Thousands of Afghan refugees in Germany claim to be former Taliban fighters – Der Spiegel
The weekly also says that the German Federal Prosecutor’s Office has already opened criminal cases against 70 Afghan refugees after verifying their statements. Six asylum seekers have been already arrested, the media reports, adding that legal action against some of the suspects will be initiated next week.

However, it is still unclear if all refugees who declared themselves Taliban fighters indeed fought for the extremists or had links to any radical group. According to Der Spiegel, the German authorities suspect that some asylum seekers may be seeking to boost their prospects of receiving asylum in Germany in this way, as affiliation with the Taliban is punishable with the death penalty in Afghanistan.

In November 2016, it was reported that the German authorities planned to send home some 12,000 Afghans as they considered the security situation in Afghanistan safe enough. Under such circumstances, the refugees might try to indicate that it is not safe for them to be sent back because they would face imminent death at the hands of the authorities.

However, German security services expect a surge in anti-terrorist investigations against alleged Taliban fighters in addition to the inquiries, which were already launched against the members of Islamic State (IS, former ISIS/ISIL) terrorist group in Germany.

Parole board rejects Cuomo's request to release Brinks robbery driver
In a startling rebuff, the New York State Parole Board denied the release of ex-Weather Underground radical Judith Clark from prison after Gov. Cuomo commuted her sentence.

Clark, 67 was convicted for her role as the get-a-way driver in the infamous 1981 Brinks robbery in which two Nyack police officers and a security guard were killed.

The three victims whose lives were snuffed out were Officers Edward O'Grady and Waverly Brown and security guard/driver Peter Paige.

Clark became eligible for parole after Cuomo, in an extraordinary decision, commuted her 75-year-to-life sentence last December ‐ giving her the right to make her case to the Parole Board.

Without his intervention, she would not have been eligible for parole until 2056 and would likely have died behind bars.

But in a unanimous decision, the three-member parole board member concluded that the severity of Clark's crime's outweighed her good behavior and deeds in prison and calls for her release.

"We do find that your release at this time is incompatible with the welfare of society . . . .You are still a symbol of violent and terroristic rime," parole board members Tina Stanford, Kevin Ludlow and Sally Thompson its decision.

They also noted that Clark had a criminal record of aggravated battery, aiding escape, mob action and resisting arrest prior to her New York crimes. And she was unrepentant at her sentencing, referring to herself as "at war with America."

#3  The governor is a dipwad--sure hope he doesn't run for president. Clark belongs in jail. Despite what the daughter says: My mother did not kill anyone and it’s hard for me to understand who is served by making her die in prison. Justice would be served. She aided and abetted the murder of 2 police officers and a security guard. Prior to that she had done some crimes outside of NY.

Leader, member of ISIS ‘sleeper cell' killed in police shootout
Russia's National Anti-Terrorism Committee says the leader of an Islamic State "sleeper cell" and one of the cell's members have been killed in a shootout with police.

The committee said in a statement Saturday that the shootout took place late the previous night in the Stavropol region, about 750 miles south of Moscow. Stavropol is adjacent to several majority-Muslim republics, including Chechnya where Islamic separatists fought an all-out war with Russian forces.

The committee said the shooting broke out when police tried to stop an automobile and its occupants opened fire.

It says the officers found bomb-making components in the car and later discovered IS literature at one of the suspects' residences

Venezuela says it didn't seize GM plant for state use
Venezuela says it has not seized a General Motors plant in the country for state use. "We didn't expropriate!"

Venezuela's economic minister, Ramon Lobo, tweeted Thursday night, sharing photos of a meeting with GM workers at the plant.
"It's ummm ...something else"
Venezuelan officials said the plant is actually under "embargada." In other words, GM's assets in the country are frozen, but authorities emphasize that the plant should continue production.
Chavista Commies don't understand how things work
But GM isn't changing tack. The automaker told CNNMoney Friday it stands by its statement on Wednesday, saying Venezuelan authorities had seized its car assembly plant in the country.

GM shut down operations there because of the alleged illegal seizure, putting 2,678 workers out of work.

Venezuela said it took the action to resolve a long-running dispute involving GM going back to 2000. But officials want the plant to continue production while GM's assets in Venezuela are frozen.

What's unclear is how the plant could forge ahead with production given that GM says it has ceased operations.

China Using Hackers to Target U.S. Missile Defense in South Korea
[LI] I’ve chronicled China’s opposition to the Terminal High-Altitude Area Defense (THAAD), the U.S. missile-defense system in South Korea. The Chinese government has denied retaliating against the system, but one American cybersecurity firm told The Wall Street Journal that it found evidence that Beijing has used hackers to target THAAD.

The firm FireEye discovered that "two cyberespionage groups that the firm linked to Beijing’s military and intelligence agencies have launched a variety of attacks against South Korea’s government, military, defense companies and a big conglomerate."

FireEye admitted that Chinese hackers often target South Korea, but their activity has grown since South Korea announced the deployment of THAAD. WSJ continued:
One of the two hacker groups, which FireEye dubbed Tonto Team, is tied to China’s military and based out of the northeastern Chinese city of Shenyang, where North Korean hackers are also known to be active, said Mr. [John] Hultquist, a former senior U.S. intelligence analyst. FireEye believes the other, known as APT10, may be linked to other Chinese military or intelligence units.

The two hacking groups with alleged ties to Beijing have been joined by other so-called hacktivists--patriotic Chinese hackers acting independently of the government and using names like the "Panda Intelligence Bureau" and the "Denounce Lotte Group," Mr. Hultquist said.

South Korea’s Lotte Group has become a particular focus of Chinese ire after the conglomerate approved a land swap this year that allowed the government to deploy a Thaad battery on a company golf course.

Last month, just after the land swap was approved, a Lotte duty-free shopping website was crippled by a denial-of-service attack, said a company spokeswoman, who added that its Chinese website had been disrupted with a virus in February. She declined to comment on its source.

Hultquist explained to WSJ that the hackers use "web-based intrusions" in order to gain access into the systems. This means they lure "people to click on weaponized email attachments or compromised websites." In other words, phishing.

Russia’s Kaspersky Lab ZAO also noticed more attacks on South Korea from hackers using malware "developed by Chinese speakers in February." Park Seong-su, a senior global researcher with the company, said those the firm observed also used "spear-phishing emails armed with malware hidden in documents related to national security."

South Korea Response
Last month, the South Korean Ministry of Foreign Affairs stated that hackers targeted its website "in a denial-of-service attack-one in which a flood of hacker-directed computers cripple a website-that originated in China."

The spokesman said that officials took "prompt defensive measure" to make sure the attacks did not cause any harm. Officials have also started an "emergency service system" to fight off the Chinese hackers.

However, the government did not offer more details. The spokesman also did not name the firm the government used to track down the hackers or if the hackers meant to target THAAD.

On Nov. 25-26, 1950, the Chinese Army entered the Korean War in earnest with a violent attack against the American and United Nations forces in North Korea. The 300,000-man Chinese offensive caught the U.N. forces off guard, largely because of U.S. Gen. Douglas MacArthur's belief that China would not openly enter the war, and vastly expanded the conflict.

Obama's policy was to cozy up with the Chinese and pretend nothing was happening. Hopefully the Trump administration can be more realistic.

[Independent] An arms company that sold missiles to the Gaddafi regime in Libya is a "role model" for the sort of business Britain will be engaged in after Brexit, the Defence Secretary has said.

Sir Michael Fallon said MBDA is "strengthening the reputation of this country" with its work and that it is "a role model for the kind of partnerships we’ll be seeking" once the UK has left the EU.

In 2007 MBDA signed a contract to provide £200 million worth of missiles and military communications equipment to Colonel Gaddafi’s regime in Libya. The dictator was deposed in 2011 during a brutal civil war during which he was accused of bombing his own citizens.

Six hurt as IED blast hits a teashop in Qoryoley district
[SHABELLENEWS] A witness says 6 civilians were maimed, some critically after a bomb has destroyed a small, busy tea-shop in Qoryoley district in Lower Shabelle region on Friday morning.

The witnesses who spoke on condition of anonymity said the kaboom has resulted from an improvised bomb planted inside the cafe, and was triggered by a remote control.

The Death toll expected to rise as some the maimed are reported to be at death's door, according to the medics in the town who are coping with the hospitalized victims.

No group has yet grabbed credit for the tragic incident at the cafe in Qoryoley, a city that has been beset by sporadic raids by al-shabab since it fell to SNA and AMSOM in 2014

In 7 US states, rape victims can be legally forced to share custody of their children with their rapist fathers
[FoxNews] Maryland delegate Kathleen Dumais had introduced the legislation -- her ninth time trying to pass a bill that changes the law surrounding custody rights for rape victims.

"After nine years, Maryland can do better," Maryland State Sen. Cheryl Kagan told Fox News.

Delegate David Moon, a Democrat, told Fox News on Friday that the bill failed because the session timed out -- not for lack of support.

Moon and two others on the panel -- State Sen. William Smith Jr., a Democrat, and Delegate Brett Wilson, a Republican -- were original co-sponsors of the legislation.

But Maryland State Sen. Michael Hough, a Republican on the panel, said he thinks the bill "got tanked on purpose."

"Democratic leadership scheduled the conference to meet at 11 p.m., an hour before the session was to end," Hough told Fox News. "This bill has been floating around for almost 10 years."

Hough, who has always supported the bill, noted a provision within it he said presents legal hurdles. The legislation calls for the termination of parental rights for "alleged rapists," he said.

"If it just dealt with convicted rapists, it would be cut-and-dried," Hough said. "Because it's about alleged rapists, there’s a lot of legal challenges."

MBrotherwood? Video purports to show Egyptian soldiers executing detainees in Sinai
[Ynet] The shocking video circulated by the Moslem Brüderbund shows what appear to be gunnies in uniform removing civilians from a military vehicle before shooting them to death at point blank range; Egyptian media and regime deny allegations.

A channel affiliated with the Moslem Brüderbund, who are opposed to the rule of President Abdel Fattah el-Sisi, published shocking footage Thursday of Egyptian soldiers executing prisoners in the Sinai.

In a disturbing video, several uniformed and gunnies are shown removing civilians from a military vehicle before shooting them in cold blood.

It is unclear when the events depicted took place, but the video is circulating around social media networks.

The video showed a soldier picking up a weapon lying next to a body before shooting one of the civilians in the head. According to the channel, soldiers then placed the weapon next to the body in order to make it appear that the man was armed.

Additionally, the Moslem Brüderbund affiliated channel claimed that the bodies in the video are identical to those published by a front man for the Egyptian military in December. The photos published on the front man's Facebook page were intended to show the el-Sisi regime's progress against bandidos murderous Moslems in the Sinai Peninsula.

However,

Egyptian media affiliated with the regime were quick to reject the allegations and cited several explanations in order to prove that the video was a mere fabrication aimed at tarnishing the Egyptian army.

Egyptian news website al-Bawaba reported that the Arabic spoken in a conversation between one of the Egyptian soldiers and one of the alleged executioners was not in the Egyptian dialect. They also claimed that the uniforms of the military were not the same, indicating that the video appeared to be fabricated.

The same channel that circulated the video, which broadcasts outside of Egypt, published a number of reports in recent years aimed at embarrassing the el-Sisi regime.

One such video included a conversation that allegedly took place between Egyptian Foreign Minister Sameh Shoukry and Yitzhak Molcho, an envoy of Prime Minister Benjamin Netanyahu. The two were apparently discussing transferring the islands of Tiran and Sanafir.

The Egyptian army is currently engaged in operations to rid the Sinai of ISIS murderous Moslems, who have established a presence in the area, periodically firing rockets at Israel and attacking Egyptian government forces.

Labor group levels charges of union busting against Muslim rights organization:
[FoxNews] The nation’s largest Muslim advocacy organization has been hit with charges of union busting amid a row with a labor union attempting to organize its Washington, D.C., staff.

The Maryland-based Service Employees International Union Local 500 filed a charge of unfair labor practices against the Council on American-Islamic Relations -- alleging that the Islamic civil rights group denied union organizers access to the workplace, made threatening and coercive statements to workers ahead of a planned organizing vote and fired at least three employees for attempting to organize workers.

The charges -- which delayed the scheduled Monday workplace organizing vote by CAIR’s staff scheduled -- were filed with the National Labor Relations Board, the United States main federal labor law enforcement agency. The filings were posted on the NLRB’s website, but the actual complaint from the SEIU Local 500 has not been made public.

A spokesman for SEIU Local 500 told Fox News that the filing and the delay of the vote on Monday was necessary because of the atmosphere of “intimidation and fear” at CAIR.

“The vote was postponed because there is so much union busting going on over there that it is impossible to have a fair election,” said SEIU Local 500 spokesman Christopher Honey. “The whole things seems totally antithetical to what they do with their work at CAIR.”

In a statement provided to Fox News, CAIR called the charges leveled against the organization “meritless” and said it “strongly supports the organized labor movement.” The communications director at CAIR, Ibrahim Hooper, did not answer Fox News’ question of whether or not the organization supported its own workers unionizing and instead referred back to CAIR’s statement.

“CAIR has remained neutral throughout this process and respects the free choice of employees,” the statement said. “We look forward to the election going forward as soon as possible.”

CAIR was formed in 1994 under the auspices of working to promote social, legal and political activism among Muslims in America. Over the years the group has had to fend off numerous charges that it is pursuing an Islamist agenda.

While SEIU Local 500 asserts that they filed charges and delayed the vote because of intimidation tactics on the part of CAIR management, Hooper implied that the union wanted a delay because they didn’t have enough votes to actually unionize. If successful, SEIU Local 500 would represent between 17 and 20 non-management employees at CAIR’s Washington D.C. office.

SEIU Local 500 attests that last October they begin the push to unionize after being approached by CAIR employees who told the union they had a majority of employees in support of going that route.

“We went in with the majority of cards on our side,” Honey said.

CAIR has argued to the NLRB that it is a religious organization and exempt from the National Labor Relations Act. But earlier this month, a regional administrator at the NLRD disagreed when ruling that CAIR was "more akin to a secular civil rights group" and therefore its workers were free to unionize – a ruling that CAIR has so far rejected.

Michigan doctor, wife arrested for allegedly conspiring to perform female genital mutilation
Follow-up to this story from a week ago.
[FoxNews] A Michigan doctor and his wife were arrested and charged Friday morning for allegedly conspiring to perform female genital mutilation on minors, according to the U.S. Department of Justice.

Dr. Fakhruddin Attar and his wife, Farida Attar, were arrested just one week after officials arrested another Michigan-based doctor, Jumama Nagarwala, for performing FGM. Nagarwala is an emergency room doctor in Detroit.

The Attars allegedly arranged and assisted Nagarwala in performing FGM out of a medical clinic that Dr. Attar owns in Livonia, Mich. Attar's wife works at the clinic as office manager. The three are believed to be the first people charged under a federal law that criminalizes female genital mutilation (FGM).
This wasn't a priority under President Obama, it appears.
According to the criminal complaint, some of Attar’s victims, ranging from ages 6 to 8, are believed to have traveled interstate to have the procedure performed.

Female genital mutilation is prevalent in some majority Muslim countries and is sometimes called “cleansing” by its practitioners. It involves the partial or total removal of the external female genitalia, often performed without anesthesia. It is designed to ensure females remain virgins until marriage.

According to a 2013 census by the Population Reference Bureau, approximately 500,000 women and girls in the United States have undergone the procedure or are at risk of the procedure.
How many of them underwent the procedure here?
In 2015, the issue of female genital mutilation received a wave of attention after Google Executive Chairman Eric Schmidt made a personal pledge of $100,000 to stop the brutal practice, after meeting Ayaan Hirsi Ali, an internationally known women’s rights advocate who suffered the barbaric practice at the age of 5.

Attar and his wife were scheduled to appear in Detroit federal court Friday afternoon.

Another billionaire, our president, has ordered that the H-1B program be reformed. This, too, is disappointing. You’ll see why.

First, let’s correct Mr. Cuban: America has not a free economy, but a mixed-economy. State and markets are intertwined. Trade, including trade in labor, is not free; it’s regulated to the hilt. If anything, the labyrinth of work visas is an example of a fascistic government-business cartel in operation.

The H-1B permit, in particular, is part of that state-sponsored visa system. The primary H-1B hogs--Infosys (and another eight, sister Indian firms), Microsoft, and Intel--import labor with what are grants of government privilege. Duly, the corporations that hog H-1Bs act like incorrigibly corrupt rent seekers. Not only do they get to replace the American worker, but they get to do so at his expense.

#3  It's not understood how important the bonded labor aspect of H1B visas is. You normally can't bond workers under a common law principle that goes back to the Middle Ages - you cannot prevent someone plying their trade.

In IT, skill sets change rapidly and training is expensive. Companies are reluctant to hire and train people, as their value in the marketplace rises substantially and they leave for better pay.

#4  This is a complicated problem with no easy answers.

There are more reasons than "corporate greed" for the lack of Americans going into STEM fields and for lack of STEM jobs for the native born. The general decay of America's morality and work ethic, the desire of the native born to have easy, metric-free and anxiety-free jobs working for the government, and the desire of many of the smart ones to make their living in areas like finance etc. are all factors that are at least as important in creating this mess.

A dim understanding of how economics works factors in also. No matter how well trained or skilled you are for a task, if there's tons of people who are also, your pay grade WILL go down. Supply and demand.

The overall trend in the West for the public to overprice the actual value of their labor and to use unions and government to extract those expectations from employers comes into play as well.

The hyperregulatory monster that has reduced small business formation to its lowest level since the republic was founded is a factor in all this also.

None of these things, of course, justify abuse of the H1B system. But simply banning H1B isn't going to solve our problems by itself.

Yes, the Depart. of Defense does it annually. Been doing for many generations. However, DoD gets them to sign a contract for 'X' years of service. Business don't want to do that as they treat employees as liabilities not assets. So they bitch and moan and pay off Congresscritters to flood the market with labor that is as cheap as possible. Some southerns had the same attitude about cheap labor too prior to the 20th Century.

It's a start to a self inflicted wound. The program has been going full blast since the late 80s, that's decades of depressed labor value. Business has had literally generations to grow their own. Why bother when you can bribe pols to betray their own people. You'll never attract people in the numbers to go STEM as long as you keep labor down.

To paraphrase the Rev. Jackson, its amazing how a people who claim to be poor, malnourished, and oppressed can field so many athletes earning hundreds of thousands and millions so disproportionately to their numbers in the society. Incentive.

During the dot.com boom the tech companies had a difficult time keeping their workers because a techie could park in one lot on a Friday and on Monday park in the lot across the street with a raise in pay.
So of course businesses are going to find any recourse available and abuse the heck out of it.
I also have several friends who came here from India on visas, became citizens, and make more money than I do. They are still bemused that I am not in some way really angry about this (because Indians in India would be). However, they are older now and their skills have eroded. They aren't as marketable now. They Master's degrees that are only 20 years old. The only reason they have their jobs is that they have been working on the same setup at the same company for so long that no young folks could decipher it and it's too expensive to switch to a new system.
There is no shortage of American citizens in STEM. That's a myth promulgated by Infosys, MS, and Intel to keep the H-1B program loose. But there is no doubt that STEM programs are largely populated by Asians and more now than in the past.
It's becoming more common that coding and technical knowledge are just a part of the skill set any Millennial has to have, like being able to read and write, math, etc. For generation, GenX, taking typing and BASIC coding in HS were electives. Now they are requirements, or should be.

But disapproval from the status quo doesn't mean Strauss and Howe are wrong. Quite the contrary. As for me, I find their arguments and analysis very compelling.

For those not familiar with the Fourth Turning, it takes a cyclical view of history. This is not based on the movement of the planets and stars but human nature and how people view things differently based on what generation they are in.

In a nutshell, the argument of Strauss and Howe is that as history moves in eighty to a one hundred year cycles. Within this saeculum cycle, there are four distinct turnings. The authors define a turning as "an era with a characteristic social mood, a new twist on how people feel about themselves and their nation. It results from the aging of the generational constellations. A society enters a turning every twenty years or so, when all living generations begin to enter their next phase of life."

Dozens of About 140 Afghan troops dead in Taliban base attack
[BBC] The Afghan army has ended a Taliban attack on one of its bases that killed at least 70 soldiers, according to military officials.

Fighting lasted several hours in the northern Balkh province.

An army spokesman said the insurgents targeted those leaving Friday prayers at the base's mosque, as well as others in a canteen.

The Taliban claimed the attack in a statement, and said they used suicide bombers to breach the defences.

At least 10 Taliban militants were killed in the fighting at the military headquarters in the town of Mazar-e-Sharif.

One assailant has been detained, according to AFP news agency.

As many 140 Afghan soldiers were killed on Friday by Taliban attackers apparently disguised in military uniforms in what would be the deadliest attack ever on an Afghan military base, officials said.

One official in the northern city of Mazar-i-Sharif, where the attack occurred, said on Saturday at least 140 soldiers were killed and many others wounded. Other officials said the toll was likely to be even higher.

The officials spoke on the condition of anonymity because the government has yet to release official casualty figures.

As many as 10 Taliban fighters, dressed in Afghan army uniforms and driving military vehicles, talked their way onto the base and opened fire on soldiers eating dinner and leaving a mosque after Friday prayers, according to officials. The attackers used rocket-propelled grenades and rifles, they said.

Taliban spokesman Zabihullah Mujahid said in a statement on Saturday the attack was retribution for the recent killing of several senior Taliban leaders in northern Afghanistan.

The NATO-led military coalition deploys advisers to the base where the attack occurred to train and assist the Afghan forces but coalition officials said no international troops were involved in the attack.

A Stunning School Sex Scandal the Media Refuse to Notice
[American Thinker] On April 15, Jackson County, Missouri, prosecutors charged James R. Green Jr., 52, with six counts of second-degree statutory sodomy. Green was a teacher and coach at a middle school in the suburban North Kansas City School District. Green’s victim was a sixteen-year-old boy. It appears likely that Green was abusing other boys over a period of at least twelve years in at least two different school districts, and Green’s crime is not the half of it.

I learned about this crime for one reason. In January, I became editor of a new, nonprofit, online publication -- Sentinelksmo.org -- designed to counter the disinformation spread by the overwhelmingly liberal media in Missouri and Kansas. Over the years, people have approached me with stories about regional abuses, and I had an easier time placing those stories nationally than locally. In these two deeply red states, there was no media outlet of consequence halfway friendly to conservative causes. Now there is, the Sentinel.

Our partner in this project, the Kansas Policy Institute, hoped to correct the relentlessly dishonest reporting on Kansas taxes and state spending in general and the Sam Brownback administration in particular. As a resident of Missouri, I wanted to cover both states on a wide range of issues, including sex, crime, and education. To do this I had to track the local media and, in doing so, I hit the trifecta when I stumbled upon the article about Green. The story was covered by the local media, but barely.

Without digging too hard, I discovered that Green was the sixth employee, all male, busted on sex charges with underage students in the last thirteen months in this one suburban school district. At least five of those employees were arrested. The reporting on the sixth was too sketchy to determine. Four of the interactions were heterosexual, two homosexual.

In the same week Green was arrested, a campus supervisor at a high school in the North Kansas City District was charged with sending messages of a sexual nature to two female students, one fourteen and one fifteen. His was one of three cases at that same suburban school. In January 2017, the principal was arrested for having sex with students twenty years prior, and in August 2016 the band director was dismissed for sending sexual texts to students.

In November 2016, a teacher pleaded guilty to second-degree statutory sodomy with a female middle school student and was sentenced in December to seven years in prison. And in March 2016, a high school gym teacher was charged with sending pornography and sexting messages to two teenage students.

The duo, both in their mid-twenties, had pleaded guilty to charges of criminal conspiracy last month "without any pressure, threat, coercion or undue influence" according to the Press Trust of India.

In a news release late Friday, NIA said the two of them had acted as a front group for the IS and incited people of different nationalities to travel to Syria to "join and support" the activities of the group.

The men were active on social networks and promoted the IS ideology on WhatsApp, Skype and Facebook to enlist new recruits and assist others to link up with the IS.

They also raised cash for IS -- which controls swathes of territory in Iraq and Syria -- receiving and transferring funds in the UAE where the pair frequently traveled for work.

"They had also raised, collected and received funds in the UAE and transferred it to their associates in India, Philippines and Tunisia to facilitate their travel to Syria to join IS," the NIA said in the statement.

A third accused, Adnan Hassan, will face trial starting in June.

Friday's verdict comes a day after Indian police arrested 10 suspected IS sympathizers in raids conducted across four states.

The government insists IS does not have a foothold in India, which has a large but traditionally moderate Moslem minority.

There have been some reports of Indians going to fight for the group in Iraq and Syria but the numbers are low relative to India's population of 1.2 billion.

Brick-and-Mortar Stores Are Shuttering at a Record Pace
[WSJ] American retailers are closing stores at a record pace this year as they feel the fallout from decades of overbuilding and the rise of online shopping.

Just this past week, women’s apparel chain Bebe Stores Inc. said it would close its remaining 170 shops and sell only online, while teen retailer Rue21 Inc. announced plans to close about 400 of its 1,100 locations.

"There is no reason to believe that this will abate at any point in the foreseeable future," said Mark Cohen, the director of retail studies for Columbia Business School and a former executive at Sears Canada Inc. and other department stores.

Through April 6, closings have been announced for 2,880 retail locations this year, including hundreds of locations being shut by national chains such as Payless ShoeSource Inc. and RadioShack Corp. That is more than twice as many closings as announced during the same period last year, according to Credit Suisse.

Based on the pace so far, the brokerage estimates retailers will close more than 8,600 locations this year, which would eclipse the number of closings during the 2008 recession.

At least 10 retailers, including apparel seller Limited Stores Co., electronics chain Hhgregg Inc. and sporting-goods chain Gander Mountain Co., have filed for bankruptcy protection so far this year. That compares with nine retailers that declared bankruptcy, with at least $50 million liabilities, for all of 2016.

The seeds of the industry’s current turmoil date back nearly three decades, when retailers, in the throes of a consumer-buying spree and flush with easy money, rushed to open new stores. The land grab wasn’t unlike the housing boom that was also under way at that time.

Energy suckers reads like the WSJ and the author are progs. New models of doing business do emerge so long as the progs don't tax and regulate them to death. At one time the businesses were all in center city and then they moved to the suburbs--now many are moving back to center city as some downtowns become gentrified.

General Mattis defends use of MOAB in Afghanistan
[Wash Times] Defense Secretary James Mattis said Thursday the decision to drop the "mother of all bombs" on Islamic State targets in eastern Afghanistan was a deafening signal to American enemies and allies alike that Washington will pull no punches against the international terror group.

Up until the April 13 strike in Afghanistan’s Nangarhar province, Mr. Mattis was receiving almost daily battlefield updates on clashes between U.S., local forces and those tied to the Afghan faction of the terror group, he told reporters in Egypt.

"There was no surprise in terms of the effect of that [strike] at all," Mr. Mattis said Thursday. "The battle was going on, and we were going to use what was necessary to break ICIER. And we’ve made that very clear in every theater where we’re up against ISIS." Mr. Mattis declined to comment on the number of enemy killed in the attack, saying he did not want to equate success or defeat "by quantifying the number of enemy killed on the battlefield," citing the "corrosive effect of that metric" going back to the Vietnam War.

Over 90 members of Afghan ISIS cell, dubbed Islamic State in Iraq and Syria-Khorasan province or ISIS-K, were killed, according to local reports. The mission has proved controversial in Kabul, with former President Hamid Karzai sharply condemning the use of such a powerful explosive on Afghan territory.

[DailyMail] A shocking video has emerged showing an American Airlines employee challenging a passenger to a fight after allegedly hitting a woman with a stroller on a domestic flight.

The upsetting footage, filmed shortly before Flight 591 departed from San Francisco on Friday afternoon, shows the airline employee goading a passenger and saying, 'hit me'.

The clip was uploaded by passenger Surain Adyanthaya, who explained he started filming after the flight attendant 'violently took a stroller from a lady with her baby on my flight, hitting her and just missing the baby'.

Adyanthaya went on to explain: 'They just in-voluntarily escorted the mother and her kids off the flight and let the flight attendant back on, who tried to fight other passengers. The mom asked for an apology and the AA official declined.'

In the video, a woman is seen standing at the front of the airplane as she is holding a child in her arms.

a German-Russian suspect behind a kaboom on Borussia Dortmund's team bus, prosecutors said, indicating the motive was financial and not terror-related.

They said the man, identified only as 28-year-old Sergej W., was hoping to profit from a drop in the football team's share price as a result of the attack.

Three bombs went off in a hedge alongside the team bus on April 11, minutes after it left the squad's hotel heading for a Champions League quarter-final match at home against Monaco.

The blast shattered the bus windows, and Spanish international Marc Bartra, 26, was maimed, forcing him to undergo surgery for a broken wrist.

"The accused is suspected of having carried out the attack on the team bus of Borussia Dortmund on April 11," prosecutors said after the elite GSG 9 police unit arrested him around dawn in Tuebingen, south of Stuttgart in the state of Baden-Wurttemberg.

"He is charged with attempted murder, setting off kabooms and causing serious physical injury," they said in a statement.

He was staying in the same hotel as the team, with a view of the attack scene, and had bought so-called put options on the team's shares on the day of the attack, they said.

These 15,000 options could have been sold at a pre-determined price by June 17, with a sharp fall in the share price promising a high profit.

"A significant drop in the price could have been expected if, as a result of the attack, players had been seriously injured or even killed," the prosecutors said.

Sergej. W had allegedly taken out a loan on April 3 to pay for the put options and bought them online from the IP address of the Hotel L'Arrivee, where the team would be staying.

He had reserved the room in mid-March for the periods April 9-13 and 16-20 -- coinciding with the team's two scheduled matches against Monaco, though it was not yet clear at the time which one would be held in Dortmund.

He hoped to earn as much as 3.9 million euros ($4.2 million), the Bild newspaper reported.

The team's share price has fallen by about 5.5 percent on the Deutsche Boerse since the attack, and closed at 5.36 euros on Thursday.

An Iraqi man was taken into custody over a suspected Islamist link, but was cleared of involvement in the attack.

Similarly, a purported claim of responsibility stating a far-right motive sent to German media bore "contradictions and inconsistencies", prosecutors said, adding that there was "no indication that it was sent by the perpetrator".

The investigation has involved several hundred coppers.

2 ISIS Bombers die in Baiji
Baiji (IraqiNews.com) Two Islamic State suicide attackers were killed in an overnight foiled attack against a village in the city of Baiji, Salahuddin, according to a police official.

Saad Nafous al-Hamad, commander of Baiji police, said the attackers targeted the village of Malha, but were held off by police and tribal troops at the dawn of Friday.

Al-Hamad said two of the attackers, vested with explosive belts, were killed, while three civilians were lightly wounded.

Islamic State has stepped up attacks in Salahuddin and neighboring Diyala over the past months as Iraqi government forces continue to make gains in Mosul, IS’s largest stronghold in Iraq, since a security campaign launched in October to retake the city.

Observers believe IS attacks outside Mosul aim at distracting security attention from Mosul and to make up for losses. The Iraqi government is expected to launch further campaigns to retake areas still held by the militants in Salahuddin, Anbar, Diyala and Kirkuk.

The United Nations Assistance Mission in Iraq (UNAMI) says 1115 people died in violence across the country during March.

On Thursday, Udai al-Kahdran, mayor of al-Khales town in Diyala, said in a press statement the borders between Salahuddin and Diyala continue to pose a security challenge that requires military action to eliminate the group’s pockets at the abandoned villages.

[Variety] Caitlyn Jenner will be interviewed by Tucker Carlson Monday, the Fox News host’s first night in Bill O’Reilly’s old timeslot.

Jenner will appear on the 8 p.m. ET telecast of "Tucker Carlson Tonight." The Olympian and "Keeping Up With the Kardashians" star will discuss President Donald Trump and the current divide in American politics.

Fox News on Wednesday announced that Carlson would move from 9 p.m. to 8 p.m., taking over the primetime lead-off spot from "The O’Reilly Factor." The network officially parted ways with O’Reilly this week amid a sexual harassment controversy.

O’Reilly had been critical of Jenner after the Olympic gold medalist, formerly known as Bruce Jenner, came out as as a transgender woman in 2015. "Pardon me for this, but from the waist down, he is a ’he,’" O’Reilly said on his Fox News show at the time -- claiming that Jenner would not be a woman without having gender reassignment surgery.

Jenner, who underwent reassignment surgery in January, has been making the media rounds recently to promote her new book, "The Secrets of My Life," released Wednesday by Grand Central Publishing. She will appear Friday on ABC’s "20/20" in an interview with Diane Sawyer, who conducted the first major television interview with Jenner after the athlete’s coming out in 2015.
Needless to say, I won't be watching this segment.

Militants in Sabri have blown up asecond road bridge in an apparent effort to reinforce their positions in the besieged Benghazi enclave..

According to the Libyan National Army overnight yesterday explosives were used to bring down a span of a bridge to the east of the district.

At the beginning of this month, another brighe at Al Thama was damaged.

The militants claimed that it had been brought down in an air raid but photographs showed that the blast had occurred at a joint between the spans which strongly suggeted a carefully-placed explosive charge rather than an airstrike.

However in the last 48 hours the air force has been bombing both Sabri and the smaller militnt enclave of Suq Al-Hout.

The militants belonged to various banned organisations, including Baloch Republican Army (BRA), Baloch Liberation Army (BLA) and other groups. The militants were allegedly involved in attacks on government installations in Quetta, Dera Bugti, Sui and other parts of the province.

“Innocent people have been used and elements instigating them were living abroad,” said Chief Minister Balochistan Nawab Sanaullah Zehri.

“Innocent people were martyred at the behest of elements who are the slaves of RAW and no compromise would be made over the writ of the government,” added the chief minister.

Commander Southern Command Lieutenant General Amir Riaz on the occasion said that Pakistan cannot be weakened.

“Anyone laying down their arms would be welcomed,” added Riaz.

“We were deceived,” said Sher Mohammad, a key commander of the proscribed BLA, while Dur Khan Baloch, another key commander, said they will “no longer fight for the Indians”.

A senior provincial official said so far over 1500 militants have surrendered.

“More Ferraris would surrender before the authorities in the days to come, said Balochistan government spokesperson Anwarul Haq Kakar.

The surrender ceremony was attended by senior military and civilians leaders.

The largest province of the country by area, is home to a low-level insurgency by ethnic Baloch separatists. Al Qaeda-linked militants also operate in the region.

The province shares borders with Afghanistan and Iran.

Fresno, California gunman enters court shouting
[ABCNEWS.GO] The suspect in this week's racially motivated shooting rampage in Fresno entered a courtroom early Friday shouting that natural disasters striking America will increase.

Authorities say Williams was the first of four killings by Muhammad. Police say he told them that learning he was wanted for the Williams killing spurred him to try to kill as many white people as possible before he was caught.

Fresno County Superior Court Judge W. Kent Hamlin assigned a doctor to examine Muhammad. He set bail at $2.6 million.

He's due to return for arraignment on May 12.

Muhammad is accused of the killings Tuesday of three other white men.

IDF attacks Syria in response to mortar hits in Golan
Just a little attack to bring their attention to the fact that they were colouring outside the lines.
[Ynet] Following three mortar shells landing in Israeli territory, apparently a spillover from internal Syrian fighting, the army strikes back.

The IDF announced on Friday evening that it had attacked the sources of three mortars fired into the northern Golan Heights earlier that day.

Friday afternoon, a mortar shell went kaboom! in an open area in the northern Golan Heights. No alarm sounded at that time.

Later, an alarm sounded shortly after 6pm in the area, and a short time later, two mortar shell hits were identified in Israeli territory. The IDF reported that there were no casualties and no damage was caused by any of the mortars.

In a statement, the army said, "The IDF will not tolerate any attempt to harm the illusory sovereignty of the State of Israel or the security of its residents and will see the Syrian regime responsible for what happens within its territory."

It was also reported that the mortars were apparently a spillover from the internal fighting in Syria.

The 18-year-old living in Israel left scores of messages graphically describing children’s deaths in calls to Jewish community centers and schools across the United States, using an online calling service to disguise his voice as a woman and hide his identity, according to the federal indictment filed Friday in Florida.

He was charged with 28 counts of making threatening calls and conveying false information to police, according to the indictment filed in federal court in Orlando.

Separately, he was charged with three more counts of making threatening calls, conveying false information and cyberstalking in an indictment filed in federal court in Athens, Georgia.

The calls to the Jewish community centers and schools stoked fears of rising anti-Semitism and led to campus evacuations.

Online federal court records in Florida showed no attorney listed for the suspect.

The Florida indictment said that he made 245 threatening calls, most of them to Jewish community centers and schools, from January to March, using an online calling service that disguised his voice and allowed him to hide his identity. He recorded each of the calls himself and kept them in organized files at his home in Ashkelon, along with news articles describing the police responses to the threats, the indictment said.

He also paid for the online calls using the semi-anonymous currency Bitcoin. A large antenna at his apartment building allowed him to make long-distance, outdoor wireless connections, the indictment said.

The Florida indictment said recordings of the calls stripped of the software-enabled disguise revealed a speech impediment in the caller’s voice that matched his.

The Georgia indictment connects him to several incidents of "swatting" in which authorities are called to respond to an emergency that ends up being fake. The indictment alleges that in January the University of Georgia Police Department received a phone call about a home invasion that ended up being untrue.

"Today’s charges into these violent threats to Jewish Community Centers and others represent this Department’s commitment to fighting all forms of violent crime," US Attorney General Jeff Sessions said. "These threats of violence instilled terror in Jewish and other communities across this country and our investigation into these acts as possible hate crimes continues."

FBI Director James Comey added: "This kind of behavior is not a prank, and it isn’t harmless. It’s a federal crime. It scares innocent people, disrupts entire communities, and expends limited law enforcement resources. The FBI thanks our partners for working with us here at home and around the world."

The suspect, said Acting Assistant Attorney General Kenneth E. Blanco of the Justice Department’s Criminal Division, "allegedly took extraordinary steps to conceal his identity and location through several technological means, including voice alteration, use of proxy IP addresses, virtual currencies and caller ID spoofing."

During Thursday’s remand hearing, the teenager’s parents asked the court to replace their son’s attorney with a public defender, but the defendant insisted that his current lawyer, Shira Nir, remain on the case, Channel 10 reported. The court ruled that Nir should remain the suspect’s counsel.

"After I saw documents related to the suspect’s past, I decided to ask his parents to bring a private psychiatrist to the prison, in order to help clarify that he is not fit for detention," Nir told Channel 10. She said the suspect’s father refused to pay for a private psychiatrist and subsequently asked the court to replace her with a public defender.

Rain in the northern part of the country flooded the river and Iraqi soldiers were forced to disassemble at least two temporary bridges on the road to Mosul. Many of the bridges in northern Iraq had been destroyed since the rise of ISIS, which still holds at least 25 percent of Mosul. And after the flood subsided it took Iraqi soldiers nearly two full days to reassemble one of the bridges.

Civilians attempting to reach safety in East Mosul from the ISIS-controlled western part have to head southeast out of the city to cross the Tigris...

Man attacked for blasphemy in Chitral
A mob attacked a man accused of blasphemy during Friday prayers in a northern Pakistani town and injured six police officers after they intervened to rescue him, police said.

It was the third blasphemy-related incident in Pakistan this month, after a student was beaten to death by a lynch mob and a faith healer was shot dead.

Security officials in Chitral fired tear gas and live rounds on the mob, injuring eight protesters, after they attacked the local police headquarters and demanded that alleged blasphemer Rashid Ahmed be made available for mob justice.

"We told them that Ahmed will be examined medically and if he was found mentally fit then he will be tried under the blasphemy law, but the mob was not satisfied," said local police chief Akbar Ali Shah.

Shah said he had asked for Army assistance to help control the crowds, but a Reuters correspondent at the scene said soldiers had yet to arrive.

Witnesses say that Ahmed entered the local mosque asking to make an important announcement, then declared himself a messiah and said that he would lead his followers to paradise.
In the civilized world he would then be tested to see which of several mental illnesses he was suffering from, or whether his delusions were drug-induced.
An angry congregation then turned violent and attacked Ahmed, who Shah said appeared to be suffering from mental illness. He suffered a beating, but police said his injuries were not life-threatening.

The government has been vocal on the issue of blasphemy, with Prime Minister Nawaz Sharif issuing an order last month for the removal of blasphemous content online and saying anyone who posted it should face "strict punishment under the law".

Police are investigating over 20 students and some faculty members in connection with the killing of Mashal Khan, the student who was beaten to death on April 13 in an attack that shocked the country.

Since then, parliament has discussed adding safeguards to the blasphemy laws, a move seen as groundbreaking in Pakistan where political leaders have been assassinated for even discussing changes.

In 2011, Punjab governor Salman Taseer was assassinated by his bodyguard after calling for reforms. Taseer's killer, executed last year, has been hailed by religious hardliners as a martyr to Islam and a shrine has been erected at his grave.

3 Seattle officers shot; 1 suspect dead, 2 in custody
[ABCNEWS.GO] Three Seattle coppers were shot and injured during an exchange of gunfire with a suspect, who later died, after a robbery at a downtown convenience store.

Three people are suspected in the Thursday robbery at a 7-Eleven store near Pioneer Square, the city's oldest neighborhood, said Deputy Police Chief Carmen Best.

Officers chased two suspects, a 19-year-old man and a 17-year-old girl, who ran from the store, police said.

While one officer struggled with the male suspect on the ground, the girl struck the officer over the head with a bottle, police said. The 19-year-old then ran to the entryway of an office building where he shot at police, who returned fire, Best said.

Authorities closed off several downtown blocks throughout the afternoon as police cruisers flooded the area and SWAT officers searched a nearby federal building where the suspect had barricaded himself inside. The girl was jugged

Militants launch coordinated attacks across Thai south
[The Nation] Suspected Muslim insurgents carried out a string of coordinated attacks across three southern border provinces in Thailand Wednesday night. Some were wounded and two militants were killed. The two deaths were reported in three attacks in Songkhla province while Pattani and Narathiwat provinces saw 12 attacks.

Police said two militants were killed when their homemade bomb hidden in a motorcycle fell and exploded before they reached a target in Songkhla's Saba Yoi district. The blast occurred at around 8 p.m. near a military base.

Nearly at the same time, militants also opened fire at a unit of soldiers in Ban Juab village in Thepha district.

Also at 8 p.m., two militants on a motorcycle lobbed a grenade at a police booth in front of Chana Police Station. The two police officers inside escaped harm as the bomb fell near the booth. They later exchanged fire with the two attackers who fled the scene.

In Pattani, a group of militants hurled two grenades at official houses of police in Pattani's Kapho district. Police said the attack on the quarters of police station personnel happened at 7:30 p.m.

Meanwhile, Narathiwat police chief Pol Maj-General Manas Siksamut issued an urgent order to all 19 police stations in the southern border provinces, to be on full alert after militants carried out 12 simultaneous attacks at around 7:30 p.m.

Three attacks were carried out in Tak Bai district. In one of the incidents, militants threw a grenade at the house of a police officer. Two attacks were launched in Sungai Padi district and another in Rusoh district.

Grenades were hurled at two villagers' homes in two villages in Waeng district. In Rangae district, an M79 grenade was fired at a task force base.

In Yi Ngor district, a grenade was hurled at a checkpoint of defense volunteers in front of the district agricultural office and another grenade at the base of the defense volunteers of Tambon Poryoh. In Si Sakhon district, militants lobbed a grenade at the base of a defense volunteer company.

Lost in all the hype over the pr0n star who was punched in the face at a Berkeley free speech rally last week was that she had a glass bottle in her possession. Apparently Antifa people have been telling their operatives to bring glass bottles and M-80 firecrackers to rallies. The idea is to put the firework into the bottle and throw it so the detonation sprays broken glass onto their targets.

Other thinking is that the combination is a provocation to get those at the rally, either protesters or kops to bring out their firearms. What this accomplishes is anyone's guess. Maybe Antifa wants a real sh*t show for their enemies.

Somewhat amusingly, kops in Alabama ordered Antifa demonstraters to remove their masks. Apparently in Alabama as in some other states, laws were passed in the 1920s to deal with Ku Klux Klan rallies when the Klan was on the rise nationwide. Those laws forbid public gatherings in which protesters are masked.

Oklahoma's threatened to use their law against criminal gangs in the early 1990s when they started gathering in the streets wearing masks, but as far as I know no one was actually charged. The criminal gangs were simply warned that a law passed 70 years earlier to deal with the Ku Klux Klan would be used against them. Their enthusiasm for wearing masks, as I understand it, quietly evaporated.

In Massachusetts, the local constabulary in Cohasset revoked a firearms permit and then moved to seize a total of 100 privately owned firearms. The activity is proudly displayed on the police website. The police never expected the severe backlash against them.

While this particular incident is not amusing, it does show that people, even in high tax, high regulation Massachusetts are tired of their rights being violated by politicians and their police.

The Cohasset police response was simple. "We wuz just following orders." They should have just shut up and gone about their business.

ISIS leader who planned Istanbul nightclub attack killed in US ground raid

was killed in a U.S. ground raid in Syria on April 6, U.S. Central Command said today. The raid targeted him for his role in planning the deadly New Years Eve nightclub attack in Istanbul, which killed 39 civilians.

"Abdurakhmon Uzbeki, an ISIS operative, was killed by U.S. forces working on operation near al Mayadin Syria to kill him," Colonel John Thomas, the front man for U.S. Central Command, told Pentagon news hounds in phone briefing today.

Al Mayadin is southeast of Dayr Az Zawr in the Euphrates River Valley.

Thomas described Uzbeki as "a close associate" of al-Baghdadi who "was known to interact with him in various ways over time." Centcom has confirmed over the past two weeks that Uzbeki was killed in the raid.

The front man described him as facilitating the movement of ISIS foreign terror fighters and funds. Uzbeki played a key role in ISIS external terror attack plotting and Thomas said he was "clearly linked" to the deadly Istanbul nightclub shooting attack on New Year's Eve.

That deadly attack was carried out by Abdulkadir Masharipov, an Uzbeki national, on behalf of ISIS.

Masharipov fired on hundreds of revelers at the trendy Reina nightclub killing 39 people and injuring dozens of others before he expeditiously departed at a goodly pace. He was captured in a police raid in Istanbul two weeks after the attack and, according to Turkish authorities, confessed to his role in the attack.

Uzbeki is believed to have been involved in planning the attack.

Thomas described the April 6 ground raid in Syria targeting Uzbeki "as an operation in order to eliminate him." The raid was conducted by American special operations forces, said a defense official.

Since late 2015 an "expeditionary targeting force" has operated inside Iraq and Syria targeting senior ISIS leaders. Typically their ground operations are not disclosed.

Abu Sayyaf abducts former MNLF militant in Sulu
A Moro National Liberation Front militant-turned-soldier, who was working for peace and progress in Sulu, was abducted by the Abu Sayyaf Thursday morning. Military spokesman Jo-Ann Petinglay identified the female soldier as Staff Sergeant Anni Siraji.

The perpetrators were thought to be members of the Abu Sayyaf. A report said she was forcibly taken by a group headed by Waltun Julhasan, a known follower of the Abu Sayyaf leader Hatib Hajan Sawadjaan operating in Patikul, Sulu.

The group fled with the captured soldier towards Sitio Lagaron, Patikul, Sulu, according to a military report.

Western Mindanao Command Chief Lieutenant General Carlito Galvez said it is frustrating that a Tausug soldier who wants a peaceful community and is working hard to bring progress to his home province, would be a victim of the rebels. He said, "Obviously, the Abu Sayyaf can victimize anyone, even someone from their own tribe."

Chronic Snohomish County cat-hoarder is arrested in Oregon
[Heraldnet] A psychologist predicted last year that Kathryn St. Clare would be back to hoarding cats if she didn’t receive proper mental health treatment.

The former Lake Stevens woman, who was convicted last year of animal cruelty for collecting 111 cats in a recreational trailer, was arrested Monday in a small Oregon town for investigation of animal neglect. A police officer allegedly found 41 live cats and a dead one in St. Clare's car.
Gives new meaning to puss* in the back seat
The officer noted that the car reeked of cat urine and feces.

St. Clare, 58, also was wanted on Snohomish County warrants. She failed to appear for a hearing in April 2016 to determine how much she would be ordered to pay Snohomish County for costs associated with investigating St. Clare two years earlier.

There also were concerns that St. Clare wasn't following through with mental health treatment, and prosecutors had received word that she might be hoarding cats again, Snohomish County deputy prosecutor Michael Boska said Tuesday.

St. Clare's case highlighted the complexities facing the criminal justice system when dealing with people living with mental illness.

Snohomish County Superior Court Judge George Bowden raised questions about why St. Clare ended up in front of a jury instead of in a county-funded program billed as a way to divert some mentally ill people out of the courts.

North Korea nukes SF in birthday party video
[SFGate] For the grand finale to its founder's 105th birthday party this weekend, North Korea celebrated with rousing military music punctuated by a not-so-subtle warning for the United States and San Francisco in particular.

The martial music concert was part of the "Day of the Sun" festivities honoring late founding father Kim Il Sung. As the uniformed brass band and choir played performed enthusiastically to an audience of clapping soldiers, a propaganda video showing missiles being launched was shown on a large overhead screen.

Eventually the nukes found their target, San Francisco, and exploded in massive fiery eruptions, engulfing the city in flames. The audience appeared to applaud San Francisco's destruction, primitive CGI production values notwithstanding.
Maybe STRATCOM can re-purpose the projectile to Berkeley, CA?

Justice Department reprimands 'sanctuary' jurisdictions on illegal immigration
[WashingtonExaminer] The Department of Justice on Friday reprimanded nine "sanctuary" jurisdictions for failing to adhere to federal requests to detain illegal immigrants.

It sent a letter warning the jurisdictions that they could lose certain federal grants if they fail to prove they are in compliance with federal law that requires them to communicate with federal officials about on immigration matters. The statute, 8 USC § 1373, prohibits local and state governments from enacting laws or policies that limit communication with Immigration and Customs Enforcement Customs and Border Protection about "information regarding the immigration or citizenship status."

The Justice Department said it "expects each of these jurisdictions to comply with this grant condition and to submit all documentation to the Office of Justice Programs by June 30, 2017, the deadline imposed by the grant agreement," the letters from Acting Assistant Attorney General Alan Hanson read.

The department sent letters to Sacramento, Chicago, Cook County, New Orleans, Philadelphia, Las Vegas, Miami, Milwaukee and New York City.

These cities and others that have been dubbed "sanctuary" cities say they are not in violation of the federal statute because it does not require compliance with ICE requests such as detainers or requests for notification of release dates. The statute only prohibits the enactment of certain policies about sharing immigration status, which they say they do not do.

All cities could lose the Office of Justice Programs Byrne JAG grant if not in compliance. According to the government's website, the grant "provides federal criminal justice funding to state, local and tribal jurisdictions" for things such as personnel, training, equipment and supplies.

The letters make good on a promise by both President Trump and Attorney General Jeff Sessions, who both have said cracking down on sanctuary policies are vital to fighting crime and bolstering public safety.

The Syrian Army units carried out operations against fortifications and movements of al-Nusra Front and other terrorist groups affiliated to it in Daraa al-Balad area in the southern province of Daraa, according to military source.

The source added that a number of terrorists were killed due to the operations in addition to the destruction of 2 machinegun nests and a number of their vehicles.

Deir Ezzor

The army units clashed with ISIL terrorist groups on the southern outskirts of Deir Ezzor city, thwarting their attack on a military post in the surrounding of the graveyards area.

The military source said that the army units thwarted the attack using various types of light and medium machineguns, killing 5 ISIL terrorists, injuring others and destroying their arms and ammunition.

Homs

Syrian army strikes the headquarters of a meeting of Nusra Front commanders in Deir Foul village in Homs northern countryside, killing 4 terrorists and injuring 17 others.

An army unit killed and injured a number of terrorists affiliated to al-Nusra and destroyed their weapons and ammo after targeting their gatherings in al-Za’afarana and al-Farhaniya al-Gharbiya in the province’s northern countryside.

The army also targeted al-Nusra hideouts and gatherings in the areas of Hosh Abu Klab and al-Mashari’a in the northern countryside, killing a number of terrorists.

Meanwhile in the eastern countryside, army units eliminated large numbers of terrorists from ISIL near the abandoned battalion, east of al-Qaryatain, southeast of Palmyra, Habra al-Gharbiya, and Unq al-Hawa.

Syrian city evacuations resume after pause
The evacuation of Syrian civilians and fighters from four besieged towns, part of a Qatari-mediated swap deal between the warring sides, resumed on Friday after a two-day halt, regime media and the Syrian Observatory for Human Rights said.

Five buses carrying rebels and their relatives from towns in Zabadani and surrounding areas near the capital Damascus left a transit point outside Aleppo city where they had been waiting to cross into rebel territory in Idlib province in the northwest, regime media said.

Meanwhile, ten of the 45 buses carrying people from the rebel-encircled Shi’ite towns of al-Fua and Kefraya arrived in Aleppo city, which is under the control of Bashar al-Assad’s regime.

Thousands of evacuees from the two Shi’ite towns have been stranded for two days at a second nearby staging area outside Aleppo, where scores of people were killed on Saturday in a bomb attack on an evacuation convoy.

Dozens of armed rebels were on Friday guarding the buses at Rashidin for fear of another attack.

The Britain-based Observatory said the 48-hour suspension was due to rebel demands for the regime to free 750 prisoners as part of the agreement.

The war monitor said it remained unclear if authorities had released the prisoners.

Under the deal, thousands of rebels and civilians have been moved out of Zabadani and Madaya, which have long been under siege by pro-regime forces, mainly Lebanon’s “Hezbollah.” They departed for Idlib, bringing the two towns near Damascus under regime control.

In exchange, thousands of civilians and pro-regime militants were moved out of al-Fua and Kefraya, besieged by rebel groups in Idlib.

Asharq Al-Awsat has learned that Qatar accepted the mediation in order to secure the release of its abducted nationals in Iraq.

The Qataris were kidnapped on December 16, 2015 from a desert hunting party in the province of Muthanna in Iraq.
Update at 9:50 a.m. EDT from Al Ahram about the complexities of the negotiations, including the millions paid to various Sunni and Shiite terror groups involved.
Two Iraqi officials— a government and another security official — confirmed details of the release to the AP. They said the handover had been delayed for several days in part because Iraqi officials did not want ransom money exchanged or negotiations for their release to happen on Iraqi soil. The three officials spoke on condition of anonymity because they are not authorized to talk to the media.

A person involved in the negotiations told the AP that 11 of the captives were members of the Al Thani family. He also said Qatar paid tens of millions of dollars to Shiite groups, and to the al-Qaida-linked Levant Liberation Committee and Ahrar al-Sham, which are involved in the evacuation and transfer of detainees. Both groups were part of an armed opposition alliance that swept through Syria's Idlib province, seizing it from government control in 2015 and laying siege to the two pro-government villages.

Speaking on condition of anonymity due to the sensitivity of the situation, the negotiator said the Qatari group was being held by Iraqi Shiite militia Kata'eb Hezbollah. The group officially denies it was behind the kidnapping and no other group has publicly claimed responsibility for the abduction.

5 ISIS Big Turbans die in airstrike in Mosul


Mosul (IraqiNews.com) Five Islamic State leaders, including Russian nationals, died late Thursday when U.S.-led coalition fighter jets pounded their locations in western Mosul, Iraqi military intelligence services said.

The service said in a statement that coalition jets killed Islamic State’s military area commander for Mesherfa region, Abu Mariam al-Hadidi.

It added that four Russian members were killed when the strikes targeted al-Sihha district.

Iraqi forces recaptured the eastern side of Mosul in January after three months of fighting with Islamic State, and sat on a new offensive in February to retake the western region. Commanders said earlier this month that the Islamic State was controlling only less than seven percent of Iraqi territory, and that only six districts were still witnessing IS presence.

Islamic State has lost many of its senior commanders since operations launched to retake the western side of Mosul. Officials from the U.S.-led coalition estimate the number of remaining militants in Mosul by less than 1000. Operations are currently eyeing the Old City area, where IS first declared the establishment of its rule in 2014.

The conflict in Mosul has so far displaced more than half a million of the city’s population, according to the Iraqi government and the United Nations.

100 Fatah prisoners end hunger strike; hundreds more join
[IsraelTimes] As Marwan Barghouti-led protest by some 1,200-1,300 inmates enters fifth day, one prisoner with preexisting illness hospitalized.

Some 100 Fatah security prisoners have abandoned their hunger strike as of Friday morning, according to the Israel Prisons Service.

Hundreds of other Paleostinian prisoners, however, have joined the strike since it began on Monday, bringing the total number of inmates who have refused food in protest of their conditions to 1,200-1,300.

According to the IPS, a Paleostinian man who had a preexisting heart condition was transferred to an Israeli hospital for treatment. The Paleostinian news site Ma’an named the prisoner as Said Musallam and reported that several other hunger-strikers have also been hospitalized.

The hunger strike has been led by popular Fatah leader Marwan Barghouti, who is serving five life sentences for murder over his role orchestrating terror attacks against Israeli citizens during the Second Intifada. He began to call for a strike after talks between prisoners’ representatives and the Israel Prisons Service on improving jail conditions reached an impasse. Those talks began more than a year and a half ago.

Among the demands from Barghouti and the prisoners are the resumption of a second monthly visit by family members (a benefit that was cancelled by the International Committee of the Red Thingy due to budget cuts), the prevention of family meetings being cancelled for security reasons, and the restoration of academic studies and matriculation exams to prisoners. Other demands include more television channels being available in cells, and cell phones in security wings.

Paleostinian Prisoners Club head Qadura Fares told AFP on Thursday that Israel would allow all the strikers, including Barghouti, access to lawyers, in a reversal of its previous position.

Access to lawyers had been prevented following the start of the strike, Paleostinian officials said, with Barghouti moved to solitary confinement.

The Israel Prisons Service said it was acting under its rules, without elaborating further.

Some 6,500 Paleostinians are currently detained by Israel for a range of terror offenses and crimes. Around 500 are held under administrative detention, which allows for imprisonment without charge.

Paleostinian prisoners have previously mounted hunger strikes, but rarely on such a scale.
