#1 It was the delay between election and seating in 1861 that moved the inauguration from March to January, also the reflection of new technology (rail) to move people quicker. The better blast would to introduce a new amendment to move it further to December. We have better technology and we have ample proof it takes too long to transition given the evil men can do.
