#3 They used to throw tied-together sneakers over the phone lines to indicate drug transaction sites but I haven't seen any in a while. Maybe this is the replacement?

Person(s) deploy the devices some earlier time, presumably when it's dark.

The item(s) ignite (either by cellphone command or timer) and drop to the ground setting the surrounding vegetation ablaze. Items are consumed or rendered unidentifiable in resulting inferno.

Witnesses saw no one in the area in the days beforehand.

Just conjecture on my part, but plausible.
