#2 Very clear. Comey said her "intent" couldn't be proven (although intent was not a requirement of Federal law). The fact that so many devices were wiped clean or destroyed would speak to intent as well as perjury, disobeying a lawful subpoena, destruction of federal records, and obstruction of justice.
