#1 Of course the standard 'active bomb threat' evac plan is for an orderly building exit then gathering at assigned but unsecured workgroup assembly points in the car park nearby for a headcount.

Unfortunately, this practice can lead to actual headcounting...
1) when a jacketed wallaby walks into the assembly area.
2) the newly painted 'ambulance' arrives.
3) angry democrats open fire from across the street.
4) vehicles in visitor parking self-actuate.

Observers now know where the Mossad operators cluster.
