#1 This should prove entertaining. In past, the FED has asserted total secrecy with something approaching "executive privilege", but even more so.

When government wants scrutiny over them as a government agency, they assert their private half protects them from the government.

Then when government wants scrutiny over them as a private agency, they claim to be part of the government, so are immune from such investigation.
