#3 Back in the 'Nam, the VC mostly armed themselves with stuff we gave to the Ruff Puffs (militia) and that the VC later "liberated."

If you're not willing to put disciplined soldiers working out of combat outposts (CAP in Vietnam/Surge in Iraq) to overwatch the militia, all that armament is going to walk away pretty quickly.
