#2 "Have they NEO'd the military outfits yet? And why not?" - I don't see this happening any time soon. The bases there are the primary FOB for strikes/intel work vis vis ISIS/Syria.

I haven't seen anything about a drawdown of actual military units. US mil dependents were removed back in March but not sure if they returned. Kinda doubt the dependents have returned given the coup and now this from DoS.
