#3 Install gunner's hatches, M2 Browning machine guns, 5 cans of ammo per each, and encourage liberal use. Instruct the ridership on the potential hazards of expended brass while entering and exiting. The shi* should taper off dramatically.

#5 Give each driver a shotgun loaded with 1. Rock salt, 2. birdshot,3. buckshot, and 4. solid slug, Pronounce him free to use it as he sees fit.
Severe penalties(Firing, arrest Etc) if he "Looses" the shitgun, or It's ammo, or carries it Unloaded.
Account for "Spent" Ammo.
