Building that bridge or expanding that highway just became more difficult under a rigorous standard issued Tuesday by the Obama administration that will make it easier to block a wide range of projects in the name of climate change.
The final guidance broadens the National Environmental Policy Act by requiring agencies to quantify the impact of activities that require federal permits not just on the environment but also on "projected direct and indirect GHG [greenhouse gas] emissions." And the rules for making these 'projections' are written where, exactly?
The White House described the guidance as "another big step in the administration's effort to consider how all types of federal actions will impact climate change and identify opportunities to build climate resilience." Anybody know what the goal of climate engineering is? 75 day time high, 55 night time low, rains only at night, a tenth of an inch three times a week? If you don't have a goal, how do you know when you've reached the end?
The announcement comes after a six-year review process challenged by House and Senate Republicans over a host of concerns, including worries that the update could be used to impose caps on carbon emissions without congressional approval. Congress? Irrelevant! Constitution? Written by dead white guys!

BREMEN, Germany -- Believing he was answering a holy call, Harry Sarfo left his home in the working-class city of Bremen last year and drove for four straight days to reach the territory controlled by the Islamic State in Syria.
He barely had time to settle in before members of the Islamic State’s secret service, wearing masks over their faces, came to inform him and his German friend that they no longer wanted Europeans to come to Syria. Where they were really needed was back home, to help carry out the group’s plan of waging terrorism across the globe.
"He was speaking openly about the situation, saying that they have loads of people living in European countries and waiting for commands to attack the European people," Mr. Sarfo recounted on Monday, in an interview with The New York Times conducted in English inside the maximum-security prison near Bremen. "And that was before the Brussels attacks, before the Paris attacks."

A 13-year veteran of the police force charged with security of the Beltway's Metro system has been arrested on charges that he tried to assist ISIS.
A fair, honest trial. Then a fair, honest hanging.
The complaint details a years-long investigation into the cop as he remained employed with the transit police. Nicholas Young, 36, of Fairfax, Va., was taken into custody this morning at police headquarters and is scheduled to appear before a magistrate in the the Eastern District of Virginia this afternoon.
According to the FBI, law enforcement first interviewed Young in September 2010 as an acquaintance of his, Zachary Chesser, had been arrested. Chesser, known for threatening the creators of the South Park series after they depicted a cartoon Muhammad, admitted that year to trying to aid Al-Shabaab. For a short time, the Charlottesville native worked as a caretaker at the Islamic Center of Northern Virginia in Fairfax. He's now incarcerated at the Supermax prison in Colorado.
"Over the next several years, Young allegedly had numerous interactions with undercover law enforcement personnel and an FBI confidential human source (CHS) regarding his knowledge of and interest in terrorism-related activity. Many of these interactions were recorded," stated an FBI press release. "Law enforcement also interviewed Young’s family and co-workers. In 2011, Young met with an undercover law enforcement officer, and several of these meetings included another of Young’s acquaintances, Amine El Khalifi, who later pleaded guilty to charges relating to his plan to conduct a suicide bombing at the U.S. Capitol Building in 2012."
The criminal complaint states that in March 2011 Young told an undercover officer that he "used to torture animals as a child" and "despised the FBI," musing that someone with his skills "could attack an FBI establishment."
Somehow that information never made it to the Metro coppe shoppe?
"Young said that firearms are not allowed to be brought into the federal courthouse in Alexandria, but described a method that Young could bring multiple guns into the courthouse undetected in order to distribute them to others inside."
The affidavit filed with the criminal complaint alleges that Young traveled to Libya in 2011 with "military-style items" and in 2014 met with the FBI informant, who was posing "as a U.S. military reservist of Middle Eastern descent who wanted to travel overseas to join ISIL," about 20 times.
That didn't make it to the coppe shoppe either...
Young allegedly gave the informant tips on how to travel without raising suspicion from law enforcement and how to be discreet about his plans. The source pretended that he left the country to join ISIS, and further email communications between Young and the source were actually between Young and undercover FBI officials.
The Metro transit cop allegedly sent an email in June 2015 asking how to sent money to ISIS "Unfortunately I have enough flags on my name that I can’t even buy a plane ticket without little alerts ending up in someone’s hands, so I imagine banking transactions are automatically monitored and will flag depending on what is going on," Young wrote.
The FBI interviewed Young in December, pretending like they were trying to figure out the whereabouts of the informant.
On July 28, Young sent $245 worth of mobile-messaging gift card codes to the FBI posing as the informant, allegedly writing: “Respond to verify receipt . . . may not answer depending on when as this device will be destroyed after all are sent to prevent the data being possibly seen on this end in the case of something unfortunate.”
Young faces up to 20 years behind bars. It's the first time a law enforcement officer in the U.S. has been charged with terrorism.

His Fairfax neighborhood was blocked off with crime-scene tape today as police searched his townhome.
Paul J. Wiedefeld, the general manager and CEO of D.C.'s Metro system, said in a statement that "since I received my first briefing on this matter, [Metro Transit Police] Chief [Ronald] Pavlik and I have worked hand-in-glove with the FBI in the interest of public safety and to ensure that this individual would be brought to justice."

[Breitbart] The Jerusalem Post reports: The Defense Ministry unveiled on Monday the IDF’s first wheeled armored personnel carrier (APC). Quite similar to the Badger, as pictured, but with a much more powerful engine and enhanced defensive systems.
The platform will soon enter service, joining the tracked Namer APC and eventually replacing the aging and vulnerable M113 platforms.
The Defense Ministry’s Tank Administration announced it had built the first prototype of the APC, dubbed Eitan, after completing the development stage.
The development process was informed by "lessons learned from Operation Protective Edge" against Hamas in Gaza in 2014, the ministry said.
The eight-by-eight wheeled vehicle will be powered by a 750-horsepower engine and will have an active protection system to intercept RPGs and antitank missile threats.
It can reach speeds of up to 90 kilometers per hour and ferry infantry soldiers from one battle sector to another while traveling along roads without the need for military trailer services. It can also travel through difficult terrain, according to the Defense Ministry.

Fact - The vetting process is non-existent. The first 25,000 Iraqi refugees were allowed in without ANY vetting...killers that attacked US troops were included. State did not and still does not check against any of the DoD detention records or derog intel on the candidates for refugee status because that slows the process and limits numbers. And bad things were the result - Terrorism cases against Iraqis in this first 25,000 were made in Kentucky and North Carolina.
Think about this - intel and biometric data from the battlefield is not considered...this should be the first data looked vetted and is readily available.

[CNN] Meg Whitman, a major GOP donor and former California gubernatorial candidate, said Tuesday she would support Hillary Clinton over Donald Trump, making her one of the highest-profile Republican defections.
"Donald Trump's demagoguery has undermined the fabric of our national character," Whitman said in a statement. "America needs the kind of stable and aspirational leadership Secretary Clinton can provide."
Whitman, the president and CEO of Hewlett-Packard, also said in an interview with the New York Times she would use her considerable resources to make a contribution to the Clinton campaign and its allied super PACs.
Clinton herself asked Whitman for her support, the businesswoman told the Times, which was the first to report the endorsement.
Whitman's comments came as Trump has clashed with members of his own party over a protracted dispute with the family of a Muslim US soldier who was killed in action. They also came on a day that saw the first sitting Republican member of Congress express support for Clinton as well as the top adviser to former Florida Gov. Jeb Bush and the former top aide to New Jersey Gov. Chris Christie.
The latter two defections mean Whitman's endorsement capped off a two-day period during which three Republican women said they would cross the aisle to back Clinton over Trump.
Whitman ended her statement endorsing Clinton by calling on all Republicans to follow her, saying: "I urge all Republicans to reject Donald Trump this November."

In recent years, as high-profile police killings, including the choke-hold death of Eric Garner by police on Staten Island, have sparked nationwide protest and unrest, Bratton has tried to forge new partnerships between officers and people of color.
But for many, the end of Bratton's tenure and his role as one of the most significant forces shaping American policing couldn't have come soon enough.

NYPD Commissioner Bill Bratton is leaving the NYPD — for a cushy private-sector job with a firm with close ties to the Clintons, sources told The Post on Tuesday. The company is Teneo Holdings.
The siege in Sayed Abad village in Helmand's Nad Ali district ended after hours of fighting between Afghan security forces and Taliban rebels, but some residents said dozens of troops are still under siege.
A local police commander in Sayed Abad village, Ghulam Sakhi, said the area has fallen to the Taliban and that a number of soldiers were killed in the conflict.
"We were not provided with further forces to move forward. We were helped by the army, police, and civil order forces and were taken out of the siege," Sakhi added.
A local police force member, Sayed Mustafa, said they were faced with the lack of equipment and reinforcements therefore they left the area.
"It was in the morning when they [rebels] started attacking us. Two soldiers were killed and one other was wounded," Mustafa said.
Meanwhile, families of soldiers said that dozens of Civil Order Forces have been under Taliban siege for the past four days and that they have not received aid so far.
The soldiers have said in phone calls with their families that their ammunition will soon run out if they are not given more.
Father of one of the soldiers said: "Government must save them. It should use all its facilities for this."
"My cousin called me and said they have no weapons, ammunition or food and that they are under siege and the situation is bad. He said no one has helped them so far. He said they will be killed by Taliban if they are not helped," said a relative of one of the trapped soldiers in Helmand's Nad Ali.
A number of MPs from Helmand meanwhile said insurgents have attacked seven districts of the province and that parts of the province collapsed to militants but then again come under government's control.
"Collapse of Helmand means the collapse of Afghanistan. It is not like Kunduz that will be recaptured within a few days. Government will not be able to retake control of the province if it falls to insurgents," said Mohammad Hashim Alokozay, an MP from Helmand.
Meanwhile, military commentator Atiqullah Amarkhail said a number of foreign hands are trying to stoke the Helmand war for their own benefit.
"Only one month is needed to clear Helmand of militants – using the available power of Afghan and foreign troops. But if Helmand is cleared, then who will own the overfilled resources in Helmand? Who will own the three-season poppy corps, who will own the precious and semi-precious stones in Helmand? There are a number of people outside and inside government that want to keep the Helmand war fueled," Amarkhail said.
"Government is aware about the threats, but why is it not sending the assistance on time and why doesn't it give ammunition in areas with serious threats?," said MP Fawzia Kofi.
She added: "The Civil Order Police Force members in Nad Ali are repeatedly calling that they are trapped. As well as there is a similar scenario in Badakhshan's Raghistan district where the troops have received no assistance and no air support."
Meanwhile, the Ministry of Interior spokesman Sediq Sediqqi said that efforts are under way to remove the current challenges and threats.
"We are trying to changing the situation and to overcome the threats in Nad Ali district," Sediqqi added.
Critics said they believe that the situation will worsen if government does not change its war strategy.

[NEWS.STATETIMES.IN] Normal life remained paralysed in Kashmire for the 24th consecutive day on Monday as curfew continued in some parts while restrictions were in effect in rest of the Valley to maintain law and order.
Curfew remained in force in five cop shoppe areas of the city and Anantnag town. Restrictions on assembly of four or more persons continued in entire Kashmire, a police official said.
"Curfew is in place only in five cop shoppe areas of Srinagar city -- Nowhatta, Khanyar, Rainawari, Safakadal and Maharajgunj," he said.
According to a police handout, the situation throughout Kashmire remained ’under control’ although 15 incidents of stone pelting were reported across the Valley. These incidents were reported from Ganderbal, Kulgam, Anantnag, Shopian, Baramulla, Kupwara and Bandipora.
During law and order situations, three persons, 25 police and security force personnel including a CRPF Coy Commander were maimed. The CRPF Coy Commander suffered serious injury in his face.
As a precautionary measure curfew restrictions were put in place in cop shoppes of North zone Srinagar and Anantnag town.
Normal life remained disrupted for the 24th consecutive day due to the strike call given by separatists against civilian deaths during the protests which erupted after the killing of Hizbul Mujahideen commander Burhan Wani in an encounter with security forces on July 8.
Shops, schools, colleges, business establishments and private offices remained closed while public transport remained off the roads in the Valley which is reeling under the violence that has left 49 persons dead and over 5,600 persons injured.
According to a Srinagar based news agency, scores of doctors and para-medical staff at SKIMS JVC Bemina took out a protest march from the hospital premises and raised pro-freedom slogans.
Meanwhile, ...back at the pound, the little lost dog had finished eating the rat terrier... Syed Ali Geelani on Monday came out of his residence at Hyderpora and started painting walls with anti-India slogans.
Geelani, who is under continuous house detention, was accompanied by a few of his supporters and some locals of the area.
Notably, the separatists on July 30 issued a new protest calendar asking people, particularly youths, to express their sentiments by writing slogans on roads, Walls, Shop Shutters etc.
The separatist camp has extended the shutdown call in Kashmire till August 5, calling for a march to Hazratbal shrine on Friday.

[Inquirer] An 8-year-old boy was killed when he was hit by a stray bullet in Tipo-Tipo town in Basilan, during the ongoing military operations against the Abu Sayyaf.
Dr. Arlyn Jumaoas said the boy was referred to her for medical treatment on Friday. She said X-rays showed that a bullet was lodged inside the boy's head. He died Saturday afternoon.
The physician said the boy was from Barangay Limbo Upas in Tipo-Tipo where Army soldiers and the Abu Sayyaf have been clashing. "This boy was inside his home with other kids (when he was hit by stray bullet)," Jumaoas added.
Birgen Saharin, a local resident, said Philippine troops have been pounding some areas in her town, her family and neighbors. She said, "We are afraid to return home as we might get hit by the ground and aerial attacks."
Mayor Darussalam Ladjid of Al Barka town said security forces have been conducting air strikes to flush the Abu Sayyaf from their forest lair.
But military spokesman Filemon Tan Jr. said they have received no reports about a boy hit by stray bullet during air strikes. He said, "Our airstrikes are guided by forward observers who see the battle area and these areas are isolated from populated areas and communities. Our pilots engage targets based on our rules of engagement."

Chinese support to Taliban will be detrimental to India's security interests particularly in the fight against crossborder terror as Beijing earlier this year vetoed DELHI's move to ban Maulana Masood Azhar ...One of the major players in Pak terrorism. In early 1994, India incarcerated him for his terrorist activities. In 1995, foreign tourists were kidnapped in Jammu and Kashmir. The kidnappers included the release of Masood Azhar among their demands. One of the hostages managed to escape but the rest were eventually killed. In 1999, he was freed by the Indian government in exchange for passengers on hijacked Indian Airlines Flight 814 that had been diverted to Kandahar. The hijackers were led by Masood Azhar's brother, Ibrahim Athar. Once he was handed over to the hijackers, they fled to Pak territory despite the fact that Islamabad had earlier stated that any of the hijackers would be jugged at the border. The Pak government had also previously indicated that Azhar would be allowed to return home since he did not face any charges there. [JPOST]Hamas, always the voice of sweet reason, has accused the Paleostinian Authority of attempting to undermine its municipal election campaign in the West Bank by arresting and summoning a number of its members on Monday, according to al-Quds al-Arabi.
Abdul Rahman Zeidan, a Hamas representative of the Paleostinian Legislative Council, said that the Paleostinian Authority Security Forces (PASF) are carrying out an arrest campaign in the West Bank that is "shaking Hamas’s confidence in the PA’s, the government’s and Fatah’s seriousness in organizing democratic elections."
Zeidan added that if the PA wants the municipal elections to succeed, it "must create conditions that reassure the citizen regardless of his affiliation that he can freely vote for whoever represents him."

Abbas issued a presidential decree Monday requiring nine West Bank municipal districts to have a Christian majority in the local council, and that the head of those councils must be Christian. A total of 67 out of the 3,848 seats up for election were guaranteed to Christians.
Hamas, in a statement posted on their website, calls the decree "a violation of the electoral process and an attempt to influence the outcome."
The Paleostinian municipal elections are slated to take place October 8 and will be held in 416 townships and village councils; 25 are located in Gazoo and the other 391 in the West Bank.

[BBC] At least 18 people have died in a suicide kaboom targeting soldiers in the eastern Libyan city of Benghazi.
The kaboom struck the al-Guwarsha area west of the city. The BBC was told at least a dozen people were maimed.
The area has been the focus of fighting between Islamist militias and troops loyal to Libya's eastern government.
News agencies said an Islamist group, the Shura Council of Benghazi Revolutionaries, said it was behind the kaboom.
A security source in Benghazi has confirmed to the BBC that the bombing targeted the headquarters of the 146th Brigade, a security force that has been engaged in fighting against Islamists militias in the city.
The rebel eastern government was formed in 2014 in competition to the elected parliament.

[DAWN] GUJRAT: As police investigation into the alleged murder of Samia Shahid, a Brit of Pak origin, continues in Jhelum, more details about the past of slain woman’s family have surfaced.
Some people of Pandoori (the native village of Samia Shahid in Mangla police precinct) told some newsmen on condition of anonymity that accused Chaudhry Shakil, a cousin and former husband of Samia, had a criminal record.
They said Shakil had faced 18-month jail on charges of firing and injuring Gul Zaman, a resident of Dhok Sahi near Pandoori. Their claim was confirmed by Mangla SHO Aqeel Abbas who said the shooting had taken place over a land dispute.
Shakeel had also contested the last local bodies elections for the slot of a general councilor of his village in November 2015 but lost.
The villagers said a paternal aunt of the dear departed woman had also died under identical circumstances nearly 25 years ago since she had also sought divorce from her husband which her family was not ready to accept.

(IraqiNews.com) Nineveh – A source in Nineveh Operations Command stated, that six ISIS members were killed in an air strike carried out by the international coalition aviation south of Mosul.
Adding details the source said, “The airstrike was made today on a vehicle carrying ISIS members at al-Hedr intersection. The vehicle was destroyed completely in the attack.”
(IraqiNews.com) Nineveh – Oil is a major source of funding for ISIS in Iraq, especially since the latter gets millions of dollars on monthly basis from the sale of oil to the neighboring countries or small local refining units.
Security sources in the Ministry of Oil stated that ISIS used to smuggle at least 50 vehicles of oil on a daily basis from the fields of Qayyarah and Najma, which are located to the south of its stronghold in Mosul, but these quantities were lessened to five vehicles daily.
ISIS also decreased the oil price from 6000 US dollars/ vehicle to 2000 US dollars due to the advance made by the security forces to the oil fields. The incomes have declined by one million US dollars daily since April 2015, after losing Alas and Hamrin oil fields near the city of Tikrit.
(IraqiNews.com) Nineveh – Iraqi Security forces regained the public road, and al-Hathr junction south of Mosul.
The Media War Cell in a statement on Tuesday, said, ” Armored Ninth Division and Iraqi Counter-Terrorism forces managed to cleanse the public road and al-Hathr junction, as well as the surrounding villages from Qayyarah base to Tlul al-Bj, with a distance of more than 50 km.”

On July 26, news broke that a British member of parliament had written to Prime Minister Nawaz Sharif ... served two non-consecutive terms as prime minister, heads the Pakistain Moslem League (Nawaz). Noted for his spectacular corruption, the 1998 Pak nuclear test, border war with India, and for being tossed by General Musharraf... regarding the murder of Samia Shahid, a British woman who had been duped into visiting Pakistain and was now dead. Her husband, Syed Mukhtar Kazam, who is in Britannia, was alleging that Samia had been killed by her family because she had divorced the man whom they had chosen for her and married him instead.
The facts, even as they span two continents and communities seemingly separated by great distances, are not new. Samia Shahid, part of Britannia’s Pak community, had been engaged when she was young to a relative belonging to the same clan and village. Despite her own opposition to the marriage, she acquiesced to her family’s wishes and married the man. As she was a British citizen, her husband was able to travel to the UK. Samia eventually filed for divorce from this person.

is the terrorist who was stopped while attempting to carry out a bombing on the Jerusalem light rail two weeks ago, it was cleared for publication on Tuesday.
Abu Hassan, a civil engineering student at the Polytechnic University in Hebron, made the pipe bombs he planned on using for the attack himself.
According to prosecutor's statement filed by police on Tuesday, Abu Hassan left a will at the university before setting out to commit the attack.
A Jerusalem police investigation found that the terrorist carried out tests before the attempted attack, practicing setting off explosives in open areas in the Hebron district. At first, he built and blew up a small pipe bomb, and after the success of this test he built a bigger bomb from several pipes, adding shrapnel to increase the damage the explosive could do. After the success of this test, he built a similar bomb, put it in his bag, and left for Jerusalem.
The investigation also found that three days before the attempted attack, Abu Hassan crossed the Green Line where there is no separation fence. He got to Jerusalem, toured the city, and slept at the plantations in the Jabel Mukaber neighborhood.
While searching for a location to carry out his attack, he also entered a restaurant and considered setting off his bomb there, but eventually decided he could hurt more people by blowing it up inside a light rail car.
On July 17, near 9am, Abu Hassan arrived at the Jaffa Center stop, where he was observing passersby. It was then that he was spotted by a vigilant security guard who asked Abu Hassan to open his bag for inspection. The terrorist ignored the request, which led the security guard to restrain him by force while another guard took the bag.
Abu Hassan could not set off his bomb while he was questioned by the security guard because it could only be set off by lighting a fuse, which he could not do. While the fuse would have allowed Abu Hassan enough time to escape the kaboom, he told interrogators he "didn't mind committing suicide." During his interrogation, Abu Hassan expressed regret for his actions. The court extended his remand until Friday, when he will be indicted for attempted murder.

Russian warplanes pounded the southern edges of Syria’s Aleppo city overnight, slowing a “last chance” rebel offensive against President Bashar al-Assad’s forces, a monitor said Tuesday.
Militants and rebel groups launched a major assault Sunday on the southern edges of the divided city in a bid to break a government siege of eastern opposition-held neighborhoods.
But government fighters backed by Russia’s air force have put up a fierce defense of the southwestern outskirts.
“The Russian raids didn’t stop all night on the front lines” there, said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights, a British-based monitoring group.
“This has slowed the offensive and allowed regime troops to retake five of the eight positions that rebels had taken since Sunday,” he added.
Abdel Rahman said opposition fighters from the Fateh al-Sham Front, formerly Al-Qaeda affiliate Al-Nusra Front, and allied Islamists were struggling to hold positions they had seized.
The primary goal of the rebel assault is to seize the Ramussa district on the city’s southern outskirts, used as the main access route for regime forces and civilians living in government-controlled parts of Aleppo.
Capturing Ramussa would simultaneously cut off government forces and give rebels a new access route to their besieged neighborhoods in east Aleppo.
The Observatory said 50 rebels and allied jihadists had been killed since the operation began on Sunday, as well as dozens of regime troops.
At least 30 civilians have been killed since Sunday in opposition bombardment of government-held southwestern districts of Aleppo, the monitor said.
The city was once Syria’s economic powerhouse but has been ravaged by fighting, particularly in recent months as rebels and the regime each try to assert control.
According to a Syrian military source, about 5,000 pro-regime fighters, including Iranian forces and the powerful Lebanese Shiite movement Hezbollah, are taking part in the battle for the city, including fighting north of Aleppo.
Facing off against them are thousands of fighters from the Fateh al-Sham Front and allied Islamists including the powerful Ahrar al-Sham faction.
The Observatory called it the largest assault by rebel forces in Aleppo since 2012, when violence first broke out there and opposition fighters seized half the city.
“This battle is the last chance for rebels. If they lose, it will be difficult for them to launch a new assault to break the siege,” Abdel Rahman said.
[Khaama (Afghanistan)] The Talibs have publicly executed a 19-year-old girl in northern Sar-e-Pul province on charges of abandoning her family due to a domestic issue.
According to local officials, the girl, identified as Azada, was first tried in a desert court and was then rubbed out by her brother and Talibs.
Provincial governor’s front man Zabiulllah Amani said the incident took place on Monday in Kohistan ...a backwoods district of Khyber Pakhtunkhwa distinguished by being even more rustic than is the norm among the local Pashtuns.... at district.
He said the girl had taken shelter in a safe house after she left her home around two months ago but was brought back to home by her brother.
Amani further added that the girl was taken out of the shelter after her brother promised to ensure her safety.
Clearly the safety of her soul required her brother to aid the Taliban in killing her body, and so his vow is kept.
The latest involving public execution of a girl by the Talibs and her family member comes amid growing violence against the women across the country.

Libyan National Army (LNA) planes targeted the west Derna today, attacking a house in Saida Khadija district supposedly being used by the Derna Mujahideen Shoura Council as an arms store. According to Abdulkarim Sabra, the spokesman for LNA’s Omar Mukhtar Operations Room, the house was destroyed. However, it is also reported that a child, an elderly man and one other man in the house next door were injured during the raid. The child is aid to have been seriously wounded.
Last month, the Omar Mukhtar Operations Room commander, Brigadier Kamal Al-Jabali, announced that places believed to be in the hands of the mujahideen would be bombed. He warned locals either to seize and disarm the militants, or leave.
The local member of the House of Representatives, Intisar Shennaib, is meanwhile trying to broker a ten-day moratorium on the seige of the town by the LNA in order to give the local council and elders time to try and convince the mujahideen to surrender their weapons and hand the town over to the army.

Conspiracy theories have flourished in Turkey since the attempted coup, with one pro-government newspaper saying the putsch was financed by the Central Intelligence Agency and directed by a retired US army general using a cell phone in Afghanistan.

Erdogan also issued a new presidential decree Sunday that introduced sweeping reforms to Turkey's military in the wake of the failed coup, bringing the Turkish armed forces further under civilian authority.

[Tolo News] The Taliban's shadow governor and the military head for Nad Ali district in southern Helmand ...an Afghan province populated mostly by Pashtuns, adjacent to Injun country in Pak Balochistan... were killed in a foreign troops drone strike late Monday, local officials said.
The air strike took place on Nadi Ali while Abdul Rahim, also known as Mullah Manan, the shadow Taliban governor for Helmand and Mustaqim, the group's military head for the district, were planning to seize the district, a front man for the provincial governor, Omar Zwak, said.
Heavy festivities are still ongoing in Nad Ali, and have been for four days, in which dozens of families have been displaced.
"Twenty two other forces of Evil were also killed in the past four days in the ongoing festivities and 29 others were maimed. Four security force members were killed and 15 others were maimed in the clash," Zwak said, adding that currently the festivities are close to the district governor's compound.
On Monday, Hayatullah Hayat, the provincial governor, said that more than 600 reinforcement troops have been deployed to Nad Ali and a military operation will be launched soon to clear the murderous Moslems.
But local officials confirmed that the Taliban forces of Evil are still advancing in the battle and have taken most parts of Nad Ali from local security forces.
The officials also confirmed that the Taliban attacked a number of civilian houses and torched houses and schools in Nad Ali.
Helmand has witnessed heavy festivities in the past six months in different parts of the province especially in Nad Ali, Sangin, Musa Qala, Nawa and Nahr-e-Saraj districts.
A number of U.S troops were also placed in Helmand to advise local security forces in their battle with forces of Evil and to launch special operations in the province.

The Talibs have not commented regarding the report so far.
This comes as the Afghan cops arrested the military chief of the group for Kunduz Qari during a special night operation in Kunduz late in the month of April.
Kunduz is among the relatively volatile provinces in north of Afghanistan where the Taliban bully boyz have concentrated their insurgency during the recent months.
The group has launched major offensives to take control of key areas of Kunduz province, inclduing the strategic Kunduz city.
The Talibs seized the control of the city late in mid-2015 after launched coordinated attacks on the city.
However, there's more than one way to stuff a chicken... the Afghan Special Operations Forces have retaken the control of Kunduz city from the Talibs earlier in the month of October after the city was in control of the forces of Evil for almost a week.
The Taliban bully boyz were accused of horrific criminal activities after they seized control of the city, including murders, rape, kidnappings, use of civilians as shields, looting of public and private properties.

The Afghan intelligence operatives also confiscated 3 Ak-47 rifles with 18 magazines, 2 pistols, 2 binoculars, and some other military equipment.
The anti-government armed turban groups have not commented regarding the report so far.
The Talibs and holy warriors belonging to other terrorist networks are active in a number of the remote districts of Laghman province where they often conduct insurgency activities.

[CNN] President Barack Obama I mean, I do think at a certain point you've made enough money... offered one of his sharpest denunciations of Donald Trump to date Tuesday, declaring the Republican nominee entirely unfit to serve as president and lambasting Republicans for sticking by their nominee.
The strong rebuke in the White House East Room came after Trump's criticism of the family of a slain Moslem US soldier, along with comments that displayed apparent confusion related to the Russian incursion into Ukraine.
"The Republican nominee is unfit to serve as president," Obama said at a White House news conference with the Prime Minister of Singapore. "He keeps on proving it."
The Trump campaign responded by going after the Democratic nominee as well as the President.
"Hillary Clinton ... sometimes described as The Liberatress of Libya and at other times as Mrs. Bill, never as Another John C. Calhoun ... has proven herself unfit to serve in any government office," a Trump statement said, listing a number of policy concerns. "Obama-Clinton have single-handedly destabilized the Middle East, handed Iraq, Libya and Syria to ISIS, and allowed our personnel to be slaughtered at Benghazi."
Later Trump in an interview with WJLA said of Obama: "He's a terrible president. He'll probably go down as the worst president in the history of our country. He's been a total disaster."

[THE-STAR.CO.KE] Somalia has reacted angrily to Cord leader Raila Odinga's remarks that the international community recognises Somaliland as an independent state.
Ambassador Gamal Hassan termed Raila's comment as irresponsible and damaging the country's territorial integrity.
Raila reportedly said at Chatham House, London where he delivered a speech, that he supports the full recognition of the break-away semi-autonomous state.
"I am a strong supporter of the full recognition of Somaliland. I think there is a very strong case," he said said during a question and answer session at the forum.
But Amb Hassan dismissed Raila and said: "That comment was in a bad taste. It questions the territorial integrity of Somalia,"
"Politics of Somalia should be left to Somalis. Politicians should refrain from such issues," Hassan said.
In a different response posted on Twitter, the embassy in Kenya termed the comment by Raila as "damaging".
"Unity, illusory sovereignty and territorial integrity of Somalia is inviolable," the embassy said.
Somaliland whose capital is Hargeisa is not internationally recognised as an independent state but mainly referred to as semi-autonomous.
It declared independence from the larger Mogadishu-based Somalia in 1991, following the collapse of the government led by Siad Bare.
But it has not been recognised internationally yet.
Raila's comment comes a week after the chair of council of governors, Peter Munya called for "some recognition" of Somaliland.
He spoke after he led a Kenyan delegation to Hargeisa in a bid to convince leaders to remove restrictions on Miraa trade.
"In my deliberations with top government officials, I managed to convince the government to appoint a technical committee to review the duty in exchange of some form of recognition of the Republic of Somaliland by the Kenyan government," Munya, who is also the governor of Meru, said.

Maribyrnong council took issue with the original mural, which depicted Clinton wearing a revealing swimsuit with $100 notes tucked into it. The council said residents complained about the piece, which was painted on to the side wall of a scooter shop in Footscray, 5km west of Melbourne.
In a statement, the council said the mural contravened its gender equity policy.

During an operation to detain suspects in the killing of Rabbi Miki Mark last month, soldiers of the Yehuda Brigade entered the village, near Hebron, and the house where the alleged terrorist, 29-year-old Muhammad al-Fakih, hid after the attack, the army said. They arrested several of his family members.
Troops from the Kfir Brigade, along with police and Shin Bet forces, found the car that the terrorist purchased to carry out the attack, the army said in a statement.
Fakih -- who went on the run after the July 1 shooting, which also maimed Mark’s wife and daughter -- was killed last Wednesday in a standoff with security forces in the West Bank village of Surif, north of Hebron.
Elsewhere in the West Bank, police and army forces uncovered money that was designated for the terrorist organization Hamas, always the voice of sweet reason, in the village of Hizme west of Jerusalem, the IDF said. One suspect was arrested and taken in for interrogation.

My local newspaper, the Sonoma County Press-Democrat, is so clearly in the tank for Hillary Clinton that I no longer take pleasure in my morning read. Trump’s acceptance speech, for example, was covered on the front page with two stories: on the left a straight, albeit somewhat judgmental, account of the speech, and on the right a “fact check” that disputed every point made by the GOP nominee. Clinton’s speech was covered with three front page stories, with headlines describing her nomination as “historic,” “inspiring” and “trailblazing.” A relatively mild fact-checking piece was relegated to the back pages.
This transparent bias is a national phenomenon, infecting both print and television media to such an extent that it has become almost impossible to separate coverage of the Trump campaign from attempts to tear it down. The media has long been accused of having a liberal slant, but in this cycle journalists seem to have cast themselves as defenders of the republic against what they see as a major threat, and in playing this role they’ve lost the ability to assess events rationally. Trump said that Ryan has sought his endorsement -- an assertion that a Ryan front man denied later Tuesday -- but that as of now he is only "giving it very serious consideration."
"I like Paul, but these are horrible times for our country," Trump said. "We need very strong leadership. We need very, very strong leadership. And I’m just not quite there yet. I’m not quite there yet."

Is there anyone decent going up against Paul Ryan and John McCain? Are those folks pro-Trump? Trump could go a long way just doing photo ops with such folks while visiting their states. I'm no huge fan of Ryan, and I'm not really trusting Nehlen (he has LOTS of personal and business baggage). Nehlen all of a sudden has LOTS of cash, mostly all from out of state, based on his campaign's disclosure.
The Dems would like nothing better than see Ryan purged and Nehlen is a guy they can beat pretty easily. Lots of Dems voting for him in next week's primary (you do not have to declare in Wisconsin). They then couldn't vote for the Dem primary ticket, but what difference does it make?
Won't happen that way in November, though.

How many choices do we want? In Saudi Arabia there is a NATO base at Tabaq and at least two secret drone bases. In Kuwait we have a huge base. We have military running around Bahrein. There are weird things happening at Oman and on Socotra Island. I agree that our base on Qatar is there to protect the al-Thani from Iran, but why a base which in extent is bigger than the Pentagon parking lot?

[POLITICO] With Donald Trump mired in yet another round of controversy, Democrats are turning up the heat on their GOP colleagues, urging them to turn their backs on the Republican presidential nominee once and for all.
Calls from Democrats for Republicans to abandon Trump are nothing new, but the candidate’s recent spat with the parents of a Moslem-American soldier killed in Iraq in 2004 has increased the volume. After Khizr Khan delivered a rousing speech at the Democratic National Convention honoring his fallen son and criticizing Trump, the Manhattan billionaire responded by insinuating that the dear departed captain’s mother had been forbidden to speak and accusing the father of "viciously" attacking him.
The fallout was swift, severe and bipartisan -- Trump’s comments were quickly disavowed by an array of Republican leaders, and none more strongly than Sen. John Maverick McCain ... the Senator-for-Life from Arizona, former presidential candidate and even more former foot soldier in the Reagan Revolution... (R-Ariz.), who released a scathing statement in which the former Navy pilot and POW said, "I hope Americans understand that the remarks do not represent the views of our Republican Party, its officers, or candidates."
But for Democrats eager to seize the political moment, even statements like McCain’s are no longer enough.
At a Tuesday news conference alongside visiting Singaporean Prime Minister Lee Hsien Loong, President Barack Obama Republicans can come along for the ride, but they've got to sit in the back... called Trump "unfit to serve as president" and "woefully unprepared to do this job." The president highlighted Trump’s feud with the Khan family as only the most recent evidence supporting those assertions, but also took time to mention the Manhattan billionaire’s lack of "basic knowledge around critical issues" on foreign policy.
Obama then challenged top Republicans like McCain, House Speaker Paul Ryan ...U.S. Representative for Wisconsin's 1st congressional district, serving since 1999. He is a member of the Republican Party. He proposed an alternative to President Obama's 2011 budget and made himself the target of both Democrat and Republican verbal pies... and Senate Majority Leader Mitch McConnell to go further than the occasional one-off criticism of Trump.
"The question I think that they have to ask themselves is: If you are repeatedly having to say, in very strong terms, that what he has said is unacceptable, why are you still endorsing him?" Obama said. "What does this say about your party, that this is your standard-bearer?"

Something very similar is what the Venezuelan group is trying to accomplish in the South American country ‐ they hunt for pictures of recognizable Chavistas wearing noticeable watches and then go search those brands online and find out their retail prices.
One of the watches on the website is an IWC Pilots watch valued at $12,700 worn by Padrino Lopez. Two other photos show President Nicolas Maduro wearing different Tissots, one valued at $975 and the other at $595.

The US military conducted a pair of air strikes against Al-Qaeda operatives in central Yemen last month, officials said Tuesday.
The first strike in the war-torn country was on July 8 and killed one Al-Qaeda in the Arabian Peninsula (AQAP) “operative,” the US military’s Central Command (Centcom) said in a statement.
A second strike on July 16 killed six AQAP operatives and wounded one.
“Al-Qaeda’s presence has a destabilizing effect on Yemen; it is using the unrest in Yemen to provide a haven from which to plan future attacks against our allies as well as the US and its interests,” Centcom said.
Since Yemen’s collapse last year, AQAP has exploited the chaos of fighting between pro-government forces and Iran-backed Houthi rebels to expand its control in southern Yemen, including seizing of the port city of Mukalla.
In May, the Pentagon acknowledged it had deployed some US troops to a fixed location inside Yemen to help Emirati forces there with “intelligence support.”

[CNN] Two chemical gas attacks have been reported in northern Syria, one in the region where a Russian helicopter was downed a day earlier, killing all five people on board.
In the first alleged attack, cylinders suspected of containing chlorine gas were dropped in residential areas in the city of Saraqeb in Idlib province, the anti-regime, voluntary search-and-rescue group Idlib Civil Defence said in a statement posted to its Facebook page.
Russia, Syria's key military backer, has vehemently denied that a chemical attack took place. In a blurb carried by Russian and Syrian state news agencies, Kremlin front man Dmitry Peskov said that the claims of chlorine usage were fabricated by the media.
In the second alleged incident, the Syrian government claimed that "terrorist groups" carried out a gas attack that killed five people in the old town of the besieged city of Aleppo on Tuesday afternoon, according to the state-run news agency ...and if you can't believe the state-run news agency who can you believe?... SANA.
"Five non-combatants were killed and eight others suffered suffocation due to a terrorist attack with shells containing poisonous gas," the city's health director Mohamad Hazouri told SANA, which reported two others were killed and 17 others injured in separate terrorist attacks in the city Tuesday.
Aleppo is about 50 kilometers (31 miles) northeast of Saraqeb.
Reports of the alleged chemical attacks came as a CNN stringer in rebel-held eastern Aleppo said intense Arclight airstrikes and artillery assaults were under way in the area -- the fiercest bombardment in the five years of the conflict, he said.
The assault was a counteroffensive from Syrian regime forces and their Russian allies following advances by rebel forces pushing to break the government siege that has been choking their territory.
The city's eastern neighborhoods were completely encircled by government troops last week, cutting off all supply lines.
In the Saraqeb attack, the gas, which the statement said smelled like chlorine, caused 30 cases of breathing difficulties, the Idlib Civil Defence -- also known as the White Helmets -- said.
CNN has spoken with a doctor in Saraqeb who said he treated some of those affected by the alleged attack, who said their symptoms were consistent with those "of someone who has suffered from chlorine poisoning."

[ARA News] MANBIJ – The Syrian Democratic Forces’ (SDF) commander of the Manbij Military Council, Adnan Abu Amjad, managed to free his own parents from militants of the Islamic State (ISIS), officials said on Tuesday.
“Every day our [SDF] forces are liberating hundreds of people,” said Salih Muslim, the co-chair of the Democratic Union Party (PYD). “Today, the commander of the SDF forces in Manbij freed his own parents in a special operation inside Manbij city,” he told ARA News.
“Also, nearly 2,000 civilians were liberated from ISIS fist by the Syrian Democratic Forces in Manbij today,” the Kurdish official said.
Adnan Abu Amjad was unable to see his family for nearly two years, after Manbij city was taken by ISIS jihadis.
ISIS did not find out about Adnan Abu Amjad’s presence in the city of Manbij.
According to the SDF officer Mustafa Manbiji, their forces have special units to liberate civilians from ISIS.
“Our forces are divided in two parts: one to liberate the city of Manbij, the other to liberate civilians,” he told ARA News.
“Now every day we are liberating 100-200 civilians. Before this 1000s were liberated,” he said. “But the numbers of civilians left is not so much, just the small suburbs. When we reach there, we will liberate them too,” he added.
Thousands of Civilians Liberated
On Saturday, the SDF freed some 3,000 civilians after making more advances against the radical group of Islamic State (ISIS) in the city of Manbij, the SDF leadership reported.
Speaking to ARA News, the official spokesman of the SDF-led Manbij Military Council Sharvan Darwish said they have freed nearly 3,000 cvilians after their forces took control of the Al-Jazeera road in Manbij city in Syria’s northern Aleppo province.
“Everyday we are liberating civilians who were trapped inside clashes districts and take them to safe areas,” he said.
“In the last few days our forces were able to release 500 to 1000 civilians per day, however today the number has increased after we liberated the Al Jazeera road,” the SDF official told ARA News.
ISIS militants have been using the trapped civilians as human shield in order to halt the advance made by SDF forces. The group has also killed dozens of people who tried to escape the city of Manbij.
The Kurdish-led SDF forces accepted an initiative by the Manbij notable citizens to open a humanitarian corridor, but so far, ISIS did not respond to any initiative to free civilians stranded in the war-torn city.
“More than 70 per cent of Manbij is officially liberated. Our forces are now tightening the siege over the city. The ISIS militants will soon collapse in Manbij, and we are not far from liberating the city centre,” Darwish concluded.

[AnNahar] Turkey on Tuesday issued arrest warrants for 100 staff, including doctors, at the main military hospital in Ankara as part of an investigation into last month's failed coup, a Turkish official and reports said.
Police were searching the Gulhane Military Medical Academy (GATA) hospital in the capital, the private NTV television reported. It was not immediately clear if any suspects had been detained.
The official said that staff at the hospital were suspected of helping fast-track Gulen supporters into the military by giving them favourable medical reports. Similar claims have also been made about military schools where officials have said exams were rigged.

But the state-run Anadolu news agency said at least 89 arrest warrants had been issued over the tapes in the wake of the coup. At least 36 people had been detained so far with efforts continuing to pick up 53 others.

[NEWS.TRUST.ORG] Somalia's next government should ensure a law is passed banning all forms of female genital mutilation (FGM), a U.N. official said on Tuesday, describing the deeply entrenched practice as a "horrendous rights violation".
Somalia has the world's highest rate of FGM with 98 percent of women between 15 and 49 having been subjected to the potentially deadly ritual.
A bill on FGM is sitting in parliament but is unlikely to be debated until next year because of elections expected this month in the Horn of Africa country.
Jeremy Hopkins, deputy representative for UNICEF in Somalia, said the U.N. children's agency was optimistic a law would eventually go through, but the details in it would be crucial.
"Our approach for the legislation is to go slow. We don't want to risk this being politicised," he said in an interview in London.
"We promote total abandonment of FGM, whereas there is a large part of public opinion in Somalia which will promote a milder form of FGM," he told the Thomson Rooters Foundation.
Most women in Somalia have undergone the severest form of FGM, known as infibulation, in which the external genitalia are sliced off and the vaginal opening sewn up.
The cutting is usually done by traditional circumcisers, sometimes using rusty and unsterilised instruments.
Hopkins said there was evidence that families were moving towards "a milder form of FGM", but that this was not something UNICEF condoned.
"I would say there has been quite a big shift in recent years away from infibulation to this lesser form," he added.
It is not clear whether the alternative form involves a small nick or the partial removal of the clitoris.

[DAWN] IT is never a pretty sight when the apparatus of law enforcement and justice fails to protect vulnerable members of society, but it is particularly disturbing when it fails in the case of children.
The kidnapping of children, with the intention to sell them into forced labour, has been an ongoing concern in Pakistain for many years now, with reported cases reaching the hundreds almost half a decade ago.

3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots.... alone, with five months still to go in the year. The only reason we even have the figures at this point is because of the Supreme Court.
The rising number shows that the phenomenon of abducting children and selling them into forced labour has entrenched itself into a sizable racket while law enforcement officials have failed to mount any kind of vigorous effort to halt the crime. There can be no excuse for this failure.
Yet time and again, whether in the context of the recently unearthed cases of child abduction and sale into slavery, or last year’s example of the Kasur child abuse ring, Punjab’s law minister Rana Sanaullah has sought to invoke details that serve to deflect blame away from the provincial government’s law enforcement agencies, and has tried to place the facts in a context that muddy the government’s response rather than clarifying it.
Last year he tried to argue those involved in the Kasur child abuse ring were members of a close-knit community and their disputes with each other over land and other issues were the key driving force behind the abuse.
This time, he is quoted saying that parents of the kidnapped children have the primary responsibility in not letting their children play in the streets and keeping them under close watch.
Additionally, Mr Sanaullah and members of the provincial police force are also quick to point out that the rackets are based in other provinces, and quite likely run by demobilised members of Lion of Islam outfits.
It would be better if they were equally quick to concede that multiple crimes are committed when someone abducts a child and sells him or her onwards.
Apprehending such people, along with their controllers and clients who ’purchase’ these unfortunate children, is the number one priority for the government that the minister belongs to.
On Monday, Punjab Chief Minister Shahbaz Sharif ...Pak dynastic politician, brother of PM Nawaz Sharif, chief minister of Punjab... ordered the setting up of a task force on missing children. Yet there is little introspection on the improvements required in his police forces to apprehend the perpetrators.
The relationship that the police has with local communities is key to this, as is technology to build a database of those charged with crimes against children. If the police had been taking its responsibility more seriously, we would not have seen the growth of this heinous racket to such enormous proportions.

"This is a divinely-warranted war between the Moslem nation and the nations of disbelief," the authors state in an article titled "By the Sword."
The Islamic State directly attacks Francis for claiming that "authentic Islam and the proper reading of the Koran are opposed to every form of violence," saying that by doing this, "Francis continues to hide behind a deceptive veil of ’good will,’ covering his actual intentions of pacifying the Moslem nation."
Pope Francis "has struggled against reality" in his efforts to portray Islam as a religion of peace, the article insists, before going on to urge all Moslems to take up the sword of jihad, the "greatest obligation" of a true Moslem.
Despite the obviously religious nature of their attacks, the article states, "many people in Crusader countries express shock and even disgust that Islamic State leadership ’uses religion to justify violence.’"
"Indeed, waging jihad ‐ spreading the rule of Allah by the sword ‐ is an obligation found in the Koran, the word of our Lord," it reads.
"The blood of the disbelievers is obligatory to spill by default. The command is clear. Kill the disbelievers, as Allah said, ’Then kill the polytheists wherever you find them.’"
The Islamic State also reacted to Pope Francis’s description of recent acts of Islamic terror as "senseless violence," insisting that there is nothing senseless about it.
"The gist of the matter is that there is indeed a rhyme to our terrorism, warfare, ruthlessness, and brutality," they declare, adding that their hatred for the Christian West is absolute and implacable.
The fact is, even if you were to stop bombing us, imprisoning us, torturing us, vilifying us, and usurping our lands, we would continue to hate you because our primary reason for hating you will not cease to exist until you embrace Islam. Even if you were to pay jizyah [tax for infidels] and live under the authority of Islam in humiliation, we would continue to hate you.
In a recent presser, Pope Francis told journalists that the world is at war. "But it’s a real war, not a religious war," he said.
"It’s a war of interests, a war for money. A war for natural resources and for the dominion of the peoples."
"Every religion wants peace," he said.
