#1 I think the French are truly hesitant for two reasons: 1- they've ben selling a lot of material, expertise, and machinery to help Iraq with WMD and don't want their usual whoring to be exposed. 2- Any regime installed by the U.S. will by definition be more inclined to allow US business access and influence, and they're afraid of losing their market share
