#3 I remember back in the day (1970s) hearing stories about how the Soviet pilots used to make mock attacks on Navy ships in the Med. Apparently that stopped after one of the ships illuminated them with her missile fire control radars.

#5 The "Do not fire unless fired upon" ROE need to be scrapped.

My ROE would be, "You feel threatened by the target. Engage it."
