.

Egyptian journalist critical of state stabbed 4 times
A prominent Egyptian journalist critical of state and security authorities had been stabbed four times Friday by unknown men, reports say. Ahmed Gamal Zyada known for his attacks on the government was stabbed four times by two men as he was walking Friday night at a metro station in Giza.

His brother Mohammed published on his Facebook account that his brother who underwent surgery in a local hospital had been stabbed in the back, chest, hand and leg.

Family members and friends claims the attack was an assassination attempt as the two thugs did not robbed Zyada of his properties in the attack, leaving his cell phone and money.

Zyada has been in the target of security forces as according to his brother Mohammed, he was warned his criticism of the government would leave him in a ‘bad position’.

Zyada was arrested in December 2013 and spent more than year in prison after security forces arrested him at al-Azhar University while he was taking photographs of clashes between security forces and protestors. He told Middle East Eye after his released that that he was tortured on regular basis and beaten for smuggling out letters. He also told the media that despite fear and menace, he will not keep silent and will continue writing.

“I’m not going to lie, pretend that I’m a hero and say I don’t feel fear. I am afraid, but I’m not going to be silent. I am not going to stop exposing what is going on here in Egypt … a country ruled by the army and by fear.”

Working as reporter in Egypt has been come a tall order, with government and judicial system tightening rules and cracking down of reports opposite to official accounts. Reports and human right activists are regularly summoned and locked up for criticising security, government officials.

In November, Hossam Bahgat, an investigative journalist was arrested and released after Egyptian intelligence service summoned him for publishing false news.

Waco Blunders Through Its 'Biker Shootout' Investigation
Bear in mind as you read this, this is written by an author who wouldn't know a rifle bolt if he were shot with one.
The criminal-justice system in Waco, Texas, continues to boggle the mind. Last month, a grand jury in McClellan County held a marathon session to consider whether District Attorney Abel Reyna had presented enough evidence to justify indictments in the shootout at a May gathering of bikers where nine people were killed. In the wake of those killings, 177 bikers were arrested. Many proclaimed their innocence, and local authorities faced criticism for jailing so many individuals using fill-in-the-blank paperwork that didn’t differentiate among the jailed.

Still, the November grand jury session returned 106 indictments at the end of one day, some against unknown figures who hadn’t previously been arrested.
How many of them were ham sandwiches?
And the citizen jurors would reconvene at a later date to consider the fate of 80 additional bikers. This, despite the fact that leaked surveillance footage certainly seems to depict many bikers who look surprised that bullets are flying and unprepared for a gunfight, not as if they were conspiring to murder a bunch of their rivals:

On the L.E. side this has the smell of a drug bust (based on bad info) gone horribly wrong. Like a 'wrong number/address' raid.

With the un-ignoreable number of fatalities involved, everyone on the L.E. side felt it necessary to lie to cover up that fact.

I suspect that before all is said and done, there will only be convictions in the single (or low double) digits, and only for previous, outstanding warrants and or b.s. 'process' charges of perjury.

[ALMANAR.LB] At least 14 non-combatants were killed and dozens maimed in multiple near-simultaneous terror attacks in Syria's western city of Homs Monday, state media reported.

One of the victims interviewed was Hejrat, an Afghan student attending a Madrasa. He sustained serious injuries to his face.

Mother of Paris suicide bomber 'proud' he had no victims
[ENGLISH.ALARABIYA.NET] The mother of the youngest of the Gay Paree attackers, who went kaboom! outside La Belle France's national stadium, said she was "proud" that her son killed no one but himself, and hopes to reclaim his remains for burial in Morocco.

The woman identified as Fatima Hadfi late Sunday called Maghreb TV, a Belgian network with wide viewership among the country's Moroccan community. On air, she said she had no idea her 20-year-old son, Bilal, was radicalized until he called earlier this year from Syria -- instead of from Morocco, where he had told her he was going to vacation.

She did not call authorities to report his disappearance. But they found out anyway, she said, and soon after police broke down their door and handcuffed her and her older son, forcing them to the floor of their home in Belgium with guns trained on her. Nine months later, she learned he was among three jacket wallahs near the Stade de La Belle France.

Bilal Hadfi, who French authorities say was nearly continuously on the phone with the suspected criminal mastermind for 40 minutes before the first detonation on Nov. 13, went kaboom! a short distance from the stadium. He was the only person killed in the kaboom.

"What is the hardest, I think, is that for nine months we didn't see him, for four months we had no news of him, and he went kaboom! outside my door. Because Gay Paree is far and near at the same time. I wonder all the time if he suffered. I am proud that he had no victims," she told Maghreb TV.

ISIS executes 3 women by “biter” in central Mosul
(IraqiNews.com) Nineveh – On Monday, the Kurdistan Democratic Party announced, that ISIS has executed three women for not wearing hijab in central Mosul (405 km north of Baghdad), while emphasized that the death sentence was carried out in public using a “biter”.

The Kurdistan Democratic Party’s spokesperson in Mosul Saeed Mamouzini said in a statement followed by IraqiNews.com, “Today, ISIS organization has executed three women in the city of Mosul for not wearing hijab.”

Mamouzini added, “ISIS carried out the execution publicly in Bab Tob area using a biter,” pointing out that, “The biter is used by the organization as a punishment for those who violate the laws of hijab and clothing.”

#5  I am beginning to think that ISIS is the largest single congregation of sociopaths, serial rapists, serial killers, and social malcontents in history.

Their recruiting can only appeal to someone who is unhinged with the promotion of beheadings, stonings, physical and sexual abuse, abject cruelty, and rape. If that is the their theme and it resonates with the recruits...I'd say the recruits are seriously mentally disturbed.

Of course, in my mind it is hard to separate the Muslim fanatic from the Muslim sociopath on behavior alone.

Darwin Awards: exploding condom machine division
A German man was killed when he was smacked in the head by a piece of metal from a condom-vending machine he was trying to blow up in an apparent burglary attempt on Christmas.

The 29-year-old was rushed to the hospital in Schoeppingen severe head injuries that proved fatal, police said Monday.

Two friends he was with initially said the man had fallen down the stairs, but hospital officials were suspicious of their story and called the local police.

Under questioning, one of the dead man’s chums revealed that they had tried to destroy the condom dispenser to get at the cash inside.

Islamic Movement in Nigeria: Wahhabism Targets Us
[ALMANAR.LB] The Islamic Movement will stick to the peaceful choices in face of the bloody aggressions launched by the Nigerian army, Ibrahim Moussa, the head of the movement, told Al-Akhbar newspaper. Qadir Orders His Men To Shoot At Suspicious Helicopters
[Tolo News] Zahir Qadir, the first deputy speaker of the Wolesi Jirga (Lower House of Parliament) on Monday said in parliament that he has ordered his men to shoot at unidentified helicopters that are reportedly landing in Nangarhar

"Foreign forces choppers must have permission, day and night, when taking off. But [in Nangarhar] children do not sleep, women, elders do not sleep. What is going on? Country without an owner, city without lawlessness and its name is Afghanistan," Qadir said.

This comes after reports emerged recently of unidentified helicopters landing in the province and immediately taking off after dropping off groups of unidentified passengers.

Meanwhile the Independent Human Rights Commission on Monday criticized the beheading of Daesh [Islamic State] turbans on Saturday allegedly by Zahir Qadir's men in Nangarhar province.

"This incident is a source of concern for Afghanistan's Independent Human Rights Commission especially when human lives are concerned," said AIHRC CEO Mousa Mohammadi.

But a number of civil society activists in Nangarhar emphasized the need to stop kangaroo courts in the country.

Operation to flush out Shaboobs starts along the Kenya-Somali border
The [Kenyan] Government is carrying out a massive security mob up to flush out Somali based insurgents groups, who were seemingly regrouping along the Kenya-Somali common in readiness for a major terror attacks in Kenya.

The al-Shabaab splinter group allied to Islamic State of Iraq and Syria (ISIS), who is tasked to carry out a bloody, terror attacks inside Kenya according to the government, has current out at least 3 daring attacks on vehicles plying along the Mandera – Nairobi road killing at least 8 people including 4 security officers among them an Officer Commanding a police station (OCS).

Mandera County commissioner Fredrick Shisia who regretted that the Somali militants have renewed their terror attacks in the border county of after they have been contained for the last six month after a major shakeup was done on the top security brass in North-eastern region.

The security shakeup saw the recall of Amb Mohamud Saleh, who has in the past ended banditry menace in the region from his ambassadorial position in Saud Arabia to help with his past experience in fixing insecurity threats in the area suffering from the curse of being close to the war-torn Somalia.

Shisia disclosed the al-Shabaab hot spot areas earmarked for clean up as Fino, Omar Jillo, Arabia, Lafey and Dabacity all locations saddled arm stretch from the lawless Somalia.

The areas have been frequent attack zones for the Shabaab as they border the Somalia border terrorists attack targets and disappear to terror cells in Somalia.

On Sunday two police officers were killed, while two others were injured after the police land cruiser they were travelling in was hit with rocket propel grenade (RPG) by suspected Shabaab gunmen, who ambushed the incoming police vehicle.

In a similar incident in the area Al Shabaab gunmen opened fire on a bus, killing two people at Dabacity, Elwak sub-county not far from the porous Somalia border, a day later two KDF officers en route to Mandera were killed near the same spot.

Following the string of attacks, residents have been forced to live in fear, as the Somalia based terrorist group continue stepping up their attack campaign mainly targeting security officers and other government functionaries.

The security operation will be conducted by a combined team of the military and police officers deployed to the region to track the attackers to their hide outs at the border with Somalia.

Mandera Governor Ali Roba said that the trend of the attacks in the last two weeks has reached an alarming stage and could be precursor to a planned major series of attacks by the international outlawed insurgent armed group.

“Within the last three weeks we have had more than seven terror incidents happening in Mandera, this raises a lot of concern because of the increased movements of terror cells in the region and soon we will be talking of a spread to other areas,” said Roba.

Earlier this week, Inspector General of Police Joseph Boinnet warned of the imminent terror by Al Shabaab insurgents and warned Kenyans to be in the watch so as not to give the terrorists a chance to cause carnage or ham among Kenyans.

Those now loyal to IS operate in the Mandera region, while the Al-Qaeda force is based in the south eastern Boni Forest district, police said.

On Saturday, a suspected Al Shabaab fighter was killed by an Improvised Explosive Device (IED) after it went off on him as he planned to plan it on a road to a dam commonly used by the security team for their patrols.

Kenyan Defense Forces kill two in Mandera town
Two people were killed on Monday in Mandera town after they defied an order by Kenya Defence Forces (KDF) to stop. Three passer-by were injured in the 11am shooting.

According to Mandera County Commissioner Mr Fredrick Shisia, the two were in a Toyota Probox and were stopped by KDF personnel who he claimed had detected an explosive in the vehicle. The military personnel shot at the vehicle killing the two occupants.

“The vehicle had an explosive detected by the military and we are investigating where they were heading to,” Mr Shisia said.

He said it was unfortunate that passers-by were injured in the shooting and added that the area is prone to attacks and the KDF could not “take chances”.

The killing sparked protests in the town with locals saying the two were well known in the area. Speaking to the Nation on phone, Mandera Governor Ali Roba said the two were “ordinary passengers” and that there was no evidence of an explosive in the vehicle.

“The military claims there was an explosive device in the vehicle but the public denies this. I also went to the scene and from the ordinary look at the vehicle there was no explosive. The matter should be investigated,” he said.

Soddis to run Obama-sized deficit in 2016
Saudi Arabia announced a record budget deficit and cuts to fuel and utility subsidies on Monday as the oil powerhouse suffers from the drastic fall in crude prices.

Petrol prices in the kingdom are to rise by more than 50 per cent on some products from today, authorities said, after the world's largest crude exporter said it had posted a deficit of $98 billion in 2015. The price of higher-grade unleaded petrol will rise to 0.90 riyals per litre from 0.60 riyals, a hike of 50 per cent, and for lower-grade petrol to 0.75 riyals from 0.45 riyals per litre, a 67 per cent rise.

Riyadh also projected a shortfall of $87 billion in next year's budget. The Finance Ministry said in a statement that revenues in 2015 were estimated at 608 billion riyals ($162 billion), the lowest since 2009 when oil prices dived as a result of the global financial crisis.

Income for 2015 was 15 per cent lower than projections and 42 per cent less than in 2014, after oil prices fell by more than 60 per cent since mid-2014 to below $40 a barrel. Spending this year came in at $260 billion, the ministry said, almost equal to 2013 expenditures and down 6.6 per cent from 2014.

The 2015 deficit is the highest in the history of Saudi Arabia, which relies on oil for 90 per cent of public revenues, but was not as big as some expected. The International Monetary Fund had projected the 2015 deficit to be around $130 billion and other reports also put it above $100 billion.

The 2016 budget projects revenues at $137 billion, the lowest since 2009, and spending at $224 billion, slightly below 2015 projections of $229 billion.

#3  TW: It didn't just happen, they decided to do it in order to drive those of us in the states out of business. And it is working splendidly. I think they're hoping they can do this for another year and a half and then go to whoever the new president is and say: all your tracking companies are now melting in Chinese furnaces now. How about you do something about Iran and we'll only charge you 150 a barrel, rather than 300?

Iraq PM Vows to Free Country from ISIL Terrorists in 2016
[ALMANAR.LB] Iraqi Prime Minister Haidar al-Abadi vowed Monday to free the whole country from the ISIL terrorist group in 2016, speaking after security forces retook the city of Ramadi.

"If 2015 was a year of liberation, 2016 will be the year of great victories, terminating the presence of ISIL in Iraq and Mesopotamia," he said in a televised address.

"We are coming to liberate djinn-infested Mosul

, which will be the fatal blow to ISIL," he said.

Abadi did not make it clear whether Mosul would be the next battle or whether Iraqi forces would seek to retake other towns and cities first.

The prime minister congratulated the security forces on their recapture late Sunday of Ramadi, which they had lost in May following a devastating terrorist onslaught.

The Iraqi army liberated the city of Ramadi in the context of its successive victories against the ISIL holy warrior group.

Al-Qaeda militants hit Syrian Kurdish city with dozens of mortars
[ARA] Militants of al-Qaeda branch in Syria, Nusra Front, bombed on Monday a Kurdish city in the Syrian northern province of Aleppo, activists reported.

Afrin city and its countryside are under the control of the Kurdish forces of the People's Protection Units (YPG), that have been in conflict with al-Qaeda-affiliated Nusra Front and other Salafist tough guys for more than two years.

"Most of the shells hit residential neighborhoods, causing a number of casualties among civilians," local media activist Rezan Heddo told ARA News in Afrin.

"The Islamists' shelling, which took place on Monday evening, also caused a large damage in the city center and the infrastructure of Afrin," he said.

A medical source in Afrin confirmed to ARA News that several victims were pulled from the rubble of the targeted buildings.

"This is one of the fiercest terror campaigns that hit Afrin and its people," the source stressed.

In the meantime, the Kurdish forces vowed to respond to al-Qaeda holy warriors and their allies in retaliation for the civilian victims of Afrin bombardment.

Turkish government excludes main Kurdish party from constitution talks
[ARA] The Turkish authorities have excluded the main Kurdish party in the country from talks on a new constitution.

Prime Minister Ahmet Davutoglu refused to hold any talks with members of the pro-Kurdish Peoples' Democratic Party (HDP) over the new constitution, accusing the party's leadership of taking a 'disrespectful' attitude towards the government.

"It is not appropriate to accept them (HDP) as negotiators after their disrespectful and provocative comments," he told a presser during an official visit to Serbia on Monday.

Davutoglu's statement comes after the Turkish authorities accused the HDP leader Selahattin Demirtas of 'treason' for visiting Moscow last week and considering The Sick Man of Europe Turkey
