But that would mean someone in government would have to send:

a) CIS Agents,

b) A GS-04 to the last 'known addresses' to talk to the two,

c) A GS-04 to the last 'known addresses' to counsel the two and advise them of the vast number of social services in place to assist them,

d) Certified Letters to the two at the last 'known addresses', telling the two to report to a given office, at a defined four-hour window of time, 180 days from receipt of the aforementioned letter.
