#1 The Federal government gave them money for a bullet train that they canceled and refused to reimburse the Feds. Let them use that money. Which no longer exists, misappropriated as well.

Summary: Carson is wise to not allow corrupt, bankrupt California Dems use the homelessness as a cash cow.

#5 No way no how. Like foreign aid to a third world kleptocracy the money will disappear after the first few "show projects". It will be farmed out to every loyal political action group and then disappear.
