#1 Governmental funding is of the "Use it or lose it." mindset. And, if all is not spent, the budget may be reduced the following FY, and that would be, er, "unacceptable."

#2 Well, for the army the 'use it or lose it' applies since the old Constitution stipulated that it could only be funded for two years. You can blame Charles I and Cromwell for that.
