#1 Dammit. Blow theee things in place. Get everybody out of the area and blow it. Busted windows are preferable to dead cops.
If possible, get a heavy steel cylinder open at both ends and lower it over the device. That will channel the blast and debris upwards. At one point there was a vehicle like a front-end loader which could do that. Not sure if they design was abandoned.
