What was the difference between a PERSHING INF capable of striking Moscow as easily as striking a Soviet tank division(s) attacking the Fulda Gap???

Submarines are "revenge" weapons, i.e. "third strike" + higher, NUCLEAR OR NON-NUCLEAR ARSENAL/FIRESHIPS are meant to confront the enemy from hour one of day one, i.e. "second strike" or lower.

Why should the US put ALCMS on 747's but China can't put anti-CVN ASCMS on same???
