#1 not surprising - the DOJ/EPA has been losing to Texas. One of Obama's tools was on teh three judge panel. Appeal it. No illegals or dead voting!

Section 5 should have been repealed two or three decades ago.

#5 The problem for Texas is that it's damned for being among the 'former' states in rebellion and with them targeted in the '65 Voting Rights Act to 'prove their innocents' rather than the fed proving their guilt. So a prior ruling effecting, say, Arizona does not apply. The Act established extensive federal oversight of elections administration, providing that states with a history of discriminatory voting practices (so-called "covered jurisdictions") could not implement any change affecting voting without first obtaining the approval of the Department of Justice, a process known as preclearance. - more
