#3 This functions much like a parole board, although most of the prison's 154 "war on terror" inmates have never been charged.

In most wars since the end of the 19th Century, POWs are kept till the war is over. POWs are not charged unless they did something outside of battlefield or something very specific to the laws of land warfare to warrant a trial.
