#1 According to European notions, Arabs, since they are inferior beings, can attack Jews or any other Israeli's without criticism or notice. Israeli's, on the other hand, being human, must pay a price for chasing attackers down and shooting them.
Israel needs to regularize their recent behavior by instituting the death penalty for terrorist attacks, and for incitement to commit them.
Right now Palestinians risk their lives, and their families lives if they even say that they oppose terrorism. If you want to stop terror you must stop incitement to terror. The only way to do that is to punish it severely.

#3 If you want to stop terror you must stop incitement to terror. The only way to do that is to punish it severely.

Alternatively, eradication of causes for the seemingly irrational behavior is also a solution.
