#2 Yes, colocation of 'primitive' AA with a radar simulator protects the AA from a sophisticated defense.

#3 Didn't something like this happen during the Falkland War. An Argentine Exocet missile was detected but identified as a "friendly type" by British radar; so no countermeasures were taken against it. It struck the same British ship if memory serves me correctly.
