#1 Every bit of the Eu should have a referendum. Those that want to be in the EU can join, those that don't can separate, and/or join into a variety of little groups nobody even thought of before. Personally Id love to see Bavaria and Tuscany join to be a rump-sized revival of the Holy Roman Empire.

#4 They may desire independence from Great Britain, and think breaking from the UK and joining the EU would give it to them. It would be independence in name only, and their EU masters would end up being more repressive than if they stayed with the UK.
