#3 I thought the French Government had a kill order out on French jihadists.

I'm like the rest of you. Why did the Kurds CAPTURE this punk? I think they wanted to curry some favor with the French. Now that the Kurdistan thing is out in the open with the wind down of the ISIS caliphate, the Kurds think a friend would come in handy in the negotiations.
