#7 The difference between this and Pakistan is that in Lankans vs Tigers there are two opposing sides, unlike Pakistan where everyone is essentially playing for the same team.

#8 Civilians are the folks without guns who might be supporting an army who are fighting for their way of life. I don't know if I call folks who run a terrorist radio station "civilians" or not, even if their weapon doesn't take the form of a rifle. They seem to me to be "insurgents" of a slightly different stripe, much like Afghan poppy farmers. Blast 'em if they're contributing in any kind of substantial way.
