#4 China also has shown renewed interest in buying Russian weapons after its own attempts to build up its arms industry fell short of expectations.

They need contacts in the Russian arms sector who can be bribed to hand over not just the specs, but the methods used to achieve those specs. Far cheaper to steal than to re-invent the wheel. Given that they have purchased hundreds of complete Russian weapon systems some of which they've undoubtedly take apart, the issue comes down to not merely replicating the form factor, but the functionality of the parts.

#6 It's not just copying, it's also exploiting. Ask the Chinese who came up with gunpowder first. Then ask who exploited best. One systematic advantage of multiple warring state vs one unified kingdom is the quicker pace of evolution of technology and skills.
