#2 "Suspected Al-Qaeda arms caches" would indicate a probable planned and approved target. Intelligence gained from persistent surveillance or other means would have elevated the hidey holes to the top of the targeting priority list. Same platform that did the bombing could also conduct post blast analysis or what we used to call the Bomb Damage Assessment (BDA).
