#2 Constitutional Convention = Moar rules and laws for the elites to ignore or twist to their advantage.

Still takes 3/4th of the states to ratify anything. A lot of little states that have no good will for the coastie elites are not likely to rubber stamp any such amendments and more likely to pass things those oligarchs fear.
