That's SOP. If a caller inexplicably hangs up on 911, it might be because someone in need of help tried to call, and a bad guy snatched the phone away from them. The 911 dispatcher doesn't know, so to be safe they send someone to take a look.

#4 ima trying to get my head around what this bozo would say to the TV action-on-the-scene-talking head that would make any sense: " Yessir, Ah've been waitin nigh onto 23 months fo' mahy new trailer, cuz me and Billy-Bob's been forced to keep on brewing this- heah meth in a CONDEMNED trailer! FEMA keeps on a-promisin' an' a-promisin, but ah ain't seed nuttin' yet? What's a po' boy to do????
