#1 Bullshit, Democratic party is the tool of the Mandarinate - not vice versa. You wanna change things?
(i) Make sure that a degree in ~~bullshit studies~~ liberal arts etc... is not a guarantee of gainful employment in public sector - lets see what all these graduates in political science will think of illegal immigration when they have to compete with illegals for menial jobs.
(ii) Destroy teachers' unions and the tenure system.

#3 Term limits for politicians and for high level bureaucrats. I'm not sure how it would work but you need to prevent them from burrowing in the way they've done.
