Individual computerized rationing enables the government to monitor the subjects, to ensure that the subjects can't build up emergency food reserves, and thus to mete out carefully dosed reward and punishment on an individual level.

Don't show up for a demonstration, don't sign a regime sponsored political statement and you (and perhaps your children and elderly parents) will go hungry for a week.

Denounce your neighbor and you will eat a little more for a couple of days.

In any case the subjects will understand that they live and die at the government's pleasure.
