#3 Just tracking, just like we do Mali and Israel, where I've seen the situation described as "mowing the grass." If we keep an eye on it, we'll notice when things suddenly get much worse. Or, like in Israel at the moment, when enough miscreants are locked up that not much happens until Hamas finds a new set of tools.
