#1 B - gets it right. Get ready for a host of "walking dead" 3rd world infectees carrying every known deadly pathogen. Zika, TB, Plague, Dengue, superbugs...you name it. Since we catch and release into the general populace, one need only to tell the "border hoppers" they are being given an injection of vaccines to protect them and let the fun begin.
Time the hospital overload with coordinated attacks and we've got a real problem.
