#5 Should have rebuilt the towers to look identical on the exterior but from the impact floors on up (except the top floor or two) they would be hollow shells. A vast empty space dedicated as a memorial and museum (nobody would want to work in an office there anymore anyway). The bottom levels could be given to the CIA or the UN as additional office space.
