#3 Maybe it's difficult for local authorities to know what to do if they have a crisis on their hands and they are at their wits end. At the national level, securing the border would be a good place to start.

#4 You can't stop people from doing stupid things to their own bodies. Enabling doesn't seem smart. Spiking the (illegal) supply with a drug that makes you feel ill might help.
