#2 No. Not new. They are scare-mongering to justify their continued non-productive role.
The threat is real but a centralized organization 'assisting' local and regional forces is no more effective than efforts of 50 local police forces trying to address a spontaneous international menace.

Europol warned Friday that the Islamic State group could launch fresh attacks in Europe in the near future Obvious.

EU countries participating in the US-led coalition fighting the group in Syria and Iraq are most at risk. Even more so.
