#1 Good chance a lot of the voter registrations using out-of-state IDs were people who were indeed NH residents, but who had 'neglected' to get NH IDs, perhaps to save money replacing an unexpired DL, perhaps to avoid changing insurance rates, or having to re-take a test, or just because it is a big inconvenience to navigate the DL bureaucracy. It does show the whole voter integrity system is vulnerable to fraud though.

#3 Don't forget that NH is right next to MASS ant Vermont.

I'm sure that it wouldn't take much to get a few "transient" voters across the borders.

#4 Deacon, in Louisiana we have some of the most expensive car insurance around, and you can't get your LA DL without it. As a result you will find that almost anyone who can stay licensed elsewhere does so (and only regrets it when they get in a wreck and the insurance company refuses to pay...) If some election came along they felt strongly enough about, they might go 'home' so they could vote. I don't know how MA costs compare with NH, but there are lots of people who move back and forth between the two states; many may have picked this election to vote - and vote in NH.

#5 Kobach is good, and if he says so, I'd take a look.

It is very possible his work on voter ID contributed to Pat Roberts still having his seat.

#6 Folks there's no such thing as a NH residents moving to Mass to avoid taxes or high insurance costs. Just the opposite.
